1 AGENDA ITEM 6 b BRISTOL CITY COUNCIL FULL COUNCIL 22 JULY 2014 Report of: Title: Ward: Service Director - Legal Petition: No confidence in Mayor Ferguson (petition in relation to residents parking scheme) Citywide RECOMMENDATION That Full Council debates the petition and decides how to respond to the petition, and the body to which the petition may be referred. Summary 1. Under the Council s petitions scheme, where a petition has 3,500 signatures from people who live, work or study in Bristol, the petition organiser can request a Full Council debate. 2. The Council has received a petition entitled No confidence in Mayor Ferguson (the petition is in relation to the residents parking scheme). 3. The petition organiser is Martin Cornes. Mr Cornes has requested that the Full Council debates the petition. Details of the petition 1. The full detail of the petition is set out in paragraph 2 below. The petition was started on 23 May 2013 and closed on 27 June 2014 after running for a period of 400 days. The petition has 4,035 electronic signatures, plus 1,050 separate paper signatures collected since the petition start date of 23 May The petition ran for 400 days.
2 2. The full details of the petition are: a. Petition title: No confidence in Mayor Ferguson b. Full petition text: We the undersigned petition the Council to express no confidence in Mayor Ferguson s efforts to severely restrict the use of cars in Bristol, potentially compromising free movement and trade across the city. The residents parking scheme may ultimately see businesses closing for lack of customers, companies relocating because they are unable to get their staff into work and the general decline of house prices and the city s wealth. c. The petition has 4,035 electronic signatures and 1,050 paper signatures. d. An analysis of the e-signatures is set out at appendix A. Of the 4,035 e-signatures, 52 were from the Bath and North East Somerset administrative area, 253 were from North Somerset, 375 were from South Gloucestershire, and 332 were from beyond Bristol and neighbouring authority areas. 3. The Full Council is requested to debate the petition and decide how to respond to the petition. 4. Under the petition scheme, the petition organiser is permitted up to 5 minutes to present and speak to the petition. The petition organiser, Martin Cornes has advised that he wishes to nominate Daph Muir to speak on his behalf. The petition will then be discussed by councillors for up to 15 minutes. 5. The Full Council has agreed the following in relation to dealing with petitions with over 3,500 signatures: The topic of the debate should be referred to the Cabinet, or other relevant body with the petitioner s requirements and Full Council s view set out in the report to that body, and the response to the petition to be reported back to the next available meeting of the Full Council. However, in this instance, the relevant body is the Full Council itself.
