Exercise Planning Support Specialist Job Description ICP Systems is seeking a Mission Command and Signal Readiness Exercise Planning Support Specialist to provide technical and analytical Signal Readiness training support to the US Army Reserve (USAR) CIO/G 6, Operations, Tactical Command and Control Communications and Computers (OPS TAC/C4) Division at Fort Bragg, North Carolina. The Command and Signal Readiness Exercise Planning Support Specialist will support the development, coordination, management and execution of training exercises and exercise programs. The primary focus in training exercises involves identifying, validating, and sourcing to support Army Reserve Component Signal forces. Additionally, Exercise Planners will have a background to make recommendations when it comes to enterprise services in the live/virtual/constructive/gaming environment, integration with other services as well as perform tasks consistent with the collection of all requirements; preparation of official correspondence; field budget estimates; exercise forecasting; processing of requests for support; coordination with Network Enterprise Centers (NECs); preparation of briefings; and representation at exercise planning conferences, meetings, and working groups. Specific Responsibilities Include: Provide expert advice, assistance, guidance or counseling in support of the USAR s G 3/5/7 management, organizational and program management improvement efforts of training exercises, as well as evaluate existing organizational structure for efficiency, effectiveness and utility of Signal readiness. Provide tactical and operational communications exercise planning capabilities.

2 Provide communications planners to coordinate, plan, engineer, and publish all exercise, training, and crisis action team (CAT) communications requirements in support of the USAR CIO/G 6. Support and assist in the management of training exercises and schedules. Support and assist in planning and conducting collective training exercises at all unit and staff levels. Provide management support of training exercise resources. The Exercise Planner shall provide assistance during the programming, procurement and allocation of training exercise resources. Provide support in the utilization of Signal training aides and training deployment, redeployment, and data processing procedures, tools and systems. Document and submit plans to guide the implementation of necessary system hardware and software communications including subsystem interfaces (both hardware and software). Identify and make recommendations on methods to improve RC readiness and training. Perform studies and analyses for Mission Systems requirements, provide feedback and make improvement recommendations. Receive, analyze, and staff Situation Reports (SITREPS) from all subordinate headquarters. Provide analysis of all Command Information Management requirements and produce recommended courses of action to address requirements. Provide interface between Command Staff and subordinate commands on all ongoing SITREP issues. Develop, maintain and update tracking and other automated tools, including, but not limited to, spreadsheets, report formats, or websites to stream line communication between Command Staff and subordinate commands. Provide analysis of all Signal readiness and produce recommended courses of action to address unit training requirements. Produce and maintain briefings, expertise, and other products required to provide a comprehensive Signal readiness program and function as the subject matter expert on all aspects of Signal readiness. Maximize utilization of the existing infrastructure and recommend upgrades as necessary using electronic business/electronic commerce technologies to the maximum extent practical to promote the ultimate goal of a paper free (or near paper free) working environment. Provide systems management feedback to identify system limitations and make recommendations for system changes that would result in improved system performance if implemented. Maximize interoperability among existing and newly acquired assets. The contractor shall also make recommendations for changes promoting common interfaces among functions and across components to achieve interoperability. Develop an Individual Exercise Plan (IEP) for each exercise assigned by the USAR CIO/G 6 Operations that includes as a minimum; description of the exercise, identification of work to be done (planning task), and milestones/deadlines for completion (timeline).

3 Responsible for supporting USAR Signal Readiness planning and execution at designated exercise locations. The contractor shall provide guidance and assistance to USAR G 3/5/7 planners and their staffs to ensure continuity of effort and the orderly management and execution of the exercise at the prescribe locations. Analyze and document the effectiveness of exercise planning functions as part of the afteraction reporting for assigned exercises. Incorporate financial management controls by developing/using standard cost models for predicting the travel costs to support the exercises. Provide Command and Control Communications and Computers (C4) planning support for joint exercises and interoperability demonstrations. Through coordination with USAR CIO/G 6 and others, anticipates, identifies and mitigates shortfalls in the institutional training of the Signal Force. Provide tactical C4 expertise, advice, and assistance in support of the USARC Operating Forces and the USARC, G 3/5/7. Focus areas include training and readiness, Army Force Generation (ARFORGEN) or variant of a future sourcing readiness model, operational needs statements, request for forces, mobilization, deployment, redeployment, and RESET of Operating Forces. Assist the government with Mission Command functions to include but not limited to identify subordinate or down trace units automation equipment and training requirements; development of IT policy, procedures, and doctrine. Assist the Government to integrate Training Network planning, programming and implementation. Provide Sustainment of Tactical C4IT and War Fighting Command, Control, Communications, Computers, and Information Technology (C4IT) Capability Reviews. Coordinate, assist and facilitate communications requirements for exercises and training events. Attend planning events, training, and exercises to observe and record unit s Observations, Insights and Lessons Learned (OILs) regarding their communications capabilities and shortfalls. The Contractor shall establish and maintain repository library for all Signal Readiness event on the USAR CIO/G 6 SharePoint portal according to the structure dictated by the government. Act as a liaison between the Operational, Functional, Training, Support (OFTS) commands and USAR CIO/G 6 on Signal readiness, as well as other USARC Staffs as needed for training exercise. Assist the government with the implementation of a USAR CIO/G 6 Mission Command Assessment Team (MCAT). Must be MCAT and Observer Control certified within 60 days of contract approval. Digitally synchronize the operations of Signal capabilities doctrine and standards for mission priorities with USAR CIO/G 6 directives.

4 Assist the government with network engineering tasks in support of both CONUS and OCONUS training and exercise networks utilizing the Army Reserve network (ARNET) for transport. Provide administrative support to the USAR CIO/G 6 by synchronizing, assigning and processing, tracking taskers, staff actions and workflow. Monitor and manage the Operation Orders queue coming from the Army Reserve Operations Center (AROC) and assists the USAR CIO/G 6 Division Chiefs in the production of Operations Orders. Represent the USAR CIO/G 6 equities in the Crisis Action Team, Force Generation Readiness Review (FRG2) COOP planning. Synchronize the USAR CIO/G 6 battle rhythm which is a deliberate daily cycle of command, staff, and unit activities intended to synchronize current and future operations. Identify and make recommendations on the compatibility of training information technology systems. Streamline processes that lead to reduced time requirements for training United States Army Reserve units on Signal capabilities. They shall investigate, analyze, evaluate and report recommendations on how to streamline the training process and cycle. Desired Skills and Experience: A government Secret Security Clearance. Must have five (5) years experience in battalion through theater level tactical and operational knowledge of Signal Warfighter Information Network Tactical (WIN T) communications network planning, network operations, configuration management, communications security (COMSEC), Mission Command Systems such as Command Post of the Future (CPOF), Battle Command Sustainment Support System (BCS3), Global Command and Control System Army (GCCS A), Battle Command Common Services (BCCS), Common Ground Station (CGS), Maneuver Control System (MCS), Standardized Integrated Command Post System (SICPS), Tactical Ground Reporting (TIGR), Force XXI Battle Command Brigadeand Below (FBCB2), Advanced Field Artillery Tactical Data System (AFATDS), Digital Topographical Support System (DTSS), SIPR/NIPR Access Point (SNAP), and a thorough understanding of Force Management, and project management expertise using PMI practices, tools, and processes. Knowledge Management Specialist Job Description ICP Systems is seeking a Knowledge Management Specialist to support the US Army Reserve (USAR) at Fort Bragg, North Carolina. The Knowledge Management Specialist will develop and maintain a Knowledge Management (KM) and an Information Technology (IT) strategic plan, which includes, at a minimum, objectives and long term tasks, capacity and capability matrices to identify and define the levels of information and office automation resources required within the organization, formulation of models of problems for solution discovery, forecasting future workloads and advising of impact on resources. The optimal candidate will apply Army Knowledge Management (AKM) principles to the USAR CIO/G 6 regarding the flow of knowledge and situational awareness throughout the organization, to include that of other staff sections. The KM will manage the in structure as an integrated enterprise to enhance capabilities and efficiencies, and provide training on KM concepts and methodologies for the US Army Reserve Command, G6. Specific responsibilities include: Engage with functional leads within the organization to assure consistency in communication activities and alignment with the USAR CIO/G 6 s expectations, preparation of stakeholder presentation materials including executive briefings. Manage content by ensuring work flow, data, documents, and other knowledge assets are captured, organized, and stored for easy intuitive access across USAR CIO/G6. Determine the essential sources of knowledge, including those located outside the organization. Identify content needed, by whom and when it is needed, the desired format, and how it will be made available for the organization to accomplish its mission. Develop processes for organizing content so it can be discovered and managed throughout its life cycle. This includes adding identifying features within the content to allow discovery and retrieval by users, and tracking my managers. Develop templates for storage and presentation of documents. Employ change management practices by using a comprehensive phased approach methodology and develop and monitor metrics for KM projects in support of the strategy plan. The Knowledge Management Specialist shall scope the change effort, identify the level of change and impacts, baseline the environment, and put structure and processes in place to facilitate behaviors and results desired.

6 Provide technical support to include design, development, deployment, overall functionality and sustainment of the USAR CIO/G 6 SharePoint. This includes development and design of web sites interfaces, front pages and the tools to navigate public and internal web sites. Continuously provide updated information for the USAR CIO/G 6 battle update brief, battle update assessment and/or the USAR CIO/G 6 s dashboard for real time organizational awareness. Assess processes and look for ways to eliminate gaps in information flow. Ensure content is stored and managed in a structure that is easy to understand and facilitates easy search and retrieval of information and files. Develop working relationships with similar staff sections from other Directorates to improve horizontal knowledge sharing, specially, the USAR CPIO. Incorporate blogs, discussion boards, document libraries, surveys and polls, and databases (asynchronous tools) into the daily work environment to improve cross organizational collaboration. Perform comprehensive after action reviews and capture observations, insights, and lessons learned to add to the USAR CIO/G 6 s institutional knowledge base. Assist the government creating an atmosphere of innovation and creativity in the section, focused on identifying and publicizing best practices; tactics, techniques, and procedures; and lesson learned. Provide input through the knowledge management working group or knowledge management section to the command s knowledge management plan and activities as it affect the USAR CIO/G 6. Desired Skills and Experience: A government secret security clearance. Must possess a Bachelor s Degree in either Knowledge Management, Information Technology, Engineering or Business Administration from a college or university that is accredited by a national or regional accrediting agency recognized by the U.S. Department of Education. Must have experience preparing and presenting information for the collaborative effort of all departments within an organization. Must have experience investigating the inner workings of each department in an attempt to find opportunities for improvement Must have three (3) to five (5) years of relevant experience in Knowledge Management. Must possess ITILv3 Foundation certification. Must have two (2) years of ITIL based environment experience. Must have the experience of leading a team of employees in research of different practices and procedures to ensure quality and efficiency. Must have the experience of preparing surveys and collecting customer feedback after services were provided.

Continuous Process Improvement Specialist Job Description ICP Systems is seeking a Continuous Process Improvement Specialist to support the US Army Reserve (USAR) at Fort Bragg, North Carolina that will identify and recommend opportunities for process improvement and shall work collaboratively with all Divisions and Branches of the USAR CIO/G 6 as well as with USAR Continuous Process Improvement Office (CPIO). The ideal candidate will have a Lean Six Sigma Black Belt Certification and capable of performing gap analysis of USAR CIO/G 6 policy, process, and procedures using industry Lean Six Sigma best business practices. Specific Responsibilities Include: Develop a Continuous Process Improvement Plan (CPIP) whose scopes spans across all processes and procedures that is implemented in order to facilitate USAR CIO/G 6 with process to improve the organization effectiveness and efficiency. Execute and support Continuing Process Improvement (CPI) activities in order to improve organizational effectiveness and efficiency. Develop, document, and maintain a project plan that incorporates tasks required to develop CPIP. Develop, document, distribute process improvement analysis on processes identified by the government. Identify, document, specific changes to process analyzed that improved efficiency, accuracy, and cost of the process analyzed. Develop, and revise existing processes to enable implementation of government selected Process Improvement Analysis Recommendations. Develop processes that streamline communication between USAR CIO/G 6 NEC and its customers. Coordinate, plan, conduct, and report results of studies and analyses that enable senior leader decisions resulting in more effective operations of the organization. Provide Continuous Process Improvement awareness training and facilitation to facilitate culture change by training and mentoring the USAR CIO/G 6 workforce in Continuous Process improvement.

Enterprise Network Solutions Architect Senior Job Description ICP Systems is seeking an Enterprise Network Solution Architects at the Senior Level with specific experience in Plans, Architecture and Service Design Support to work in a cell responsible for providing services in the Information Technology (IT) and Information Management (IM) areas of new capabilities and project management supporting all IT projects, plans & programs for USARC. The ideal candidate should possess a comprehensive understanding of the DOD Architecture Framework (DODAF), the Federal Enterprise Architecture Framework (FEAF) and the relationships/dependencies between architecture models to support assigned projects. Specific Responsibilities Include: Provide IT architecture design and performance service to support USAR CIO/G 6 mission objectives and ensure that server and storage systems can continue to deliver secure, fast, effective enterprise wide computing services while optimizing computing resource utilization and cost. Assist the government in defining and recommending process for the continuous architecture monitoring, analysis, review, and update to support ongoing gap analysis, investment decision making, and future recommendations. Design architectural integration of new systems into existing network architecture.

9 Document enterprise and solution level architectures supporting USAR CIO/G 6 mission. Adhere to Government specified style guides, approved taxonomies, architecture implementation guides and element lists. Within the architecture, the EA shall document the design of critical links in DODAF architecture model formats, to include the linkage between models and related architectures. Reuse existing architecture data/views to minimize development cost and schedule, and maintain configuration control of architectural artifacts and the underlying models. The EA shall capture and store USAR CIO/G 6 performers, activities (functions), business process rules, information exchanges, data exchanges, data elements, and Data Dictionaries. Review published guidance as the initial source to gain an understanding of processes, systems, organizations, etc. that will influence architectural development efforts. Conduct interviews with subject matter experts, sponsors, and participating organizations prior to and during architecture development. This iterative process requires the Contractor to obtain information from the business operations communities to develop the architecture views. Collect, organize, correlate, and store the architecture data required for architecture development and document the architectural results in the government designated enterprise architecture tool environment following government approved procedures. Facilitate the modification, update, documentation, and coordination of architecture views and artifacts within the operations communities for existing systems. The EA shall assist the Government in assessing deployment and distribution challenges, recommending new business rules, and enabling better resource allocation decisions while improving delivery of forces and sustainment to desired points of effect. Perform analysis of architecture projects by using graphical, statistical, and document based techniques as well as perform enterprise impact analysis of operational, system, and programmatic changes as required by the COR. Assessments and recommendations may be in the format of comment matrix, reports, point papers, talking papers, s, or presentations. Support a team approach which uses the enterprise architecture to evaluate potential requirements for gaps and redundancies. The Contractor shall support this approach by reviewing enterprise information requirements documents to evaluate the linkage to the existing architecture. Provide architecture support for USAR CIO/G 6 business case analysis efforts for new systems and initiatives. Provide feedback on network requirements, including network architecture and infrastructure. Research, analyze, plan, coordinate, and recommend software, system, server, and related process options and alternatives that offer opportunities to improve efficiency and effectiveness of IT service delivery to meet USAR CIO/G 6 NEC s mission requirements. Interact with the USAR CIO/G 6 organization so that it can identify improvement opportunities, to analyze and solve problems, and develop specifications of IT processes and systems to meet the requirements if end users.

10 Perform technical and service planning and analysis based on government requirements (e.g., availability, capacity, performance, backup and IT Service Continuity and Disaster Recovery Services). Continuously monitor technical trends through independent research; document and report on products, process, and services with potential use for government as they align with the government s mission and technology strategy. Perform feasibility studies for the implementation of new technologies and service delivery models that best meet government mission needs and meet cost, performance and quality objectives. Enterprise Network Solutions Architect Senior (Design) Job Description ICP Systems is seeking an Enterprise Network Solution Architect at the Senior Level with specific experience in Service Design to work in a cell responsible for providing services in the Information Technology (IT) and Information Management (IM) areas of new capabilities and project management supporting all IT projects, plans & programs for USARC. The ideal individual should have the ability to develop and deliver an IT Service Design incorporating all processes spanning the ITIL Service Level Management Lifecycle principles and best business practices in support of the USAR CIO/G 6 mission and the Project Management Plan to implement the service or process or other end state. All planning, development, delivery, implementation, process documentation, and continual service improvement shall be accomplished through a collaborative approach involving service providers, service customers, contractor partners, and key stakeholders throughout the Service Lifecycle. Specific Responsibilities Include: Provide USAR CIO/G 6 NEC with support in the design and development of IT services and service management process. The Enterprise Architect shall support, implement, and comply with USAR CIO/G 6 NEC s design principles, practices, and methods for converting USAR CIO/G 6 strategic IT objectives into actionable and supportable portfolios of well integrated IT services and service assets. Responsible for supporting the Service Design by providing assistance with program management development, process engineering, IT service management, analysis, recommendations and implementation of the "best practices" and most "cost effective" methodologies of the Service Design processes. Provide expertise in ITIL based Service Design and Service Delivery Design program analyzing future Army IT Service Level Management policy to align Army Reserve efforts with the Army Baseline Information Technology Services (ABITS) and Joint Integrated

12 Enterprise (JIE) Architecture program ensuring standardization and interoperability with US Army IT service management as well as other projects. Provide support with the application of industry and government best practices to each of the following ITIL processes and support areas: Availability Management Capacity Management Design Coordination Engineering IT Information Security Management IT Service Continuity Management Service Level Management Provide service design capability which is compliant with the ITILv3 service level management and service delivery principles, and project management expertise using current Project Management Institute (PMI) practices, tools, and processes. Provide program/project management expertise with enterprise service level management process analysis. Provide recommendations on IT services related design parameters that support the PMO in creating and maintaining documentation that codifies these principles, practices, and methods. Incorporate industry recognized best practice Service Design methods and procedures that apply to new systems and services, as well as currently deployed services. The USAR CIO/G 6 NEC will use these Service Design methods and procedures to identify, evaluate, develop, and implement IT services and process changes that maintain or increase overall value to the USAR CIO/G 6 mission throughout the system or service lifecycle, with no degradation in service continuity and ensures conformance to standards and regulars, and achievement of service levels. Include, and closely collaborate with different functional management teams in performing its Service Design support responsibilities. Take into consideration the enterprise wide impact on the overall service, the management of services, systems and tools (e.g., Service Portfolio and Service Catalog), the architectures, the technology, the Service Management process, Service Operations processes, the necessary performance measurements and metrics, acquisition, implementation, and resource costs. Ensure that the IT functional elements are addressed by the design, as well as ensure that all management and operational process requirements are addressed as a fundamental part of the design. Contribute to the improvement of the overall quality of IT service within the imposed design constraints, especially by reducing the need for reworking and enhancing services, once they have been implemented in the live environment. Produce and maintain IT plans, process, policies, architectures, frameworks and documents for the design of quality IT solutions, to meet current and future agreed organization needs.

Frequency and Spectrum Management Specialist Job Description ICP Systems is seeking a Frequency and Spectrum Management Specialist to support the US Army Reserve (USAR) at Fort Bragg, North Carolina. The optimal candidate will provide support required for the total operation and management of frequency and spectrum management services. These services include planning, coordinating, and managing joint exercises use of the electromagnetic spectrum through operational, engineering, and administrative procedures, with the objective of enabling electronic equipment to perform their functions in the intended environment without causing or suffering unacceptable interference. Specific Responsibilities Include: Identify spectrum requirements for training, pre deployment, deployment, and reconstitution of Army Reserve Soldiers, CONUS and OCONUS. Collaborate with other government agencies, and joint, interagency, intergovernmental, multinational (JIIM) forces in specific operational area. Ensure dynamic, near real time frequency assignment, re assignment, interference resolution, and deconfliction across all user in an area of operations. Assist in the development and publishing of communications annexes and appendices. Develop, produce, and disseminate spectrum operations SOPs. Coordinate and participate with FORSCOM, joint, and multi compo forces to support unified actions. Perform prescribed reviews for frequency use and requirements. Advise network planners in matters concerning spectrum management. Periodically confer with subordinate units to maintain awareness of emitters that they are utilizing. Engage with appropriate staffs or liaisons to ensure that spectrum support is available. Assist the government to determine peace and wartime communications equipment, spectrum resources, and computer system requirements and obtain sufficient capabilities as appropriate to the organization. Serve as the point of contact for spectrum and frequency requirements. Coordinate frequency actions with installation frequency coordinator in support of training exercises to be conducted on their installation.

15 Provide communication expertise for spectrum and frequency management. Generate Satellite Access Request (SAR) to proper controlling authority, receive Satellite Access Authorization, receive satellite frequency approval, submit assignment to frequency database using Spectrum Twenty one (SXXI) software, and inform user of the authorized frequencies. Perform regular frequency database reviews and submit requests for updates when necessary. Receive and process requests for frequency use authorization, nominate frequency(s) from frequency database, make assignments in the database, and notify the requestor of the assignment. Maintain contact with military and civilian agencies for the request and deconfliction of frequency use within the areas of responsibility. Ensure spectrum supportability for frequency emitting equipment which is being used within a specified area and obtains electronic warfare (EW) clearances. Validate subordinate Army unit s electromagnetic spectrum (EMS) request using Standard Frequency Action Format (SFAF). Receive frequency interference reports from victim units, take appropriate steps to resolve interference, report problem to higher headquarters for assistance, and maintain frequency charts, diagrams, reports, and a database of frequency interference incidents. Desired Skills and Experience: A government Top Secret Security Clearance with SCI Eligibility. A Bachelor s Degree in Information Technology, Engineering or Business Administration from a college or university that is accredited by a national or regional accrediting agency recognized by the U.S. Department of Education. Five (5) years of spectrum management experience Comprehensive knowledge of DoD approved spectrum management database software (currently Spectrum XXI) and frequency assignment standard formats and processes. A graduate of the Inter service Radio Frequency Management School (IRFMS) and/or National Telecommunications and Information Administration (NTIA) Spectrum Management Course. A comprehensive knowledge of International Telecommunications Union (ITU) Radio Regulations and Allocations and NTIA spectrum management systems and processes. Experience of working in a fast paced environment and manage multiple priorities. Extensive knowledge performing interference analysis, frequency nomination and processing using Spectrum XXI and the Government Master File (GMF). Working knowledge of strategic Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance and Reconnaissance (C5ISR) network operations in support of DoD.
