1 1 "The strategy of information society development in Belarus" In his address with a message to the Belarusian people and the National Assembly April 20, 2010 Head of State instructed to develop a comprehensive strategy for information-oriented to provide a wide range of electronic services for citizens and businesses, as well as the transition of the state apparatus to work on the principle of information exchange. In response to this request, the decision of the Council of Ministers on August 9, approved by the Ministry of Communications Strategy introduced by the Information Society in the Republic of Belarus for the period until The development was carried out by the Department of Information and National Academy of Sciences in cooperation with all government agencies and IT - associations. Guidelines and methodological basis of the information society are held under the auspices of the International Telecommunications Union World Summit on the Information Society - Geneva 2003 and Tunis in Documents Geneva and Tunis summits, taking into account the peculiarities and the level of information and communication technologies in the country, served as a reference point for the Strategy. Under the information society to understand the present stage of civilization the dominant role of knowledge and information, the impact of ICT on all spheres of human activity and society in general. For the information society is characterized by: growing role of information, knowledge and information technology in society; increase in the number of people employed information technology, communications and production of information products and services in gross domestic product; the increasing computerization of society, using telephone, radio, television, Internet, and traditional and electronic media; creating a global information space. The process of transition to a global information society in different countries is close but not identical ways. Today conditional release Western and Eastern models of the Information Society. The American way of information society is determined by the general model of socio-economic development, in which state functions are minimized, and the activities of private individuals - to the maximum. The main thing about this approach - to leave everything in the hands of the private sector and market forces. Much attention is paid to the development of information superhighways. Liberalization policies are focused on improving service quality and lower prices for their business, rather than the general population. Eastern model of the Information Society is based primarily on the assertion of their own value orientations with respect to the industrialization, informatization and social development. It is based on the cooperation of state and market, an attempt to establish a link between cultural values inherent in the national mentality, and social changes taking place. The success of the "Asian tigers" are based on state intervention in the decisionmaking in major investment of private capital in an active state participation in the creation of a national information infrastructure. The main objective of the Information Society in Ukraine is to improve the quality of life and promote sustainable development. For this is supposed to create opportunities for everyone to create information and knowledge, use and share, to produce goods and provide services to fully realizing its potential. The main areas of information society development in Ukraine determined the full development of public information infrastructure and ensuring equitable access to telecommunications services, in particular the Internet and information resources. At the same time a strong focus on diversity and quantity of public services and businesses offered by information and communication technologies. Considerable attention is paid to the formation of the content of education, culture, science, politics and economics. The emphasis is on the philosophical aspects of national development in Ukraine. For the monitoring of processes of information in accordance with international standards is undertaken the development and implementation of indicators of information society development in Ukraine. In the ranking of the index to e-government readiness Ukraine occupies 54th place. In the Russian Federation of Information Society Development Strategy approved by the President February 7, The Strategy set out the goal, objectives, principles and basic directions of state policy regarding the use and development of information and communication technologies, as well as science, education and culture to promote the country. The purpose of the formation and development of information society in the Russian Federation is determined to improve the quality of life of citizens, competitiveness, economic development, socio-political, cultural and spiritual spheres of society, improving public administration through the use of information and communication technologies. The main objectives of the strategy of information society development in the Russian Federation considers the formation of modern information and communication infrastructure, improving education, health care, social protection, improving the efficiency of state and local governments, preservation of the culture of the multinational people of the Russian Federation. Russia has been made in advancing the information society. So in 2008 in an international ranking of the index to e-government readiness of the Russian Federation was the 60 th place, and by 2009 moved to 59. In accordance with the concept, the aim of public policy in the field of information is to provide a transition to a new stage of development - building the Information Society and membership of the republic in the world information community. The basis of this transition is to create a unified information and telecommunications space of Belarus as a basis for solving social, economic, political and cultural development of the country and ensuring its security. The Concept aims to support the necessary political, social, economic and cultural changes associated with the movement towards the information society and accelerate the movement. Among these included the establishment of the regulatory framework for the Information Society and the adoption of measures for the creation and effective use of information resources at all levels. The main objectives of public policy in the field of information defined concept formation and use of national information resources and improvement of information and telecommunications infrastructure to provide access to them. One of the most important tasks was to develop a concept and implementation of a single state program information to the sustainable development of information infrastructure and telecommunications network and provision of public authorities, businesses and individuals important to the public information. The main activities of the Strategy to 2015 will be activities aimed at development of infrastructure of information society and implementation of projects, culminating in the creation of information resources and provision of electronic services. As a result, by 2012, will be formed in the organizational and technical terms, the state system to provide organizations and citizens electronic services. The Draft Strategy was directed to consider a wide range of stakeholders (40 organizations), including governments, state agencies, regional executive committees, Minsk City Hall, Administration High-Tech Park, the leading IT associations, representative offices of foreign IT companies in the Republic of Belarus. The role of telecommunications infrastructure in a modern society is to ensure the transmission of various types of information. Currently on a global scale there is a transition to a qualitatively new stage of development of telecommunication technology. Contribute to this process of evolving new telecommunications services and information applications, development of information society. There is a need to provide access to information resources at the right time, right place and in the required form. Such a problem is to solve the information and communication infrastructure, which should be based on new principles. Currently on the market of telecommunication services of the republic there are significant changes which have a significant impact on the further development of all telecom operators. These changes are characterized by different factors (market,

The main ones so far are: - A significant increase in demand for broadband access and data transmission, and as a consequence, competition from operators; - Replacement of telephone service cellular mobile telecommunication services, data transmission, etc.; - The introduction of universal information systems designed to automate and centralize the technical operation of equipment, and as a consequence, the optimization of the staff. These factors, as well as the need to increase the attractiveness of telecommunications services by reducing their costs and provide access to new services that combines the power of networks of fixed and wireless telecommunications, require the modernization of existing telecommunications networks and the transition to next generation networks. It is necessary that the new network harmonize with the existing network infrastructure and are functionally filled precisely to the extent that they will be in demand by subscribers. Indicator of successful implementation of the subprogram will be joining the Republic of Belarus in the group of countries with the highest index of information and communication technologies in systems evaluation of the International Telecommunication Union. The aim of the subprogram "E-Government" is to increase the effectiveness of key government functions through the creation and development of the state of e- services. The main strategic objectives of the creation of "electronic government" are: improvement through the application of information and communication technology performance and quality management, interagency cooperation of agencies in the implementation of their functions; optimize the delivery of public services and administrative procedures for citizens and organizations through the use of ICT. Activities during the first phase of the sub-program "Electronic government" - it's 31 scientific, technical, organizational, and 9 a new investment. The most important results of the program will be to ensure the effective presence of state position in the Internet, primarily represented in the public media. 17 17 The implementation of national information policy to promote development of international trade by providing electronic services to participants in international trade, both Belarusian and foreign is the purpose of sub-program "Electronic Customs". The most significant results of the sub-program will improve the quality of customs regulation and administration, and promotion of the practice of electronic business documents of international standard to create the necessary conditions for the customs declaration and inspection by the principle of "one window". It is supposed that the share of centralized processings of information, provided customs for customs operations, connected with the goods release will make 100 % that will provide an exception of the subjective factor at making customs operations. One of the priorities of socio-economic development of Belarus determined by growth in service exports. The aim of the subprogram "Development of export-oriented IT industry" is to create conditions for accelerated development of services in the field of information technology in the Republic of Belarus, attracting orders on the development of IT products, promoting the growth of foreign exchange earnings in the Republic of Belarus. Information technology today is one of the few industries to ensure production and services with high added value. Share the information technology industry in the GDP of the leading countries is increasing steadily, and their production is now one of the leading places in the structure of the global economy. Belarus firmly holds enough position among the developers of high-quality complex software. Demand for Belarusian IT companies continues to grow. Interest exhibit large foreign customers to place orders in traditional India. Belarusian IT services market is more consolidated than in neighboring countries, since it largely represented by large companies. The situation cannot use it, because foreign customers are interested in working with large organizations with sufficient financial and human resources for long-term contracts. Subprogram includes organizational activities designed to create favorable conditions for rapid development of export-oriented industries. Event routines are aimed at improving training for the industry, improvement of legislation, marketing, IT industry abroad. Successful implementation of the subprogramme will involve a wide range of inefficient working professionals, the unemployed, including people with disabilities, rural residents and students in projects with the use of IT technologies. That, in turn, would substantially increase the income of workers and a wide range of consumer demand in the general population The success of the Belarusian designers on the international market will improve the amount of foreign exchange earnings from exports of ICT services and will

Customer routines as an indicator of successful implementation of the subprogram specifies the volume of exports of IT services, which will grow from 132 to 430 million U.S. dollars. It is assumed gradual implementation of the National Programme. The first phase is scheduled for At this stage includes a set of activities and result in the formation and development of the basic components of e-government infrastructure necessary for development of the state system to provide electronic services to organizations and individuals. At the same time will be initiated measures to create national, sectoral and regional automated information systems, oriented to the formation of state information resources and provision of electronic services in accordance with the basic goals and directions of the National Programme. At this stage, will also ensure the establishment and functioning of monitoring, analyzing and evaluating the implementation of Information Society Development Strategy and the National Programme, as well as a unified system of indicators of information society development. The second phase is planned for years. In the second phase will be implemented activities, the final development and implementation of the basic components of e-government infrastructure. Will commence work on the integration established in the first stage of the National Program and other state information systems with the basic components of e- government infrastructure. Will be continued implementation of measures to create national, sectoral and regional automated information systems in accordance with the basic objectives of the National Programme. Against this background, requires constant improvement of the mechanisms of interaction between government, business and society through the application of modern information and communication technologies. The practice of countries that have succeeded in building the Information Society, shows that success requires total commitment of various agencies in addressing the challenges posed by the Strategy and the National Programme. Along with the widely held the liberalization of state policy in the sphere of information, through public-private partnerships should continue to increase investment in this area, growing responsibility for the quality and level of domestic IT developments in the provision of electronic services. Together this will lead to a further stage in the effective use of ICT for socioeconomic development, will guarantee the availability and, last but not least, the demand for organizations and citizens of the country's most popular and socially important electronic services, the competitiveness of the domestic information technology sector. As a consequence, the creation of more favorable and guaranteed conditions for the establishment in the Republic of Belarus the information society.
