Its aim is to update the board on current and future security management activities. 2 1.0 AIM 1.1 Provide update of progress made in relation to Security Management issues from April 2008 to March 2009 and progress achieved during first quarter of 2009/ BACKGROUND 2.1 The NHS Security Management Service (SMS) is part of the Counter Fraud Security Management Service (CFSMS) and was made a Special Health Authority within the NHS and is now part of the Business Services Authority. 2.2 It has overall responsibility for all policy and operational matters related to the management of security within the delivery of NHS services. 2.3 The NHS SMS was formed in 2003 following Secretary of States Directions on work to tackle violence and aggression against staff and professionals who work in the NHS putting in place key practical measures to deal with issues of violence in the NHS. The practical measures taken by YAS are shown in this report. 3.0 TRUST ASSAULT/VIOLENCE INCIDENT ACTIVITY 3.1 This part of the report has been split into three distinct elements including Violence & Aggression, Physical Assault Reporting System (PARS) and Sanctions against offenders towards our staff and shows the full year April 2008 to March 2009 with a comparison to the previous year 3.2 Assault/Violence incidents 3.3 During the period 1 April 2008 to 31 March 2009 the following number and types of incidents were reported via the Trust Incident reporting system. Incident Type April 2008 to March 2009 April 2007 to March 2008 Verbal Physical no injury Physical with personal injury TOTAL Physical Assault Reports 3.5 These reports are returned to the Counter Fraud Security Management Service (CFSMS) for every reported injury to YAS staff. 3 3.6 There is no agreed national time frame of these reports to be made however there is an internal YAS performance indicator of five working days. 3.7 There is also an annual external audit from the CFSMS which is scheduled for 8 July 2009 this involves an inspector visiting the Trust to audit April 2008 to March 2009 submission made to the CFSMS. PARS forms submitted April to March April to March Number Prosecution of Offenders 3.9 YAS has a policy of zero tolerance relating to anyone who is violent or abusive towards a member of staff The LSMS contacts every member of staff reporting an incident of physical or verbal abuse and offers them advice and guidance on what action can be taken should they wish to pursuit it This approach has resulted in the following numbers of convictions by type as shown below. Type of Sanction April to March April to March Custodial sentence 7 4 Community Service 8 6 Order Police Cautions 4 4 TOTAL In order to influence court policy relating to assault against emergency workers, the LSMS works with the police officers involved in the case and the Crown Prosecution Service barristers to ensure a high profile is maintained Offenders who have abused YAS staff in the past are flagged on the Computer Aided Dispatch system There is a Data Flagging Group meeting on a monthly basis ensuring that best practise for Data Flagging of patient s personal records data has a consistent approach ensuring compliance with the Data Protection Act This group also looks at issues of medical alerts and appropriately flagging of child protection or vulnerable adult cases Page 3 of 6

4 3.16 The system is managed by Access & Response and PTS control in conjunction with the PRISM Incident reporting software. 4.0 Crime Reduction Survey 4.1 The programme to carry out Crime Reduction Surveys on Yorkshire Ambulance Service premises across the county is now complete. 4.2 These have been conducted in partnership with Crime Reduction Officers from West Yorkshire Police, Humberside Police, North Yorkshire Police and South Yorkshire police. 4.3 Completed Crime Reduction Surveys are providing relevant information to our estates department, allowing the Trust to ensure that personal safety issues around some of the sites can be addressed. The aim is to improve the security and safety of members of staff. 4.4 The priority is to make YAS premises a safer and better place to work and to increase staff confidence in their surroundings. It is also to raise awareness of the area management teams to the security issues at YAS premises and inform them of viable options with which to address the problems and create a safer working environment for all staff. 5.0 Controlled Drug (CD) Roll out Programme 5.1 The CD programme will be completed during 2009/10 with the intention to make CDs available YAS wide by 31 December Agreement has been reached with Yorkshire Air Ambulance for improvements to be made to their premises and procedures which are scheduled to take place within 2009/ All security related works for CDs have been completed in all Clinical Business Units (CBU) with the only work outstanding being the YAA locations and minor premises alterations in South CBU. 5.4 A suite of four E learning modules has been developed as part of this project and they consist of: Module Title YAS Smart card (available now) Access to Secure Drug rooms on stations (available now) Record keeping for Controlled drugs (July/August 2009) Clinical Aspects of Morphine (September/October 2009) Relevant Staff group All employees and non executive directors A&E operational and PTS staff plus estates, supplies, logistics, IT and domestic staff. 5 5.5 As part if the CD roll out project there has been a number of projects identified that will improve security to YAS activities. These projects are currently being discussed by the YAS Executive Team. 6.0 Training 6.1 Conflict Resolution Training is now underway and details are covered in the separate Human Resource and Organisation Development report relating to Statutory & Mandatory training on today s agenda. 6.2 Clinical Team Educator (CTE) training relating to security on YAS premises and requirements relating to Controlled Drugs is scheduled as part of the CTE training planned for August and September Ambulance Network National Risk, Safety and Governance Group 7.1 The National Ambulance Network Security work stream which is part of the National Directors Risk, safety and Governance Group continues to meet and is represented by security representatives from all Ambulance Services in England and also includes representatives from Wales and Scotland. 7.2 As the chair of this work stream it offers opportunity to Yorkshire Ambulance Service to play a key strategic role in the development and delivery of best practice in raising security awareness in a uniform manner across the Ambulance network. 7.3 The work to be undertaken by the Security Work stream includes the following: Review and revise the ASA guidance on the Management of Violence and Aggression. Develop guidance, as appropriate, on Lone Working. Develop guidance, as appropriate, on the use of personal protective equipment. (including stab resistant vests). Develop links with the NHS Security Management Service to ensure that ambulance service specific issues are high on the national agenda. Make recommendations to the National Directors Risk, Safety and Governance Group in regard to the development of additional guidance, as appropriate. Develop best practice for Data Flagging of patient s personal records data ensuring compliance with the Data Protection Act Emergency Preparedness/Centre for Protection of National Infrastructure (CPNI) Involvement 8.1 In March 2009 board report it was recommended that security at Springhill 1 and 2 along with Access and Response Communication Page 5 of 6

6 Centre at York plus the Emergency Preparedness Operational Unit (OSU) at Morley required strengthening. 8.2 Improvements have been completed at OSU Morley including CCTV, a new alarm system, secure drugs storage room and perimeter fencing. 8.3 Changes have been made at Springhill although further improvements are planned. Limited improvement is planned at York Communication Centre until such time the new Communication Centre premises are built. 9.0 NEXT STEPS 9.1 Over the next six months the LSMS will continue to manage security management issues across YAS to ensure appropriate action is taken with the police and court judicial system against offenders who assault our staff to over see the roll out programme for controlled drugs across YAS to develop local solutions and provide expert advice in relation to security issues, to protect the staff, the property and the assets of the Trust. Also the LSMS will continue to provide a single point of contact for staff and the police. As the chair of the national Security Work stream which involves representatives from all UK Ambulance Trusts with the aim of establishing best practice to ensure effective arrangements for safety and security are implemented across the UK Ambulance services. The purpose of the work stream is to provide a leadership role and provide specialist advice to all ambulance trusts. Continue involvement at both local and national levels with the DH, CPNI and NHS SMS on the establishment of a Memorandum of Understanding (MOU) between the three organisations on best practice for taking security measures both local and nationally forward RECOMMENDATIONS 10.1 The Board are asked to note the progress made to improve security and confirm that they have sufficient assurance relating to Security Management across YAS Page 6 of 6
