Interstate Agreements SARA Update WCET Annual Meeting Denver, CO November 11, 2015
Presenters: Marshall A. Hill Executive Director, NC-SARA 2
Goals SARA establishes a state-level reciprocity process that will support the nation in efforts to increase the educational attainment of its people by making state authorization: more efficient, effective, and uniform in regard to necessary and reasonable standards of practice that could span states; more effective in dealing with quality and integrity issues that have arisen in some online/distance education offerings; and less costly for states and institutions and, thereby, the students they serve. 3
The SARA solution A nation-wide system of reciprocity administered by the four existing regional compacts MHEC NEBHE WICHE SREB 4

Institutions offering degree completion programs must be adult-friendly (ALFI Principles) 4. Institutions must provide options for Prior Learning Assessment (PLA) and should recognize and apply previously earned credits toward eligible degree programs. Prior Learning Assessment is not just one method or tool Prior Learning Assessment is more than the acceptance of transferable credits.
NCSBN s Distance Education Initiative Nancy Spector, PhD, RN, FAAN, Director, Regulatory Innovations WCET 2015 Annual Meeting, Denver Colorado November 11, 2015, 3:30-4:30 22
What is NCSBN? NCSBN is an independent, not-for-profit association comprised of boards of nursing from the U.S. and around the world 59 member boards from all 50 U.S. states, D.C., & four U.S. territories 21 associate members representing nursing regulatory bodies from four continents North America, Europe, Australia and Asia 23
The Role of Boards of Nursing Boards of nursing are responsible for licensure, practice and discipline of 4.5 million nurses (RNs, LPN/VNs and APRNs) in the U.S. with active licenses. 24
NCSBN s Mission The National Council of State Boards of Nursing (NCSBN) provides education, service and research through collaborative leadership to promote evidence-based regulatory excellence for patient safety and public protection.
Distance Education Prelicensure guidelines in effect NCSBN website: prelicensure host state requirements APRN website host requirements being developed 26
27
Enhanced Compact (NLC) Allows a nurse to have one multistate license (in primary state of residency) This permits the nurse to practice in other member states (both physically and electronically) subject to each state s practice laws 28
Mutual Recognition Model of Licensure The NLC is modeled after the driver s license compact which follows the mutual recognition model of licensure. 29
Public Policy Goal Nurse Licensure Compact A State-Based License Nationally Recognized Locally Enforced 30
NLC Benefits for Telehealth Nurses can practice in multiple states with one license Increases patient access to care Enables care continuity for patients regardless of their location Provides member states with authority to facilitate a discipline case across state lines 31
NLC Benefits for Nurses Ability to practice in multiple states with one license Reduces regulatory requirements by removing necessity for obtaining a license in each state Clarifies a nurse s authority to practice in multiple states via telehealth 32
NLC Benefits for Distance Education in Background: Nursing Teaching is the practice of nursing Practice is where the patient is located 33
NLC Benefits for Distance Education in Nursing The NLC would allow a privilege to practice in participating states no need for multiple licenses Until all states participate: Prelicensure distance education requirements posted at NCSBN working on APRN distance education requirements 34
NLC Participating States 35
Drivers of Change NLC adoption slowed (since 1999, 25 states) Growth in APRN practice Affordable Care Act (ACA) Military/veterans health care Telehealth Other health professions adopting 36
