4 7. Review of Project Scope / Estimated Building Program a. Building New Construction/Remodeling Warm Storage Addition Wash Bay Addition Bridge Crew Addition Total b. Infrastructure Improvements Sprinklering Existing Building: 10,800 sf 1,200 sf 4,800 sf 16,800 sf Possible Slab Replacement in Existing Warm Storage c. Additional Scope 1.. Certified Site Survey 2.. Soil Borings for Addition 3. Verification and Electronic Documentation of the existing Truck Station to be incorporated along with the Site Survey into the Contract Documents for this Project. 8. Project Funding: This project is funded through Construction Documents. It is the intent of MNDOT to contract with the selected Consultant Team to complete the project, if funded, through Construction. The Truck Station will need to remain fully functional during the Construction Phase of the project. As the project progresses the design team will need to develop a number of strategies to achieve this goal. 9. Site / Building Walk-Thru Summary: a. Site: The Building and Site are to remain operational during construction. A complete inventory with locations and dimensions of all structures on the site will be part of the Certified Site Survey. The geothermal wells used for heating and cooling the Construction Offices are located beneath the berm on the north side of the building. The addition is envisioned to be constructed to the east end of the Existing Warm Storage Garage and Bridge Crew Section. The site rises into the hillside approximately 90 from the east entrance to the garage. The steep incline of the hillside and the angle of the main access road make an east entry to the new addition very difficult to achieve and alternatives will need to be explored. Site circulation will be re-evaluated as part of this project. b. Warm Storage Garage: The new garage will be connected to the main building and will sized to accommodate 14 Class 35 tandem axle vehicles with plows and brine equipment. There will be a drive through manual wash bay either integrated into the warm storage area or adjacent and free standing. The width of the building will be 95-0 to allow for double loading of trucks with a center drive though aisle and overhead doors exiting each end. A Single Preventative Maintenance service bay is required. Air and water is to be provided between every other stall. c. Bridge Crew Section: Vehicle storage area to accommodate 3 vehicles. Mezzanine storage to increase. Unisex ADA toilet/shower/locker area to be remodeled and expanded. Office area remodeled and expanded to accommodate 2 offices, a conference area, a lunchroom, open office area and a State Patrol workstation. 10. 13 RESPONSE TO QUESTIONS On-Site Informational Meeting 10/30/12 Addition and Renovations to the MNDOT Mendota Heights Truck Station Project Question 1: Answer 1: Is it expected that respondents to the RFP have a geotechnical consultant on board as part of the Design team? Geotechnical consultants, Surveyors and Fire Protection consultants do not need to have developed profiles but it would be wise to have all of your consultants identified in the Proposal with their role on the Design Team defined. Question 2: Answer 2: Is it MNDOT s intent to use geothermal heating and cooling on this project? Not necessarily. There are geothermal wells that provide heating and cooling to some of the offices of the existing building but that does not necessarily mean the new additions to the building are candidates for geothermal. The selected consultant is expected to look at alternatives and advise MNDOT on the pros and cons specific to the project to find an acceptable efficient economic system. Question 3: Answer 3: Is B3 documentation required on this project? No. The tenants of B3 should be considered as guidelines. Best practices should be used by all disciplines when designing the project. Question 4: Answer 4: Will there be any repair or welding bays in the new addition? No. There will be one Preventative Maintenance service bay in the existing warm storage garage as was shown during the walkthrough. The PM bay does routine 1000 mile maintenance, oil changes, fluid replacement, tire changes and plow blade removal. The full repair bays and welding bay already exist on the south side of the building and are not planned be impacted by the new addition. Question 5: Answer 5: Will you be ing a list of firms in attendance at this meeting? It will be included in Addendum #2 and will be posted to the MNDOT website: Question 6: Answer 6: Are any Federal Funds being used in this project? No. Trunk Highway funds are being used. Design through CD s has been funded. Construction funding scheduled for Spring of 2014.

14 Question 7: Answer 7: Does MNDOT prefer in-floor heat for their warm storage garages? Yes. In-floor heat has become a MNDOT preference for warm storage and vehicle maintenance areas. It has been used with positive results on several recent projects with both geothermal heat sources and gas fired boilers. Question 8: Answer 8: Regarding Storm Water Pollution Prevention Plan: Does the Certifying Engineer have to hold a Minnesota (MPCA) SWPPP accreditation? The Certifying Engineer shall hold a Minnesota (MPCA) SWPPP accreditation. Question 9: Answer 9: Can you elaborate on the CAD requirement to include the existing building and site? The requirement is included in Addendum #2, Attachment C..It is part of the work of this contract to field verify existing building information and incorporate it into the Final Construction Drawings for this project. The Consultant is to provide MNDOT a complete digital set of drawings for the entire building that are compatible with or readily converted to Bentley Microstation Version 8I. See Exhibit A. It is not intended that this work be an exhaustive CAD recreation of the original construction documents, updating all changes to the building to the present day. It is expected to provide all the accurate quantitative information found on the site plan, plans, elevations and building sections for all disciplines coordinated with the new Addition and Renovations. The certified site survey should locate all structures and vegetation on the site, all building need to have overall dimensions. Question 10: Answer 10: What is the extent of energy modeling required for the project? An extensive energy model of this facility with the new additions is not required. Energy Modeling for the new spaces is intended to be at the level of best practices typically performed to document that the required energy codes are being met. Question 11: Answer: 11: Is the project subject to review by the FAA and MAC? Yes. The Mendota Heights Facility is in the flight path of the MSP Airport and will be required to be reviewed for compliance with FAA and MAC regulations. The main issues are height limitations and noise. Although the warm storage garage building addition should be under the height restrictions when built, the construction equipment, such as cranes for the erection of walls and roof joists will also need to comply.

15 Question 12: Answer 12: Why is MNDOT adding more warm storage onto the building? There are several reasons. The number of trucks presently kept at the MNDOT Mendota Heights TS has increased beyond what the present warm storage area can house. The size of the trucks has increased substantially over the last two decades beyond what the facility was originally designed for. The standard now is to design stalls for a tandem double axle trucks with plow, side wing and brine equipment. The standard width of the storage garage bay is now The added equipment and dimensions require more room to maneuver so fewer trucks can be stored in the same space as before. Question #13: Is the need for a new deeper repair bay identified on the walk-thru part of the scope of this project. Answer: #13: No. For the purposes of this RFP it is not part of the project scope. Question 14: Answer 14: When the Bridge area expands what will happen to the Construction storage space in that area? If it becomes necessary to use that space for part of the bridge area new space will need to be found as part of this project to house the Construction storage.
