2 After School Program , ext W. Broadway Monday - Friday, 3 p.m. - 5:30 p.m. State paid. Oversees the After School Program for homeless children only, kindergarten through 6th grade from Holmes, Stevens, Audubon, Garfield and Logan, through Spokane School District. Kindergarten - 6th grade - Monday through Friday, from after school until 5:00 pm (free). Must be enrolled in the HEART Program. Offers life skills, cooking class, substance abuse prevention, community awareness and tutoring. Child-Family Care Program/Visitation Center , ext W. Broadway Monday -Thursday, 8 a.m. - 8 p.m.; Friday, 8 a.m. - 5 p.m. State funded early intervention program for "at-risk" children and their families. Offers one-on-one parenting and visitation services. Children and families are referred to the YWCA by CPS social workers. Also, have a new contract with the state providing straight visitation services to same population. Same referral process as the parent education program but the visitation center provides a lower level of parent education than the Child and Family Care Center. Both programs provide supervised visitation for CPS referred families. Cuddles and Care Sick Child's Service W 8 th Ave. (Sacred Heat Medical Center) Spokane, WA Monday - Friday, 6 a.m. - 6 p.m. $3.50 per hour per child (minimum 2-hour stay). Offers warm, professional care to mildly ill children, ages birth to 12. Each is given a bed or crib and provided meals and snacks. Does not take contagious children; i.e., chicken pox, measles, mumps and rubella. Also does not accept children with lice, scabies, or pinworm. First come, first served basis, however you can call the night before or first thing in the morning to reserve a spot. It is staffed by licensed practical nurses. Access to Baby and Child Dentistry Program (ABCD Program) The Access to Baby and Child Dentistry program increases access to children and infants who are Medicaid eligible to dentists in Spokane County. Call the number above for more information. Division of Child Care and Early Learning E. Francis Spokane, WA Monday - Friday, 8 a.m. - 5 p.m. Free. Facilitate the licensing process for family child care homes and child care centers in Spokane, Asotin, Lincoln, Whitman, Stevens, Pend Orielle and Ferry counties. 3 East Central Community Organization Character Camp S. Stone Spokane, WA Monday - Friday, 7 a.m. - 6 p.m.; kindergarten program 11 a.m. - 6 p.m. Fees vary. Provides structured recreational/educational program for youth 6-12 years of age. Activities include: organized sports, cooking classes, outings, martial arts, tutoring, library time, arts and crafts, community service times and dance. Right to Life (Human Life of Spokane) W. 3 rd, Suite 203 Provides support and help to women facing unplanned pregnancies with free maternity clothes, baby clothes, diapers, cribs and formula. They also provide a speakers bureau, education resource materials, videos, pamphlets, books on all life issues and related topics. Their hours are 9am-2pm; Monday- Wednesday and Friday closed on Thursdays. ECEAP American Indian Community Center E. 2nd Ave Spokane, WA Monday - Friday, 7 a.m. - 6 p.m. ECEAP is free. A life enrichment program primarily for low-income families with children 4 years old by August 31 of the current school year. Parent participation is strongly encouraged. Provides services, classes and activities for the entire family. ECEAP sessions are Monday - Thursday, 8:45-11:45 a.m. Wrap-around childcare is available. The N.A.T.I.V.E. Project (Native American Treatment Intervention & Education) crisis line open 24/ W. Maxwell The N.A.T.I.V.E. Project provides services for adolescents. General services include mental health/substance abuse counseling, intensive outpatient for youth for 16 weeks. Transitional housing and case management for homeless teenage girls experiencing one of the following: pregnancy, parenting, substance abuse, substance abuse recovery, or mental illness. ECEAP Central Valley School District Early Childhood Program E. 9th Spokane Valley, WA Monday - Friday, 6 a.m. - 6 p.m. Paid fees; state subsidies accepted. ECEAP free. A state licensed, full-service child care and preschool center (3-12 years). Subsidized care for children including before and after school, ECEAP and preschool. Meals and snacks included. Sites include: Barker Center, Broadway Elementary, Progress Elementary, and University Center. Also available: Even Start Family Literacy with Adult Education: ABE/GED/ESL and on-site infant/toddler care for participating and qualifying families, and other family support services at University Center. 4 ECEAP Deer Park School District PO Box 190 Deer Park, WA Monday, Tuesday, Wednesday, & Thursday. Free. Operates a center-based preschool program located in Deer Park Elementary School. A life enrichment program for low-income families with children 4 years old by August 31 of the current school year. Parent participation is strongly encouraged. Provides services, classes and activities for the entire family. Pick up applications at the ECEAP and Special Services office in Deer Park and Deer Park Elementary School. Students are bussed to Deer Park Elementary School, which also serves children with special needs. If the program is not filled by September 30, children that are 3 years old by August 31 will be considered for enrollment. Classes are for 1/2 days either a.m. or p.m. ECEAP East Valley School District E. Grace Spokane, WA Monday - Friday, 8 a.m. - 4 p.m. Free. A life enrichment program for low-income families with children 4 years old by August 31 of the current school year. Parent participation strongly encouraged. Provides services, classes and activities for the entire family. ECEAP sessions are Monday - Thursday, 8:45 a.m. - 11:30 a.m. & 12:30 p.m. - 3:15 p.m. Also serves children with special needs. 3-year-olds may be enrolled if there are openings. Bussing provided to locations at Otis Orchards, Trent, and Trentwood elementary schools. A free preschool program is also available for children and families slightly over the ECEAP income guidelines. Food service and bussing is available. ECEAP Liberty Park Child Development Center & Child Care Programs E. Hartson Spokane, WA Monday - Friday, 6:30 a.m. - 6 p.m. Sliding fee scale; ECEAP free, accepts DSHS payment. Provides comprehensive quality education, social and health services to parents and children. Services include preschool education for four-year-olds (ECEAP hours: 9-11:30 a.m. & 12:30-3 p.m.). Child care coordinates with the ECEAP program to provide full-day child care services. Also have Christian preschool program, after school program for school-aged children from Grant School and a summer day camp program. Some bilingual services. ECEAP Martin Luther King, Jr., Family Outreach Center S. Sherman Spokane, WA Monday - Friday, 7 a.m. - 6 p.m. Free for most services. A life enrichment program for low-income families with children 4 years old by August 31 of the current school year. Parent participation is strongly encouraged. Provides services, classes and activities for the entire family. Wrap-around child care is available. A center-based preschool program located in the Chattaroy Elementary School serving four-year-old children from low income families. Provides services, classes and activities for the entire family. 5 ECEAP West Valley School District E. Grace Spokane, WA Monday - Friday, 8:00 a.m. - 4 p.m. Free. A life enrichment program for low-income families with children 4 years old by August 31 of the current school year. Parent participation is strongly encouraged. Provides services, classes and activities for the entire family. ECEAP sessions are Monday - Thursday, 9:05 a.m. - 11:30 a.m. & 12:45 p.m. - 3:15 p.m. Also serves children with disabilities. ECEAP YMCA/EWU Children's Center Washington Cheney, WA Monday - Friday, 7:30 a.m. - 6 p.m. ECEAP is free, child care fees vary. ECEAP is located on the campus of EWU with sessions Monday through Thursday, 8:30 a.m. - 11:30 a.m. and 12:30 p.m. - 3:30 p.m. ECEAP is a life enrichment program for low-income families with children 4 years old by August 31 of the current school year. Parent participation is strongly encouraged. Provides services, classes and activities for the entire family. Wrap-around child care is available. Serves children age s 6 weeks to 10 years, full-time care with USDA meals. Eastern Washington University (EWU)-Limited Dental Care N. River Point Provides services for ages 6 and up. Free dental evaluation. Fees for cleaning, x-rays, and limited restorations upon authorization from regular dentist. Costs are about 1/3 to ½ less than a regular dentist. No emergencies, caps, crowns, extractions, dentures, or root canals. Services are provided at varying times during the school semesters. ECEAP YWCA Downtown , ext W. Broadway Monday - Friday, 7:30 a.m. - 4 p.m. Free. A community based, family centered, comprehensive pre-kindergarten program for income eligible 4-yearolds (by August 31 of the current school year) and their families. ECEAP sessions are Monday through Thursday (September through May); 8:30 a.m. - 11:30 a.m. & 12:30 p.m. - 3:30 p.m. If program cannot be filled with 4-year-olds, children that are income eligible 3-year-olds by August 31 will be considered for enrollment. Tamarack Center W. Fort George Write Drive This is an adolescent psychiatric treatment facility that provides long-term, residential, psychiatric services for emotionally disturbed children and adolescents. An accredited, multi-disciplined treatment team performs services. Family involvement is strongly encouraged, with the final goal of being reintegrated into the community. They also provide a variety for outpatient services. YFA Connections E. 2 nd Ave Provides outreach services targeting youth in the downtown city bus station. Their goal is to connect youth with services, shelter and/or family. This agency is a licensed mental health/substance abuse treatment program administered through an intensive outpatient service-sometimes with co-occurring mental health programs. Their hours are Monday-Friday, 8:00am-5:00pm. Federal poverty guidelines are used and they offer home-based counseling and family crisis resolution. Spokane County Childcare Resource Guide 5

6 ECEAP YWCA West Plains W. 13th Ave Airway Heights, WA Monday - Thursday, 8:30 a.m. - 11:30 p.m. & 12:30-3:30 p.m. Free. ECEAP is a community based, family centered comprehensive preschool program for low-income four year olds and their families. ECEAP sessions are Monday through Thursday; 8:30 a.m. - 11:30 a.m. & 12:30 p.m. - 3:30 p.m. If program is not full with 4-year-olds by September 31 income eligible 3-year-olds will be considered for enrollment. Express School Age Care Programs N. Bernard Monday - Friday, 6:30 a.m. - 6 p.m. Express offers before and after school childcare programs in 25 Spokane School District elementary schools which serve 31 elementary schools. The program is open to children ages 3-12 years with 14 programs offering 1/2 day kindergarten care and several offering full day preschool. Sibling discounts available as well as scholarships in some neighborhoods. Family Care Resources Public Line Child Care Referral Service or W. Mission, #25 Monday - Friday, 24-hour message machine. Free. Provides child resource and referral services to Spokane, Ferry, Stevens, Pend Oreille and Lincoln counties. This service refers parents to licensed child care providers who meet the family needs and requirements. It also provides information for parents on how to choose child care and directs them to available financial resources for child care. FCR is an approved Washington STARS (State Training and Registry System) training organization for licensed child care providers. fcr@community-minded.org. Head Start Adult Education Center N. Monroe Spokane, WA Monday - Friday, 7:30 a.m. - 4 p.m.; Full day Preschool, 7:30 a.m. - 5:30 p.m. Serves infants, toddlers, and preschoolers in part-day and full-day classrooms. Priority is given to parents participating in ESL/GED classes on site. Please call for a current fee schedule and hours of operation. Head Start Bryant N. Ash St Monday - Friday, 7:30 a.m. - 4 p.m. During the school year, serves preschoolers, ages 3-5, in morning (8:15 a.m. - 11:30 a.m.) or afternoon (12:15 p.m. - 3:30 p.m.) sessions, Monday through Thursday. Head Start Crosswalk W. 2nd Ave Spokane, WA Monday - Friday, 7:30 a.m. - 4 p.m. Serves infants and toddlers only. Priority enrollment is given to parents who are involved with High School Completion. During the school year, serves preschoolers, ages 3-5, in morning (8:15 a.m. - 11:30 a.m.) or afternoon (12:15 p.m. - 3:30 p.m.) sessions, Monday through Thursday. Head Start Hillyard Center N. Market Spokane, WA Monday - Friday, 7:30 a.m. - 4 p.m. Serves infants, toddlers, and preschoolers in double session (AM or PM) and full-day classrooms. Priority is given to parents of infants and toddlers who are on-site participating in ESL, GED, or Family Literacy classes. There is a charge for full-day services. Head Start Logan E. Montgomery Spokane, WA Monday - Friday, 7:30 a.m. - 4 p.m. Free. Serves typically developing children and children with special needs in collaborative Head Start and Spokane School District preschool classrooms (CAPE). Offers morning (8:15 a.m. - 11:30 a.m.) or afternoon (12:15 p.m. - 3:30 p.m.) sessions, Monday through Thursday. Head Start Northeast Community Center N. Cook Spokane, WA Monday - Friday, 7:30 a.m. - 4 p.m. Free. Serves typically developing children and children with special needs in collaborative Head Start and Spokane School District preschool classrooms (CAPE). Offers morning (8:15 a.m. - 11:30 a.m.) or afternoon (12:15 p.m. - 3:30 p.m.) sessions, Monday through Thursday. Head Start SCC Bigfoot Child Care N. Head Start SFCC Early Learning Center W. Fort George Wright Drive Spokane, WA Monday - Friday, 7 a.m. - 4 p.m. (School year). Serves infants, toddlers, and preschoolers. 8 Head Start West Boone Center W. Boone Monday - Friday, 7:30 a.m. - 4 p.m. Provides individualized prenatal and child development services to low income families. Serves pregnant women and children newborn to three years of age through a home visitor program. Head Start West Central Community Center N. Belt Spokane, WA Monday - Friday, 7 a.m. - 5:30 p.m. Serves infants, toddlers, and preschool age children in full-day/full-year classrooms or preschoolers in double session (a.m. or p.m.). There is a fee for full-day services. DSHS reimbursement for child care accepted. The West Central Community Center operates a before and after school child care program for children age five through twelve. Julianne's Prom Closet East Estates Road Spokane, WA Parents are often asked to spend $200 to $500 on a one-use dress so that their daughters can have a night they've dreamed of throughout high school. If a girl needs help, she must bring a letter from a community member citing the family's need, and proper ID. A fitting appointment will be set to let the girl search through their extensive inventory. The effort is a corporation and always in need of more dresses, shoes, bags and more. Northeast Youth Center N. Cook Spokane, WA Monday - Friday, hours vary. Fees vary. The Center offers before and after school child care from 6:30 a.m. to 6:00 p.m. for children ages 5 to 12. In addition, they can fill in the gap for your kindergarten child by providing morning and/or afternoon child care and transportation to and/or from kindergarten. Program is a licensed child care with USDA snack program. State pay is accepted. Provides various recreation programs to youth in the Northeast area of town. The Northeast Youth Center is open to all youth, teens, and adults. Programs primarily serve ages 5 to 15. Closed in the summer to become a day camp operated by the City Park and Recreation Department. Parent Education/Cooperative Preschools N. Freya Spokane, WA Office Hours: Monday - Friday, 8 a.m. - 4:30 p.m. Fees vary from $35 to $70 per month; scholarships available. Enrollment is ongoing September-May. Provides preschool and infant toddler programs for children, birth to 5 years. Provides parent education through parent involvement in early childhood education cooperative preschools, where parents and children learn together. Classes held at various off campus sites in Spokane and the three northeast counties. A limited scholarship fund which pays 50% of the monthly fee is available to income eligible families. 9 SPOC's Northeast Child Development Center N. Cook Spokane, WA Monday - Friday, 7 a.m. - 6 p.m. Fees vary. Full-time licensed child care. Accepts infants at 3 months of age through preschoolers age 5 years. No transportation available. Only full-day children accepted. Priority for families dependent on child care subsidy. Serves children with special health care needs. Provides workshops for parents and early childhood educators. Spokane County Head Start/ECEAP/Early Head Start N. Freya Spokane, WA Monday - Friday, 7:30 a.m. - 4:30 p.m. Head Start/Early Head Start (HS/EHS) is a federally funded family involvement program for low-income families with young children. HS/EHS serves preschool, infant, and toddler children in classroom settings. EHS also offers home based services for families during pregnancy and those with infants and toddlers up to three years of age. EHS parents and children have the opportunity to participate in classroom socializations and home visiting (at least four times a month). Intensive, comprehensive child development, parent education and family services are individualized to build on family strengths and respond to family needs. ECEAP stands for Early Childhood Education Assistance Program. It is a Washington State funded program to provide preschool experiences for low-income families. (See the site listings under "ECEAP" in this section of the directory.) There is no charge for Head Start, ECEAP, or Early Head Start services. The sites that provide full-day and some evening services charge a fee for child care services. Ninety percent of enrolled families must be low-income, based on the federal poverty guidelines. Ten percent of enrolled children may be over income if they have diagnosed disabilities or other special needs. Preschool classrooms give priority to children who are age four by August 31 of the school year. Infant/toddler classrooms enroll children six weeks to three years of age. The home base programs serve families prenatal to three years of age. SFCC Early Learning Center and SCC Bigfoot Center provide Head Start programs and full-day services for children of community college students. Two classrooms at the Hillyard Center, two classrooms at the Adult Education Center, and two classrooms at the West Central Community Center provide Head Start and full-day services for children who have parents that work and/or attend school. There is a charge for full-day services. TLC EduCare - Children's Services N. Hemlock Spokane, WA Monday - Friday, 7 a.m. - 5:30 p.m. $15 co-pay Offers before and after school programs, homeless child care; therapeutic child care for children with early childhood disorders: therapeutic play, treatment planning, counseling, family therapy, parenting support, and education. WCCC Before & After School Program N. Belt Spokane, WA Monday - Friday, before school 6:30 a.m. - 9 a.m.; after school 3 p.m. - 6 p.m. Fees vary. Serves children from Holmes and Audubon schools. 10 Working Connections Child Care (north), (southwest), (valley) 8517 E. Trent, Suite 103 Spokane, WA Monday - Friday, 8 a.m. - 5 p.m. Fee dependent on income. Helps low income working families pay for child care expenses and therefore maintain their jobs. The amount of child care subsidy varies with family size and gross income. If you are eligible for a child care subsidy, the Community Service Division will authorize payment to a caregiver of your choice: a licensed child care provider, a licensed contracted center, or an approved caregiver in your home. Child care assistance is also available for teen parents in high school or GED program. Call and see if you are eligible at the DSHS Community Service Offices (see listings in the Public Assistance section of this directory). YMCA Before & After School Care , ext. 127 Monday - Friday, 6:30 a.m. - 6 p.m. Fees vary; registration $30/child. Programs offered at each elementary school in the Mead School District. YMCA School-Age Care offers a variety of activities designed to help your child grow: arts and crafts, sports and games, study time, creative time, music, snack, cooking, and field trips. Most activities are done in groups with children their own age. Monthly themes help focus each month's activities. Fees: $155 before school care only; $175 after school care only; $315 before and after school care; $210 before or after kindergarten only; $485 before and after kindergarten. YMCA Summer Day Camps , ext. 127 Riverfront Park & 404 W. Regina Spokane, WA Monday - Friday, 6:30 a.m. - 6 p.m. $120/week average, $30/day, registration $25/child. For children grades 1 through 9. There are age appropriate programs for different grades. Programs offered at two locations: Downtown Spokane YMCA in Riverfront Park, and a north side location at Brentwood Elementary. Children and staff participate in swimming, sports and games, arts and crafts, field trips, and other activities that evolve around weekly themes. Camp-outs are also a part of the summer programming. Winter and Spring Day Camps also offered at Downtown and Mead for the same weekly fee and days and hours. YWCA Homeless Children s Educational Resource Program W. Broadway Program provides case management to homeless children and their parents to assist them in accessing mainstream services and school for children in grades K-12. Their main concern is that children remain in their respective schools, even if they find themselves homeless or in transitional living. The agency also provides clothing, backpacks, new shoes and more to schools. They have an intake assessment program, handling paperwork in collaboration with School District 81 and Spokane Mental Health. Bethel AME Church Richard Allen Youth Academy S. Richard Allen Court The Richard Allen Youth Academy, part of the Bethel AME Church, is a state-licensed childcare facility capable of providing for 74 children from 6 weeks to 12 years old. It is currently operated Mon-Fri from 6:30am-8:30pm. Families receiving DSHS subsidies to pay their tuition are welcome. Spokane County Childcare Resource Guide 10

11 Domestic Violence Consortium Drop-In Center (Children s Waiting Room) N. Jefferson, Room 101 This agency offers free drop-in childcare for ages 1-12 for those conducting business in the Spokane Courthouse Complex at the Broadway Center Building. Hours are 8am-5pm, Mon-Fri and are closed when the courts are closed, including the noon hour. Priority is given to those whose cases involve domestic violence they may make reservations. Excelsior Youth Center W. Indian Trail Road This a private, non-profit agency serving youth ages with a broad range of behavior problems including chronic runaway, substance abuse, delinquency and pre-delinquency, inability to function within the family setting, and inability to function in the public school system. Hugs to Health Day care/valley Hospital E. Mission This is a day care for sick children (isolation is available for chicken pox and strep throat). They do not accept children with measles, mumps, whooping cough, or head lice. Pediatric LPN s and NAC staff the center. Reservations are required, no walk-ins accepted, please call their 24-hour reservation line at the number above. Their hours are 6:00am-6:00pm, Monday-Friday, excluding major holidays. Cost is $3.00 an hour. They are located on the east side of the main hospital building on Vercler Ave., just off Mission Ave. at Pines, at the above address.
