1 STIRLING COUNCIL THIS REPORT RELATES TO ITEM 8 ON THE AGENDA SOCIAL CARE AND HEALTH COMMITTEE SOCIAL SERVICES/STIRLING ALCOHOL AND DRUGS PARTNERSHIP 31 OCTOBER 2013 NOT EXEMPT STIRLING ALCOHOL AND DRUGS PARTNERSHIP: ANNUAL REPORT AND PRIORITIES SUMMARY 1.1 This report offers for noting the 2012/13 Annual Report from the Stirling Alcohol and Drugs Partnership and gives Committee an overview of the Alcohol and Drugs Partnership s priorities for 2013/ It is anticipated that future reports from the Alcohol and Drugs Partnership will be reported to Social Care and Health Committee as part of the Council s overview of the implementation of the Single Outcome Agreement. 2 OFFICER RECOMMENDATION(S) The Committee agrees:- 2.1 to note the Stirling Alcohol and Drugs Partnership Annual Report (at Appendix 1); and 2.2 to note the Stirling Alcohol and Drugs Partnership Priorities for (at Paragraph 3.9). 3 CONSIDERATIONS 3.1 The Stirling Alcohol and Drugs Partnership is the lead partnership addressing substance misuse for the Stirling Council area. The Partnership comprises senior representatives from main Council Services, NHS Forth Valley, Police Scotland, local Addiction Services, the Scottish Prison Service, Job Centre Plus and Stirling Licensing Forum. 3.2 Scottish Government provides funding for drug and alcohol treatment which is mainly commissioned on a Forth Valley basis. The Stirling Alcohol and Drugs Partnership oversees the local contributions to these and, through its financial statement, continually seeks to identify where mainstream spend is impacting positively on Partnership priorities.
2 3.3 The Partnership is part of the Community Planning Partnership, and is a contributing member of the Forth Valley Alcohol and Drugs Partnership. 3.4 During financial year , the Alcohol and Drugs Partnership evidenced based priorities were:- Earlier intervention Family support Ensure treatment system is open and accessible Access to training/employment opportunities Parental substance misuse 3.5 Main outcomes and sample activities from these priorities can be summarised as follows:- National ADP Outcome Health - People are healthier and take fewer risks as a result of alcohol and drug use Prevalence - Fewer adults and children are drinking or using drugs at levels or patterns that are damaging to themselves or others Recovery - Individuals are improving their health, well-being and life chances by recovering from problematic drug and alcohol use Activity Alcohol Brief Intervention Forth Valley performance against this Health improvement, Efficiency, Access to Services and Treatment standard has been excellent. Injecting equipment provision to reduce risk of blood borne virus and often the first step to treatment for many people. Take Home Naloxone scheme/overdose training. Tobacco cessation and prevention Ambulance Service protocol the Alcohol and Drugs Partnership supports an innovative partnership with the ambulance service where those who suffer a non fatal overdose are offered support from specialist services. Emergency department referral pilot for young people under age of 16. Legal Highs Smart Phone app Social Influencing Project now operational in two Stirling schools this is of national interest. Electronic care planning system now used within NHS services with plans to roll out to third sector services. Active service user group supported by Alcohol and Drugs Partnership. Recent satisfaction survey developed by service users. Workforce development significant priority going forward. Integrated care pathway now developed NHS treatment services and to be extended to include third sector services and criminal justice services. Recovery Resource Pack provided to all addiction staff.
3 National ADP Outcome Activity Families - Children and family members of people misusing alcohol and drugs are safe, well supported and have improved their life chances Community Safety-Communities and individuals are safe from alcohol and drug related offending and antisocial behaviour Services - Alcohol and drugs prevention, treatment and support services are high quality, continually improving, efficient, evidence based and responsive, ensuring people move through treatment into sustained recovery Local Environment - People live positive, health promoting local environments where alcohol and drugs are less readily available Forth Valley Family support pilot. Time 4 Us specialist service supporting children and families affected by parental substance misuse. Fetal Alcohol Syndrome Awareness raising. Joint working with Child Protection Committee Arrest referral scheme operating from custody settings. Agent purchase campaign recent partnership with Police Scotland. Community engagement regular presentations from Alcohol and Drugs Partnership to community groups etc. Substance misuse protocol alert early warning of potential dangers for both staff and drug users. Service redesign ongoing work to ensure services are efficient and effective. Waiting times framework significant reductions have been made over the last 2 year to waiting times. Integrated Clinical Governance quality assurance process involving all providers of addiction services, Licensing- the Alcohol and Drugs Partnership continue to offer support to both the Licensing Forum and Licensing Board. 3.6 Alcohol and Drugs Partnership performance against outcomes is measured through a set of indicators, some of which are set nationally, and others locally agreed. The Partnership is 12 months into a 3 year delivery plan. Many of the indicators involve long term behaviour change, however trends to date are monitored. Specific success on Alcohol Brief Interventions and waiting times are noted. 3.7 For the second year of its delivery plan, Stirling Alcohol and Drugs Partnership is focussing on the following priorities, set nationally according to Scottish Government, with additional local priorities derived from evidence and related to long term outcomes. 3.8 National Priorities are:- Deliver the Health improvement, Efficiency, Access to Services and Treatment (HEAT) standard for drug and alcohol treatment waiting times Deliver the Health improvement, Efficiency, Access to Services and Treatment (HEAT) standard for Alcohol Brief Interventions Increase the level of compliance and the amount of data submitted to the Scottish Drug Misuse Database
4 Increase the level of fully identifiable records submitted to the Waiting Times Database Increase the reach and uptake of the National Naloxone Programme Develop local understanding of the prevalence and impact of new psychoactive substances/legal highs 3.9 Local Priorities are:- Young people s safety with particular attention to the needs of young women n fatal overdoses with specific action to reduce the number of non fatal overdoses in the FK8 1 area Licensing Local data collection improve the consistency of local information recorded regarding the impact of alcohol and drugs Workforce Development Social Care and Housing & Customer Service to be prioritised over the next 12 months 4 POLICY/RESOURCE IMPLICATIONS AND CONSULTATIONS Policy Implications Equality Impact Assessment Strategic Environmental Assessment Single Outcome Agreement Diversity (age, disability, gender, race, religion, sexual orientation) Sustainability (community, economic, environmental) Effect on Council s green house gas emissions Strategic/Service Plan Existing Policy or Strategy Risk Resource Implications Financial People Land and Property or IT Systems Consultations Internal or External Consultations Effect
5 Equality Impact Assessment 4.1 This report was considered under the Council s Equality Impact Assessment process and was assessed as not relevant for the purpose of Equality Impact Assessment. Strategic Environmental Assessment 4.2 This report was considered under the Environmental Assessment (Scotland) Act 2005 and a Strategic Environmental Assessment is not required. Single Outcome Agreement 4.3 The work of the Alcohol and Drugs Partnership is central to the delivery of the Single Outcome Agreement outcome Communities are well served, better connected and safe by tackling alcohol misuse, particularly in relation to antisocial behaviour and offending. Other Policy Implications 4.4 The work of the Alcohol and Drugs Partnership will support early intervention, tackling health inequalities and employability policy implementation. It will also align to the Getting it Right for Every Child framework where appropriate. Resource Implications 4.5 The Alcohol and Drugs Partnership is resourced from Scottish Government, but mainstream resources from key partners, including the Council, contribute to the delivery of its priorities.
