1 Introduced: 1 August 1996 Amended: June 1999 Amendment: 26 May 2003 Attachment 1 GLENORCHY CITY COUNCIL PLUMBING SEWERAGE AND DRAINAGE SERVICE FEES SCHEDULE A schedule of the City of Glenorchy made under Section 205(1) of the Local Government Act 1993 for the purpose of regulating the fees to be paid by developers, builders, plumbers or building owners to the Corporation in respect of acts or services rendered by the Corporation pursuant to the Plumbing Regulations, Tasmanian Plumbing Code and AS (b) (d) (e) (f) (g) 1. Interpretation Engineer means the engineer of the Council, or the person may be the building surveyor. Building Surveyor means the building surveyor of the City of Glenorchy. City means the municipal area of Glenorchy. Council means the Glenorchy City Council. Cost of Construction shall mean the cost of construction based on the cost per square metre, from a recognized cost guide publication as determined by the Building Surveyor. Fees means the prescribed fees set out in this schedule or as otherwise determined by the Building Surveyor. GST means a Goods and Services Tax of 10%. Where a fee makes no reference to GST, this means the particular fee is GST free or exempt under Division 81 of the Goods and Services Act. 2. Application Processing Fees When a Plumbing Application has been submitted to Council for the issue of a Plumbing Permit the following processing fees shall apply to cover the cost of maintaining records, filing and storage. Dwellings (b) Dwelling additions and alterations Outbuildings (d) Commercial and industrial (i) Up to $10,000 (ii) $10,001 to $50,000 (iii) $50,001 to$200,000 (iv) $200,001 to $500,000 (v) In excess of $500,000 (e) Demolition of a building $40 (GST exempt) $30 (GST exempt) $10 (GST exempt) $25 (GST exempt) $35 (GST exempt) $50 (GST exempt) $75 (GST exempt) $100 (GST exempt) $30 (GST exempt)

Plan Assessment The fees to be submitted with an application for the issue of a plumbing permit to construct a building or structure shall not exceed $75.00 when the value of the building or structure is not in excess of $5,000, otherwise the following fees shall apply. Class 1 buildings (Dwellings) with the cost of construction exceeding $100,000 Sewer: $80 per dwelling (GST exempt) Storm water: $70 per dwelling (GST exempt) (b) Class 1 buildings (Dwellings) with the cost of construction being less than $100,000 Sewer: $70 per dwelling (GST exempt) Storm water: $60 per dwelling (GST exempt) (d) (e) Class 1 buildings (Dwelling) alterations and additions Sewer $60 per dwelling addition or alteration (GST exempt) Storm water $50 per dwelling addition or alteration (GST exempt) Class 10 buildings (Outbuildings) Sewer: $55 per building (GST exempt) Storm water: $45 per building (GST exempt) Class 2-9 buildings (commercial and industrial) Cost of Construction Fee for issue of a permit Up to $10,000 Sewer: $60 Storm water: $40 (GST exempt) $10,001 to $50,000 Sewer: $90 Storm water: $60 (GST exempt) $50,001 to $100,000 Sewer: $140 Storm water: $90 (GST exempt) $100,001 to $150,000 Sewer: $210 Storm water: $140 (GST exempt) $150,001 to $200,000 Sewer: $230 Storm water: $155 (GST exempt) $200,001 to $250,000 Sewer: $260 Storm water: $170 (GST exempt) $250,001 to $300,000 Sewer: $290 Storm water: $190 (GST exempt) $300,001 to $350,000 Sewer: $310 Storm water: $205 (GST exempt) $350,001 to $400,000 Sewer: $340 Storm water: $220 (GST exempt) $400,001 to $450,000 Sewer: $370 Storm water: $230 (GST exempt) $450,001 to $500,000 Sewer: $400 Storm water: $240 (GST exempt) In excess of $500,001 Sewer: $440 Storm water: $250 (GST exempt) (f) Hourly Rate Assessment of Plumbing Applications At the request of the applicant, the Building Surveyor may charge a fee of $60 per hour or part thereof (GST exempt) for the time taken to survey plumbing applications and carry out inspections. The administration fee referenced in Clause 2 of this schedule shall be added to the amount charged for services based on the hourly rate. Provisions contained within this clause do not relate to Class 10 buildings that are valued less than $5, Fee for Inspections Fees payable to the Council in relation to inspections shall be as follows, when the value of the building or structure is in excess of $5,000:

3 For inspection of all plumbing, sewerage and drainage works relating to Class.1 and 10 buildings. $60.50 per inspection (Including GST) (b) For inspection of all plumbing, sewerage and drainage works relating to Class 2-9 buildings. $82.50 per inspection (Including GST) For follow up or additional inspections of plumbing, sewerage and drainage works on all Classes of buildings. $60.50 per inspection (Including GST) 5. Fee for Staged Approvals The fee for an application where a building or complex of buildings are to be built in distinct stages, and where occupation and use can occur at the end of each stage, shall be calculated with a 25% loading. (GST exempt) 6. Fees to Assess, Register and License Backflow Prevention Devices Assessment and registration of a domestic device $65 (GST exempt) (b) Assessment and registration of commercial devices Administration and annual licensing fee $100 plus $25 per extra device (GST exempt) $50 (GST exempt) (b) 7. Fees for Sundry Approvals and Inspections The charge for the assessment of amended plans shall be based on the time taken to carry out the work at an hourly rate of $60.50 per hour. (Including GST) When a plumbing inspection is required to complete a 337 Certificate, a charge of $60 per hour (GST Exempt) shall be charged to the applicant for the time taken to inspect the building as well as the time to complete any correspondence or reports that results from the inspection. In addition to the normal fee for the issue of a plumbing permit any additional work incurred as a result of a performance-based assessment, shall incur a fee for this service of $60.50 per hour (Includes GST). 8. Fees for the Issue of Certificates Certificate of Completion for all Class 1 buildings: - $33.00 (including GST) (b) Certificate of Completion for a Class 10 building: - $20 (including GST) Certificate of Completion for Class 2-9 buildings: - $60.50 plus $60.50 per tenancy (including GST) 9. Fees for Sundry Services Issue of an as constructed A4, A3 & B4 drainage plans: (b) Issue of as constructed B1 drainage plans: $22 per copy (Including GST) $55 per copy (including GST)

4 Retrieval of archived plumbing applications: $11 each (Including GST) 10. Fees Relating to Plumbing Works Commenced Prior to the Issue of a Plumbing Permit Any person who submits a plumbing application for works that have commenced prior to the issue of a plumbing permit is to pay a fee that is two (2) times the total prescribed fee (fee includes the assessment, inspections and certificate of completion. This fee will also apply to plumbing works that are privately certified. 11. Completion Administration Fee Should a person fail to request an extension of time to complete plumbing works, and it is necessary for the Building Surveyor, Senior Plumbing Inspector or Authorized Officer to write to the applicant, owner or plumber after two (2) years to arrange for the issue of a Completion Certificate, a $27.50 fee (Including GST) shall apply each time such a letter is sent to the owner, applicant or plumber. 12. Fee for Approval to Demolish a Building The fee to be submitted with an application for an approval to demolish a building requiring services to be sealed shall be as follows: Class 1 $60 (GST exempt) (b) Class 10 $25 (GST exempt) Other classes $100 (GST exempt) 13. Consultancy Fee The fee for providing professional advice on the design or installation of plumbing, sewerage and drainage works shall be calculated at the minimum rate of $60.50 per hour or part thereof. (Including GST) 14. Refunds If an application for which fees are charged under this fee schedule is not approved, is with drawn or lapses, Council will charge the cost of services provided that includes the cost to assess the application and processing fee. The balance of fees paid will be refunded to the applicant. In general Council will charge for the services it has provided up until the cancellation of the application.
