Grants more funding to women s health research in order to achieve rights, as well as advances in women s medical treatments. Section. Breast cancer is the leading cause of death and kills almost one in three women every year, more than all types of cancer combined, and it is not funded enough to fulfill progressive research and success. Section. The World Health Organization will oversee the implementation of this bill. Section. The funding that women s health receives is not sufficient enough to progress cures or advance in treatment options. Men s heart conditions receive significant funding for research. 2 A Bill to Prohibit the Use of Antibiotics in Domesticated Farm Animals that are Used for Human Consumption to Protect Human Health 0 BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: Section. Prohibits the use of antibiotics in domesticated farm animals in order to promote human and environmental health. Section. Princeton University reported that about 0% of antibiotics produced in the U.S. are given to farm animals. The overuse of antibiotics encourages the evolution of antibiotic- resistant bacteria strains by giving bacteria a better chance of survival. This is a serious public health threat. Section. The World Health Organization will oversee the implementation of this bill. Section. The FDA reported that nearly two trillion tons of animal waste are produced each year in America. This waste contains significant amounts of undigested antibiotics and antibiotic- resistant bacteria, which can contaminate surface and ground water, harm natural ecosystems. 3 A Bill to Alter Schools Curricula to Maximize Practical Life Skills BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. This bill will emphasize practical life skills in all core classes. The curriculum needs to be changed in order to integrate skills one would use in everyday life and make classes applicable to one s future. This would entail instructors taking the last twenty to thirty minutes of class time to explain how the lesson applies to the student s life. This may include examples, practice problems, and other potentially related life skills. U.S. Department of Education will oversee the implementation of this bill. 4 A Bill to Require All Schools Under Federal Funding to Change the Start Times of Schools to 0:00 A.M. BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. All federally funded schools are to change start times of school to 0:00 a.m. This is better for educational purposes and the health of the students. Much research shows that in order to increase test scores, students ought to be taught when they are not too tired to learn. The United States Federal Government Department of Education shall oversee the implementation of the change in school start times. A. Individual school districts will handle informing the students and teachers. This is to be implemented on the 0-0 school year. 5 A Bill to Amend the Digital Millennium Copyrights Act to Remove Burdens on Computer Users and Electronics Innovators 0 BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: SECTION. This bill will amend the Digital Millennium Copyright Act (DMCA), which contains the anti- circumvention provision which has stifled electronic innovators and daily technology users since. SECTION. The anti- circumvention provision in the DMCA often consider actions such as unlocking cell phones to a different server an infringement even though these type of actions are supported by a legal concepts known as fair use. The anti- circumvention provision also restrains the work of teachers and researchers. Things such as program modifications for the blind/deaf and documentary films are seen as copyright infringements to the DMCA, and, overall, it suppresses the sharing of knowledge and culture between generations. SECTION. The United States Federal Government will enact this bill to ease burdens on web users. SECTION. This bill will be enacted in the next fiscal year. SECTION. 6 A Bill to Reconstruct the Secure Fence Act of 00 to Protect the U.S. Border and Interests BE IT ENACTED BY THE UIL CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. This Bill will reconstruct the already existing border and finish the remaining 00- mile southern border. Reconstruction will include updating the current outdated fence with SiO₂ into an advanced wall. The Department of Defense will be the overseer of the project, and tax breaks will be given to the private company that undertakes the project. The private company that undertakes the project will be decided by bids. Tax Breaks will begin when the fence is completed and will last for two fiscal years after completion. The updating/completion of the fence will begin at the start of the 0 fiscal year. All laws in conflict with this legislation are hereby declared null and void. 7 A Bill to Send American Soldiers to Latin America to Promote Humanitarian Aid and Peace 0 0 BE IT ENACTED BY THE UIL CONGRESS HERE ASSEMBLED THAT: SECTION. American soldiers will be sent at the request of Latin American countries to bolster humanitarian aid and help keep and maintain peace. SECTION. To further strengthen ties with Latin American countries, The U.S. will send troops to help governments keep peace within any nation struggling to support itself. SECTION. The U.S. will send military forces into Latin American countries that are deemed to be in need of humanitarian intervention and support. SECTION. The House Committee on Foreign Affairs will have jurisdiction and will see the implementation and enforcement of the bill. The United States will send troops at the request of a foreign Latin American government given that these soldiers will receive immunity within the country and be properly protected. A country that requests humanitarian intervention agrees that military land and naval bases set- up within the borders of said country is temporarily U.S. soil, therefore local and state laws don t apply SECTION. A majority vote of the U.S. Congress is needed in order to approve the request of the use of U.S. troops on foreign soil. SECTION. The President of the United States will be able to veto the use of U.S. troops if proof is given that it hurts foreign policy. SECTION. This bill will be implemented on January, 0. SECTION. 8 A Bill to Implement a U.S. Naval Sea Blockade in the Disputed South China Sea to Increase Dialogue of South Asian Countries BE IT ENACTED BY THE UIL CONGRESS HERE ASSEMBLED THAT: 0 0 SECTION. The United States will implement a naval blockade in the disputed South China Sea in order to promote dialogue between Asian nations that have claim to the area. The Chinese People's Liberation Army has started land reclamation work that is illegal and could destabilize many Asian nations. Many of the United States Asian allies involved in the dispute have called for a U.S. intervention and more of a military presence within their borders. The aggression of China is hurting U.S. national Interests and causes great concern for national security. In order to restore U.S. naval dominance and reassure our Asian allies the United States will implement a naval blockade and hold negotiations for the demilitarization and de- escalation of recent tension flare- ups. The Department of Defense will oversee the enforcement and implementation of this bill. The U.S. Navy will activate the National Defense Reserve Fleet (NDRF) to install a naval blockade in the disputed South China Sea. The National Defense Reserve Fleet will undergo a technology upgrade until its deployment, in order to compete with modern naval standards. 9 A Bill to Abolish U.S Border Patrol Interior Checkpoints to Promote the Constitutional Rights of U.S. Citizens BE IT ENACTED BY THE UIL CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. SECTION. SECTION. The U.S. will discontinue and outlaw the use of Internal Border Patrol Checkpoints in order to promote the constitutional rights of citizens of the United States. Abolish will be defined as discontinuation and outlawing. The use of Interior Border Patrol Checkpoints is infringing on the rights granted by the Constitution and American law to citizens. These border patrol checkpoints are violating the th amendment of the U.S. Bill of Rights by not providing any warrants to the questioning and search of Americans passing through these areas. The United States Department of State will oversee the implementation and enforcement of this bill. The U.S. Department of State will abolish these interior checkpoints and reallocated personnel and resources to the US- Mexican border. This bill will be implemented on January, 0. According to a figure based on a Department of Veterans Affairs analysis, veterans take their own lives each day. SECTION. As of 0 we have allocated $ million in order to combat PTSD; however, there has been little progress. SECTION. 12 A Resolution to Ban Considerations of Race in the Public College Admissions Process 0 WHEREAS, WHEREAS, Affirmative Action is counterintuitive because it unjustly favors minority racial groups; and Affirmative Action discriminates against the majority; and a fair outlook on each college application should be the ultimate goal; and majority race students who are passed over for admission are not given an equal opportunity; and Public colleges and universities should mirror the high expectations that the best possible admission candidates would provide; and public colleges and universities should be able to protect their reputations from frivolous lawsuits; and the intent of Affirmative Action was to correct compensatory wrongs, not grant unfair opportunities to members of specific races; now, therefore, be it RESOLVED, By the Congress here assembled, to ban considerations of race in the public college admissions process; and be it FURTHER RESOLVED, That all laws in conflict with this legislation are hereby declared null and void. The US Congress will construct the Department of Cyber Security in an effort to prevent cyber attacks on the United States. A cyber attack is an offensive maneuver employed by entities that target computer networks and infrastructures by the means of malicious acts. This department will handle foreign or domestic entities that engage in cyber attacks endangering national security and/or the US economy. Upon the creation of the department, the President will nominate a Secretary of Cyber Security, who will head the initiatives of this department. The President and the Vice President will work with the Speaker of the House to seek approval from the Senate. A. The Presidential Succession Act of will be amended to add the Secretary of Cyber Security to the bottom of the line of succession. B. The department will be in charge of carrying out the provisions of the Comprehensive National Cyber Security Initiative (CNCI) to set Cyber Security standards. C. 15 A Resolution to Support the United Nations in Peacekeeping Operations in the Crimean Peninsula BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. With Russian troops invading the Crimean peninsula and tensions between Russia and the world increase, the US needs to pursue peacekeeping operations with the U.N. The Crimean peninsula is home to Russia s only warm water naval base. It is used to extend Russia s power into the Mediterranean. It is also home to countless oil reserves and pipeline. With this Russia can practically control the price of oil. If Russia gains permanent control over the peninsula; it can extend its power over the Mediterranean and some Middle Eastern Nations. With the pipeline Russia can practically control the price of oil and possibly, increase its power while decimating country s economy. SECTION.
