3 ACA History March 2010 President Obama signed into law, creating: Patient Protection and Affordable Care Act (Public Law ) Health Care and Education Reconciliation Act of 2010 (Public Law ) Together, commonly known as the Affordable Care Act of 2010 (ACA) Relies heavily on local and state implementation via passthrough of federal funding Major provisions will be implemented in phases with most implemented by

14 Health Care Innovation Challenge ACA established the Center for Medicare & Medicaid Innovation Released Health Care Innovation Challenge in late 2011 $1 billion in grant funding; up to $30 million per project Applications were due in January with awards expected any day May have 2 nd competition this year 14

15 Health Care Innovation Challenge Eligibility Purpose Focus Providers, payers, local governments, public- private partnerships, multi-payer collaboratives Engage a broad set of innovation partners to identify and test new care delivery and payment models that produce better care, better health and reduced cost; Identify new models of workforce development and deployment related training and education; rapid deployment of care improvement models Focused on high risk / high opportunity populations, including Medicare, Medicaid and CHIP recipients 15

16 Advanced Nursing Education (ANE) Eligibility Purpose Details Collegiate schools of nursing, academic health centers, and other private or public entities accredited by a national nursing accrediting agency Support programs for registered nurses who are preparing to become nurse practitioners, clinical nurse specialists, nurse midwifes, nurse anesthetists, nurse administrators, nurse educators, public health nurses, and other specialties requiring advanced education. Deadline: May 18, 2012 Available Funding: $9 million; up to $375,000 over 3 years No cost sharing or match requirement 16

17 Nurse Education, Practice, Quality & Retention (NEPQR) - IPCP Eligibility Purpose Details Accredited schools of nursing, health care facilities, or a partnership of such a school and facility Support cooperative agreements for programs that propose innovations in Interprofessional Collaborative Practice (IPCP) that deliver patient and populationcentered quality health care that is safe, efficient, effective and equitable Deadline: May 29, 2012 Available Funding: $10,000,000; up to $500,000 per year over 3 yrs No cost sharing or match requirement 17

18 Hospital Preparedness Program (HPP) & Public Health Emergency Preparedness (PHEP) Eligibility Purpose Details States, a consortium of states, or eligible political subdivisions i i that t prepare and submit a sufficient application compliant with the statutory and administrative requirements described in this document. Only organizations currently receiving funding from the HPP and PHEP are eligible for this cooperative agreement. Supports technical assistance and resources for state, local, territorial, and tribal public health departments and healthcare systems/organizations to achieve public health and healthcare preparedness capabilities that promote prepared and resilient communities. Deadline: May 1, 2012 Available Funding: $971,092,537 Cost sharing is required in the amount of 10% of the grant funds awarded. 18

19 RUS Distance Learning & Telemedicine Application Deadline: Program currently on hold Average Award Range: $50,000 - $500,000 Eligibility: Public or private nonprofit organizations that may include hospitals, higher education institutions, workforce investment boards, tribal organizations, education and training providers, health care providers, and faith-based community organizations. Purpose: Supports projects to develop and expand local distance learning and telemedicine capacity through the acquisition of equipment, technical support, and training in highly rural, economically disadvantaged locations. Match required of at least 15% 19
