3 Talking from Torch Torch Center Nature A public entity as a direct subsidiary under Ministry of Science and Technology (MOST) History 1989: Established to implement Torch Program 1999: In-house Innofund Administration Center set up 2006: Integration with China Technology Market Management and Promotion Center (Sinotechmart) Current Position The sole agency commissioned by MOST to improve the overall environment for innovation and hi-tech industry development

4 Talking from Torch Torch program in brief An over 20 years old national guiding program initiated for promoting development of new and hightech industries in the nation. Its missions were aiming at the commercialization, industrialization and internationalization of R&D achievements or hi-tech industries. From the previous slide you can note that Torch can be regarded as an umbrella and under which a very comprehensive function are extended on so called innovation environment and hi-tech industrialization.

6 Hi-tech Parks Since first National hi-tech park (also named hi-tech development zones or Scientific,technological and Industrial Parks (STIPs) ), Zhongguncun hi-tech park, was established in 1988 a total 84 national hi-tech parks has been approved by central government, including 27 parks newly upgraded this year from their local positions Right now, these hi-tech parks are located in all provinces and autonomous regions in the nation.

7 Number of firms According the annual report in 2009, there are totally tenant firms in 57 hi-tech parks with over 8 million employments. Among those tenant firms, over were ratified as hi-tech firms, 785 firms listed (go to public), 8800 firms are FDI or joint ventures. And near 6800 firms revenues yearly are over RMB100 million Yuan.

8 Preferential Policies Income tax exemption for the first 2 years since creation Reduced income tax at 15% for 3rd year onwards (normal rate 33%) Reduced income tax at 10% for hi-tech companies with export accounting for more than 70% of total revenue Tax exemption and reduction for revenue from newly developed technology products Priority is given to hi-tech firms by banks when issuing loans

21 Technology Market approach Background The technology market approach was initiated as early as 1980 s and it was resulted from the Promulgation of Decision on S&T System Reform by central government, which stated to open technology market to realize the commercialization of R&D results. To not be forgotten that reform and opening up as a overall policy was just started from that time point. The system was established for fostering a technology transfer system and mechanism which were beneficial to commercialization and industrialization of R&D achievements. With the development and reinforcement of the technology market system, technology transfer has become more and more active.

22 Technology Market Approach In 2009, over 213 thousand technology contracts completed with a total transaction volume of RMB303 billion Yuan. Among that over 26 thousand projects from national R&D program, trading volume reached RMB58 billion Yuan, accounting for 12 percent and 19 percent respectively.

25 Technology Market approach The System of Laws Regulations and Policies The government has formulated several laws relating to the Technology Market, Such as the Law on Advancement of Science and Technology; the Law on Technology Contracts (lately integrated with the law of Contracts); the Law on translation of R&D Results etc..

26 Technology Market approach The System of Administration and Supervision the departments and staff are embedded in the framework of central and local governments. Such as SINOTECHMART, as a top administrative and executive agency for technology market assigned by Ministry of Science and Technology(MOST), Beijing Office of Technology Market Management under Beijing Municipal Government and so on.

27 Technology Market approach The System of business Services and Transaction At present, all in the nation, there are over 20 thousand technology transaction service agencies, near 200 standing technology transaction centers, 134 model technology transfer agencies and 40 technology property exchanges as well some local technology transfer alliances. All these consist of a relatively perfect national technology transfer system.
