3 Our Educational Partnerships Introduction The Royal Brisbane and Women s Hospital, works in partnership with the higher education sector and professional regulatory bodies and other external agencies to educate students and staff. Service Agreements and Memorandums of Understanding exist with external education providers for the placement of students at the RBWH. Alternatively members of staff are encouraged to enrol in postgraduate programs/ courses as required for work place requirements to enhance their knowledge and skills independently as a student. There are a number of educational partnerships in place, and these are listed for each stream. Nursing and Midwifery Educational Partners Academic partnerships exist between the Royal Brisbane and Women s Hospital and 14 Queensland and national universities, and three Technical and Advanced Further Education (TAFE) providers. These partnerships facilitate pre-enrolment, undergraduate and postgraduate education programs and clinical placements. The hospital has supported 275,658 hours of nursing and midwifery clinical placements within clinical units, and over the past three years nursing and midwifery clinical placements have increased between 5-7% annually. The relationships with university partners are demonstrated through the provision of clinical placements, assessments and teaching by clinical staff into academic programs, joint and adjunct appointments and extend into collaborative research efforts particularly in area of postgraduate study. UQ RBWH Clinical School The University of Queensland through a joint collaboration with Queensland Health has both medical and nursing collocated clinical schools on the RBWH campus. QUT Clinical School of Nursing In addition to the significant number of clinical placements available for QUT undergraduate students, the Academic Nursing Centre is a clinical school for postgraduate specialty training for RBWH registered nurses. The joint Chair in Clinical Nursing is an important outcome of the university hospital partnership and the Professor of Clinical Nursing provides educational leadership for specialist postgraduate nursing education and research training. 42

4 Professional Bodies The Nursing and Midwifery Board of Australia s (NMBA) The NMBA maintains the register for nurses, midwives and students, approves accreditation standards and courses of study, and develops standards, codes and guidelines for the nursing and midwifery profession. This Board also manages complaints and investigations and assesses overseas trained nurses and midwives professional status eligibility. The Australian Nursing and Midwifery Accreditation Council (ANMAC) The ANMAC is the appointed independent accreditation body for nursing and midwifery under the National Registration and Accreditation Scheme. Three senior nursing staff within the Workforce Development and Education Unit (WDEU), Centre for Clinical Nursing are regularly a part of ANMAC panels which make recommendations regarding registration, and limitation on practice and program endorsement. ANMAC are also responsible for undertaking skills assessments for international nurses and midwives who are seeking to migrate to Australia. The Royal College of Nursing Australia (RCNA) The RCNA is the peak professional nursing organisation and the Australian member of the International Council of Nurses (ICN). RCNA contributes to the enhancement of the nursing profession, including lobbying state and federal governments on issues of policy analysis, development and reform. The Australian College of Midwives (ACM) The ACM is the peak professional body for midwives, whose functions include promoting and providing a unified voice for the midwifery profession by setting professional practice and education standards. Nursing and Midwifery Special Interest Groups These newly formed groups include the Australian College of Critical Care Nurses (ACCCN), the Australian College of Operating Room Nurses (ACORN), Cancer Nurses Society of Australia (CNSA), College of Emergency Nursing Australia (CENA), The Renal Society of Australasia, the Australian College of Mental Health Nurses (ACMHN), Queensland Orthopaedic Nurses Special Interest Group, the Australian Neonatal Nurses Group (ANNA), and Australian College of Midwives (ACM). Financial members from specialty areas of practice receive an extensive array of benefits that provide financial, educational and professional opportunities. 43

5 Our Educational Partnerships Medical At the Royal Brisbane and Women s Hospital medical specialists and medical students are engaged in education in a wide range of specialised fields in medicine and surgery. The hospital works in conjunction with the following educational and professional organisations: Educational Partners Medical Specialist Colleges The RBWH works in conjunction with specialist colleges to provide medical staff with basic and advanced specialist training. For each college, one of the RBWH senior doctors is appointed (by the college) to take charge of the trainees. 6 Medical Schools The University of Queensland The University of Queensland has a large clinical school on the RBWH campus and more than 800 medical students in all years of the course are educated here. Professional Bodies The Postgraduate Medical Council of Queensland (PMCQ) The PMCQ is the delegate for The Medical Board of Queensland and undertakes activities relating to the accreditation of junior doctor training programs. Queensland Medical Education and Training (QMET) QMET is the statewide body for strategy, innovation and coordination of medical education and training activities within Queensland Health. The Confederation of Postgraduate Medical Education Councils (CPMEC) The CPMEC is an association of Postgraduate Medical Councils (PMCs) of each State and Territory in Australia and the equivalent agency in New Zealand. PMCs are responsible for developing, supporting and implementing the education and training of junior doctors during their first two years after graduation. PMCs provide support to junior doctors through the provision of education and general support to International Medical Graduates working in junior medical positions in Australian hospitals. 45

9 Our Educational Partnerships Professional and Technical Professional Bodies The following organisations represent the various professions in the Professional and Technical stream: Medical Education Officers The Postgraduate Medical Council of Queensland (PMCQ) The PMCQ provides education and training to Medical Education Officers as accredited surveyors for junior doctor training and education in Queensland Health hospitals. Queensland Medical Education and Training (QMET) QMET provides Directors of Clinical Training and Medical Education Officers with professional development opportunities in the form of a bi-annual Medical Education and Training Information Forum (METIF). Health Information Management and Informatics Managers Health Information Management Association of Australia (HIMAA) HIMAA is the peak body representing Health Information Management Professionals in Australia and is internationally recognised. The Association enables members to access networking and professional development events organised at state and national levels. Lady Ramsay Early Learning and Education Centre The Director and the members of staff of the LRELEC are affiliated with the following professional bodies that provide guidance and legislation in childcare: Office for Early Childhood Education and Care (OECEC) Australian Children s Education and Care Authority (ACECQA) Department of Education, Employment and Workplace Relations (DEEWR) 48

10 Engineering and Building Services The Institution of Engineers Australia (Engineers Australia) Engineers Australia is the national forum for the advancement of engineering and the professional development of our members. The accreditation of undergraduate engineering programs is the responsibility of Engineers Australia. Accreditation ensures academic institutions consistently meet national and international benchmarks, and engineering graduates of an accredited program are assured membership with us at the relevant career grade, and enjoy reciprocal privileges by equivalent professional bodies overseas. In Australia, the award of Chartered status is exclusive to Engineers Australia. National Engineering Registration Board National Professional Engineers Register (NPER) NPER is the main vehicle for the registration of professional engineers in Australia. The requisite qualification for NPER is a four-year engineering qualification accredited by Engineers Australia or equivalent. State Engineering Registration Board Registered Professional Engineer in Queensland (RPEQ) Registration as a professional engineer of Queensland (RPEQ) is recognition of the qualifications and competencies of an engineer. The Board of Professional Engineers of Queensland administers the Queensland Professional Engineers Act 2002 (The Act). The Act provides for the registration of professional engineers to practice in Queensland. The Institute of Hospital Engineering, Australia (IHEA) The IHEA is the relevant professional organisation for engineers and engineering facility managers employed in the private and public health care sectors, from the smallest to the largest facility, as well as consultants engaged in related work. Educational and Training Providers Professional Support Co-ordinator Queensland Professional Support Coordinator Queensland (PSCQ) is an initiative of the Health and Community Services Workforce Council and is funded by the Australian Government. PSCQ coordinates professional support for Queensland childcare services that are eligible for Child Care Benefit and Budget-based child care services. Metropolitan South Institute of TAFE (Alexandra Hills) Metropolitan South Institute of TAFE (MSIT) provides training in Early Childhood Education to our eight childcare operational officers in the Lady Ramsay Early Learning and Education Centre. 49

11 Our Educational Partnerships Managerial and Clerical Professional Bodies The following organisations represent the various professions linked to the Managerial and Clerical stream: The Australian Institute of Management (AIM) Through Queensland Health, the Royal Brisbane and Women s Hospital is a professional and corporate member of the Australian Institute of Management. The hospital is committed to promoting the advancement of education and learning in the field of management in all service lines of the hospital. Through the successful completion of management courses at AIM, managers are provided with the opportunities to learn, develop and better understand practical management. Australian Institute of Project Management (AIPM) The Project Management Team of Information Technology Services, who are project managers at the RBWH are professional and corporate members of AIPM, and are committed to promoting the profession of Project Management within the Information Communication and Technology (ICT) field. We utilise the Government s ICT Project Management Methodology, which is based on the industry recognised Prince2 Methodology. The RBWH s Information Technology Services Project staff are supported through the AIPM certification process as it provides the opportunity for better understanding of all facets of project management. Through commercial evaluation we continuously improve our project management maturity level. International Institute of Business Analysis (IIBA) The Business Analysis Team of Information Technology Services (ITS) has membership to the International Institute of Business Analysis (IIBA). The RBWH is committed to promoting the profession of Business Analysis within the Information Communication and Technology (ICT) field. 50

12 Educational and Training Providers Brisbane North Institute of TAFE (BNIT) The hospital s association with Brisbane North Institute of TAFE (BNIT) means that the management and clerical teams are able to follow pathways that enable them to further their skills. Staff have the opportunity to study from home, in the workplace, online, on campus, or through a combination of these at a time that suits their work commitments. Metropolitan South Institute of TAFE (MSIT) The hospital has entered into an agreement with the Metropolitan South Institute of TAFE (MSIT) to provide training in Medical Terminology on-site at the Royal Brisbane and Women s Hospital. Cunningham Centre The Centre is involved in the training of staff, either onsite at the RBWH or via video or teleconferencing and specialises in tailored programs right across many of the streams. Evolve Realising Potential Evolve offers a number of courses for staff at the RBWH through the ASMU training and development unit. UQ Business School The RBWH is currently partnering with UQ Business School on a research project entitled Managing Professional Transitions in the Health Sector. Education and training of Administration and Clinical staff related to management is also offered through the Business School. Queensland University of Technology The Queensland University of Technology (QUT) gives Health Information Professionals the opportunity to obtain a Bachelor of Health Science with a major in Health Informatics. Health Information Management placements spend one week in the department for hands-on experience from Queensland University of Technology. The RBWH has entered into a partnership with QUT on a research project entitled: Development and Evaluation of a Model for Assessment of Clinical Services Improvements. Along with this research project, graduate and postgraduate students undertake work placements and mentoring at and with the RBWH. The QUT international students participate in study tours conducted at the hospital Staff from various occupational streams undertake the Masters of Health Management. Participants in this program are prepared for the role as manager across a number of health areas such as emergency and disaster management, health services management, patient safety, risk management, or cross specialisation. Graduates are eligible for membership of the Australian College of Health Service Executives (ACHSE) and the Royal Australasian College of Medical Administrators (RACMA). The Study and Research Assistance Scheme (SARAS) is available to eligible staff. 51

13 Our Educational Partnerships Operational By utilising skills development opportunities for operational staff through the Cunningham Centre means we have been able to secure funding for staff to complete Certificate II in Health Support Services, with many opting to also complete Certificate III and IV in Health Support Services. Health Support Services qualifications are particularly popular for Patient Support Services staff. Patient Support Services Cunningham Centre Specialities within HLT21212 Certificate II in Health Support Services have been particularly useful for staff. These include: Certificate II in Health Support Services Certificate II in Health Support Services (Client-Patient) Certificate II in Health Support Services (Grounds Maintenance) Certificate II in Health Support Services (Laundry) Certificate II in Health Support Services (Cleaning) Certificate II in Health Support Services The course consists of 12 units and takes 12 months to complete, and provides staff with the opportunity to have their existing workplace skills and knowledge recognised. The course is a Nationally Recognised qualification from the Health Training package (HLT07). A nominated assessor conducts and assessment via observation or competency conversation. Queensland Health employees staff have access to the training provider in the Citilink Building who offers professional development for all supervisors in Health Services. 52

14 Food and Retail While Food and Retail staff have access to learning opportunities, the hospital s partnerships with registered training organisations have largely centred on food and retail service such as the Food Safety delivered by Bremer TAFE. Trades and Artisans Educational and Training Providers The Royal Brisbane and Women s Hospital believes that hiring an apprentice/trainee is rewarding and makes business sense. With its association with Queensland TAFE colleges, Trades and Artisans teams are able to follow pathways that enable them to further their skills.
