3 Goals SARA establishes a state-level reciprocity process that will support the nation in efforts to increase the educational attainment of its people by making state authorization: more efficient, effective, and uniform in regard to necessary and reasonable standards of practice that could span states; more effective in dealing with quality and integrity issues that have arisen in some online/distance education offerings; and less costly for states and institutions and, thereby, the students they serve. 3

14 SREB s Electronic Campus SREB s Electronic Campus Regional Reciprocity Agreement (SECRRA) Launched in 1998 with 100 courses. Academic Year 2015 more than 3,700 programs Institutions are regionally accredited, not-for-profit and chartered in a SREB state Until 2014 SECRRA was the only regional reciprocity agreement in the nation

21 Adult Degree Completion Guiding Principles (TAL.org) 1. Programs must be offered in an online or blended (hybrid) format 2. Program courses must be offered in an flexible academic format 3. Institutions offering degree completion programs must be adult-friendly (ALFI Principles) 4. Institutions must provide options for Prior Learning Assessment (PLA) and should recognize and apply previously earned credits toward eligible degree programs. Prior Learning Assessment is not just one method or tool Prior Learning Assessment is more than the acceptance of transferable credits.

NCSBN is an independent, not-for-profit association comprised of boards of nursing from the U.S. and around the world 59 member boards from all 50 U.S. states, D.C., & four U.S. territories 21 associate members representing nursing regulatory bodies from four continents North America, Europe, Australia and Asia 23

24 The Role of Boards of Nursing Boards of nursing are responsible for licensure, practice and discipline of 4.5 million nurses (RNs, LPN/VNs and APRNs) in the U.S. with active licenses. 24

25 NCSBN s Mission The National Council of State Boards of Nursing (NCSBN) provides education, service and research through collaborative leadership to promote evidence-based regulatory excellence for patient safety and public protection.

28 Enhanced Compact (NLC) Allows a nurse to have one multistate license (in primary state of residency) This permits the nurse to practice in other member states (both physically and electronically) subject to each state s practice laws 28

29 Mutual Recognition Model of Licensure The NLC is modeled after the driver s license compact which follows the mutual recognition model of licensure. 29
