5 Stormwater Management Facilities Program To maintain and enhance performance, safety and aesthetics To comply with NPDES permit requirements: - Identify and Inspect SWM Facilities - Perform routine maintenance within 1 year - Identify and perform required repair work - Re-inspect each facility at least once every 3 years To meet SHA Business Goal: - By the year % of SHA SWM facilities will be functionally adequate
6 Stormwater Management Facilities Program Steps Towards meeting our Objectives: Inventory and Condition Assessment - Data Collection/Storage Tools - GPS, Geodatabase, digital data collection using hand held computers, field/office editing tool - Performance based rating Data Analysis and Decision Making - Response based rating - Maintenance Categorization - Minor, Major, Retrofit - Data Analysis Tools - Web-based facility Viewer - Maintenance and Construction Performance Tracking - Business Plan Goal Innovative Management Approach - Design, Build, Maintain and Operate (DBOM)
7 Inventory and Condition Assessment Build a preliminary database based on existing records Conduct field verification/addition and inspections Develop a digital inventory Build a comprehensive GIS model of drainage systems Assign performance based rating
8 Condition Assessment Two-tier Rating System Performance-based Rating structural integrity functionality 40 inspection parameters rated on a scale of 1 to 5 Overall inspection rating assigned for each facility A-E Response-based Rating priority for maintenance and remediation I - VI
9 SHA Response Rating I II III IV V VI No Response Required schedule for multi-year inspection Minor Maintenance perform as necessary to sustain facility performance. Major Maintenance or Repair is needed to return the site to original functionality within the existing footprint of the facility. Structural defects require repair and/or restoration Retrofit Design is required on-site or at another location, if facility cannot be returned to its original functionality within its existing footprint Immediate Response is mandatory to address any public safety hazards regardless of the functionality of the facility Abandonment of the facility when the facility is not maintainable and will not provide sufficient benefits if retrofitted due to the lack of access for construction and maintenance, limited space or minimum impervious area treated

19 Wetlands/Stream Mitigation Monitoring Program To monitor and maintain wetland and stream mitigation/stewardship sites to ensure longterm success To comply with Federal and State permit requirements: - Mitigate for wetland/waterways impacts due to highway construction - Perform extensive monitoring for 5 years - Identify and perform required repair work - Report and Re-inspect annually To meet SHA Business Goals: - Environmental Compliance - Ensure 100% permit compliance on every project by mitigation of required wetland and waters impacts - Environmental Stewardship - By 2011, create 200 acres of wetlands and 5 miles of stream restoration
20 Wetland Mitigation Monitoring System (WMMS) Web-based application to track, manage and store wetland and stream mitigation sites monitoring data in a centralized system Accessed by Regulatory Agencies, SHA and our consultants Central Repository for all monitored sites and potential mitigation sites at watershed level
