3 2 Baltimore City Public Schools SCOOL COICE GUIDE why choice? ow Choice Works At City Schools, many middle school and all high school students choose the school they want to attend. As a 5th or 8th grader this year, it s your time to choose! At City Schools, you can Learn what you need to know for success in college, and even earn college credits before you graduate from high school Get a jump on preparing for a career, from computer networking to culinary arts to medicine to construction and more Play on a school team, from basketball to chess, football to robotics Participate in bands or choirs, run for student government or join clubs for everything from math to art to debating Attend a school that offers only middle school grades, only high school grades or a combination of elementary-middle or middle-high school Go to an all-girls or all-boys school, or to a school with both Get the support you need with mentorships, counseling and tutoring Pursue your own greatest interests, go after your dream and graduate with the skills you need to succeed This guide and the online information at will help you find out about all of your options for the school year. STEP 1 Get informed, and consider all your options. Use the website at and this guide to identify the schools that interest you. Then, attend open houses at those schools and go to the choice fair on Saturday, December 7, to find out more. Talk about the options with your family, friends, teachers, school counselor, school choice liaison everyone who can give advice or help you makethe best choices. STEP 2 Learn about the different admission types for middle and high schools (see page 4). If you re interested in a school with entrance criteria, figure out if you re eligible by talking with your school choice liason or using the online calculator to determine your composite score. If you re going into middle school, learn about priority groups for placement. STEP 3 Pick five schools to enter on your choice application, ranking them from first choice to fifth. If you are also interested in schools that do not use the choice application process (see page 4), make sure you apply to them separately by the individual deadlines. STEP 4 Complete your choice application and submit it to the choice liaison at your current school by Friday, December 20. (If you are not a current City Schools student, submit your application to Enrollment, Choice and Transfers, Baltimore City Public Schools, 200 E. rth Ave., Room 106, Baltimore MD ) Choice applications are available from school choice liaisons at elementary and middle schools, and can also be downloaded from STEP 5 Look for a letter from City Schools by early March, letting you know where you'll be going to school next year.

4 4 Baltimore City Public Schools SCOOL COICE GUIDE School Admission Types As you narrow down your choices for middle or high school, make sure you know about the different ways students are admitted. For some schools, there are application requirements, so before you select the schools to enter on your choice application, check if you are eligible and have completed the correct application process. ADDITIONAL Considerations ABOUT TE SCOOLS YOU COOSE Baltimore City Public Schools provides many school options to meet the wide range of students interests and needs. Each year, the district conducts a review to assess how individual schools are doing and how the district as a whole is doing in its effort to provide all students and families with a range of high-quality school options. COICE LOTTERY A school can only accept the number of students it has room to serve. If more students choose a particular school than that school can serve, and that school has no other specific requirements for admission as described below, then a lottery is held. SCOOL-BASED LOTTERY Some charter or contract schools have a separate application process that includes a school-based lottery. Students should not include these schools among their five choices on their choice application but instead apply separately through the schools own process. ACADEMIC ENTRANCE CRITERIA When a school has academic entrance criteria, a student must usually have a minimum composite score to be considered for admittance. The score takes into account academic achievement and, for some schools, attendance. See the inside back cover of this guide to learn more about how the composite score is calculated. To calculate your score, speak with your school choice liason or use the online calculator at For schools with entrance criteria, students who apply are ranked according to their composite scores. In some cases, students who score lower than the required minimum at a particular school may be accepted if space is available. But if more eligible students apply than the school has room to serve as usually occurs with Baltimore City College, Baltimore Polytechnic Institute and the Advanced Academics program at Roland Park Elementary/Middle School students are accepted based on composite score rank, and the lowest composite score accepted may be higher than the minimum required for consideration. After available places have been assigned, a wait list is established of the next 50 most qualified students, based on composite score. SPECIALIZED The schools and programs below have a specific focus and also a specific process for admission. Baltimore School for the Arts has its own application process and timeline, involving either an audition or submission of a portfolio. Students should not include this school as one of their five choices on their choice application but instead apply separately, through the school s own process. Baltimore Design School has its own application process for high school, involving a portfolio review. Current 8th-grade students should not include this school as one of their five choices on their choice application but instead apply separately, through the school s own process. (Current 5th graders can include Baltimore Design School as a middle school option on their choice application.) National Academy Foundation requires an interview for acceptance into high school. (For middle school admission, no interview is required.) Students interested in this school should include it as one of the five choices on their choice application form; those applying for admission to high school can expect to be contacted by the school to schedule an interview prior to the lottery. The Ingenuity Project offered at amilton, Mount Royal and Roland Park elementary/middle schools and at Baltimore Polytechnic Institute requires a separate application. See page 6 for more information. REFERRAL A referral means that students cannot apply directly to these schools, but can request referral placement through City Schools district office. If you are interested in a school that uses referrals, do not include that school on your choice application, but instead contact City Schools at Over the years, the annual school review process has enabled City Schools to create better options for students and families by strengthening low-performing schools, expanding the reach of high-performing schools, creating new and specialized schools with strong chances of success, leveraging the expertise and resources of outside organizations to operate or partner with schools and closing low-performing schools with poor prospects of improvement. The district s review process is detailed and thorough, taking into account factors including academic performance, enrollment trends, buildings needs, the range of school options available in different areas of the city and opportunities to create new schools. It includes three layers, which can overlap as both individual schools and groups of schools are considered. PERFORMANCE This is a comprehensive look at the program offerings, enrollment and student achievement of all schools, except for those schools that are operated by outside organizations through a contractual arrangement with the district. OPERATOR RENEWAL This applies only to schools that are operated by outside organizations. It is similar to the performance review, but also includes measures specific to the governance role of these schools operators. Every three to five years, as determined by their individual charters or contracts, these schools go through a process to determine if they will receive a new term to operate in the district. The renewal process, a routine part of the life of these schools, considers school performance in three areas: student achievement, school climate and school management. To find out how this process affects schools you may be considering for next year, please visit 21ST-CENTURY BUILDINGS PLAN This looks at schools buildings, within the context of City Schools 21st-Century Buildings Plan and the most recent updates to its implementation. The buildings plan is part of City Schools commitment to provide high-quality school options for all students, through the renovation or replacement of all district buildings over time. Find out how this work may affect the schools you are considering by visiting Depending on the findings of the review, the district may recommend that the Baltimore City Board of School Commissioners consider changes at certain schools and programs. This year, the district anticipates making those recommendations in vember, and the Board anticipates voting on each recommendation in December. So ask your school choice liaison or visit the district website at to find out if there may be changes in store at any of the schools you re considering for next year.

5 6 Baltimore City Public Schools SCOOL COICE GUIDE MORE ABOUT middle School Choice SPECIAL ACADEMIC PROGRAMMING PRIORITY GROUPS All 5th-grade students are placed in priority groups, based on whether the school they currently attend offers middle grades or feeds directly into a school with middle grades. (Exceptions are students applying to charter or contract schools, the Ingenuity Project or Advanced Academics, for which priority group is not a factor in admission.) Priority group 1 includes students who attend the following elementary schools, which do not have middle grades and do not feed into a school with middle grades. Students at these schools must select a middle school for next year, and they receive placement priority over students at other schools. Advanced Academics These programs provide differentiated academic opportunities for 6th- to 8th-grade students who learn at a fast pace and can benefit from greater depth and breadth in instruction. Entrance criteria apply: Students must have a composite score of 355 to qualify for these programs. Francis Scott Key Elementary/Middle School Mount Royal Elementary/Middle School Roland Park Elementary/Middle School Ingenuity Project This content-rich, fast-paced mathematics and science program is offered at both middle and high school levels. Ingenuity classes engage students as they move from memorizing to thinking and applying. Students take advanced classes, conduct lab experiments and participate in mathematics and science competitions. In high school, students have the opportunity to work with scientist mentors doing cutting-edge research. Interested students must submit a separate application to the program office (visit or call for details and timelines), documenting that they meet minimum acceptance requirements; students who meet requirements then take an admission test to evaluate reading and mathematics ability and achievement. Students accepted into the Ingenuity Project are expected to maintain an 80 percent average or higher in their academic classes, complete all of their class work and homework, demonstrate respectful behavior and have no unexcused absences. amilton Elementary/Middle School Mount Royal Elementary/Middle School Roland Park Elementary/Middle School Gateway to Technology: Project Lead the Way This Career and Technology Education program offers middle school students the opportunity to explore engineering through a challenging, engaging, project-based program. You are in priority group 2 in the school choice process. SIBLINGS If you have a sibling already enrolled at one of the middle schools you list on your application, City Schools will try to place you there. (Exceptions are students applying to the Ingenuity Project or Advanced Academics.) A sibling is a brother or sister living in the same household as you, or a child who is the legal responsibility of your parent or legal guardian. To prove sibling status, you and your family must submit birth certificates, adoption documents or custody/guardianship papers for each student. SCOOL LOCATION In order to keep young students close to their communities, City Schools gives placement preference to students who want to attend middle schools in the part of the city in which they live. (Exceptions are students applying to charter schools, the Ingenuity Project or Advanced Academics.) See the school listing by quadrant on page 53, and be sure that your current school has your correct address on file.

6 8 Baltimore City Public Schools SCOOL COICE GUIDE MORE ABOUT high School Choice STUDENTS NOW ENROLLED AT MIDDLE/IG SCOOLS All City Schools 8th-grade students choose their high school. If your current school also offers 9th grade and you want to stay where you are for high school, list your current school as your first choice on your application. You will be accepted automatically into 9th grade at your school. If your current school is among the five high schools that you would like to attend, but you would prefer one of your other school choices, include your current school in your ranked list on your application. You will be automatically accepted to your current school if you are not accepted into a school that you have placed higher on your list. SPECIAL ACADEMIC PROGRAMMING Ingenuity Project See page 6 for a description of this content-rich, fast-paced mathematics and science program. Acceptance requires a separate application, and students admitted at the high school level must also select and be accepted to attend Baltimore Polytechnic Institute, a school with entrance criteria. Advanced Placement These courses provide rigorous, college-level content, and successful completion and passing of the final AP exam can result in college credit. Specific courses offered in the current school year ( ) at each school can be found online at While it is likely that these courses will be available in subsequent years, program offerings can change from year to year, depending on course enrollment levels and other factors. In addition, schools that do not currently offer AP courses may offer them in subsequent years. If you are interested in AP courses, check with schools to find out their plans. City Schools provides a number of schools and programs to assist students who have fallen behind on credits. These schools and programs require commitment from the student, who is rewarded by getting back on track at an accelerated pace and earning a high school diploma. (te that, in addition to the schools listed below that focus on assisting students who are making up credits, there are also credit recovery programs available within larger schools that offer traditional courses and scheduling.) Students who successfully complete a CTE program receive credits toward high school graduation and frequently are eligible to receive college credit or industry certification as well. As you are deciding which schools interest you, keep in mind that a school may not offer all possible courses within a pathway, and that specific programming may change from year to year. 8 12 Baltimore City Public Schools SCOOL COICE GUIDE ADDITIONAL student INFORMATION STUDENTS WIT DISABILITIES It is the policy of City Schools that all students be given equal access and opportunity to participate in all educational programs (in accordance with the requirements of Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act of 1990, the Perkins Act of 1998 and the Individuals with Disabilities Education Act of 2004). All City Schools students are provided the same opportunity to apply for entrance into City Schools middle and high schools and programs without regard to disability. The only exception for students with disabilities occurs based on documented student need within the Individualized Education Program (IEP) for a citywide special education program, nonpublic school or special day school. IEP teams will work collaboratively with appropriate school-based staff to ensure that students with disabilities receive all necessary support through the middle and high school choice process. STUDENTS WO LIVE IN BALTIMORE BUT ARE NOT ENROLLED AT CITY SCOOLS Students who live in Baltimore City but are not currently enrolled in Baltimore City Public Schools have the same opportunities for school choice as current City Schools students. These students can obtain a copy of the choice application online at or from City Schools district office (200 E. rth Avenue, Room 106, Baltimore, MD 21202; phone ). When the choice application is submitted, it should be accompanied by the student s birth certificate and two proofs of address (additional proofs of address may be requested). A list of documents that can serve as proof of residence is posted at the website address noted above. Please note that applications that do not include acceptable documentation of proof of Baltimore City residence will be treated in the same manner as applications from nonresidents (see Students Who Are nresidents of Baltimore, below). If the student currently attends a school that does not administer standardized tests, the student must take the Terrava achievement tests. Appointments for testing can be scheduled through City Schools Achievement and Accountability Office at The choice application should be submitted to the district office (address above) by the December 20, 2013, deadline. STUDENTS WO ARE NONRESIDENTS OF BALTIMORE nresidents of Baltimore are considered for placement in a Baltimore City public school after eligible Baltimore City residents are placed. This policy applies to charter schools, entrance criteria schools and schools that conduct a choice lottery.
