1 CITY OF NOVI ARCGIS SERVER DEVELOPMENT & HOSTING SERVICES ADDENDUM #1 INTENT: This addendum has been issued to modify and/or interpret the original specifications for the RFP named above. Unless otherwise instructed, the information contained within this Addendum shall take precedence over anything contrary in the original specifications, and shall hereinafter be considered as part of the package. RESPONSE: The Contractor shall verify receipt of this Addendum in the Bid Proposal Form. CONTENTS: Included in this Addendum are six (6) pages of written addenda description. QUESTIONS: 1. Does the existing ArcIMS application have all the features/functionality proposed in the new ArcGIS Server application? No. The required functionality is outlined in the RFP on pages What is the version of ArcIMS (Ex: v8.1 or 9.1; etc.) used for existing mapping application? The City is currently using version ArcIMS version 9.1 in a vendor hosted and supported environment. The ArcGIS Server deployment is intended to replace the existing ArcIMS service when it is fully deployed. 3. What is the format of current GIS data (Ex: shape files, coverage, Personnel Geo database; etc.)? The City currently stores its data in 9.3 personal and file geodatabases on an internal City network server. The City does not currently use ArcSDE to store or manage its data at this time. It currently has one license of ArcGIS Standard for Workgroups. This license will be placed in the hosted environment. The City will secure a redundant AGS license for internal testing purposes. 4. One of the features is Mark up (add Shape, etc). We assume that this is a temporary feature and will not be stored in the database. Please confirm. Markup features as described on page 10 and referenced in Exhibit B are temporary features. However, the markups should be able to be saved to XML format and retrieved from XML format. Retrieved markups should be positioned and represented in the location where they were saved. 5. On page 10, under Markup/Graphic Tools See Exhibit B, should Save Features to XML be added? Yes Save Features to XML format was intended. Features do not need to be saved to PDF format unless the user wants to create a print layout and export a PDF or JPG image of the map view as noted in the Map Generation Tools section on page 10. 1

2 6. Will the City s former ArcIMS vendor be involved in this RFP contract? If so, what role will they fill? No. The City will assume the lead project sponsorship role and provide guidance throughout the project. 7. Page 6 in RFP document paragraph 5: The environment will include AGE software maintenance and configuration. Please confirm if this refers to agesoftware.com or if it should read AGS. This was a typographical error and it should have read AGS. 8. How is the City s raster data hosted and managed currently? Is it anticipated to be moved to the hosted environment? The City s existing raster data is externally hosted and managed in its Mr. SID compressed, native image format within ArcIMS. Its area consists of a geographic area slightly larger than one, congressional or survey township (6 mile x 6 mile area). Yes, the raster data will be moved to the hosted environment along with the City s vector data. 9. What is the current software version being used? What software applications and versions do you anticipate using for this project? The City invests in continuing software maintenance on all its ESRI desktop and server products. The City has upgraded its ESRI products to version and expects this version to be fully supported in this project. The City does not manage its data in a SQL database format using SDE. It currently has licenses of ArcInfo, ArcView, ArcGIS Server Standard for Workgroups all at the release. 10. Are the current website usage statistics available? Is there available information on the expected usage growth for the mapping website? The City has logged over 1,000 monthly, unique page views on its mapping page which directs users to the ArcIMS application. There is no available information regarding the expected growth for the mapping web site at this time. 11. What are the current steps used for updating ArcIMS site content? Currently the City uses an FTP transfer method on a quarterly basis to update its spatial and nonspatial attribute information. Vendor intervention is required to post new data updates and perform symbolization changes. This project will allow the City to independently update its supporting map information on demand. 12. What browser does the City prefer for this application (Internet Explorer, Firefox)? The City s currently supports Internet Explorer version 7 and later. However, the AGS deployment should be designed to support both of these browsers to provide the greatest public access possible. 2

3 13. In #9 Hyperlink to Specific Map Services (page 10), it states, Hyperlinks shall be set to open the interactive map.display to feature any one of the AGS map services as shown in section #4. Please confirm if you mean Section #5. Section #4 was a typographical error which should have stated Section #5. This section was intended to provide hyperlinks which would support the multiple map themes listed in the API Design as described on page See sentence 1 under Proposal Submittals, Page 2. Please confirm the sentence means one unbound original and four unbound copies, or explain the meaning. An unbound original means your RFP response is collated and not stapled or punched. The other four copies may be collated and bound (stapled or punched) as described on page 2. There are two components to your submission: Technical Proposal and Fee Proposal. The Fee Proposal is to be separately sealed in an envelope (containing the RFP fee proposal form on pages 16/17 and any additional fee related information) and separated from the Technical Proposal. 15. May we submit different fee proposal forms for the development of the ArcGIS Server Application in the Flex API versus the Silverlight API? Yes You may submit two different fee proposal forms for the development using the Flex API versus the Silverlight API. Please clearly indicate which development environment corresponds to the correct fee proposal by conspicuously noting this on the fee proposal form. 16. Is the following provision set in stone? We typically do not expose our source code. We do allow the customer to modify searches and alias names through a configuration file. PROJECT ASSUMPTIONS & REQUIREMENTS (Excerpt from City of Novi RFP) Custom Code Development: The City will be granted a perpetual (non expiring) use license all code developed and configured for this project. The City requires the flexibility to customize the code provided using basic knowledge of the API language using any standardized design tools. These tools would be used to make minor edits to interface tools and API layout. The City will be granted a perpetual use license for all code development and configured for this project. The City expects to be able to make limited customizations and refinements within the interface. The method by which modifications are made should be described in the vendor s proposal response. For example, the vendor may provide a developer API which enables the City to manage the objects in lieu of exposing the actual source code. The actual code ownership may or may not be necessary to achieve the City s intended project goals depending on the vendor s the project design approach. Vendors should address code ownership in their proposal response. 17. Is there any flexibility in the submission date? No. 18. Page 10 Bullet 9: Where is section #4 as indicated in the line "Hyperlinks shall be set to open the interactive map display to feature any one of the AGS map services as shown in section #4."? This was a typographical error which was intended to be Section #5. 3

4 19. After the end of the contract period, will the city continue to pay hosting fees to the vendor/hosting provider? Part A, referred to as the Base Bid, is intended to be completed on or before June 30, Part B, referred to as the Annual Hosting Fees, is intended to be initiated on July 1, 2010 for a period of one year. The vendor will have an option to renew for year 2 and year 3. There will be no contractual obligation beyond year 1 (after 12 months) unless the parties contractually agree otherwise. 20. Page 8 The city shall require the API to support multiple themes of related information. What exactly is theme? Is it just a group of layers? Correct. A theme of layers is a set of grouped layers which are logically arranged to assist the user readily identify interrelated information. 21. Page 11 The city will be provide one license of AGS server standard for workgroups in the hosted environment. Will the city provide any other software? The City will be providing one license of ArcGIS Server Standard for Workgroups. No other software will be provided for the hosting environment. Any other software for security, operating systems, etc. will be the responsibility of the vendor to provide. 22. What is the current GIS work flow in City of Novi Internal development environment? Does the city have different machines accessing one or more servers for development purposes? The City is using one network server for its current GIS data storage and management needs at this time. It does not anticipate adding any additional hardware for this project. 23. The City wishes the server software, application and hardware to be contractor hosted and maintained. The City mentions a Co location option, but is the City open to leasing the hardware? No. The City is not interested in leasing any hardware in the hosted environment. 24. As part of requirement # 3 on page 7, the successful vendor will set up the internal or staging environment. What are the specs of the internal environment as it stands now (Number of servers, brand, model, CPU, RAM, hard drive space, bandwidth)? Are you looking to upgrade your hardware? Will you provide OS licenses or should the vendor include the OS in their fees? The City will provide an internal server with the recommended requirements published by ESRI for the City s internal, staging environment. Vendors may supply the required components in their RFP response which details CPU, RAM, hard drive size, and bandwidth specifications. 25. What amount of internet traffic does the current portal get? How much bandwidth does it have? The City has logged over 1,000 monthly, unique page views on its mapping page which directs users to the ArcIMS application. We do not have a measure on present bandwidth. 4

Map Layer Display Controls What is the difference between Toggle Display Control for Map Layers and Ability to Group Layers by Map Service and Control Display of Individual Layers within Given Service? If there is a group of five layers, the interface should allow the user to turn all five layers on and off simultaneously at the group layer level. Within the same group, the user should have the ability to control the display of each individual layer at the individual layer level. The City should have the option of creating a group of layers for display within a given map service or allow them to stand along individually. 27. Security Toolset for Restricted AGS Map Services Please explain Centralized User / Password Administration at the AGS Service Level for Restricted Services. Pages 8 and 9: Centralized user administration implies the City will have the ability to assign access privileges to a given map service (which restricts the display of all the layers within the given service). If a user wishes to access a restricted service, the user must select an icon or tool which prompts them to enter their username and password credentials. Once the credentials are validated, the user will be permitted to view the restricted AGS map service. The purpose of the toolset is to provide a means to administer access rights to map services, assign user access rights, and record the most recent time and date for the restricted service the user last accessed. The City should have the flexibility of adding multiple, restricted AGS map services. 28. Do you have ArcView/ArcEditor/ArcInfo license? The City currently maintains ESRI desktop and server software at the release. At the ArcGIS desktop level, the City has two licenses of ArcInfo and sixteen licenses of ArcView supporting its operations. The City will be providing one (1) license of ArcGIS Server Standard for Workgroups for the hosted environment. This license is to be used exclusively by the City in conformance with ESRI s licensing requirements. 29. Do you have SQL Server Standard Edition? We have had issues with SQL Server Express and ArcSDE. The City does not use SQL Server Standard Edition to manage its GIS data because it does not have a license of ArcGIS Server Standard at the Enterprise level. It has ArcGIS Server Standard at the Workgroups level and therefore can only store its data in SQL Server Express, ESRI s file geodatabase or personal geodatabase format. 30. What parts of the project are expected to be completed by the June 30, 2010 date? Please clarify. Page 16 Fee Proposal: Part A, referred to as the Base Bid, is intended to be completed on or before June 30, Part B, referred to as the Annual Hosting Fees, is intended to be initiated on July 1, 2010 for a period of one year. Given the extent to which services are required to complete this project, can you provide us with a budget so that we might adjust our services accordingly? No. The service package should be as scalable and flexible as possible. If you wish to provide additional fee detail options, please include them along with the standard fee proposal form and explain the options in detail. 5

6 32. Is the City of Novi making a license of ArcGIS Server standard workgroup available for the hosting environment? Yes. See page 11 Section #4. The City of Novi will make one (1) license of ArcGIS Server Standard for Workgroups available within the hosting environment. 33. Is it a mandatory requirement that the City be given access rights to the hosting environment to update AGS services? Is the City amenable to alternative approaches? (i.e. having the vendor work with City officials to update the hosting environment so as to ensure maximum uptime). Yes. Your proposal response should provide the City with the ability to access the hosting environment to perform updates on demand. However, the City is open to alternative approaches which incorporate the on demand concept. 34. How many data and map service updates does the City anticipate making to the dynamic pages per month? The City seeks greater flexibility to support its operation due to the increasing public expectation to provide timely and relevant information. The frequency of these updates will vary but a weekly update cycle is very likely at this time. However, there will be instances when updates may need to be frequent. 35. How many concurrent users does the City anticipate utilizing the application at one time? This cannot be accurately determined at this time. The public and City employees will be using the same application to obtain information. Usage is likely to vary greatly. As a baseline for reference, the City has logged over 1,000 monthly, unique page views on its mapping page which directs users to the ArcIMS application. 36. What is the anticipated number of server requests per month (for dynamic web pages)? Unknown. 37. What is the maximum peak bandwidth required during the one year term? Unknown. It would be instructive to know what your currently supported clients bandwidth demands are and use this as a baseline. 38. Please list all software applications the site will use (other than ArcGIS Server and SQL Server) The only software application the City will provide within the hosted environment is ArcGIS Server Standard Workgroups. The vendor will be responsible for securing the server s operating system, firewall/security software, and database management software. At this time, GIS data was anticipated to be managed in ESRI file geodatabases or in SQL Server Express (ArcSDE for Workgroups) format. 39. Will the City of Novi maintain its own developing/testing environment in house? Or is the expectation that the hosting company provide this environment for the City? Page 7: Configuration of Staging Environment The internal environment will be configured by the vendor to configure, test, and stage its ArcGIS services prior to replicating them in the hosted, publication environment. The City will provide a network server using a single tier architecture (data server, map server, and web server) for the vendor to use in configuring this internal environment.
