1 1 August 17, 2011 The following references are taken into consideration while re-structuring the existing Cadre Review Report of IIPS: 1. UGC Notifications; 2. Observations and remarks of the Distance Education Council Committee; 3. Sixth CPC report of Government of India; 4. Recommendation of the Pay Scale Committee for higher grade pay; 5. Forthcoming need of the Institute and strategy of outsourcing. 6. Educational qualifications of nearly all the posts have been enhanced to accept the challenges of new technology. The recruitment rules for the post of Multi Tasking Staff, Lower Division Clerk & Upper Division Clerk have been revised as per new DOPT guidelines. 7. The UGC Work Load Committee set up by IIPS has framed a uniform pattern for allocation of manpower requirement viz., Lower Division Clerk, Upper Division Clerk, Assistant, OS/SO in each department. 8. Accordingly following principle has been applied while restructuring Cadre Review Report: i. As DOPT has enhanced the qualification for the post of Multi Tasking Staff, Lower Division Clerk and Upper Division Clerk subsequently the educational qualification for the post of Assistant is suggested for revision. Similarly, based on Government of India orders efforts has to be taken to work out the feasibility of executing work of some of the posts by outsourcing. Hence as the policy of E-Governance and ITC implementation this work has been completely outsourced. As well as per the Executive Council meeting references and comments Programmer, Data Entry Operator and Data Processing Assistant posts will not be required in future. Since it has been completely outsourced. Similarly Xerox Operator and Gestetnor operator shall not be required in future due to outsourcing. ii. iii. All Multi Tasking Staff step by Step to be outsourced. Hence after retirement of present incumbents there will be no recruitment of Multi Tasking Staff which will held to maintain the ratio of 1:1:10 (faculty to non-faculty) as per UGC guidelines. Taking into consideration of additional work load of Institute project and increase in infrastructure additional, UDC level post will be required in Accounts and EM Section. As there is no much scope of promotion for Hostel Manager, Hostel Housekeeper, Stenographer Gr.II, Telephone Operator, Stenographer Gr.III, Data Entry Operator, Library Clerk, channel of promotion avenues have been opened for higher post, and as such changes in recruitment rules have been suggested. For research staff due to requirement of utility of this staff shall be transferred in other departments and strengthen
2 2 EMS department, Publication unit. This staff shall be transferred to or absorbed by EMS and Publication Unit with same designation. iv. Group A officials required to have a pay scale and recruitment rules as per UGC norms. Similarly all UGC rules instead of MACP for upgradation in pay scales should be applicable to at least some of the statutory posts as mentioned in UGC notification. Presently following Group A post are there: 1. Registrar 2. Library & Information Officer 3. System Manager 4. Assistant Registrar(Admin) 5. Accounts Officer 6. Assistant Registrar (Acad.) Department of Public Health & Mortality Studies 4. Department of Migration & Urban Studies 5. Department of Population Policies & Programmes 6. Department of Development Studies 7. Department of Extra Mural Studies
3 3 As per the 6 th Pay Commission Report there will not be Group D posts. Being as approved 39 posts of the faculty we must have 43 positions of the non faculty.
