3 Templates and Resources Template: Club Constitution 1. Name The name of the organisation shall be......, hereinafter referred to as the Club. 2. Objectives The club is established to pursue the following objectives: a) Participation in the sport of Cricket hereinafter referred to as the sport. b) The organisation, management and development of... for all members of the Club. c) Membership of appropriate leagues for the purpose of establishing regular competitive play for the club s representative teams. d) The provision of training and playing facilities for its members. e) Promoting and maintaining the highest standards of technical competence and safety in the sport. f) Upholding the rules of the sport. g) Providing equal opportunities for successful participation by all section of the community. h) The promotion of the sport. 3. Affiliation The Club shall be affiliated to Cricket Scotland. 4. Membership All members are subject to the Constitution of the Club and the regulations of the National Governing Body. a) Membership of the club is open to all individuals provided they comply with this Constitution. b) No person shall be refused membership on the grounds of race, colour, creed, religion, sex, sexual preference, impairment or disability. c) All applications for membership shall be accompanied by the appropriate annual membership fee, which shall thereafter be payable on demand. d) Each fully paid up member shall be entitled to attend and vote at General or Annual General Meetings. e) Fully paid up members may be elected and serve on the Management Committee. f) All members will receive a copy of the relevant Code of Conduct, a copy of the Club s Child Protection Policy and a copy of the Constitution. g) Members shall be enrolled on one of the following categories: (Examples) i) Playing/ Competing Member (adult/ junior) ii) Non Playing/ Associate Member (non-competing) iii) Coach (qualified) 3

Suspension, Refusal or Termination of Membership a) The management committee shall be entitled to: i) Refuse any application for membership on the grounds that such membership would be prejudicial to the objectives of the club as set out in Rule 2 of this constitution. ii) For good and sufficient reason to refuse renewal of any existing membership or terminate or suspend any membership provided that the member concerned shall have the right to be heard by the full management committee before a final decision is made. b) The member may apply for reinstatement at the next general meeting. c) Any member who fails to pay their fees by the date required shall forfeit their right to representation on the management committee and at general meetings, and shall be suspended from taking part in any event under the control of the club until such fees are paid. d) Any member under suspension shall be barred from taking part in any match or event under the control of the club. e) The management committee shall inform the member in writing of any decision to terminate their membership. f) Notification of the termination of a membership will be forwarded to the Governing Body. 6. General Meetings a) Annual General Meeting (AGM) The AGM shall be held each year at such time and place as determined by the management committee, at approximately twelve monthly intervals, but no more than fourteen months after the date of the previous AGM. At each AGM the following business shall be conducted: i) Receive and confirm the minutes of the previous AGM. ii) Presentation of the clubs financial accounts for the year. iii) Presentation of clubs projected financial situation for the forthcoming year, and the setting of all fees. iv) Presentation of Chairpersons report. v) Election of officers to the management committee. vi) Any other business brought before the meeting which has been submitted in writing to the secretary not less than seven days prior to the AGM, and any other business deemed relevant by the chairperson. Notice for an AGM shall be a minimum of 21 days. A quorum for an AGM shall be members. b) Extraordinary General Meeting (EGM) An EGM may be called upon the written demand of: i) 33% of the membership. 4

5 Templates and Resources ii) The Chairperson. iii) 2/3 majority of the management committee. Notice for an EGM shall be of a minimum of fourteen days notice, and stating the business to be discussed. 7. Rules for General Meetings a) A minimum of twenty one days notice in writing shall be given to all members, except in the event of an EGM where the notice shall be a minimum of fourteen days. b) The Chairperson, or in his/her absence a member selected by the meeting, will take the Chair. c) All members shall register with the Secretary prior to the start of the meeting. d) Each member shall have one vote. e) All votes shall be determined by a simple majority. In the event of a tied vote, the Chair may exercise a casting vote. f) The quorum shall be one quarter of those eligible to vote, or such members, whichever is the smaller. g) The Secretary shall keep the minutes of the meetings and record all proceedings and resolutions. 8. Election of Officers to the Management Committee a) The members of the management committee shall be drawn from the membership, as defined in clause 4 of this constitution. b) Candidates shall be elected by paper ballot at the AGM, and shall be members of the management committee from the conclusion of that AGM until the conclusion of the following AGM. c) All nominations of candidates for election shall: have the consent of the nominee; be in writing; be seconded; be received by the secretary not less than fourteen days before the AGM. d) Uncontested posts may be filled by nomination(s) and election at the AGM. e) The Secretary shall send all members a list of all nominations not less than seven days prior to the AGM. 9. Members of the Management Committee a) The Management Committee shall consist of the following Officers: i) President ii) Vice President iii) Chairperson iv) Fixtures/ Competition Secretary v) Secretary vi) Treasurer vii) Team Managers/ Coaches representative viii) Child and vulnerable adult Protection Officers (preferably 2 officers, male and female). b) All the above shall be entitled to one vote each at General Meetings, except the Chair. 5

6 Club Cricket Junior Section Starter Pack c) The committee may co-opt any member to any unfilled post until the conclusion of the following AGM, providing that the number of co-optees shall not exceed one third of the total number of persons serving on the committee at that time. d) The management committee may appoint any sub-committees it may deem necessary to deal with the matters of the club, until the conclusion of the following AGM. The proceedings of all such committees shall report to the management committee by a representative elected by that sub-committee. 10. Rules for the Management Committee a) The Chairperson shall chair the meeting, or in his/her absence one of either the President, Vice President or Secretary or a nominee from the committee in the event of all those mentioned being absent. b) Fourteen days notice of any meeting of the management committee shall be given by the Secretary, except when: i) The date of the meeting had been agreed at the previous management meeting, in which case seven days notice shall be given. ii) In an emergency the Chairperson may call a meeting at four days notice. c) The quorum shall be four of those Officers entitled to vote, as listed at Rule 9. a) d) All members of the management committee as listed at Rule 8. a) shall be entitled to vote. e) All votes shall be determined by a simple majority. In the event of a tied vote, the Chair may exercise a casting vote. f) Meetings shall be open to all members of the club. 11. Finance a) The income and property of the club, however derived, shall be applied solely towards the objectives of the club as set out in Rule 2, of this constitution. b) The club shall have the power to raise money by means of yearly affiliation fees and match fees as determined by the Management Committee at the Annual General Meeting. c) All monies shall be lodged in a bank account in the name of the club. d) The Chairperson, Treasurer and Secretary shall be authorised signatories to sign cheques on behalf of the club, of which two signatories shall be needed. e) The financial year of the club shall run from to 12. Amendments to the Constitution This Constitution may only be amended by a proposal passed by a majority of members present and entitled to vote at an Annual or Extraordinary General Meeting. 13. The Dissolution of the Club a) Any resolution to dissolve the club may be passed at any General Meeting provided that: i) the terms of the proposed resolution are received by the Secretary at least forty two days before the meeting at which the resolution is to be brought forward, and that 6

7 Templates and Resources ii) at least twenty eight days of the proposed resolution shall be given in writing by the secretary to all members, and that iii) such a resolution shall receive the assent of two thirds of those present and entitled to vote. b) Upon dissolution of the club, after all club and Trustee liabilities have been cleared, all remaining financial and material assets shall be given or transferred to the local... club/league, or to the (Local/ Area Governing Body), as determined by the meeting, to be employed for the development of the sport. 14. It recognises the responsibility to promote safe practice and to protect children from harm, abuse and exploitation. For the purposes of this policy and associated procedures a child is recognised as someone under the age of 18 years. Staff and volunteers will work together to embrace difference and diversity and respect the rights of children and young people. This document outlines [Organisation name] commitment to protecting children. These guidelines are based on the following principles: The welfare of children is the primary concern. All children, whatever their age, culture, disability, gender, language, racial origin, socioeconomic status, religious belief and/or sexual identity have the right to protection from all forms of harm and abuse. In addition any young player in the Under 16 to Under 18 age groups, who has not reached the age of 18, must wear a helmet and, for boys, an abdominal protector (box) when fielding within 6 yards (5.5 metres) of the bat, except behind the wicket on the off side. 42 Club Cricket Junior Section Starter Pack Inch Park Community Sports Club Edinburgh South CC - Junior Cricket Development Plan Edinburgh South CC has been a key partner in the Inch Park Community Sports Club since its inception. The movement towards these Club Hubs is strongly supported by sportscotland and local authorities, and is very much the direction sporting provision is heading in Scotland. With the pooling of resources, knowledge and expertise for the overall benefit of a wider sporting community, these Sports Hubs are fast becoming the focal point for local communities and ensuring the long term health and sustainability of sports clubs. Your club may be interested in exploring something like this in your community so here is some background on Edinburgh South CC s involvement, what they ve achieved and where they hope to go. Inch Park Inch Park is the major park serving the south of Edinburgh and serves as a green lung in the heart of the developing south of the city. Inch Park contains 5 sports pitches and major green space areas as well as the Inch House Community Centre in its centre and the Council Nursery. The park has in recent years been subject to vandalism and this culminated in the old changing facility which was in a very poor condition being burnt down by vandals. Inch Park Community Sports Club, with the help of several partners, created a new community sports club facility. This has included the development of a new pavilion with changing accommodation and social space which provides a new club house for the Inch Park pitch facilities and a club home for these teams for the first time at a major sports pitch site in Edinburgh. The site was handed over to IPCSC on an 80 year lease agreement from City of Edinburgh Council to enable IPCSC to build their new home providing a valuable community resource to be managed by the partners making up the IPCSC for the South Edinburgh community. They have a newly laid cricket square and artificial wicket, newly laid football pitches and an international standard rugby pitch currently being laid. Cricket Delivery achievements to date Inch Park Community Sports Club looks to run cricket sessions in the Liberton and Gilmerton area. Traditionally, this is a football area and cricket has not had any presence in the schools until now. They took tentative steps in delivering a cricket programme in two primary schools in saw a slight growth as they introduced a junior section at Edinburgh South CC. For 2012, they were much more ambitious, and the funding from Cricket Scotland Development Trust really helped them get things moving. They ran a series of sessions both in and outside of the schools within Liberton and Gilmerton. The in-school work ran between March 2012 and June These took the form of both curriculum classes, delivered by their coaches, and extra-curricular after school classes. In all, IPCSC delivered sessions in 7 local primary schools and 1 local secondary school across age ranges Altogether, they delivered approximately 16 hours of sessions within the schools each week during this period, with around 700 pupils taking part. They have also delivered a sports leaders programme in the high schools, giving 25 graduating pupils a chance to obtain sporting qualifications, with all the students being put through the Intro to Cricket course. This model, along with the assistance of a community coach and the addition of festival playing opportunities, has been replicated in 2013 with great success to date. With a junior section of 25, and 42

43 Cricket Working in Partnership with Secondary Schools over 700 kids trying cricket in an area that many children didn t even know what cricket was in 2010, Edinburgh South CC can truly be proud of what they ve achieved so far. What s the plan for the next 3 years Edinburgh South CC and IPCSC have a strong foundation and they ve definitely learnt a few things on how to deliver. With the sharing of ideas and approaches through the IPCSC the cricket club have been able to learn a lot from other sports, particularly Rugby, who have made great strides in the area. One of the key advantages Rugby has been able to have is a permanent, respected, well qualified rugby person in the area. The children and young people have clearly responded to the individual in post. Having the right person and a familiar face is crucial to helping get momentum behind development in the area. Therefore, they are now seeking funding for a three year, part time cricket development officer post in the area. The following objectives will be set against the three-year post: Continue to run the taster sessions in primary and secondary schools, but on a smaller scale, focusing more on the establishment of after-school clubs and school teams that feed into the ESCC junior section Establish cricket teams in five of the eight local primary schools, competing in a round robin competition locally, then entering in the Primary Schools Cup Establishment of a performance group at Liberton High School, starting with 20 S1 pupils in 2014 who will be released by the school for 5 hours a week to be coached in hardball cricket. We will add 20 each year over the three years until we have three squads of 20 young people taking part in a cricket excellence centre at Liberton High School Establishment of a winter programme for all those wishing to improve their cricketing skills throughout the off season, in conjunction with volunteers at ESCC Help establish girls cricket sides in primary and secondary schools where there is an appetite to do so Establish street cricket opportunities using cricket factory and kwik cricket equipment in deprived areas to help engage those hardest to reach. Why they think this will work? Done the Groundwork Inch Park Community Sports Club has a great reputation in the area already. They are well respected in the schools, the community groups and with other local influencers. For example, the secondary school have already agreed to release their most talented pupils for the five hours of coaching a week from non-core subjects, and they already have established after school clubs, with many children and young people experiencing cricket. These additions are a natural progression. Have the Facilities The club have ensured that cricket equipment is already in many of the local primary schools. They have an established turf cricket square which they maintain at Liberton High School, and one turf and one artificial wicket, along with two outdoor nets at Inch Park and they are currently in the process of getting planning permission for an indoor facility. In addition to all this they have access to a full sized indoor space at Liberton High School and many smaller halls at local primary schools. Have resources to support it IPCSC have a Community Development Manager to help support all their programmes coupled with a very proactive, experienced board that are determined to make things happen. Throughout this evolution they have gained the full support of key partners both at Cricket Scotland and City of Edinburgh Council, along with the many local schools who have a vested interest in the success of the programme. 43

If they get funding and resources, they deliver the outcomes they say they will. Most importantly, they understand their area well. They know the needs of the young people, the volunteers, the schools and the community groups in South Edinburgh. They have set ambitious goals, but they are achievable and based on real needs. That s why they strongly believe that they can deliver on their plan. Summary Inch Park Community Sports Club and Edinburgh South CC are making a hugely positive impact on the whole community in South Edinburgh. The strides the cricket club have been able to make in such a short period of time could never have been achieved without the support and influence of the IPCSC. And conversely, IPCSC would never have existed without the individual clubs in the area and their recognition of a better way forward. As part of the partnership, ESCC are on the board, provide volunteers and coaches to help with the delivery of sessions in schools and at festivals and contribute to the overall running of the facility, both in time and fundraising. There s no doubt that this model works very much on the whole being greater than the sum of its parts. Here s hoping IPCSC and Edinburgh South CC continue to work together for the benefit of the whole community. There s no doubt in my mind that this community focused approached is one of the most effective models for the long term sustainability and health of our cricket clubs. 44

45 Cricket Working in Partnership with Secondary Schools Hawick and Wilton CC Schools Kwik Cricket Competition Introduction This month we will be looking at the first of what will hopefully be many examples of excellent grassroots cricket programmes happening in the East of Scotland. The Schools Kwik Cricket Competition run by Hawick & Wilton CC in conjunction with Active Schools has been a long running success story in the Borders. The outstanding work of the volunteers at the club and the local Active Schools Coordinator has seen junior cricket in the town flourish. I hope the Hawick & Wilton CC story will inspire other clubs in the region to look at how they can make more of a difference in their communities. Here s their story. Background Hawick & Wilton CC started their Saturday Morning Kwik Cricket Competition 7 years ago and in hindsight, it s been the best addition to the club that many can remember. Like many success stories, it all started when the club was at a significant low point. The club had recognised that there was a severe lack of junior cricketers coming through; they had no junior section and 2 promising players that they did have were threatening to join a rival club. We can put the clubs precarious position down to many things changes in society, more choice for kids, perceptions of cricket, the weather but the club felt that these were just excuses, and instead of pointing the finger, they recognised that the problem was theirs and that they wanted to do something about it. After looking into it they soon realised that they simply weren t doing enough to make cricket accessible, fun, and most importantly, a realistic choice for the kids to play - cricket just wasn t on the radar enough to compete with other sports. Hawick & Wilton CC decided they had to change this and the club had to do it themselves if they wanted the long term benefit. What they did The committee decided that the club needed more presence in the local schools. This was logical as school is a ready-made market for cricket clubs and gave them easy access to large numbers of children in the area. It was also decided that kids want to play regular games they love competition. So a combined strategy of introducing cricket in the schools and then providing a great playing opportunity for kids of all levels was the logical way forward. With schools being a crucial part of the concept, the club approached Active Schools to help with the project, and luckily for them, the local coordinator was extremely proactive and supported the concept wholeheartedly. Paul Scott, the local Active Schools Coordinator, helped the club focus their strategy that was built around 5 key areas: 1. Club led delivery 2. School led after school clubs to supplement delivery 3. Primary School League Competition 4. Providing a constant avenue to progress to the club s junior section 5. Extending the programme to include a Girl s Festival to continue to raise the profile and opportunities in cricket. There was a strong belief that school buy in was crucial to any long term impact of the programme. The club decided that students would feel more comfortable coming down on a Saturday morning to a competition as part of a school team made up of friends and people they know, rather than just as an individual and then being put into a team with strangers. The strong identity of each school team 45

46 Club Cricket Junior Section Starter Pack was an added bonus and there s no doubt it helped create a healthy competitive element to the competition. With the concept agreed the club then had to decide the details and how to best go about making it happen. First thing they realised is that the club didn t really have any qualified coaches and that was a must if they were going to run a competition and go into schools to deliver cricket lessons. That winter they identified 4 club members willing to be involved and sent them all on a Level One Coaching Course. They now had a small pool of coaches to start from. The club then had the small matter of getting access to the schools to coach the children and sell the concept of the School Cricket Competition. At this point, having the support and expertise of the local Active Schools Coordinator was invaluable. With the assistance of Paul Scott at Active Schools, the programme was set up where qualified club coaches would go into every local primary school in the Hawick cluster to deliver a 4-6 week block of cricket between January and April each year. Paul put together a timetable for all school visits (see Appendix A) and also incorporated into the programme after school clubs that would be school-led. Paul was extremely helpful in facilitating the buy in from the schools and negotiating their commitment to providing staff support. This was a very important component as in the long term it was quickly realised that the handful of club coaches couldn t do everything. Therefore, identifying a cricket contact at the school that was willing to make it work was a key moment in the development of the programme. With the school coaching now set up the other part of the equation was the organisation of the schools competition. Once again Active Schools was integral in assisting in making this happen. An invitation letter and entry form (see Appendix B) for the competition was sent to all the schools with a deadline date to enter school teams. Entries were then received and a league draw was drawn up and distributed to all schools, coaches and volunteers. The competition would run on consecutive Saturday mornings from am at Hawick & Wilton CC, starting towards the end of April and finishing with a finals day in early June. The details for entry included: The school teams could be made up of boys and girls from P4-7 Schools could enter as many teams as they wanted They could choose their team name Teams made up of 8 players Every team had to have a teacher or parent volunteer with them. Everything else the club supplied. The club groundsman cut cricket pitches at the club ground for the games; they secured funding to buy numerous sets of Kwik Cricket gear to run the games; club coaches came down to assist with umpiring and coaching; they sourced a sponsor that provided refreshments every week for the kids and also a trophy for the winning team and medals for every kid that took part. As you will have worked out this was a great success. They had 8 school teams in the first year with teachers and volunteers all down on a Saturday morning giving up their time to play and be involved with cricket. The competition has steadily grown with 12 teams now playing regularly and over 100 kids playing cricket regularly on a Saturday morning while representing their school. The follow on from this has been the constant reminder to all children involved that Hawick & Wilton CC holds their junior cricket coaching on Tuesday evenings at the club. They have consistently had new juniors to the club each year which has been fantastic, and with the programme now running for 7 years, the first of these children have now started graduating to adult cricket for the club. To further progress their junior programme the club has now run a Girl s Kwik Cricket Festival for the last 2 years to encourage more girls to get involved in cricket with the goal of starting a girls junior section at the club. Both festivals have had over 35 girls take part on the day and opportunities for girls are now starting to be realised. 46

47 Cricket Working in Partnership with Secondary Schools In asking the Junior Convenor at Hawick & Wilton CC, Allan Moffat, and Paul Scott from Active Schools, to reflect on the programme they provided the below summary of successes, challenges and costs that clubs could encounter in setting something like this up. Key Successes 1. Around children aged p4-7 playing cricket every Saturday morning over an 8 week period, year on year for the past 7 years 2. Approximately kids progressing to the club each year and some now 7 years on playing adult cricket 3. Increased curricular, and importantly for Active Schools and the club, extra-curricular cricket opportunities 4. Formal school to club link: Hawick and Wilton CC to 9 cluster primary schools 5. Increased volunteer database of teachers, school staff, parents, coaches, senior pupils working within the cluster 6. Hawick teams going on to represent the Borders at National finals tournaments - Denholm PS coming 7th in Issues or challenges Costs 1. Making sure the cricket league doesn t clash with other sporting opportunities e.g. Junior football leagues or local yearly festivals e.g. Common Ridings 2. Need to have a school contact for cricket within each school to steer the impact cricket can have. Otherwise it isn t sustainable and too much for one ASC or a few club volunteers - schools have to buy in to make it a success 3. Club must have the coaches available to support the programme as club led is the best way crucial to have a familiar face when kids make the transition from school to club 4. School curricular/ ex-curricular delivery - need 4-6 club coaches minimum 5. School led after school clubs - need one school coach (teacher or parent volunteer) per school for maximum sustainability 6. Primary League require the following: 1 team manager per team every week Umpires for each pitch depending on teams entered Other volunteers to set up pitches/ manage teas, coffees, juice, crisps. 1. N/A to be honest - all volunteer led and ASC supported, time more than anything 2. Ensure the club and schools have enough Kwik cricket equipment for delivery 3. Some schools have bought their own cricket jerseys 4. Juice/crisps each league morning - sponsored 5. Medals/ trophies on finals day - sponsored. Summary The Hawick Schools Kwik Cricket Competition has now become an institution in the area. It has put cricket back on the map and by working closely with the schools they ve been able to get access to the kids and support from teachers that they never thought possible. The club s reputation has been hugely enhanced within the community and they now have a steady stream of youngsters coming into the club. However, a lot of hard work and effort from volunteers, particularly Allan Moffat who has been the major driver behind junior cricket, has been required to make the programme work. The club 47

48 Club Cricket Junior Section Starter Pack also realises that they can t afford to sit back and admire what they ve done and they need to keep putting in the hard work year after year for the long term sustainability of the club. For those worried about the extra commitment involved in starting a competition like this the club simply say that it s now just part of what they do. Yes, there s extra effort needed from volunteers at the club, particularly at the start, but with the help of the right people it s easily achievable, and there s no doubt that the benefits to the club far outweigh any negatives. I will leave the last words to Allan Moffat after talking to him at their recent Girl s Cricket Festival, as they seem to sum up the attitude of Hawick & Wilton CC I know I do over and above what normal volunteers do but I love it. I want to get to the stage where we have youngsters who have come through this programme moving into the senior team and then telling me to move aside old man so they can take on the programme for the next generation.
