3 PRESIDENT S MESSAGE... Dear members, invited guests and friends, Welcome to the Chicano Correctional Workers Association (CCWA) 2013 Training Conference. The theme of this year s conference is Embrace the Future, Seize the Opportunities. As I reflected on the theme of this year s conference I realized that it is in actuality a call to our members to take action, to accomplish two tasks: Embrace the Future and Seize the Opportunities. I realized that what we are asking could be viewed as a difficult, daunting and unsettling task. So I asked myself, What can I say that could change our member s perspective and approach to this request? What is it about looking to the future that we all dislike? The future brings about unanticipated change that can be turbulent and could disrupt our personal and professional lives, interrupting our routine, causing a fear of the unknown. We fear that the adaptability to the new change will be difficult and we are fearful of the thought of failure. What are the benefits of embracing the future? It can be exciting, forcing us to leave the narrow and comfortable zone in which we reside. Grasping or reaching out for the unknown causes us to fear failure and drives us to take action when we would have otherwise failed to act, and could make us hit rock bottom. This forces us to strip ourselves down to who we really are. It sparks our imagination and forces us to seek new opportunities that you would have not otherwise sought. It forces us to re-build upon a solid foundation. The future brings change the vehicle that drives innovation. Release your fears and embrace the future. Only then will you allow your imagination to soar and your mind will visionalize the unimaginable. This is a legacy that we leave to our children and grandchildren. Those that seek new opportunities and welcome the unknown come out on top. Do not limit your visualization. Immerse yourself in embracing the future and take advantage of the new opportunities. As the Northern Vice President of CCWA and Chairman of the Training Committee, I have the pleasure to welcome you to our CCWA 2013 Training, Embrace The Future, Seize The Opportunity in Sacramento California. I hope this training is both rejuvenating and educational, personally and professionally. Please take advantage of this great Capitol City and all that it has to offer. This training has been thoughtfully planned by the CCWA Training Committee for your enjoyment. I have been a CCWA member since 1993 when I first started working for the Department of Corrections. My Career with the Department of Corrections started in Calipatria, Imperial Valley. I then transferred to Mule Creek State Prison in I have been actively involved with CCWA as a Chapter President and I am presently the Northern Region Vice-President. I have always been an advocate and supporter of the mission of CCWA. Somos Familia is our motto. Career development training for upward mobility in CDCR, is the goal and mission of CCWA. Mike Pina Training Committee Co-Chairman Retired Officer after 25 years at California State Prison-Sacramento and Folsom State Prison. During my career, I have volunteered my time as a Job Steward with CCPOA as Treasurer. Having spent my entire career at CSP-SAC and FSP, I have made many lasting friendships that continue today since my departure of CDCR in I credit my work ethics and account-abilities from having served in the U.S. Navy-Submarine Service and the U.S. Air Force Reserve-940th Air Refueling Group. I have earned my Bachelor s Degree in Social Science and Associate Degree in Administration of Justice. But more importantly, I believe; family, faith, community and education are the keys to a successful path in any career. Since my retirement, I continue to stay active in several associations; Neighborhood Watch Coordinator, Church, High School Basketball and Soccer Officiating with The NCOA, Chair A Bereavement Support Group with Friends for Survival, Treasurer of the Folsom/Sacramento Chapter of CCWA. Lastly, work for several event security firms with, Sacramento Kings, San Francisco 49ers and Oakland Raiders. My accomplishments could not have been without the support of my loving wife Sheree of 26 years and our two sons Victor and Reed. I now experience the joys of supporting and keeping pace with four very active grand children. Life is great! I hope you have a memorable experience at the Training Conference. Aida Orozco, C&PR Started her career with CDCR at Folsom State Prison in She also worked at CSP-SAC for 6 1/2 years and promoted through the Counselor series. She is currently the C&PR at Folsom and hopes to retire in the next few years. Aida is also the FOL/ SAC CCWA Chapter President, placing an emphasis on education and working many fund raising events in order for the chapter to have give thousands of dollars annually in Scholarships. She is most proud of raising a smart, wonderful daughter, Xochitl. Florence McCarthy, CCWA Administrative Assistant I have been a member of CCWA since 1990, and associated with Sacramento/Folsom Chapter since that time. I was Association Secretary on an interim basis and have since been the chapter secretary with Sacramento/Folsom Chapter. I have retired after 39 years from the California Department of Education as Executive Secretary in the Program Evaluation and Research Division. 4 CCWA Training 2013

5 CCWA TRAINING guest speakers Dr. Jeffrey Beard Secretary of the California Department of Corrections and Rehabilitation Jeffrey A. Beard, Ph.D. was appointed as Secretary of the California Department of Corrections and Rehabilitation by Governor Edmund G. Brown, Jr., on December 27, He will also serve as Chairman of both the Board of State and Community Corrections and the Prison Industry Board. Prior to his appointment as Secretary, Dr. Beard began his criminal justice career in 1972 with the Department of Corrections in Pennsylvania (DCP) as a corrections counselor. He served in various positions within the DCP until he was appointed to Secretary by Governor Tom Ridge in January He was reappointed by Governor Ed Rendell in February He remained with the DCP until August 2010 when he retired as Secretary. During his retirement Dr. Beard served as a consultant and/or instructor to the National Institute of Corrections, corrections agencies and various companies on correctional matters, security, performance measures, mental health issues, evidence-based programs and assessment. Since early 2011, Dr. Beard has been a Professor of Practice with the Justice Center for Research at Pennsylvania State University. In this capacity, he serves as an advisor and consultant. He was recently selected to be a member of a National Academy of Science committee studying the high rates of incarceration in the United States. Dr. Beard holds a B.S. in psychology and an M.Ed and Ph.D. in counseling, all from the Pennsylvania State University. Additionally, he is a licensed psychologist. He is a member of the Pennsylvania Prison Wardens Association (PPWA), American Correctional Association (ACA), North American Association of Wardens and Superintendents (NAAWS), Northeast Association of Correctional Administrators (NACA) and the Association of State Correctional Administrators (ASCA). During his tenure as Secretary in Pennsylvania he served on the National Institute of Justice s Law Enforcement and Corrections Technology Advisory Committee (LECTAC), the last three years of which he served as vice chair for Corrections. Martin Hoshino California Department of Corrections and Rehabilitation s (CDCR) Acting Undersecretary Martin Hoshino began serving as the California Department of Corrections and Rehabilitation s (CDCR) Acting Undersecretary, Operations, in February He is responsible for overseeing the prison, parole, juvenile justice, and rehabilitative programs for the Department. Prior to accepting the current acting Undersecretary position, Hoshino had been appointed as CDCR s Undersecretary, Administration and Offender Services in May 2011 by Governor Edmund G. Brown Jr. As Undersecretary, Administration and Offender Services, Hoshino was responsible for organizing and directing all CDCR s administrative services, which at the time supported the 60,000 employees of the Department and a $9 billion operating budget. He also directed the mental health and dental services programs for CDCR s in-prison offenders, as well as coordinated the Department s activities with the Federal Receivership operating medical care. Prior to his CDCR Undersecretary appointments, Hoshino served as the Executive Officer for California s Board of Parole Hearings, which is responsible for conducting over 100,000 parole hearings and actions for potential parole violators, mentally disordered offenders, and life term prisoners. He began his career in 1988 at the CA State Controller s Office, joining the CA Office of the Inspector General in 1999 and served as the Chief Assistant Inspector General. He joined CDCR as the Assistant Secretary for the Office of Internal Affairs, where he served from

7 CCWA TRAINING speakers Bill Camp Executive Secretary of the Sacramento Central Labor Council, AFL-CIO Bill Camp is the Executive Secretary of the Sacramento Central Labor Council, AFL-CIO. This umbrella organization of local AFL-CIO unions represents 171,000 union families in the Sacramento Region. He is the Vice-Chair of Sacramento Works, Inc., the Sacramento Workforce Investment Board. This Board sets the policy for directing millions of dollars of job training money for high wage/high skilled jobs in the critical growth industries in Sacramento County. Bill is the past Chair of the United Way Board for the Sacramento region. He was appointed to the State Workforce Investment Board in 2012 and serves as the Chair of the Policy Committee of that Board. Bill was born in Anderson, South Carolina-a cotton mill town in the red hills at the foot of the Smokey Mountains in the northwest corner of the state. He started his college education in Jackson, Mississippi in He then moved to Oregon and received his BA Degree in Sociology at the University of Oregon in He later received his M.A. degree in Sociology at Duke University in Bill left Duke s graduate program after playing an active role in organizing an integrated union among the blue-collar workers at Duke University in The organizing drive was successful. The workers got a contract. However, the Sociology Department had to eliminate his PHD fellowship and enrollment at Duke because of the fierce opposition of the University President to the integrated unionization of the University s workforce. Bill served as an elected member of the Sacramento City Unified School Board for 5 years. He is currently an elected member of the Sacramento County Democratic Central Committee. Bill worked at the California Agricultural Labor Relations Board from 1975 until This agency served as the NLRB for agricultural workers in California after the conflicts in the early 1970 s regarding the unionization of farm workers in California. He worked for the California State Senate Rules Committee from 1985 until During his tenure, he worked successfully with the California School Employees Association to obtain the passage and Governor s signature on the California Para-Professional Teacher Training Act authored by his employer, Senator David Roberti. He worked as the COPE Director of the California Labor Federation, AFL-CIO, from 1991 through In December, 1999, he became the Executive Secretary (Chief Executive Officer) of the Sacramento Central Labor Council, AFL-CIO. This council is the political, policy, and public voice for the 160,000 AFL-CIO Working Families of Sacramento and the five surrounding counties including Yolo, Placer, El Dorado, Nevada, and Amador counties. Bill married to Catherine Camp. They have two sons, a daughter-in-law, a son-in-law, and two granddaughters named Catherine and Elizabeth and a grandson named John Daniel. Anthony Silva Mayor, City of Stockton Mayor Silva was elected in November, He was born and raised in Stockton, having attended all Stockton schools, graduating from Lincoln High School and Humphrey s College. As the President/ CEO of the Boys & Girls Clubs of Stockton for the past nine years; 2013 is particularly exciting for the organization, as they are celebrating 50 years of service in the Stockton community. Anthony is a single father of eight-year-old Caden Silva. From , Mayor Silva served as member of the SUSD Board of Education and was appointed President of the Board in 2006 and As he focused on the successful bond measure, that has currently allowed for major renovations to the local high schools. He has also served as a recreation Commissioner for the City of Stockton Parks & recreation. Silva has a passion for helping the youth of our City and as a result, he sits on many local nonprofit Boards including Stockton Silver Lake Camp, Miss San Joaquin Pageant and the Eastside Yellowjackets, a youth football league. Silva ran on the platform of reducing crime in Stockton, which had been reported amongst the worst in the nation. With the entire community s involvement, coupled with great work from our under-capacity police force, Silva is pleased to report that there has been a 61 percent reduction in homicides and crime has been decreased in almost every area. Many new Neighborhood Watch groups have been formed and citizen involvement has resulted in making a huge impact. 7

Lyndsay began her career with the State Personnel Board, Statewide Training Program, and has been with CalP- ERS as a Retirement Program Specialist since Lyndsay regularly conducts retirement planning workshops in the Northern California region and provides one-on-one member retirement counseling. Mike Giusto Senior Criminalist with the California Department of Justice (DOJ) Bureau of Forensic Services (BFS) Mike Giusto is a Senior Criminalist with the California Department of Justice (DOJ) Bureau of Forensic Services (BFS). He started his career as a Criminalistics Lab Technician at the DOJ Santa Barbara Crime Lab in In 1981, he promoted and transferred to the Central Valley (Stockton) Criminalistics Laboratory. After seventeen years, he transferred to DOJ s California Criminalistics Institute (CCI), and is currently assigned as the Assistant Program Manager in the Firearm and Toolmark Program. A qualified expert in numerous fields of physical evidence examinations, his primary expertise is in forensic firearms and toolmark examinations. Mike has testified over 500 times as an expert in Northern and Central California courts on various physical evidence examinations. 8 CCWA Training 2013

Cotney is a Family Wealth Counselor (FWC) and Certified Philanthropic Developer (CPhD). His specialty is teaching attorneys, tax professionals, financial advisors, non-profit organizations, and families methods to implement philanthropic planning strategies to reduce taxes, increase wealth, and Make a Difference in the World. Edward designs asset protection and tax strategies to reduce or zero out taxes for sales of highly appreciated assets to include securities, real estate, 1031 exchanges, business exit strategies and zero tax estate transfers. Lee is the senior and managing partner in the Fresno office of Lenahan, Lee, Slater and Pearse, a regional firm specializing in workers compensation and employment litigation founded by Don McMurchie and Tom Files and which has been in continuous operation in Sacramento since 1952 and in Fresno since Mr. Lee graduated from University of California at Berkeley with a Bachelor of Arts degree in International Political Science in Mr. Lee then attended McGeorge School of Law, graduating with a Juris Doctorate degree in Mr. Lee has been with the law firm since April of 1983 where he started as a law clerk in his third year of Law School. Mr. Lee has lectured in the area of workers compensation defense and subrogation. Slater Attorney at Law Lenahan, Lee, Slater and Pearse pslater@lenahanlaw.net Mr. Slater was born into the family of a career naval officer. His early childhood was spent traversing the continental United States at the whim of the U.S. Government. His family settled in Sacramento in 1964 where, with the exception of his college years, Mr. Slater has resided continuously. Mr. Slater attended the University of California at Santa Cruz, earning a Degree in Economics in 1976, and then attended McGeorge School of Law, receiving a J.D. degree in Mr. Slater s first legal experience after law school was representation of injured employees at a local Sacramento law firm. He joined the firm in January of 1985, and has represented officers employed by the California Department of Corrections & Rehabilitation in both our Sacramento and Fresno offices. 13 CCWA TRAINING speakers During his years of practice, Frank has primarily specialized in workers compensation, and limits his representation to state employees as an applicant s attorney. The current highlight of his legal career was a 1995 civil case, in which fellow partner Charleton Pearse and Frank succeeded in obtaining a two plus million dollar jury verdict against Wells Fargo Bank and one of its former employees for fraud. Frank is a retired Correctional Peace Officer and a member of the California Correctional Peace Officer s Association s retired chapter. He has represented peace officers at virtually every prison in the State of California. However, most of his clients are at the prisons located within fifty miles of Sacramento, as well as Parole Agents. He represents officers with heart injuries and other significant injuries throughout the state. Lenahan, Lee, Slater & Pearse, LLP, th Street, Suite 300, Sacramento, CA / (916) Marilyn Koenig Co-Founder Friends for Survival Marilyn Koenig, a resident of Sacramento for 48 years, is the co-founder of Friends for Survival. She has been the president of Friends for Survival for 28 years. In that capacity she has been the program coordinator, volunteer coordinator and editor of the monthly newsletter. She has completed several college classes on business and death and dying. She has been a frequent speaker at death and dying classes at Sacramento City College and Sacramento State College. She has attended annual national conferences of the American Association of Suicidology (AAS) for over 20 years and has presented several workshops at these conferences. She has conducted training sessions/workshops for the Sacramento Law Enforcement Chaplaincy, UCLA hospital chaplains, Sacramento County sheriffs, and California Adolescent Health Collaborative. She is a founding board member of Suicide Prevention Action Network USA (Washington DC) & Suicide Prevention Network California. She is a past president and current Vice President of Bereavement Network Resources of Sacramento. In 1990 she was honored with the Laurie Shields Award by the Older Women s League, Sacramento Capitol Chapter. In 1996 she was designated a community hero and carried the Olympic Torch. She was awarded the 2001 Survivor Recognition from AAS. She received the 2007 Sandy Martin Grassroots Award for SPAN USA. In April 2008, she participated in KVIE s production of Depression: Into the Light. She is the mother of seven children, grandmother of thirteen, great-grandmother of five. Her son, Steven, died by suicide, April 4, She resides in Sacramento, CA. Mike Raneses Survival Tactics for Corrections Staff How to Survive a Corrections Career with Your Health and Family Intact Mike Raneses is a 45-year-veteran of California law enforcement with experience as a Deputy Sheriff and Sergeant with the Los Angeles County Sheriff s Department, a Probation Officer with the Orange County Probation Department and as a Parole Agent with the California Department of Corrections and Rehabilitation. He holds a BA in Criminal Justice Administration and a MA in Public Administration. Mike s extensive teaching and training experience includes a wide variety of criminal justice operational and management courses taught at training academies and at the college and university levels. Retired from the US Army with the rank of Lieutenant Colonel, Mike has a passion for encouraging and developing leadership skills at all levels and effectively applying those skills within an ethical framework in the criminal justice community. Retired as a Parole Agent III from CDCR, Mike currently serves as a Retired Annuitant with the Division of Adult Parole Operations. 13

Kathryn Manzer is the Chief of the Office of Employee Wellness for the California Department of Corrections and Rehabilitation (CDCR). In 2005, Kathy created a vision for employee wellness, which she developed into a comprehensive program of information, education, and support for CDCR employees. In anticipation of changing needs, Kathy continues to refine the Employee Wellness Programs to address emerging health risks and the ongoing health and personal well-being needs of CDCR staff. Among her many accomplishments in this position, Kathy has developed and implemented Peer Support programs that serve the personal and professional needs of over 50,000 CDCR employees. In 2011, Kathy expanded the Peer Support Program to include statewide staff suicide prevention and intervention services. In September 2013, Kathy was honored with the Robert L. Negri Human Resources Achievement Award from the California Department of Human Resources for the creation of the CDCR Peer Support Program. Rosanna has worked for CDCR since During this time, she has established and trained PSP teams throughout the state to provide support and resources to staff and their families. Rosanna provides ongoing support as well as develops and administers quarterly training to keep the PSP teams informed of new components and resources available for the PSP. My longtime mentor, Don Conley, is a man who has impacted Sacramento Area Boxing by training many local fighters that include; World Champions Loreto Garza, Tony Lopez. Assisted with Miguel Pantoja, Willie Jorrin and Richard Duran. Sadly, we lost Don in 2006 but I continue to carry Don s legacy by having trained students of boxing, for many years, at the Washington Neighborhood Center, located in one of the oldest neighborhoods in Sacramento. I now operate and train at Dogg Pound Boxing, (DPB), for the past two years. I strive to uphold the Mission of The Washington Neighborhood Center, since its inception of 1952, here at DPB;... provide a safe and positive environment for youth and young adults and to assist them in developing healthy minds, bodies and spirits. Many volunteers help me to bring our boxers to the many venues hosting Golden Gloves, US Olympic Training and other prestigious amateur events. 18 CDCR s new weapon against contraband K-9 s & their Handlers Some excerpts & photos from Inside CDCR News Posted on Wednesday, September 18, 2013 Dana Simas, PIO Folsom Prison Sgt. Packard is the Northern Region K-9 Coordinator which extends from Deuel Vocational Institution in Tracy up to Pelican Bay State Prison in Crescent City. Sgt. Packard received his first K-9 partner approximately three years ago. Currently, he is working at the Galt Academy where seven K-9 officers are in training. The K-9 s and their handlers are presenting an exhibition of the K-9 s newly learned skills in a morning session at the CCWA 2013 Conference. Today Sgt. Packard s partner is a 4-year old Belgian Malinois named Scout, but several months ago he had a different partner. His previous K-9 partner, Max, had to be retired due to hip problems. He is now living with a fellow Folsom State Prison staff member and enjoying the leisurely life. Some K-9 s are trained for only narcotics, cell phones or tobacco. Scout is trained to detect all three contraband items, and has been very successful. The teams work or train every day to ensure the dogs are kept focused and ready to do their best when they re searching for contraband. Once the search is over the teams head back to their vehicle or office, or maybe take a little time for a good ol fashion game of fetch. While the dogs anxiously await either the next job or their trip home, the human K-9 partner is busy writing supplemental reports to document if any alerts were made and contraband found Since the dogs are highly-trained working dogs it is difficult for officers assigned to the K-9 teams to turn work off. When a K-9 officer goes on vacation the dogs must stay with those who are trained to handle them, they re not like your typical family dog. The dogs are on very regular routines and when those routines stray even just a little they can get anxious. The K-9 officers say though that they all help each other since they all know the responsibility that it takes to be part of CDCR s K-9 Unit. Sgt. Packard and Scout are joined by Correctional Officer Macaria Orgazan and her K-9 partner Blue to search housing units at CMF, FSP, and California State Prison- Sacramento. It can be full of long days and includes bringing at least a part of your work home with you everyday, but being a K-9 officer means unconditional love and loyalty back from your partner. Officer Orgazan, has handled Blue, an 8-year old Belgian Malinois, for approximately two and half years. Blue is trained to detect narcotics. Blue was diagnosed with Stage 1 cancer at the end of May. Fortunately, the cancer was detected early. Blue received treatment and was able to rejoin the CDCR K-9 force. 18 CCWA Training 2013
