1 CO-OPERATION CONTRACT Joint Master s Programme in History of South-Eastern Europe 1 Co-operation Partners The following eight universities have jointly developed an international Joint Master s Programme in History of South-Eastern Europe leading to a commonly conferred and recognized Master s Degree. Babeş-Bolyai University in Cluj-Napoca (Romania) Sofia University (Bulgaria) University of Graz (Austria) University of Ljubljana (Slovenia) University of Macedonia in Thessaloniki (Greece) University of Novi Sad (Serbia) University of Regensburg (Germany) University of Zagreb (Croatia) (1) Consortium Of the eight partners involved in developing the programme the following universities constitute the consortium Babeş-Bolyai University in Cluj-Napoca (Romania) Sofia University (Bulgaria) University of Graz (Austria) University of Ljubljana (Slovenia) University of Regensburg (Germany) University of Zagreb (Croatia) commonly conferring and recognizing the joint master s degree. The rights connected with these degrees will be acquired from each of the participating states. (2) Mobility Partners The following universities are partners in terms of mobility: University of Novi Sad (Serbia) University of Macedonia in Thessaloniki (Greece) For details refer to the individual exchange contracts between the consortium and the University of Novi Sad as well as between the consortium and the University of Macedonia in Thessaloniki. Consortium: includes the partner institutions jointly awarding a joint degree Home University: university where the student is enrolled and registered, pursues of his/her studies and that issues the diploma. Mobility Partner: partner offering a track according to the curriculum that is automatically recognized within the programme. The mobility partner is included in the programme without however conferring the degree. The academic representative of the mobility partner is invited to the selection meeting and takes responsibility for the academic advising of the mobility students. Coordinating University: is responsible for the planning and organisation of the process of developing and implementing the joint programme including the planning of cooperation meetings, organisation of the selection meetings, storing of all basic student data, updating the programme website. It is responsible for organising and planning all procedures concerning the consortium as a whole. However, it is not involved in the necessary steps to be undertaken within every partner university. It s possible that the role of the coordinating university rotates among the consortium partners (if applicable). General Programme Board: includes the academic representatives or co-representatives of all partner universities and is responsible for programme management, quality management of the programme, curriculum development, and academic advising. Administration of the Board is the responsibility of the coordinating university. The chair of the board will alternate annually. Selection Committee: includes the academic representatives or co-representatives of the consortium partners for selection of students who want to enrol in the joint programme. 3 Objectives An essential part of this project is the implementation of a commonly developed Joint Master s Programme in History of South-Eastern Europe. The workload amounts to 1 credits of which at least 30 credits have to be completed at one of the above named universities and at least 60 have to be achieved at the home institution. The first semester of study must be completed at the home institution. The overall minimum duration of studies is four semesters. The master s programme will start for the first time with the academic year 2012/2013. The master s programme promotes mobility in the context of a well structured and rich programme of study. In addition to providing intercultural experience, it increases the international employability of graduates. 4 Target Groups The target group for the participation in the Joint Master s Programme in History of South-Eastern Europe are highly qualified and motivated students interested in the issue of history of South-Eastern Europe. Moreover, they should be willing and able to analyse and evaluate complex processes from an historical and cultural perspective. ~ 2/19 ~

3 Admission to this master's programme is only granted to persons who have completed an academic degree of at least 180 credits (bachelor s degree or equivalent programme of at least 180 ). The primary target groups of the Master's Programme History of South-Eastern Europe are graduates with the equivalent of a Bachelor s or Diploma degree in the field of Humanities (particularly in the fields dealing with history, politics and culture in the region). Graduates from different fields of studies can be admitted if the completed programme is judged to be equivalent by the selection committee and in the regular admission procedure of the university for which the student applies. Applicants have to demonstrate research skills, basic knowledge of history of South-Eastern Europe, and a general insight in the subject of history of South-Eastern Europe. 5 Application and Admission The General Programme Board will annually decide on the maximum number of students to be accepted into the whole programme. The number of accepted students at each university is limited to 50 students. The exchange of students has to be balanced. The maximum capacity of students accepted as well as for the exchange will be published annually on the website. Application Procedure Students will apply to the responsible academic representative at the home university of their choice. Students may only apply to one university of the consortium. The deadlines for submitting applications for admission are announced each year on the programme website ( Applicants will be informed of their nomination to the programme within six weeks of the application deadline, with study to begin at the start of the following academic year. The application procedure consists of two steps: 1. Nomination by the consortium 2. Admission to the home university 1. Nomination by the consortium Required documents (in English) for the nomination by the consortium - completed application form 1 - personal motivation letter - diploma certificate/degree certificate 2 - transcripts of records or Diploma Supplement - copy of the passport - proof of language proficiency on level C1 according to the Common European Framework of Reference in the respective language taught at the home university (Bulgarian, Croatian, German, Greek, Romanian, Serbian or Slovenian). - recommendation letter (optional) - proof of language proficiency on level B2 according to the Common European Framework of Reference in the language required at the respective host institution(s) (Bulgarian, Croatian, German, Greek, Romanian, Serbian or Slovenian). 4 - personal motivation - language skills - recommendation letter (if submitted) In annual meetings, the Selection Committee decides whether the applicant is nominated to the programme. In case a nominated student withdraws from his/her application, the next person moves up to take the free place. 2. Admission to the home university Admission to the home university is a separate process according to the usual local procedures for matriculation. International Offices of the partner universities will take care of the procedures connected to the semester abroad. 6 Centralized Electronic Student Data Data of all students pertaining to the Joint Master s Programme are stored centrally at the University of Graz (coordinating university). Each university is granted permission to read the information subject to the data protection acts of the each participating country. Partner universities are obliged to provide the coordinating university with the necessary information. 7 Tuition Fees Registration or tuition fees are charged according to the regulations at the home university. Students completing the obligatory semester abroad as part of the master s programme are not charged any further fees provided they pay their fees at their home university. Students in their mobility phase are regarded as regular/regular-equivalent students and will be granted normal access to the facilities of the host university. Local fees and health insurance provisions may vary per institution. 8 Obligatory Semester Abroad Students are advised to spend their obligatory study abroad in the 2 nd, 3 rd or 4 th semester at one of the partner universities. When applying for the programme students will need to list their preferences of host university(s) as well as the period of the obligatory study abroad and explain the motivation for that choice. Students may spend an additional study period at any of the partner universities, whether for a semester of registered coursework (3 rd or 4 th semester) or for a short period of study for research reasons. Financial subsidies can be applied for through existing mobility programmes and grants. However, resources are limited. Places are allocated by the General Programme Board according to available resources. This measure is subject to the regulations of the co-operation contract between the partner universities. It is assumed that the general and specific university academic entrance requirements are satisfied upon nomination by the home institution. The individual Offices of International Relations at the universities (or their institutional equivalents) support the visiting students by providing them with information on accommodation, the infrastructure, language courses, and visa regulations etc. ~ 4/19 ~

5 9 Duration and Structure of the Master s Programme Students are allocated credit points for the work done, which includes both self-study and contact hours. The master s programme comprises 1 credits, which corresponds to a minimum period of study of four semesters or two years, per the respective regulations governing the partner institutions. At least 60 credits have to be earned at the home university. Students are required to complete at least 30 credits at one of the partner universities. Students may complete up to 60 at the partner university(s). The Master s Programme is structured in modules. The modules are structured as follows: Compulsory subjects 50 Module Theory of History Basic Module History of South-Eastern Europe Advanced Module Topics of the History of South-Eastern Europe Supplement Module Questions concerning the History of South-Eastern Europe Restricted electives Free electives Master s thesis and defence 35 Master s thesis 30 Presentation and defence 5 10 Awarding of the Academic Degree Students completing the Joint Master s Programme in History of South-Eastern Europe earn the master degree Joint Master of History of South-Eastern Europe that is equivalent to the master degree in the countries of the partner universities as follows: Austria, Bulgaria, Croatia, Germany, Romania: Master of Arts - MA Slovenia: magister/ magistrica zgodovine The home university is responsible for the issuing of the diploma document confirming the qualification accompanied by a detailed record of study (e.g. diploma supplement) keyed to the programme requirements. All partner universities recognize this Master s degree as a full academic qualification rendering the students eligible to pursue doctoral studies. 11 Participating Universities and their Assigned Responsibilities Participating universities are equal partners, with the University of Graz responsible for the coordination. All participating universities are obliged to exchange information concerning the project quarterly. Each of the universities designates an academic representative and co-representative for the Joint Programme, who will be responsible for the coordination of the degree programme and its academic supervision and will serve on the General Programme Board and in the case of the consortium partners also the Selection Committee. The participating universities are not liable for damages caused by (guest) students and cannot be prosecuted for any accidents caused by students. ~ 5/19 ~

6 12 Financing Students completing the obligatory semester abroad as part of the master s programme are not charged any further fees provided they pay their fees at their home university. Travel expenses and costs for room and board must be covered by the students themselves. Each partner university will support their students applying for financial aid and grants offered by various mobility programmes, European funds, national funds or other financial sources. The universities strive to achieve reciprocity. The Master s Programme History of South-Eastern Europe does not lead to any additional teaching costs. 13 Evaluation and Quality Management The General Programme Board is responsible for the overall management and quality assurance of the programme. Course evaluation is the responsibility of each partner university. Students and staff of the participating universities will engage in ongoing review and evaluation. The representatives of the participating universities will meet at least once a year to consider these reports together with recommendations for further enhancement. Other evaluation and quality assurance procedures will be determined per the respective regulations governing the partner institutions. The evaluation of courses will concentrate on objectives, content, didactic presentation and examination. 14 Withdrawal from/termination of the Contract Two years notice must be given by any participating university of its intention to withdraw from the programme. After notice of withdrawal the programme will be offered another five semesters. New partners have to be agreed on by all partner universities. This contract including its annexes is valid without term. Amendments to this contract must be by mutual consent. 15 Controversy Resolution Partners: Participating universities bind themselves to resolve any dispute amicably. If resolution of the dispute in peaceful way is not possible, the dispute will be resolved before a competent court in the Republic of Austria, where regulations specify exclusive jurisdictions of Austrian court. In other cases the power of jurisdiction falls under legislation of countries of the participating partner universities. Students: Any controversy arising from or in connection with this contract will be regulated as per the rules and regulations in force at the home university of the student involved. ~ 6/19 ~

7 16 Coming into Effect The Master s Programme History of South-Eastern Europe first came into effect with the academic year 2007/2008 and the present contract comes into effect in the academic year 2012/2013 as of the date of signature. If any contradiction arises between the English language version and a translated version of the cooperation contract, then the English language version shall take precedence. Cluj-Napoca, on Acad. 9 Annex 1: Master Programme scheme of each of the partner universities Babeş-Bolyai University in Cluj-Napoca Specific Fields of Competence: Babeş-Bolyai University is the oldest academic institution in Romania, which embodies the entire academic tradition in Transylvania, inaugurated with the Jesuit College founded by Prince Stephan Bathory in Babeş-Bolyai University brings together the cultural, scientific, and religious traditions in Transylvania, having developed a multicultural educational programme according to the legislation in force in Romania and according to European values. Located in a geographical area characterized by the presence of diverse ethnic and religious groups, Babeş-Bolyai University adheres to a policy of multiculturalism, its students and teaching staff being Romanian, as well as Hungarian, German and Roma. 15 of the 21 faculties provide both a Romanian and a Hungarian curriculum, and 9 of them provide both a Romanian and a German curriculum. There are also two faculties (the Faculty of Reformed Theology and the Faculty of Roman-Catholic Theology) which provide courses in Hungarian only. More precisely, our University proposes long and short-term academic studies for 105 specializations in Romanian, 52 in Hungarian, 13 in German and 4 in English. This multicultural structure is the same in the case of the post-graduate and the short-duration curricula offered by the University's network of 18 colleges in Transylvania. In order to respect this multicultural structure, all university bodies (and in particular the governing bodies) are organized so as to take into account the three ethnic and linguistic components. The deputy dean or the scientific secretary of each faculty must belong either to the Hungarian or to the German minority in order to administer their respective line of study. Moreover, at the central level, each of these three groups is represented by a vice-rector, who is also a member of the Senate's College, and by a specific general secretariat. Therefore, the university's executive board comprises 20 representatives of these ethnic groups holding offices such as those of vice-rectors, deans, deputydeans, scientific secretaries and heads of department. The multicultural system transformed Babeş-Bolyai University into the largest and most complex university in Romania. Never before have so many Romanians studied at the main university of Transylvania; never before have so many Hungarians studied here; never before have there been more opportunities to study in German; never before has the history and the culture of the Jewish people been so broadly covered in academic circumstances. Never before has there been such a diversified range of specializations. The multicultural and multilingual system set up at Babeş-Bolyai University has been evaluated positively by qualified international bodies - The OSCE High Commissioner on National Minorities, Salzburg Seminar, European University Association - and has consequently been recommended internationally as model of organization. A decade after the liberation from Ottoman rule the introduction of modern European curricula paired with the teaching abilities of the new-appointed professors, all of them graduates of European universities, was a quite successful attempt to modernize Bulgarian society. The study of History was from the very start an important part of the teachings at the University of Sofia. The focus on historical research was an effort to compensate the lack of national historiography for the past five centuries. The Faculty of History has therefore a leading position in studying and teaching of Bulgarian history. Second comes the Balkans or South-Eastern Europe as a thematic accent in the early 1920s. Today approximately one sixth of the curriculum for the four years BA studies in History is covered by South-East European topics (History of Byzantium, Balkan Middle Ages, Early Modern History of South-Eastern Europe, History of the South-East, th c.). The number of enrolled students in the Faculty of History is approximately 1200, which study the following four years BA Programs: History, Archaeology, Ethnology, Archive Studies, and Past and Present of South- Eastern Europe. There is a special Department for Byzantine and Balkan history within the Faculty of History, which demonstrates the value of regional studies for the University of Sofia. The Department administers one MA Program ( European Southeast ) and a four years BA Program Past and Present of South-Eastern Europe with currently 130 students. The study of History at the University of Sofia has one very specific nuance. Bulgaria is more or less geographically situated in the centre of the region South-Eastern Europe and has only South-East European countries as neighbours. This means that Bulgarian history is much more interwoven with the past of the region compared to Austria or Slovenia for example. This special emphasis on Balkan/ South-Eastern topics in such dimensions in the historical studies at the University of Sofia remains without analogue in and outside Europe. ~ 10/19 ~

11 The graduates of our Faculty, especially of the BA Program Past and Present of South-Eastern Europe, have on their disposal an excellent knowledge of the history and languages of South-Eastern Europe, which makes them more than qualified candidates for the Joint Master s Program. At the same time the students from the other Universities of the consortium could profit from the specific teaching experiences of the staff of the Department for Byzantine and Balkan History and of the Faculty of History in general. To teach and study a history of a region from the inside and not from the outside is surely an intriguing challenge for all the students of the partner Universities. Specifically, this means that there is a connection of historical and historiographic topics relating to the Balkans with the central and southern Danube regions, considering also neighbouring areas and regions (the Alpine Region, the Orient, the Eastern Mediterranean). 2. Two major thematic blocks are offered which differ in terms of their chronology. Whereas the first comprises the entire period from the Late Classic Period (5 th century) up to the present, the second deals with questions and issues relating to the 19 th and 20 th centuries. A third temporal focus on the 18 th century is being developed. 3. Instruction at the University of Graz follows two major thematic-methodical directions. The first of these is a classic history-scientific one which prioritizes the integration of major connections and relations ( Europe ); the second refers to Historical Anthropology, which has at its centre questions relating to family, friendship, the tradition of patriarchy, village life and state anthropology on the Balkans. 4. Although this has so far only been tested in some instances, there is the didactic ambition to increasingly offer instruction in a foreign language (e.g. English, French) and to organize certain courses in cooperation with teaching staff at/from partner universities (e.g. by means of summer schools, block seminars). Firstly, there is a strong focus on Slovenian history. The history and past of the Slovenes remains at the centre of the research interest. This interest is, however, no longer to be seen within the context of a romantic-nationalistic perspective, which means that we (i.e. the professors at the department; other historians may have different opinions) do not see or consider the Slovenian state as the result of a logical historical process said to have begun far back in the past. We see the national history as a relatively open process with a number of crossroads and intersections. We also consider different ethnic groups living in today s Slovenia as an important and constitutive part of the country s history. Secondly, our specific competence needs to be seen in relation with our Yugoslavian experience. The fact that we have lived in a multiethnic state concentrated in South-eastern Europe for 70 years has crucially contributed to the major role which the history of the Yugoslavs and the Western Balkans has played in the curricula of the department since its foundation in As a matter of course, however, the perspective on the Balkans has changed in the last two decades. Thirdly, the theory of history is a major part in our curriculum. The role of the theory of history is primarily a critical discussion and study of various historiographic concepts, methods and models. Finally, there is a strong focus on socio-historical and cultural-historical aspects with regard to the Middle Ages, the Early Modern Times and the history of the 19th century. Cultural-historical aspects refer more to modern cultural history. 14 University of Macedonia in Thessaloniki Specific Fields of Competence: This MA programme under the subtitle History and Anthropology of South-Eastern Europe aims at promoting the principles of historical and anthropological analysis with special reference to the region of South-Eastern Europe. Specific modules will focus on the use of archival, library and ethnographic field research in the region. One of the key elements that promote and reinforce the interconnection and dialogue between the different modules is the use of native languages as a key to understanding the similarities and differences in the course of historical and cultural formations in the region. This is achieved through an expertise in cultural translation which is based on the acquisition of interpretative, not merely linguistic, skills. The competence in this area would be useful for aspiring future researchers, area studies experts, NGO personnel training in conflict prevention and resolution and cultural managers. Educational aims: inculcation of interdisciplinary perspective (historical and anthropological), familiarization with diachronic and synchronic approaches, plus cultivation of special linguistic skills (reading comprehension) in a second Balkan language (as semantics of culture) aiming at promoting inter-cultural translation and historical understanding of the region. The acquisition of these competences aims at providing a comprehensive understanding of the region as a whole, while identifying the diversity, regional particularities and variations in the local traditions. One of the explicit educational goals of the programme is the cultivation of the historical approach, not merely as knowledge of facts, but history as a mode of intelligibility of the ethnographic present. 15 University of Novi Sad Specific Fields of Competence: The University of Novi Sad is a relatively young university, founded in Now it is the second largest among six state universities in Serbia. At all three levels of studies, University of Novi Sad has more than students and more than staff. Having invested considerable efforts in intensifying international cooperation and participating in the process of university reforms in Europe, the University of Novi Sad has come to be recognized as a reform-oriented university in the region. Teaching at the University and at the faculties is entrusted to professors and teaching associates who hold academic titles prescribed by law. The University monitors the advancement of its professorial staff and takes measures for their further professional advancement. It participates in the procedure for awarding doctorate degrees at the faculties and take measures for improvement of the quality of teaching process and research activities. University of Novi Sad is a non-integrated university, so it s 14 faculties are legal entities. Joint degree master program History of South-Eastern Europe runs on the Faculty of Philosophy under auspicies of University of Novi Sad. Faculty of Philosophy was founded in 1954 (as a part of University of Belgrade) and nowdays it has 17 departments: History, Sociology, Psychology, Philosophy, Pedagogy Media Studies, English Studies, German Studies, Hungarian Studies, Comparative Literature, Romance Studies, Romanian Studies, Ruthenian Studies, Slavic Studies, Slovak Studies, Serbian Studies and Serbian Literature. Faculty of Philosophy offers three-level studies to its students. There are 18 different programmes at BA level, 17 programmes at MA level, and the PhD level studies are organised in 7 different programmes. At the Faculty there are more than students and 338 teaching staff. In accordance with the ethnic particularities of the population of AP Vojvodina, the ethnical structure of student and staff community as well as is manifold, with gowing number of students from abroad. Specific competences of Faculty of Philosophy are at a great extent determined by geographic location and historical background of Novi Sad and the territory of today s Vojvodina. In a geographic sense it lies at the borderline between Balkan Peninsula and Pannonian Basin. As such, the region of today s Vojvodina can be considered as an area where different ethnicities, cultures, states, political and national concepts have met each other throughout history, from ancient times up to the present day: Roman culture and Barbaricum; Orthodox and Roman Catholic confession; Byzantium and Hungary, Hungarians and Serbs; Ottoman and Habsburg empires; Greek and Latin culture and language; Orient and Europe, NATO and Warsaw Pact, etc. As it lies on the one of the most important routs that connects Balkans and Orient with Middle and East Europe today s Vojvodina territory witnessed the caravns of merchant as well as the campaignes of huge armies and broad and violent migrating processes. According to the above-mentioned particularities and to the tradition of Faculty of Philosophy and its Department of History in the framework of the joint master degree program History of South-Eastern Europe we have our focus on the following topics: o Territory of today s Vojvodina and its interaction with neighbouring regions through history. Economic, cultural and demographic issues. o Territory of today s Vojvodina in the political and cultural concepts of the nations of Middle- and South-Eastern Europe o History of the Serbs in Hungary from middle ages up to 1920, o History of Ottoman rule in this region, o History of the colonization of Vojvodina in the 18-th and 19-th century, o History of Military Border o Inter-ethnic, inter-cultural and inter-confessional relations in Southern Hungary and Northern Serbia (more or less the region of today s Autonomous Province of Vojvodina) o History of national renaissance of the people of Vojvodina, o Revolution 1848/49 and Serbian national movement in South-Hungary, o History of Yugoslavia ( ) and its particularities in Vojvodina, ~ 15/19 ~

The tradition of teaching the history of South Eastern and Eastern Europe at the University of Regensburg reaches back until In 2008, this subject area has been upgraded to a chair in close co-operation with the Institute for Southeast European Studies (Südost-Institut), which had been relocated from Munich to Regensburg in 2007 and also takes part in teaching. Currently, the chair has six teaching staff and several temporary docents; the Institute for Southeast European studies has five scientific employees. The focus of teaching is the history of South Eastern Europe and its neighbouring areas since the Byzantine period. 2. The joint M.A. Program History of South Eastern Europe is embedded in a broad range of activities of the University of Regensburg concerning South Eastern, Eastern and East Central Europe. Teaching and research on these regions belongs to the main profiles of the university. The capacity of the university in these areas are strengthened by the Scientific Centre for Eastern and South Eastern Europe Regensburg (WiOS, which is a major research centre for East and Southeast European studies. It hosts one of the best libraries in this subject area in Germany. ~ 16/19 ~

17 3. Instruction at the University of Regensburg is based on the belief in methodological pluralism and the value of comparative perspectives. There is a strong emphasis on social and cultural history and on recent ideas of transnational history, historie croisée, and entangled history manifesting the conviction that the history of South Eastern Europe must be placed in different contexts. The distinct consciousness for the significance of theoretical and methodological problems also results from the close connection between research and teaching as practiced at the University of Regensburg. 4. The Chair for the History of South Eastern and Eastern Europe organises a research colloquium on new approaches in Southeast and East European History, which takes place three times each term. In the colloquium well-known specialists as well as PhD students present their work. The colloquium also encourages the cross-disciplinary dialogue. 5. Internationalization is one of the major goals of the University of Regensburg, to which the Chair for the History of South Eastern and Eastern Europe is also committed. The university maintains a network of intensive, multi-stranded cooperation with universities in South Eastern and Central East Europe. In 2009, it established the Secondos-Program for organized study stays abroad attracting students with a bi-lingual background (such as second generation migrants). Currently, such programs exist with the universities of Pécs, Cluj-Napoca and Zagreb. The university also maintains teachers exchange with universities in this region. An increasing number of courses at the University of Regensburg are taught in English. Courses of European History and History of Central Europe were also taught. After the creation of the Yugoslav state, the courses of history of nations and states inside Yugoslavia that were outside the borders of the former Austro- Hungarian Empire developed, as well. After 1991, the focus of studies widened, or partly returned, to other Central and South-East European countries and nations. Our present-day teaching and research is focused on history of Croatia in its multiple regional contexts. Instead of traditional narratives of national history, we try to analyze it through interethnic, intercultural, and inter-confessional perspectives in all its complexity, and open to various methodological and interpretative approaches.
