2 State of Georgia Risk Management Services Risk Management Services (RMS) serves Georgia state agencies and employees by providing insurance coverage, managing and administering claims to ensure appropriate resolution, costeffectiveness, identifying loss exposures, and promoting loss control. Through these efforts, RMS assures good stewardship of state funds and the protection of state assets.
3 Purpose of GPC Risk Management Office Ensure the college is in compliance with the Comprehensive Loss Control Program (CLCP) with the State of Georgia Department of Administrative Services (DOAS) Risk Management Department. Ensure all Buildings, Land, Leases and Inventory owned by the college are accurately accounted for in the BLLIP database. Ensure that all Property and Automobiles are properly insured with the State of Georgia according to their market value. Process, Evaluate, Investigate and Resolve general liability, vehicle accident and property claims in compliance with the State of Georgia Risk Management Office Policies and Procedures on behalf of the college. Ensures vendors have the proper insurance coverage when conducting business with Georgia Perimeter College.
4 PROPERTY INSURANCE
5 PROPERTY INSURANCE COVERAGE The Insurance policy covers physical loss, damage or destruction to State owned: Buildings or Structures Furniture Personal property owned by the state such as machinery, computer equipment and all other personal property owned and used by the college in day to day operations.
6 PROPERTY INSURANCE COVERAGE Some Property is not covered under the State of Georgia State owned Building and Personal Property Agreement. Some items qualify for coverage on the All Risk Certificate (ARC). The ARC is coverage that is available thru the State of Georgia Risk Management Office that provides coverage for special classes of property which include fine arts, cash, boats and leased and transient equipment.
7 PROPERTY INSURANCE COVERAGE Property insurance coverage is designed to help State agencies, authorities, boards and or commissions, replace items that may have been loss during a flood, fire, burglary, vandalism or an act of nature. Each agency is responsible for paying their own premiums to the Department of Administrative Services Risk Management Office.

9 AUTO LIABILITY INSURANCE
10 AUTOMOBILE INSURANCE COVERAGE Auto Physical Damage (APD) coverage is insurance for state vehicles that are owned or leased by the State of Georgia. APD is like comprehensive and collision coverage. It is coverage for the state vehicles only. DOAS coverage's for loss to a covered vehicle or its equipment are: Collision Coverage - collision with another object or overturn. Comprehensive Coverage for any cause except collision with another object or overturn Towing and Storage DOAS will pay reasonable towing and storage costs arising out of a collision or Comprehensive loss.
11 Auto Coverage Employee and Student Drivers While Operating a state vehicle employees and students are covered only when conducting Official State Business on behalf of the College. If an employee or student is operating a vehicle while conducting personal business, that coverage for an accident no longer applies to the State of Georgia but to the individual.

15 INSURANCE & BONDING GUIDELINES Insurance protects against a potential loss from property or personal exposure. Bonds provide additional coverage by protecting against a non-performance on contract terms and conditions by a vendor. The State of Georgia Risk Management Office recommends minimum insurance limits that apply to vendors doing business with a State of Georgia. The Standard Insurance Limits are recommended for all procurements of goods and ancillary services. The specific requirements for vendors providing high risk services supersede the Standard insurance limits. Coverage types and limits are recommended minimums and should be increased as appropriate based on contract value and potential risks to the state. The benefits of having insurance for vendors and contractors are: Ensures Vendors and contractors have the financial ability to pay for damages that result from their negligent acts. It Protects the State of Georgia from financial loss as a result of third party acts during the acquisition, delivery, or usage or purchased goods or services. *The Association Director Of Logistical Services has the option of waiving a contractor or vendor s insurance requirement when doing business with Georgia Perimeter College however this will be determined according to the services being provided by the vendor, type of exposure and the potential risk to the state and Georgia Perimeter College.
16 TYPES OF INSURANCE COVERAGE & BONDS There are four primary types of insurance coverage: Workers Compensation (WC): provides medical, disability, and rehabilitation benefits to injured employees of the contractor Commercial General Liability (CGL): pays for property damage and bodily injury to others resulting from contractor negligence Automobile Liability: pays for bodily injury or property damage resulting from am motor vehicle accident Fidelity Insurance: covers loss due to crime or dishonesty by an employee/contractor. Also known as Fidelity Bonds. Types of Bonds and there purpose are: Surety Bond ensures that a contractor fulfills certain terms and conditions of a contract. Some types of Surety bonds are Bid, Performance and Payment. Fidelity Bonds provides financial reimbursement to the State for wrongful taking of State property by a contractor s employee(s).
17 TYPES OF SERVICE CONTRACTS Each type of service requires different limits for insurance coverage however all vendors are required to carry Workers Compensation insurance. Some examples of vendor services are: Building Remodeling and Construction Consulting Services Custodial Services Elevator Maintenance Food Service Information Technology Recreational Services
18 EXAMPLE OF MINIMUM INSURANCE COVERAGE FOR A CONTRACT Recreational Services: This includes a broad range of contracted services, including, but not limited to, golf course management, amusement services, pyrotechnic display, camps and clinics not sponsored by the agency. Contracts Workers Compensation (WC): Required for all NO EXEMPTIONS Workers Compensation (WC): Statutory Limits required in all contracts Bodily injury by Accident each employee $ 100,000 Bodily injury by Disease each employee $ 100,000 Bodily Injury by Disease policy limit $ 500,000 Commercial General Liability (CGL): Each Occurrence Limit $ 1,000,000 Personal & Advertising Injury Limit $ 1,000,000 General Aggregate Limit $ 2,000,000 Products/Completed Ops. Aggregate Limit $ 2,000,000 Automobile Liability Combined Single Limit $ 1,000,000 Umbrella Liability $ 2,000,000 Additional Insured: The vendor shall add the State of Georgia, its officers, employees and agents as an additional insured under the commercial general and automobile liability policies.
19 CERTIFICATE OF LIABILITY INSURANCE A Certificate of Liability for Insurance is issued by a vendor to show proof that their company has insurance to cover for situations that could lead to property loss or situations that can lead to injury or medical harm to personnel. For example, when GPC has a function offsite at another college and or a business, a Certificate of Insurance for Liability has to be issued to that business and or school as proof that GPC (State of Georgia) has enough insurance coverage to cover in any damages to property should occur if GPC were at fault and or if any harm should occur to a GPC employee while working within their job description. If your Department will be hosting or attending an event offsite on behalf of Georgia Perimeter College and you will need proof of insurance, please call or Queenie Gamble at queenie.gamble@gpc.edu or call me at to request a Certificate of Insurance for Liability for the event.

21 FILING A GENERAL LIABILITY, PROPERTY OR AUTOMOBILE INSURANCE CLAIM HERE AT GEORGIA PERIMETER COLLEGE
22 FILING AN INSURANCE CLAIM HERE AT GEORGIA PERIMETER COLLEGE An Automobile, Property or General Liability insurance claim can be filed here at Georgia Perimeter College with the Logistical Services Risk Management Coordinator in case of the following: Vehicle Accident involving a GPC state owned vehicle Property damages such as but not limited too water damage, fire, sinkhole, burglary, and damage from weather incidents. Student accidents such as falls, vehicle damages involving GPC vehicles. *You can also report state owned vehicle accidents to the DOAS Risk Management toll free accident (report within 48 hours of the accident). This number is listed on the insurance card.
23 FILING AN INSURANCE CLAIM HERE AT GEORGIA PERIMETER COLLEGE In order to file a claim the following documentation has to be processed and submitted to the GPC Risk Management Coordinator: Police Report (GPC or external police Department). Copy of vehicle estimate for damages if vehicle is involved. Other supporting documentation upon request from the Risk Management Coordinator and or DOAS Risk Management Office. Once a claim is filed here at GPC, all documentation is submitted to the DOAS State of Georgia Department of Risk Management Services for further processing. Claims can take anywhere from 7 to 10 working days to 120 days and beyond depending on the type of claim. Each claim is investigated on a case by case basis by the DOAS Risk Management Office to determine liability. *DOAS Risk Management Office makes all final decisions on the outcome of a claim.

26 RISK MANAGEMENT OVERVIEW Georgia s goal is to become the best managed state in the country. One step towards achieving best managed status is to build a risk management culture. DOAS and its Risk Management Services Division are poised to help state entities achieve this change through the implementation of comprehensive loss control programs. The goal of the GPC Risk Management Office is to protect taxpayers assets, educate employees about driving state vehicles, educate employees about the Risk Management policies, and to prevent losses within the college. Not all losses are preventable, however, with proper training and education, employees can be better prepared in situations that could lead to a loss or claim against the State of Georgia.
