1 Payment Information- Frequently Asked Questions (FAQ) for Parents/Guardians and Tutors/Teachers Home Based July Provision 2015 provides funding for an extended school year for children with a severe or profound general learning disability or children with an Autism Spectrum Disorder (ASD). Where school-based provision is not feasible, homebased provision may be granted. The following FAQ is to assist parents/ legal guardians and tutors/teachers regarding the payment for the tuition which was provided by the tutor/teacher. PARENTS/ LEGAL GUARDIANS 1. How are payments for the programme issued? Payments are issued in two different ways: If you engaged a tutor/teacher who is or has been paid on the Primary or Post Primary Teacher s Payroll of this Department in 2015, then all payments due to the tutor/teacher will be paid directly by the Department. All you have to do is to complete the payment claim form after the tuition is completed, sign it and submit it to the Department. You are not required to pay the tutor/teacher from your own funds. The Department will not refund any payment which you make to the tutor/teacher. If you engaged a tutor/teacher who has not been paid on the Primary or Post Primary Teacher s Payroll of this Department in 2015, then the grant money will issue directly to your bank account upon receipt of a completed payment claim form. 2. When will I get paid? You will be paid on the 5th November 2015 if your payment claim form is received by the 7th August How will I know that the Department received my Claim form? The Department will send you an during the week of the 17 th to 21 st August 2015 to confirm that your claim form has been received. If you do not receive an stating that your claim form has been received and you had already submitted a claim form to the Department, you should then make contact with the Payment Section of the Home Based July Provision 2015 by or telephone. s returned undelivered or invalid will not be re issued.
2 4. Can I receive payment earlier than the 5th November 2015? No. The common pay date applies to the Home Based July Provision 2015 for all parents/ legal guardians, tutors/teachers and schools availing of this July Provision. 5. How much will I get paid and do I give all the money to the teacher? The amount of money is dependent on the hours worked and the rate of payment as outlined in the approval letter you have already received. The tutor/teacher is to receive the full amount of money that this Department issues to you in grant aid without any deductions. If, for any reason, the full amount of grant aid is not paid to the teacher/tutor, then you must refund this amount to the Department within 7 days. 6. What is the position in relation to Tax and PRSI? The money you receive for the Home Based July Provision 2015 is an educational grant for your child. All income from this scheme is taxable and must be declared to the Revenue Commissioners. Tutors/teachers are responsible for declaring their income to the Revenue Commissioners and for paying all appropriate taxes due on this income. The Department sends details of all payments issued under this programme to The Revenue Commissioners. 7. Can the payment be issued directly to the tutor and not to the parent? No not unless the teacher/ tutor has been paid on the Primary or Post Primary Teachers Payroll of the Department in What happens if I do not receive my payment on the 5th November 2015? If you received an acknowledgment of your claim by the 21 st August 2015, and no payment has been received, you should then (c) Check with your tutor that they didn t receive payment directly. Check that the bank account details supplied are correct and that you did not supply details of another bank account to the Department. Check the website of the Department for any updates regarding payment procedures for the July Provision The website is updated on a regular basis from July to November to keep parents advised on the status of the payments. If there is still a problem, you should the Payment Section at: julyprovision_2015@education.gov.ie The Payment Section for the July Provision 2015 will be in operation from the 20th July 2015 to the 13th Nov In light of the short timeframe available to process the claims, queries will be given preference and will be replied to within 24 hours.
3 The telephone contact numbers for the Payment Section will be posted on the website once the Payment Section opens on the 20th July 2015 Parents are reminded that the work of the Payment Section is seasonal and that after the payment date of the 5 th November 2015, the staff are re-assigned to other areas. If you have a query concerning your payment, you should ensure that you contact the Department before the 13th November Regular updates are available on the website of the Department. Tutors/Teachers This section is to assist tutors/teachers who wish to provide tuition under the Home Based July Provision What is involved in the Home Based July Provision 2015? You will be required to provide tuition to an approved child for: (c) A maximum of 10 hours per week for a maximum of 4 weeks in the month of July. (Total 40 hours). Tuition to be provided during Monday to Friday, 9am to 6pm. (Saturday or Sunday tuition is not allowed) Tuition provided after the 31 st July 2015 is not payable under any circumstances 2. What is the rate of payment? The rate of payment is subject to your registration and recognition status with the Teaching Council of Ireland. If by the 26th June 2015, you: (c) Have current registration and recognition from the Teaching Council as a qualified teacher in the educational sector in which you are providing tuition, you will receive the qualified hourly rate of for primary level and for post primary level. Have current registration with the Teaching Council of Ireland but not recognised as qualified in the educational sector in which you are providing tuition, you will, if you are granted approval to provide tuition, be paid at a rate of per hour. Have current registration with the Teaching Council of Ireland and are in receipt of a public service pension, you will be paid at the rate of per hour.
4 Qualified Post Primary School tutors/teachers are not recognised as qualified to teach primary pupils. Qualified Primary School tutors/teachers are not recognised as qualified to teach post primary pupils. Qualified Primary School tutors/teachers are not recognised as qualified to teach post primary aged pupils in a special School who are following a post primary programme of education. The rate payable to you is listed on the approval letter issued to the parent/ legal guardian before the tuition commences and is based on the information supplied on the Application form. You should note that if the information supplied on the Application form is subsequently found to be incorrect, the correct rate of payment will be issued when the Claim for payment is being processed. Newly Qualified Teachers (N.Q.T s) who have registered with the Teaching Council will be paid the qualified rate subject to compliance and decision of the Teaching Council. 3. When and how will I receive payment for the tuition I have provided? If you are or have been paid via the Departments Primary Teachers Payroll in 2015 you will be paid via this payroll for the July Provision 2015 on the 5th November If you are or have been paid via the Departments Post Primary Teachers Payroll in 2015 you will be paid via this payroll for the July Provision 2015 on the 12th November If you are not been paid via the Departments Teachers Payroll (Primary and Post Primary) in 2015, then the payment for the work you have completed under the July Provision 2015 will be made to you by the parent/legal guardian when they receive their grant on the 5 th November Do I have to do anything to ensure that I get paid on the Department s Teacher Payrolls(Primary and Post Primary) for the July Provision 2015? As long as the Department has a valid current bank account for you and the Department are able to verify your registration details with the Teaching Council, your payment will be automatic on the 5 th November 2015 subject to receipt of a completed Payment Claim Form. Post Primary Teachers will received payment on the 12 th Nov How do the Department verify my registration details with the Teaching Council? You have to give permission to the Teaching Council in order for them to display your registration details on their website. This must be done by the 26th June You can do this by contacting the Teaching Council at:
5 or If the Department cannot verify your registration details when processing your claim, you will be paid at the reduced rate of payment and it cannot subsequently be changed. It is therefore important that you ensure that your details are accessible to this Department. 6. What about Tax and PRSI for the July Provision 2015? All income received under this programme is taxable income which must be declared to the Revenue Commissioners. Tutors/teachers are responsible for declaring their income to the Revenue Commissioners and for paying all appropriate taxes due on this income. Those teachers who are receiving payment direct from the Department will have the required deductions made from their payment at source. The Department, in compliance with current legislation, sends payment details of the Home Based July Provision 2015 to the Revenue Commissioners each year which includes the name of both parents/legal guardians and tutors/teachers and the payments issued under the programme. 7. What guarantee do I have that I will be paid by the parents when they receive their grant aid? Where the educational grant is paid directly to the parent it is then a matter for the parent to ensure that the teacher/tutor receives payment for the tuition provided. Any dispute in relation to the payment for the tuition provided is a matter between the parent and the teacher/ tutor. 8 Can the parent use or the tutor claim grant aid for any other purpose? No. The entire grant aid must be used to pay the hourly rate for each hour of tuition provided. It cannot be used for any other purpose such as travel to the tuition, books, day trips, holidays, petrol expenses or any expenses incurred by the tutor in the provision of the tuition. 9. The Payment Claim form MUST be signed by the teacher/ tutor In order for any payment to be made, the parent/legal guardian must submit a payment claim form to this Department by the 7th August This payment claim form will require your signature for payment to issue to the parent/legal guardian. It is in your interest to ensure that the payment claim form is submitted to the Department by the 7th August 2015 as it will ensure that the payment will issue in November as planned. However, you should not sign the payment claim form until the tuition has been completed. Pre- dated payment claim forms will be returned and the data on the payment claim form will not be used to process the payment due. If no payment claim form is received no payment will issue to you in November The Department will issue an acknowledgment by the 21 st August 2015 to parents/legal guardians to confirm that the Department has received their payment claim form. Tutors/teachers should check with the parent/legal guardian who engaged them to ensure that they received this acknowledgement.
6 If no acknowledgement is received, then contact should be made by the parent to the payment section of the Home Based July Provision at the address shown. 10. What if the Payment Claim Form is received in the Department after the closing date of the 7th August 2015? Will I still be paid for the work completed? Claims received after the 7th August 2015 will only paid after all claims received on or before the 7th August 2015 are fully processed and paid. However, it would be the intention to process claims received up to November 2015 by December The Website of the Department: The website of the Department will be used to update parents/legal guardians and tutors/teachers on a regular basis in respect of the general payments issues. 12. Tutors/Teachers claiming payments from the Department of Social Protection during or after the July Programme. Tutors/teachers who worked under the Home Based July Provision 2015 who are or will be claiming unemployment payments should advise their local office that for PRSI purposes, the Home Based July Provision 2015 has been determined by the Department of Social Protection as being subject to the PRSI contribution class of S. As the tutors/teachers are not employed by this Department, requests for Statements or P45 forms that tutors/teachers worked the July Programme cannot be issued.
