1 Department of Industrial and Systems Engineering College of Engineering Program Planning Committee Letter to the Provost May 2, 2014 The Department of Industrial and Systems Engineering (ISE) is in the Charles W. Davidson College of Engineering and offers an undergraduate and a graduate industrial and systems engineering degrees, as well as two minors, and two certificate programs. The department also offers Human Factors in Ergonomics (HF/E) Master s Degree Program and the mission is to prepare students for the practice in this emerging profession. THE HF/E is an interdisciplinary degree program where students take a group of five core courses from several different SJSU departments and elective courses in topics of their choice. The BS in ISE is an ABET accredited program. The mission of the department is to serve the manufacturing and service sectors. Strengths The Department of ISE has the following strengths: The department has identified internal and external stakeholders (students, faculty, employers, other engineering programs and alumni) and actively engages them by requesting feedback in the form of evaluations and surveys. The ISE programs are practice-oriented and are hands-on through the use of multiple labs to support practical decision making. ISE faculty involve students in their research and jointly publish in scholarly peer reviewed journals and present at conferences. The HF/E program provides additional benefits to the ISE department: The HF/E program consists of an interdisciplinary design and faculty committee. Each discipline provides expertise, current practice and research reflected in courses and student advisement. Participating departments include Kinesiology, Psychology, Anthropology and Industrial Design. The program has 100 students enrolled with an annual class of students. The HF/E program has adjunct faculty with unique experience in the areas of human computer interaction, safety, and user experience. The Silicon Valley location of the HF/E has many world class software and hardware companies in which ergonomics are increasingly integrated into product design and development activities. The program has an active student body that participates in the student chapter of the Human Factors and Ergonomics Society. The chapter sponsors educational programs, tours and the annual Corker Memorial Alumni Symposium. The program is the national go to place for professional practice HF/E education with Silicon Valley employment outcomes. The assessment of student learning in the undergraduate ISE program is in the developed stage, and efforts to use results to improve the program are strong.
2 Challenges The Department of ISE faces the following challenges: Small undergraduate cohort sizes that are between 2-12 freshman and 1-12 transfer students per year. Faculty size has been an issue since Spring 2008 (loss of Dr. Corker). Growth in faculty is necessary to provide courses and support students. New courses need to be developed to enhance the breadth of the ISE program such as in operations research. The issue is insufficient faculty resources to address this. HF/E program lacks control over the availability of courses outside ISE impacting students registration of classes at the appropriate time in the program. HF/E program requires a new Program Director to take a leadership position within 3 years as a replacement for Dr. Freund who will be retiring in The assessment of student learning in the graduate ISE and HF/E programs are in emerging stages. The program learning outcomes for both programs should be updated to reflect expectations for graduate programs as well as institutional degree programs. The assessment instruments and schedule may naturally require updating consequently as a result. Next Steps The final step in the program planning process is a meeting with Provost Feinstein (or his designee), AVP of Undergraduate Studies Jaehne, AVP of Graduate Studies and Research Stacks, AVP of Institutional Effectiveness and Analytics Sujitparapitaya, Dean Hsu, and Department Chair Dessouky. The faculty of the department are also invited to attend. The department should contact staff in the Office of Undergraduate Studies to schedule the final meeting. An Action Plan for the department will be developed and agreed upon during the final meeting. The following topics of discussion are recommended by the Program Planning Committee: 1. Evaluate need for and areas of more tenure track faculty based on emerging disciplinary areas, impending need for new program director of the HF/E program, and high student to faculty ratios. 2. Revisit Memorandum of Understanding between ISE, Psychology, and Kinesiology on HF/E program regarding course offerings and schedule in particular, and update if necessary. 3. Continue strong assessment practices in the undergraduate program and take steps to improve assessment practice and methodology in the graduate programs. Recommendation from the Program Planning Committee The Program Planning Committee recommends acceptance of the Program Plan. The Program Plan provided a good examination of current and ongoing issues and an explanation of plans for subsequent reviewers. 4 Appendix: Summary of Program Plan and Recommendations Program Description Industrial and Systems Engineers figure out how to do things better by engineering processes and systems that improve quality and productivity. ISEs make significant contributions to their employers by saving money, increasing productivity, and making the workplace better for workers. Industrial and Systems Engineers focus on productivity improvement with respect for the human aspect of work. ISE bridges the gap between management and operations by applying Six Sigma principles, lean manufacturing processes, principles of organizational improvement, continuous improvement, and ergonomics. The undergraduate degree prepares engineers for challenges in systems analysis and design. Students in our master's program build on an aptitude already in evidence for advanced professional work in industrial engineering. Our alumni are employed in a variety of industries, businesses and institutions, from retail establishments to manufacturing plants to government agencies to hospitals. The BS Industrial and Systems Engineering program is accredited by the Engineering Accreditation Commission of ABET, BS, Industrial and Systems Engineering Minor, Engineering Management Minor, Statistical Quality Engineering Certificate in, Six Sigma Green Belt Certificate in, Six Sigma Black Belt MS, Industrial and Systems Engineering MS, Human Factor/Ergonomics Summary of Changes and Actions A summary of actions recommended from the last program review in 2007 is as follows: Review of curriculum and assessment, including laboratory classes, and better linkage of curriculum changes with assessment of student learning. ABET considered assessment of PEOs a weakness. The PPC is concerned about direct assessment of program outcomes (SLOs) in light of WASC requirements The external reviewer, the ABET report, and the College Committee report all mention the need for a laboratory technician Development of an active outreach program to supplement declining enrollment from transfers. Need for additional faculty in light of decreasing student enrollment. The external reviewer thought the program too narrowly focused on local needs. Some of these recommendations have been addressed since the last program review. Curriculum and assessment have been reviewed and updated; two certificate programs have been added since then, and a new specialty area in supply chain engineering has been added. Assessment has been updated to utilize direct assessment of the student learning outcomes, and WASC requirements are being addressed this year per university assessment requirements. Transfer student enrollment has been steadily small for the FA06 - FA10 cohorts, and it is unclear if there have been recruiting efforts to increase this. A laboratory technician has not been hired.
5 Furthermore, additional changes in the department since the last review include: The master s in engineering management program has been transferred from general engineering to the ISE department. Department created master s degree in service systems engineering. Department developed Six-Sigma Green Belt and Black Belt Certificate programs. Assessment of Student Learning The undergraduate student learning assessment was evaluated from the 2011 self-study for ABET accreditation. The undergraduate ISE program is accredited by ABET, and thus articulates Program Educational Objectives (PEOs) describing expectations for their graduates 3-5 years after graduation, as well as Student Learning Outcomes (SLOs) describing skills students should have upon graduation. The skills covered by SLOs are dictated by ABET, and thus all undergraduate engineering programs will have similar lists. The SLOs for engineering programs are equivalent to the Program Learning Outcomes (PLOs) terminology used by WASC for institutional accreditation. According to the WASC rubric for Program Learning Outcomes, the quality of the SLOs falls between the Developed and Highly Developed categories. The SLOs consider national disciplinary standards and addresses general expectations for baccalaureate degrees. Each outcome describes how it is assessed, there is a clear alignment with curriculum, and there is a reasonable multi-year assessment plan. Both the PEOs and SLOs are posted on the department website. The PEOs are reasonably assessed using alumni surveys every three years. There are typically between respondents per administration. A change that will be implemented in the future as a result to foster more alumni involvement in student mentoring activities. The SLOs are assessed using appropriate direct methods examining student work, including a senior exit exam, the capstone project, a teamwork peer assessment, and oral project presentation. A study guide for the exit exam was developed in response to initially poor performance, and there is a general trend for performance improvement over time. There are two graduate programs in the department at the time of the 2013 graduate program self-study and review report: Industrial and Systems Engineering (MS ISE), and Human Factors (MS HR). For both programs, the list of program learning outcomes should be updated to: (1) be clearly distinguished from the undergraduate learning outcomes, (2) reflect the importance of scholarship and/or professional service and engage with the literature of the field as appropriate for a graduate program, and (3) to address the university learning goals for all degree programs. In the MS ISE program, the six-sigma black belt exit exam is administered every spring, and direct assessment of student outcomes in assignments from core ISE courses is undertaken every three years. Furthermore, an alumni survey was administered in Fall 2006 and had 10 respondents. Resulting changes resulting from assessment include: establishment of a six-sigma certificate program in Fall 2007, and improved pedagogy on exam questions with historically low performance. For the MS HF program, a brief overview of the written and oral communication skills outcomes was presented and deemed adequate. The remaining learning outcomes for this program should be defined, scheduled, and undertaken moving forward. Required Data Elements In fall of 2011 the industrial engineering department offered 19 courses and 25 sections. The average headcount was for 2011 was 23.4, comparable to the college average of 24.8 and the university average of The student/faculty ratio in 2011 was 24.5, above the college average of The number of full-time equivalent students was and the fulltime equivalents faculty was 5.0 The induced load matrix shows that a large number of other majors take undergraduate courses in the ISE department
6 including: Aerospace Engineering, Biological Engineering, Business Administration/Management, Chemical Engineering, Civil Engineering, Computer Engineering, Electrical Engineering, General Engineering, Industrial Technology, Materials Engineering, Mathematics, Mechanical Engineering, Nutritional Science, Psychology, Software Engineering and Undeclared. Over the period of FA07-FA11, the program saw an increase in the number of first time freshman applying to their program from 26 (FA07) to 42 (FA11). In FA11, there were 210 majors in the department, 93 of whom were undergraduates and 117 of whom were graduate students. The department awarded 8 undergraduate and 52 graduate degrees in AY2010/11. With some fluctuation, the number of degrees awarded has remained steady since AY2007/08. For the FA10 cohort, retention rates for first-time freshman was 93.8% which is higher than the college (87.6%) and university (87.1%) norms, but the sample sizes are very small. For the FA05 cohort, the 6-year graduation rate for first-time freshman was 50.0% which was higher than that of the college (40.6%) and university (46.6%). Sample sizes are very small. For the FA10 cohort, retention rates for undergraduate transfer students was 83.3% which is lower than college (91.5%) and university (88%) norms. For the FA08 cohort, the 3-year graduation rate for transfer students was 60.0% which is higher than the college (30.2%) and the university (51.7%). For graduate students, retention rates were 88.0% for the FA10 cohort. Graduation rates for the FA08 cohort was 69.0%, and with some variation about this value since the FA04 cohort). The latest graduation rates are comparable to the college (69.1%) and university (62.1%). Program Resources According to the info.sjsu.edu website, there are currently 3 full professors and 3 associate professors in the Human Factors/Ergonomics program, and 4 full professors in the Industrial and Systems Engineering program. One full professor serves in both areas. In the graduate program self-study, only the 4 ISE faculty are listed as belonging to the department. According to the iea.sjsu.edu website, there were 2.9 instructional FTEF from tenured faculty and 5.8 instructional FTEF total in the FA13 semester. This corresponds to a percentage of 50% of instruction taught by tenured or tenure-track faculty, which is slightly lower than college and university averages. It is unclear if faculty from both areas are being counted in the 2.9 tenured faculty figure as it seems extremely low compared to the number of faculty serving the program. Other Strengths and Weaknesses Strengths ISE and HF/E programs appear to have forged strong relationships with local companies and NASA Ames Research Center resulting in hosting tours, providing guest speakers, student internship opportunities and employment after graduation. HF/E is expanding into the area of Health Services such medical device design and event assessors in health care delivery organizations. ISE graduate program trains students well in the areas of waste reduction, quality improvement, operations management, and workforce safety.
7 Both the ISE and HF/E programs are starting to offer online courses. Faculty members involve students in their research work and jointly publish in scholarly refereed journal and present papers at national conferences.. The student outcomes for the ISE and the HF/E Programs are clearly set and met. Weaknesses Although the full-time faculty expertise covers most of the curriculum, the size is not sufficient to cover all the courses offered each semester. HF/E program lacks control over the availability of courses outside ISE impacting students registration of classes at the appropriate time in the program. Loss of international ISE graduate program applicants due to admission office not processing the paperwork on time. Recommendations from the Department Short Term Goals (PPR Report - June 2013) Increase the number of tenure track faculty in each of the following areas: Human Factors, Data Analytics Healthcare, Systems Engineering and Engineering Management. Promote the Six-Sigma certificate program further by moving it online. Nurture the newly transferred MSE Engineering Management Program to the ISE department and develop and execute a plan to create master s in Engineering Management. Enhance the Human Computer Interface Curriculum for the Human Factors and Ergonomics Program. Establish a stronger relationship with department alumni by hosting social events and encourage mentoring IIE chapter students. Involve student ISE chapter in more outreach activities with local high schools and community colleges. Continue forging strong relationships with local industry to meet their employment and internship needs, to serve on department s advisory council, and to establish research opportunities with faculty. Long Term Goals (PPR Report - June 2013) Become a leader in healthcare systems engineering education. Offer more online certificate programs. Be part of a SJSU/SCC Clinical Training and Research office (SCC Mediplex). Offer courses and do research in data analytics for service industry in healthcare. Recommendations from External Evaluator (GPR - November 2013) ISE department needs to hire full time faculty because certain courses have high student to faculty ratios that mitigates an effective learning environment. The student-to-faculty ratio has risen to unacceptable levels especially in the graduate programs. Student recommendations were to reduce the high student to faculty ratios, reduce high enrollment in courses, provide support for additional faculty and more GTA s and GRA s, offer joint seminars between the programs, provide a common course that all department students must take, and seek additional lab and student space for clubs and professional society activity. The department needs to maintain its focus and remain current by developing new courses as needed (operations research as well as others). The HF/E program needs lab space (1,000 sq. feet), equipment and software ($200K).
8 ISE department and the MSQA of the Department of Aviation and Technology need to join forces to start a new MS Quality Assurance Program. Recommendations from Dean The dean recommended that the entire College of Engineering expand on its recent success but also address the critical shortage of faculty, leading to high student-faculty ratios; the lack of space; and the need for more elective courses in the curriculum. These recommendations were not specific to Industrial and Systems Engineering. Recommendations from the Program Planning Committee Evaluate need for and areas of more tenure track faculty based on emerging disciplinary areas, impending need for program director of the HF/E program, and high student to faculty ratios. Revisit Memorandum of Understanding between ISE, Psychology, and Kinesiology on HF/E program regarding course offerings and schedule in particular, and update if necessary. Continue strong assessment practices in the undergraduate program and take steps to improve assessment practice and methodology in the graduate programs.
