7 1 Introduction The aerospace and aviation industry is becoming one of Tianjin s pillar industries. This report contains an introduction to the main players and the recent development of this industry in Tianjin Municipality and Hebei province. Pagina 7 van 26

8 2 General Overview of Region 2.1 General Overview of Tianjin Municipality Tianjin Municipality is located in the northeast of North China Plain, the lower reach of Haihe River. Bohai Sea is to the east of Tianjin, while Yan Shan Mountain is to its west. Tianjin Municipality is located 120 kilometers southeast of Beijing and is one of China s four municipalities under direct administration of the central government. It has a population of over 11 million. The total area of Tianjin is 11, square kilometers. The municipality is a conglomeration of urban districts and rural counties. Tianjin is an important industrial and commercial city and the largest port in North China. Important industries in the Tianjin economy are IT, automotive, equipment manufacturing, aerospace and aviation, petrochemicals, bio-pharmacy, new energy and materials, national defense and logistics. In 2008, the total GDP of Tianjin was over 93 billion USD, a 16.5% increase over The total export amounted to billion USD, and imported billion USD. 9 2.2 General Overview of Hebei Province Hebei Province lies on the North China Plain. The capital city, Shijiazhuang is located 270 kilometers south of Beijing. The population is million. Hebei Province is an important agricultural base in China. Pharmacy, food processing and logistics are the most important industries. Qinhuangdao is the biggest port in Hebei province, and the largest coal terminal in the world. In the year 2008, the total GDP of Hebei was billion USD. 10 3 Overview of the Sector and Key Statistics 3.1 Market Overview According to a report presented by Oxford Economic Research Institute and Airbus in June 2009, in the next two decades, the aviation industry will offer 20 million job opportunities and a turnover of 3500 billion USD. Asian-Pacific region has the biggest potential for the aviation industry, and by the year 2025, China will be the second largest aviation market after the US. Airbus and Boeing forecasted that in the next 20 years, the total market value of large airliners (airliners with over 200 seats and over 100 tons actual load) will be 2,600 billion USD. It is estimated that until 2025, China will purchase more than 2,000 aircrafts. During the past couple of years, Tianjin has seen rapid growth in the aerospace and aviation industry. The booming was triggered by the Airbus decision to build its first final assembly line outside Europe in Tianjin in Boeing also has a joint venture for composites in Tianjin. All of China s three main players in the field of aerospace and aviation- Aviation Industry Corporation of China (AVIC),China Aerospace Science and Technology Corporation (CASC) and China Aerospace Science and Industry Corporation (CASIC) have all set up their research and industrialization bases in Tianjin. At present, there are four focuses of the industry in this municipality - Airbus A320 Family final assembly line, helicopters industrial base, carrier rockets production base and aerocraft and unpiloted aircrafts industrial bases. It is predicted that the total size of the aerospace and aviation industry in Tianjin will be 40 billion RMB (about 5.9 billion USD) by the year Government Functionality Civil Aviation Administration of China (CAAC) Civil Aviation Administration of China is the management authority of the aviation industry in China. CAAC has been very supportive to the development of Tianjin s aviation industry. It is one of the investors of the second runway in Tianjin Binhai International Airport; set up A320 Supervision Office; and provided guidance and consultation to Tianjin. Pagina 10 van 26

11 3.2.2 Tianjin Port Free Trade Zone Tianjin Port Free Trade Zone was founded on May 12, 1991, with the approval of the Central Government. It is the largest bonded area in north China. Tianjin Airport Industrial Park is under the administration of Tianjin Port Free Trade Zone. It is where the Airbus A320 Final Assembly Line is located. The park s main focuses are aerospace and aviation manufacturing, IT, precision machinery, research and development of high and new technology. Almost all of the aerospace and aviation projects are to be located in Tianjin Airport Industrial Park. Tianjin Port Free Trade Zone, as the representative of Tianjin Municipal Government, signs agreements with foreign aerospace and aviation companies for cooperation, makes investment and participates in the management of projects. 3.3 Present Situation and Future Plans Airbus A320 Family Final Assembly Line In September 2008, Airbus assembly line of the A320 Family aircrafts started operation in Tianjin. The total investment is about 10 billion RMB (1.47 billion USD), Airbus controls a majority 51% stake, the rest is held by Tianjin Zhongtian Aviation Industry Investment Co., which is jointly set up by Tianjin Port Free Trade Zone, which takes 60% of the total 49%, and Aviation Industry Corp. of China, which takes 40%. 12 There were mainly three considerations why Airbus chose Tianjin over three other cities (Shanghai, Xi an and Zhuhai) 1, Tianjin has the largest port in north China, and an expanding airport; 2, there s sufficient supply of land and 3, supportive municipal government. Tianjin became the fourth city in the world to own a trunk-line aircraft assembly line after Seattle (US), Toulouse (France) and Hamburg (Germany). Over 600 employees are working at the line. Based on the needs of this project, Tianjin has built an Aviation Town that is of 102 square kilometers big. The total area of the Airbus assembly plant is 600,000 square meters. By the end of 2008, beside the Airbus plant, more than 50 suppliers from France, Swissland, Spain, US, Canada and Japan have settled in the zone. A second runway has been built and used for the test of A320 family aircrafts in Tianjin airport since May On June 23rd, 2009, the first A320 aircraft assembled in Tianjin was delivered to Sichuan Airlines of China. By the end of 2009, totally 11 aircrafts rolled off the assembly line as planned. For the whole year of 2009, Airbus has delivered 402 A320 family aircrafts to its clients around the world, among which over 70 were to Chinese clients. The A320 assembly line in Toulouse, France and Hamburg, Germany also supplied to the Chinese market. In 2010, Tianjin will deliver 26 A320 Family aircrafts, and in 2011, the assembly capacity will be 44. By the end of 2015, Airbus plans to assemble 247 aircrafts in Tianjin, in order to satisfy the demand of the Chinese market. After that, aircrafts may be sold in neighboring countries and regions. Airbus hopes the Tianjin plant will be a big push into the lucrative Chinese commercial aviation market to give it a 50 percent share by It currently estimates its market share at 40 percent. Most of the components and parts of A320 Family aircrafts assembled in Tianjin are first delivered to Hamburg from different suppliers around the world, and then shipped by sea to Tianjin. The China-made parts take 15-20% up till now. In order to cut cost and facilitate maintenance, Airbus plans to gradually increase the local elements, forecasting its procurement of components and materials in China to be 200 million USD in 2010, and 450 million in The work shop of a joint venture between Airbus and Xi an Aircraft Industry (Group) Co., Ltd. is under construction in Tianjin Aviation Town. The joint venture will supply wings for Airbus A320 Family aircrafts. In 2007, Airbus procurement in China exceeded 70 million USD; in 2010, the amount will be increased to 200 million USD. 13 The Airbus A350 family aircraft final assembly line is under construction in Toulouse, France. On November 26, 2007, Airbus has signed a MOU with China Development and Reform committee, confirming that 5% of Airbus A350XWB wide-bodied airliners body parts will be provided by Chinese manufacturers. Tianjin enterprises are striving for getting part of the job. In order to optimize the supply chain for all of their projects in a more streamlined way while reducing costs and increasing efficiency, on Oct. 31st, 2009, Airbus and Tianjin Municipal Government signed an agreement on setting up their logistics center in Tianjin Aviation Town., to take advantage of Tianjin s well-developed harbor, train and freight connectivity. Airbus has 6 main suppliers in China: Chengdu, Shenyang, Xi an and Harbin Aircraft Industry Corporations, Shanghai Aircraft Manufacturing Co., Ltd., and Shaanxi Hong Yuan Aviation Casting and Forging Industrial Corp. Up till now, the supply chain management of these companies has been carried out separately. The logistics center began operations at a temporary location in Tianjin Port Free Trade Zone in January The facility will first manage simple logistics operations for the A320 wing-equipping project in Tianjin and Airbus composites joint venture in Harbin. The center will become fully operational at the permanent location in March 2010 and its service will be extended to all Airbus industrial packages in China Avicopter Co., Ltd. (China Aviation Helicopter Industrial Base) On February 26, 2009, China Aviation Industrial Helicopter Co., Ltd., cofunded by Tianjin Port Free Trade Zone and China Aviation Industry Corp. was established. The total investment was 1.2 billion USD. Since May 2009 till August 2012, the headquarters of China Aviation Industrial Helicopter Co., Ltd., R&D center, helicopter assembly lines, customerization center, sales & service center and operation center will be built. This helicopter base as the core, Jingdezhen (Jiangxi Province), Harbin(Heilongjiang Province) and Baoding (Hebei Province) will be the support. The project has secured about USD26 billion from ten major Chinese banks for production and research. It is expected that the helicopter market will take off once the government relaxes low-altitude airspace control in By the year 2012, the production capacity of Avicopter Co., Ltd. will be 70 helicopters per year, while by 2017, the target is 300 helicopters of all kinds per year, including light, medium and heavy helicopters for civil use, taking 15-20% of the global production. By the end of 2010, the first helicopter produced in Tianjin will be delivered. Sales forecast is billion RMB ( billion USD) within 10 years. Pagina 13 van 26

14 It is expected that in May 2010, the first helicopter will be delivered from the industrial base. On November , China s State Council and Central Military Commission jointly released a circular announcing the decision to intensify the reform of China s low altitude airspace, the new policy covering, Changchun, Chengdu, Guangzhou, Lanzhou, Jinan, and Nanjing. March 12, 2011, during a press conference, the director of China Aviation Administration Council Mr Li Jiaxiang announced that the lowaltitude airspace will be gradually expanded in more areas, and finally to cover the whole country in Avicopter Co., Ltd. is expecting its production to increase by 17% annually Haite Aviation Repair Base in Tianjin On October 26, 2009, Sichuan Haite Group, China s largest independent third-party aviation repair company signed an agreement with Tianjin Port Free Trade Zone. Both parties will build an aviation repair base in Tianjin Aviation Town. The main business of the new base will be the heavy repair of helicopters, general winged aircrafts, main line/sub line aircrafts and onboard equipments. Haite Tianjin s competitor is Tianjin Xiong Ying Aviation Engineering Co., of Civil Aviation University of China Big Rocket Project China will launch its new carrier rocket, the Long March-5 in It will be the next generation launch vehicle for heavyweight satellites and space stations. The new carrier rocket series will be made in the New Generation Rocket Industrialization Base which is located in Tianjin Economic Development Area. The base will be of 2 square kilometers, and the total cost will be 4.5 billion RMB (660 million USD). The first stage is the workshop for welding and assembly of storage tanks, finished construction by the end of Production and Application Base for Aerocrafts Industrial Base for Unpiloted Aircrafts The construction of Production and Application Base for Aerocrafts and Industrial Base for Unpiloted Aircrafts has started on December 28, The total investment is 2 billion RMB (295 million USD), and the total area is 666,000 square meters. Unpiloted aircrafts, aerospace machineries, electrical parts and precision parts will be produced in the base. Pagina 14 van 26

15 3.3.6 Boeing in Tianjin Since 1999, Boeing has had a joint venture with China Aviation Industry Cooperation for the production of composites parts in Tianjin Tanggu National Marine Hi-Tech Development Area. In July 2008, Boeing has boosted its stake in the joint venture to 88% by acquiring the 40% share held by Hexcel Corp. The company name is changed to Boeing Tianjin Composites Co., Ltd. In November 2008, Boeing invested 21 million USD to expand the capacity of the plant by 60%, as it sees demand for lightweight materials picking up substantially. The workforce will also be increased from 600 to 1,000 by 2013, when the new facility gets fully operational Shijiazhuang Aircraft Industry Co., Ltd. (Hebei Province) Shijiazhuang Aircraft Industry Co., Ltd. is a light multi-purpose aircraft manufacturer under Aviation Industry Corporation of China (AVIC), which has comprehensive ability in research & development, manufacturing, service and maintenance of various kinds of aircrafts. 16 4 Challenges Ahead in the Sector 4.1 Weak Aerospace and Aviation Industrial Basis in Tianjin After the founding of the People s Republic of China in 1949, Tianjin has not been defined as an aerospace and aviation industrial base. There had been no big plant of this industry in Tianjin before the Airbus final assembly line. There are very few qualified suppliers to Airbus and Boeing, and no high-technology parts can be produced in Tianjin till now. 4.2 Shortage of Talents Tianjin does not have much experience in the modern aerospace and aviation industry, consequently, the supply of relevant talents is incomparable to cities like Xi an, Chengdu and Shanghai. The big demand for qualified workers, engineers and management staff can not be satisfied by the local supply. This was one of Airbus major concerns at the beginning of the project. The workers recruited for the project were all from the manufacturing industry, but none of them was equipped with experience in the aerospace and aviation field. All-around trainings were carried out firstly, English study; then, professional trainings at Tianjin Sino-German Vocational Institute, and finally 10 months training in Germany. As to the senior technological staff, Airbus hoped that the better half to be expatriates from Europe, but the Chinese side wanted more Chinese staff to take responsibility. It is estimated that 500 engineers and other technical staff will be needed for the Airbus project in Tianjin, and 150 were sent out from Europe at the beginning. Gradually, these professionals will be replaced by their Chinese counterparts. The target is to finally have 90% Chinese staff. In order to better satisfy the rapidly growing demand for talents in the aerospace and aviation industry, more and more relevant higher education institutions have been set up in Tianjin. Inside Civil Aviation University of China (CAUC), there are General Aviation Institute of CAUC, Tianjin Sino-Singaporean Aviation Training Center and CAUC Sino- European Institute for Aviation Engineers. 4.3 Impact of Global Economic Crisis The economic crisis has had a direct impact on the global aviation industry, and has caused great losses. Since the beginning of the crisis, almost 100 aviation companies have gone bankrupt, shut down or been merged around the world. Some of Airbus clients have asked to postpone Pagina 16 van 26

17 delivery of aircrafts. Airbus expects the aviation market to keep recessing in 2010 and 2011, and it has made the decision to cut output by 15-20%. The Tianjin A320 assembly line will be supplying to the over bookings Airbus got between 2005 and 2007 for over 400 aircrafts. Airbus says that the assembly volume of the Tianjin plant won t be cut, and the plan for a capacity of 4 planes per month by the end of 2011 won t be changed. The aviation giant is waiting for the recovery of the global market. The further development of the Tianjin plant also depends on that. 4.4 Competition from Foreign Helicopter Manufacturers The Chinese airspace has always been under the military control; as a result, the use of helicopters has been very limited. By the end of 2008, there were only 190 registered helicopters all around China. The ownership rate is only 2% of the world average. In the big earthquake in May 2008 in Sichuan Province, the rescuing was greatly handicapped by this setback. This stimulated the central government s determination to open up the airspace under the altitude of 3,000 meters. The relevant negotiation is underway. The procedures are expected to be finished within the year of After this goal is achieved, the helicopter industry in China will definitely be boosted tremendously. Research shows that by 2020, the Chinese demand for helicopters will be 10,000, and China will become the largest market for helicopters in the world. Tough after over 50 years of development, China now has more than 30 models of self-designed helicopters, covering a load range of 1 ton to 13 tons, the concerned parties are still worried that after the relaxation of airspace control, foreign helicopter manufacturers will enter the market easily, and will so harm the still immature Chinese helicopter industry. 18 5 Opportunities for Dutch Companies After Harbin, Shenyang, Xi an, Chengdu and Shanghai, Tianjin is becoming another important base for the assembling, supply chain, and R&D for the aerospace and aviation industry. Tianjin may offer business opportunities to Dutch companies in supplying parts, machinery and equipment; training; design and construction of new facilities; engineering; R&D; maintenance; logistics, etc. However, as the government has a strong hand in decision-making, the Dutch companies should be prepared to start with public-relation efforts with the relevant government departments. BCI has signed an agreement with the Municipal Government of Tianjin that since 2009, Tianjin will become the permanent venue for the fair. The local co-sponsorer is China Chamber of Commerce Tianjin Branch. The next Aeromart is scheduled to be held in June 2012 in Tianjin. Advanced Business Events will also be the organizer of the fair.
