Date January 15, Responses to Institution-assigned issues/concerns While enrollments in Athletic Training have declined steadily, the department has been vigilant in securing the resources needed to ensure continued accreditation for this option. Please summarize efforts at meeting the required standards and, after defining it, discuss plans to achieve optimum enrollment in this area. In Summer 2003, the Physical Education Department hired a consultant associated with the National Athletic Trainers Association and who is a site visitor for the national accrediting body for Athletic Training. On the recommendations on this consultant and the accrediting body, the department revised the Athletic Training curriculum in this Physical Education option to reflect the needed changes in all coursework. All changes have now been made and have been approved by all councils at EIU and are in place for the Academic Year. The Department has also introduced a longer induction process for entering majors into the Athletic Training option, which spans over two semesters rather than one semester. It is believed by several including the consultant that a longer introduction process, which includes a number of very intense learning sessions of over 100 competences, has proven more successful in student retention. Twelve students were promoted Fall, 2003, which brings the total number in this option to 29 students in Spring, On average, Physical Education majors earn 155 hours. Please examine this situation, explaining whether this number is appropriate and if not, describing plans to reduce time-to-degree. Seventy-eight percent of Physical Education majors in the teaching certification option at EIU also choose to pursue a teaching minor. This is an additional 24 hours beyond their K-12 teaching option. These students choose this route because they believe that they will be more marketable in the job search. Many have also found out that there are numerous schools in the suburbs of the Chicago land area that prefer to interview Physical Education majors with Health minors for their teaching openings. The Physical Education Department staff has found this to be true in a number of school districts in Illinois. For these reasons our students are choosing to pick up a second and even sometimes a third teaching 1
2 area while they are still in school before they graduate and pursue a teaching position. The Physical Education Department also has a double option in teacher certification 6-12 and Athletic Training. The double option averaged approximately 157 for those students. Beginning Fall, 2004, the double option will no longer be available to Physical Education majors. The students wanting to pursue both Athletic Training and teacher certification will be able to seek teacher certification on the post certification level after graduating with a baccalaureate degree. The Physical Education Department has just completed 2 Articulation Agreements with a nearby community college. These agreements are in the areas of 6-12 and K-12 teacher certification. It is anticipated that these articulation agreements will make for an easier transition for transfer students coming from that institution to our program and in doing so might possibly keep students from taking any unnecessary credits at either school. Documenting the connection between curricula, national standards, and assessment remains a priority in the College of Education and Professional Studies. How is the department continuing to ensure that coursework and other program requirements support these standards and appropriate assessment? The Physical Education Department s teacher certification programs on both the 6-12 and K-12 levels received full compliance of Eastern s initial teacher certification program in Physical Education with the national SPA standards and programs and guidelines. This compliance was granted on January 15, 2003 through NASPE/NCATE (National Association for Sport and Physical Education/ North Central Association for Teacher Education). The Physical Education teacher certification programs have also met all state Physical Education standards [27.270], Illinois Professional Teaching Standards [24.100], Technology Standards for All Illinois Teachers [24.120], and Language Arts Standards for All Illinois Teachers [24.110] as of July, At the present time the department faculty are working toward two accreditations in the Exercise Science area. These accreditations are from the American College of Sports Medicine (ACSM) and the National Strength and Conditioning Association (NSCA). We anticipate having all coursework in place and through all councils by Fall, What unique, noteworthy activity is the department involved in that the IBHE/state of Illinois should be made aware of? (This activity may pertain to either the undergraduate or graduate program of both of them.) 2
3 The Phase III Cardiac Rehabilitation Program is offered in conjunction with Sarah Bush Lincoln Health Center to provide hands-on experiences with a special population (patients undergoing cardiac rehabilitation treatment) for EIU Physical Education graduate students. Physical Education students have direct experience with this population in exercise assessment, prescription and education. Patients benefit by getting the direct attention of enthusiastic young professionals. This program serves approximately 50 adults. The Adult Fitness Program sponsored through the Physical Education Department and supervised by Exercise Science professors and graduate assistants provides supervised fitness opportunities to over 200 residents of the university and surrounding communities allowing handson experiences for Physical Education students. The Department of Physical Education program also provides for the fitness testing of approximately 50 firemen and policemen in Coles County each year. In cooperation with Carl Sandburg Elementary School, the Department of Physical Education programs also provide for an on-site all school field day focused on wellness and fitness. 5. Major Findings and Recommendations 5.1 Description and assessment of any major changes in the disciplinary context [e.g., (a) in the discipline of field; (b) student demand; (c) societal need; (d) institutional context for offering the degree; (e) other elements appropriate to the discipline in question; (f) other]. Enrollments in Eastern s Physical Education undergraduate program have increased in majors from 399 in 1999 to 496 in Physical Education K-12 teaching has been listed as a teaching shortage area for the past two years by the Illinois State Board of Education and there is also a documented coaching shortage in schools in Illinois. Also, there is a definite societal demand for Physical Education and fitness as witnessed by the national rise in child obesity rates and the increased risk of heart disease as the number one killer of adults in America. 5.2 Description of major findings and recommendations, including evidence of learning outcomes and identification of opportunities for program improvements. All EIU programs submit assessment reports that are updated annually. The student learning assessment program in Physical Education is reviewed and revised each spring semester to clearly define all student objectives in all options. The department has revised its methods for initiating the comprehensive oral exam for students in the Athletic Training option. Assessment measures have been determined and there are new procedures in place based on feedback from an independent consultant. We have also added two new on-site internships, during the junior year, one at the EIU Health Services and one at local high schools. 3
4 The department has also added additional fitness assessments and appraisal assignments for all students in the Exercise Science option. These additional assessments were added based on input from fitness professionals in hospitals and fitness centers at internship sites. In addition, the Physical Education Department also now requires that all students in Exercise Science and Sport Management options now submit a portfolio during their senior year coursework, which includes a number of requirements that the students have completed throughout their college experience. 5.3 Description and assessment of any major program changes [e.g., (a) in the discipline or field; (b) student demand; (c) societal need; (d) institutional context for offering the degree; (e) other elements appropriate to the discipline in question; (f) other]. The major program changes in the discipline or field have been in the option of Athletic Training which has been described earlier in this report. The Department did revise the concentration of Exercise Science and Sport Management in the late 1990s. The Exercise Science concentration was revised and specific courses were added in fitness assessment and appraisal, sport nutrition, special topics in exercise physiology and biomechanics. The Sport Management concentration was added and specific courses in sport management were added plus a business administration minor is now required. A full semester internship in a hospital, fitness center, sport agency or athletic business is still a requirement for graduation in either of these programs. The option in Athletic Training has been revised and the coursework in both concentrations of Exercise Science and Sport Management have also been revised to better prepare our students for their professions in the 21 st Century. An additional fitness course was also added to the curriculum in both teacher certification options in order to meet state Physical Education 4
5 Teaching standards. All teacher certification students are now required to have current certification cards in Community, First Aid and CPR/AED from either the American Cancer Society or the American Heart Association. This is a requirement to be admitted to the Physical Education Department for Teach Education Approval. Physical Education graduates from 1999 to 2003 in the teacher certification area were asked to respond to an exit interview form at the time of their graduation from Eastern Illinois University and all 71 respondents stated that they were either very satisfied or satisfied with their overall evaluation of the Physical Education program. 5.5 Description of actions taken as a result of this review, including instructional resources and practices, and curricular changes. As a result of this review, the Physical Education Department has had the opportunity to reflect on and review our curricular changes for the past several years. The department plans to continue to review and revise all curricula as needed. The faculty plans to continue to be committed to teaching, research and service and, therefore, be fully responsible for the program. The department is in the process of hiring two new tenure track faculty and expects to hire quality faculty who will be a positive addition to the department. 6.
