ABOUT VML INSURANCE PROGRAMS (VMLIP) For more than 35 years, VMLIP has provided auto, property, liability, and workers compensation coverage to more than 480 local political subdivisions across Virginia. VMLIP s programs are designed to meet the needs of all Virginia local governments from the smallest to the largest. 4 PROGRAMS AND RESOURCES Business Continuity Services: Provides access to generators, technology, office space, and Internet/ phone connectivity for members in the event of a widespread or localized disaster, in addition to business continuity planning assistance. Contract Review: VMLIP offers contract review to ensure member contracts containing insurance requirements not only have the required insurance placement, but that member entities do not unintentionally waive rights or accept liability on behalf of another. This is offered at no cost. First-Fill Prescription Program: Provides payment for the first prescription(s) needed by an injured employee, ensuring they face no outof-pocket expenses even if the claim is later found to be non-compensable. Through workers compensation, injured employees have access to more than 1,500 pharmacies throughout Virginia. NT/24: Provides access to a registered nurse 24/7/365 to provide immediate medical advice following a workplace incident via a toll free number. Accident reports and claims are filed on behalf of the member through this service, helping to reduce claims costs. VML Insurance Programs (VMLIP) offers a variety of programs and resources designed to maximize members risk management efforts. They include: Property Appraisals: VMLIP contracts for professional appraisals of all member locations valued at more than $1 million on a five-year basis, at no charge to members with property coverage. In addition to providing building and contents values, appraisals also provide square footage, flood zone, and fire protection information. VMLIP Multimedia Library: The VMLIP Multimedia Library houses more than 500 safety videos, 30 modules, and numerous publications to assist members with conducting in-house training on a variety of risk management topics. Grant Program: Each year VMLIP provides Risk Management Grant funding to members for the purchase of vital safety and security equipment or training needed to strengthen risk management programs. Members have utilized funding for the purchase of equipment such as law enforcement body cameras, security cameras, lightning strike detectors, and more. Risk Management Guidelines (RMG): The RMG assessment reviews members risk management initiatives, claims management, fleet safety, selfinspections, training attendance, safety awareness and more. Members who meet their assessment goals are eligible to receive a premium credit. Tenant User Liability Insurance Program (TULIP): TULIP provides temporary insurance for use of government facilities by individuals and organizations not under the members insurance program. VMLIP Online University: Provides free online learning opportunities for member employees on subjects ranging from bloodborne pathogens to sexual harassment prevention, stress management, and more. Webinars: In addition to online training, VMLIP offers free webinars on safety, human resources and law enforcement subjects, saving members between $99 and $250 per session the cost of an average webinar. Where the Rubber Meets the Road (WTRMTR): The award winning WTRMTR campaign is a comprehensive fleet safety development, implementation, and training program focusing on members with auto liability coverage. 5 VALUE-ADDED SERVICES Safety Services: VML Insurance Programs (VMLIP) offers more than just coverage. Our safety, human resources, communications and law enforcement specialists, as well as workers compensation and claims staff offer members up-to-date information on the latest trends, news and best practices in their specialties. A sampling of services include: VMLIP provides safety consultative services to help members develop, implement, and maintain effective risk management programs to reduce their cost of risk. Safety services include: Experienced safety consultants providing on-site surveys/facility assessments and consultation; Safety program and policy review; Free risk management trainings and workshops held on-site, online and regionally, some offering continuing education credits; Sample policies and bulletins on a wide range of topics; and much more. Communications Services: VMLIP provides communications consultative services to members with public official s liability coverage to assist members in navigating the unique communications challenges of local governments. Communications services include: Custom communications consulting phone based or in-person; Monitoring of current communications trends and strategies; Training and webinars in the areas of crisis communications, media relations, social media, spokesperson preparation; and more. Human Resources Services: VMLIP provides human resources (HR) consultative services to members with public official s liability coverage to assist in mitigation of employment practices liability exposure. HR services include: Review of member materials such as job postings/descriptions, policies, procedures, corrective actions, performance appraisals, and more; HR consultations phone based or in-person; Training web-based and in-person on topics such as the Family Medical Leave Act, Americans with Disabilities Act, sexual harassment, workplace violence, and more; Access to the EPL Assist; Family Medical Leave Act consultation/ research; Sample personnel policies and procedures; Sample interview questions and employment posters; HR audits; and more. Law enforcement services include: Monitoring of current issues, court decisions, and changes in best practices; Technical assistance for law enforcement; Consulting to assist in the development and maintenance of policies and procedures, including access to sample procedures and a policy audit; Access to web-based and in-person training specific to the needs of law enforcement; Liability training; In-class driver/police pursuit training; Loss and injury analysis; Access to the Law Enforcement Matters newsletter; Assistance with developing and implementing wellness and fit-for-duty programs; and more. In addition to receiving high quality medical care, VMLIP provides personalized services to ensure that injured workers are provided with timely treatment for their injuries and that member employers are kept apprised of the claim. Workers compensation services include: Access to nurses specializing in occupational injuries who serve as patient advocates for injured employees coordinating return to work opportunities and liaising between employee, employer and physician. VMLIP maintains a panel of physicians for employers to utilize, and pays for the initial treatment of any injured employee utilizing a panel physician within 24 hours of injury.
