4 introducing noongar mia mia Noongar Mia Mia Pty Ltd, NMM was established in 2000 by Perth s Karlkinany Regional Council (former ATSIC Regional Council) to provide and manage public housing for Indigenous people within the Perth metropolitan area. NMM is Indigenous owned and operated and has an established Organisational structure comprising of a Board of Directors, a Managing Director, a Finance Manager, Housing Manager and an Administration Officer. Since 2000 NMM has steadily grown to have seventy-four (74) properties under our management. Twenty-seven (27) of those properties are Head Leased from the WA Department of Housing and twenty-five (25) properties are owned by NMM. NMM maintains a Waiting List for the properties under its management. All referrals to properties comply with the Waitlist. The current waitlist for the Perth metropolitan area is approximately 200 people. For the past 10 years, NMM has primarily had a Social Housing focus; we ve had thirteen (13) unqualified audits, won a National Indigenous Governance Award and been a finalist in the Excellence in Indigenous Health Awards in the Environmental Health Category. process of finalising an upgrade to our website and the development of a Company Prospectus. This is a component of the NMM Strategic Plan and Marketing Strategy. NMM is keen to be promoted as a potential Joint Venture Partner with the Private Sector Housing Industry and Property Developers. NMM is strategically placing itself to become a competitive Joint Venture Partner that becomes fully self- reliant in the near future. NMM will be strongly encouraging Private Home Ownership for Indigenous people. NMM operates on the principles of transparency, professional ethical standards, best practice, continuous improvement and Business. This is about Economic Independence. Our aim is to achieve this status, and to assist our people in the process, to achieve similar Economic Independence. In October 2012, after nearly a four year process, NMM achieved Registration as a Preferred Provider, PPS with the Western Australian Government. PPS is a registration level or (tier) in the National Community Housing Standards. Noongar Mia Mia is the recipient of a small amount of Operational Funding from the WA Government, ceasing in June In order to become self-sustainable, NMM is in the 4

To develop and provide services and support that maintains high rental returns through recognised and responding to the unique family, community and cultural characteristics of Indigenous people. 6 CHAIRPERSON'S REPORT The 2013/14 Financial Year has been an extremely busy, yet very positive year for Noongar Mia Mia. We received our fourteenth Unqualified Audit, which once again, we are very proud of. This again, highlights the fact that we maintain our principles of transparency and ethical practices across all areas of our operations. We ve taken on the management of another twenty four properties this financial year. Twenty of those properties are in Esperance and another two in the Perth metropolitan area. Noongar Mia Mia,( NMM) is working very closely with the Indigenous Land Corporation, ILC to ensure that we are meeting all of the required outcomes of our mutually agreed three year Action Plan. This will place us in a strong position to apply for the early divestment of the Maylands property. Once again, NMM sponsored an award in the annual Perth NAIDOC Awards. This year, that category was the 2014 Community Person of the Year. We were also the recipient of the BHP Billeton Perth NAIDOC 2014 Business of the Year. This being the second time we have won this award, the first being in As of June 30 this year, NMM will no longer receive any form of Government funding. We ve worked very hard to become economically independent of funding and therefore a fully self- sustainable Housing entity. We look forward to the coming year with a level of enthusiasm that will see the launch of a new Strategic Plan and direction for the Company and acknowledge all of our stakeholders who have assisted us to achieve our current position. The NMM Board of Directors would like to acknowledge and thank the staff for their dedication and commitment throughout the year and the assistance they provide to the Board. Daniel Morrison Chairperson Term of Office Daniel Morrison was appointed the Chairperson of Noongar Mia Mia Pty Ltd in Experience Daniel is a Noongar / Yamatji Man, born and raised in WA s South West. He has been involved in Community and Aboriginal Affairs for over 15 years, inclusive of working with the following: Aboriginal & Torres Strait Islander Commission (ATSIC) WA Department of Aboriginal Affairs (DIA) Western Australian Electoral Commission (WAEC) WA Department for Community Development (DCD) WA Department of the Attorney General (DotAG) Daniel has a Degree in Indigenous Community Management and Development and is currently enrolled in the Executive Masters of Business Administration at the University of WA. Daniel is the youngest Chief Executive Officer of the Aboriginal Alcohol and Drug Service (AADS) in Perth and has been in that role for 4 years. In that time, AADS has achieved Accreditation to an International standard through the Quality Improvement Council of Australia. His respect in the Community and Social Service Sector is widely acknowledged and demonstrated by the continual demand for his representation on Executive Boards from a diverse range of Sectors. 7 board of directors Gordon Cole Board Director Term of Office Gordon Cole has been a Board Director of Noongar Mia Mia since 2000, he was the inaugural Chairperson of Noongar Mia Mia, Experience Gordon is a Noongar Man, recognised for his leadership and contribution to Western Australia s Aboriginal Community. He is the Managing Director of G. Cole Consulting and is the recipient of the Perth NAIDOC 2013 Business of the Year Award. Gordon specialises in the following: Indigenous Services Leadership Coaching and Mentoring Along with exploring Global Markets expanding outside of Australia, he is the Principle Partner of Global Professional Services International, a Global Business, Training and development Consulting Company. Gordon is leading the establishment of the Noongar Chamber of Commerce. Gordon is very experienced in Governance and Directorship, with extensive involvement in establishing and developing organisations and businesses. He is the founding Director of Noongar Mia Mia. Gordon s further qualifications consist of the following: Fellow of Leadership Western Australia (LWA) Graduate of Investment in Excellence Program at the Pacific Institute Graduate of the MURRA 2013, Indigenous Master Class Program at the prestigious Melbourne Business School. Other Current Board Memberships South West Aboriginal Land & Sea Council, (SWALSC) Terry Garlett Board Director Term of Office Terry was appointed to the Noongar Mia Mia Board of Directors in Experience Terry is a Noongar Man, who was raised in the Wheatbelt Region of Western Australia. His knowledge and insight of the Grassroots Community issues are an invaluable asset on the Noongar Mia Mia Board. Terry was a Councillor on ATSIC Regional Council in 2002 and also worked for Aboriginal Visitor Scheme, administered by the then WA Department of Justice. He established a branch of the Perth Employment, Enterprise Development Corporation, (PEEDAC) in the Kwinana area that was in operation for seven years. Terry currently works for Derbarl Yerrigan, Elizabeth Hansen Autumn Centre in Maylands. 7
8 board of directors KIM FARMER Board Director Term of Office Kim has only recently been appointed to the Noongar Mia Mia Board in Experience Kim is a Noongar Woman and holds a Batchelor of Law, UWA & University of Sydney, a Graduate Diploma of Arts, majoring Anthropology (UWA) and a Batchelor of Arts,majoring in Anthropology. Kim has over twenty years experience working in a number of industries, including Native Title and Land Heritage, Government and not for profit Aboriginal organisations, Indigenous Consultancy and Cultural Education and Awareness. Recently Kim worked as a Barrister and Solicitor for the Aboriginal Legal Service and as a Sole Legal Practitioner for five years. Kim is currently employed with Leightons Contractors in the Indigenous Strategy and Business Unit. LEEANNE CATON Managing Director Leeanne Caton is a Kalkadoon Woman who grew up and went to school in Darwin. She has Family and Cultural connections throughout the NT, WA and QLD. Experience Leeanne has worked in the Private sector, University Sector, Australian, Western Australian and Northern Territory Governments in the Indigenous Health, Education, Employment, Social Justice and Economic Development arenas over the past 25 years. Her previous role was as the Director of Indigenous Economic Development with the Northern Territory Government, her primary role being to assist Remote Communities to generate economic activity on their Country in order to actively participate in the overall economy of the Northern Territory whilst maintaining the Culture. Throughout the past 28 years Leeanne has moved between Darwin, Alice Springs and Perth working in Indigenous Affairs. Leeanne s role is to Commercialise the company, leading to self - sustainability, increased housing and home ownership for Indigenous people. 8
9 managing director's report July 2013 June 2014 As always, it is my pleasure to present this report for the 2013 / 2014 Financial Year. Noongar Mia Mia, NMM is now in it s 14th year of operation. To date we have achieved fourteen unqualified audits and continue to strive to deliver a professional and culturally appropriate service to our Tenants / 14 was again, a significant year for NMM, we increased our Housing stock, our Staff and our capacity. Some of the highlights for the year, are as follows: NMM Housing stock increased from fiftytwo (52) to seventy-four (74). In March, NMM and Esperance Aboriginal Corporation, EAC signed a seven year Management Agreement for the management of twenty properties in the Esperance area. Noongar Mia Mia also entered into a Property Management Agreement with the Gnangara Community Aboriginal Corporation, (GCAC) for the management of properties owned by them. The Board of Directors participated in formal Governance Training, the Managing Director completed the Australian Institute of Company Directors Course and the Housing Manager completed the Property Management Course conducted by the Real Estate Institute of WA. During NAIDOC Week of 2013, NMM held an open day and invited other Aboriginal Organisations and members of the Community to the Sussex Street premises to enjoy a NAIDOC celebration. The event consisted of Welcoming speeches from the Chairperson, lunch, networking and as it was a cold and rainy day in July, a lovely warm fire. NMM is in the final stages of the negotiation process for the Sussex Street building to be divested to us by the Indigenous Land Corporation, (ILC). This is a result of continually meeting the objectives placed upon us by the ILC over a three (3) year period. We look forward to holding a divestment ceremony early 2015 and once this occurs, we will be hosting many NAIDOC events into the future. NMM was the recipient of the BHP Billiton NAIDOC Perth Awards Business of the Year This was the second time we have been successful in this category and are extremely proud of this achievement. NMM Sponsored the BHP Billiton NAIDOC Perth Community Person of the Year Award. NMM Sponsored the Australasian Institute of Housing s Ministerial Breakfast Hosted a meeting with the current Federal Minister for Indigenous Affairs, the Hon. Nigel Scullion. This was an opportunity to promote NMM as a business and to inform the Minister of the ever increasing need for Housing, in order to meet the growing needs of the Community. NMM have been actively involved in the establishment of the Aboriginal Community Controlled Organisations Alliance (ACCOA). The vision of this Alliance is to Empower Aboriginal Community Controlled Agencies to strengthen and support the Aboriginal Community. It also aims to; increase collaboration between service agencies and develop a collective voice to advocate for change. The establishment of this Alliance has occurred at a crucial time, particularly when many Community controlled organisations are under the threat of extreme funding cuts, that will impact on their ability to continue to deliver effective and appropriate services. As of 30 June, 2013, NMM no longer receives Government funding and will be fully self- sufficient. We have conducted several strategic planning workshops throughout the year and are ready to embark on an extensive Organisational Review. This review will ensure that NMM has the capacity to implement the NMM Strategic Plan , this Plan will enable this Company to be recognised as a Peak Indigenous Housing Company in WA. Leeanne Caton 9
10 staff Malcolm Magill Finance Manager Term of Office Malcolm has been employed with Noongar Mia Mia for the past thirteen years. Experience He has an extensive history operating in the Finance area, having worked in the Banking Sector for twenty years, achieving the level of Branch Manager. 5 years as a small business operator of several businesses. 2 years for Bell Freight working with Homes a Court, responsible for Budgets and estimates. 13 years with the Commonwealth Government in the following roles: - 3 years as Housing Loans Manager. - 3 years as the Regional Housing Manager. Community/Rural and Remote Housing - 9 years as the Manager Economic Branch responsible for CDEP/Land Management, Land Acquisition. Business Loans, AEDP and Inwork Traineeships 300 Noongar Mia Mia has achieved thirteen Unqualified Audits since it s inception, which is an achievement that we are all very proud of. julian garlett Housing Manager Term of Office Julian has been employed at Noongar Mia Mia for the past six years as the Housing Manager. Experience Julian worked in the Public Sector for sixteen years in the following roles: Four years in Payroll at the Education Department Four years at the Crown Solicitors Office Eight years as the Aboriginal Homes Finance Officer with the Department of Housing Other current Membership Julian is the current President of Nyoongar Golf Club and has been for the past 10 years, and travels the country playing golf. kathryn bowie Administrative Officer Term of Office Kathryn been employed with Noongar Mia Mia Pty Ltd for eight years undertaking all aspects of Administration. Experience Kathryn has worked in the Indigenous Housing arena for nearly twenty-seven years. Nineteen of those years involved working in various positions in the Department of Housing in roles such as Administration, Finance, Contract Management and Customer Service. 10
