2 Military Child Education Coalition 909 Mountain Lion Circle Harker Heights, Texas (254) (254) fax Combined Federal Campaign #10261 During his tenure as Chairman of the Military Child Education Coalition, Lieutenant General (Ret) Pete Taylor played a critical role in the establishment of partnerships between military installations and school districts serving military-connected children. In 2004, the MCEC Board of Directors established the Pete Taylor Partnership of Excellence Award in recognition of General Taylor s work and dedication to helping America s military children. This annual award encourages and applauds the outstanding partnerships that exist between military installations and school districts and brings special recognition to those partnerships that demonstrate General Taylor s long-held belief that goodness happens at the local level. 3 2013 Award Virginia Beach City Public Schools Joint Expeditionary Base Little Creek-Fort Story Naval Air Station Oceana Old Dominion University National Math and Science Institute Virginia Advanced Study Strategies Virginia Beach City Public Schools and JEB Little Creek-Fort Story/NAS Oceana: Mission Focused Virginia Beach City Public Schools (VBCPS) is the largest K-12 school division in Hampton Roads, with approximately 70,000 students enrolled in 85 schools/centers. The exemplary partnership between VBCPS and the Joint Expeditionary Base Little Creek-Fort Story (JEBLCFS) and Naval Air Station Oceana (NAS Oceana) has continued to expand over the past decade. Thanks to this valuable collaboration, the district is able to facilitate a variety of programs to promote academic achievement and provide the foundation, stability, and consistency that military-connected families expect. This partnership conveys the overall message to parents that THEIR children are OUR priority. One exemplary partnership activity is the Shelton Park Elementary School s Science Club opportunity for real-world experience in solving a real-world problem, namely to clean up the Chesapeake Bay in order to protect and restore its ecosystem. A previously created oyster reef at JEBLCFS educates students on the environmental benefit of oysters. For example, oysters filter water and form reefs to provide habitats for many fish and crab species. Students brought their classroom-raised oysters to the base, and placed them in containers next to the reef to serve as a foundation for the natural oysters to grow in the surrounding waters. Students then monitored the oysters progress each month, incorporating science and math skills learned in class specifically by averaging numbers and data collection. Melissa Follin, Gifted Resource teacher and sponsor of the Science Club, said the children are doing more than just measuring oysters. By being involved in this project, I think they have learned they can be involved in the world and help make a positive difference, Follin said. As part of the Tidewater Student Association (TSA) Fall Rally, students from Ocean Lakes High School were invited to NAS Oceana, not only to tour the base, but also to learn more about STEM careers in the military. Nearly 60 students and chaperones had an opportunity to sit in a cockpit simulator at the Center for Naval Aviation Technical Training Unit (CNATTU) where they experienced the sensation of flying an F/A-18 Super Hornet fighter jet. The daylong field trip included a visit to Strike Fighter Squadron 106 (VFA-106) where students toured the hangar and proceeded to the flight line to watch a pilot perform his preflight check for takeoff. School coordinator Tim Axley said, Our tour guides encouraged students to immerse themselves in STEM-related classes emphasizing that the relevance technology plays in a military career can t be overstated. This is an enriching educational opportunity that can t be learned in the classroom. Old Dominion University (ODU) offers a 12-credit hour Military Child and Families Education graduate certificate to VBCPS teachers, counselors, and administrators. Strategic Foreign Language Expansion Program (S-FLEP) is currently in place in six VBCPS middle schools, and three high schools with a large military family population. Significant foreign language study opportunities exist, especially in Chinese, because of the international mobility of military families. The MCEC Pete Taylor 2013 Award will enable Tallwood High School s Global Studies and World Languages Academy to offer the S-FLEP class to all other secondary schools via distance learning. On April 25, 144 resident commands at JEBLCFS took the term active duty to a new level by participating in a food drive to support the VBCPS Beach Bags Program. Organized by the base chapel and school military liaison officers, 60 volunteers representing the Navy, Army, and Marines packed more than 1,800 beach bags. Members of the base chapel collected $5,000 prior to the food drive and used the donations to purchase milk, cereal, snack, juice, and meal items included in each beach bag. The beach bags contained enough food to pack two school buses and support the program for the remainder of the school year.
4 2013 exemplary Partnership Award 2013 exemplary Partnership Award Waynesville R-VI School District Fort Leonard Wood West Point Elementary School (DoDEA) West Point Middle School (DoDEA) James I O Neill High School (Highland Falls-Fort Montgomery Central School District) West Point United States Military Academy Waynesville R-VI School District in Partnership with Fort Leonard Wood to Support Military-Connected Students and Families The partnership with Fort Leonard Wood, Waynesville R-VI School District, and the local community is robust, multi-faceted, and dynamic. The school district and Fort Leonard Wood work closely together at all levels to ensure military students and families can easily acclimate into the district through New Family Welcomes, Student 2 Student Clubs, a comprehensive after-school program, deployment support groups, and summer programs. Waynesville R-IV School District and Fort Leonard Wood recognize the vitality of open, ongoing communications, and no major decisions are made within the district without first seeking advice from Fort Leonard Wood to ensure the educational, physical, emotional, and social needs of the 75% military-affiliated student body are met. One example of the support the school district offers to military children in partnership with Fort Leonard Wood is the comprehensive after-school program, Club TIGER. Club TIGER offers academic assistance, physical fitness, and interest-based clubs for students in grades K-12 each day after school to support academic and social development. Since the beginning of the school year, more than 72% of the student body has attended Club TIGER - 76% of the participants are military-connected students. The Robotics Systems Joint Office on Fort Leonard Wood and the Waynesville R-VI School District are collaborating to establish a hands-on, project-based robotics program. The partnership implements and operates a club worthy of regional and national competitions and encourages students to get involved in STEM fields such as National Defense. The West Point Community Schools Educational Partnerships West Point is home to the US Military Academy, the US Military Academy Preparatory School, and the soldiers and civilians who support and train our nation s future leaders. Family members in the West Point community primarily attend West Point Elementary School (DoDEA), West Point Middle School (DoDEA) or James O Neill High School (Highland Falls-Fort Montgomery Central School District). West Point has initiated numerous high caliber partnerships. These partnerships directly reflect the dedication of the teachers, soldiers, professionals, civilians, and administrators who strive to make a difference and enrich the educational experiences of our students. For example, the West Point Band enhances the middle school band curriculum by providing unique instructional and observational experiences on a regular basis. Various world and cultural music is explored and ranges from traditional military music to the highly interactive and musically communicative African drumming circles. The US Army Garrison Military Police Company, in another partnership serves as role models and mentors for an at-risk population at the high school. A core group of MP soldiers meet with at-risk students to play sports, talk, and build trusting relationships the students may not have in their home life. International cadets also visit the schools regularly to share overviews of their countries and cultures. Students receive firsthand knowledge of traditions, food, governments, clothing, and more during presentations from the cadets. Traditionally, the West Point Corps of Cadets assembles by company and marches into lunch each day. Cadets invite elementary and middle school students to attend their company lunch formations and to eat lunch with them in the Mess Hall, a privilege given to very few non-cadets.. The partnerships cultivated at West Point are directly nested in the mission of the United States Military Academy to educate, train, and inspire!
5 2013 outstanding individual Program Camp Lejeune Brewster Middle School Bitz Intermediate School Hoops-N-Dreams Hoops-N-Dreams shows a true community partnership between a passionate teacher, a middle school, and the Marine Corps. The innovative program brings various groups together in a collaborative partnership to educate and mentor children with special needs, low self-esteem, and non-athletic abilities. Hoops-N-Dreams impacts the children and volunteers in many positive ways. Marine volunteers learn how to work with middle school-aged children and students with disabilities while sharing coaching and mentoring skills. The students learn team building, camaraderie, positive character traits, an appreciation for diversity, and basketball skills. The students feel special, capable, and cared for. Students who have trouble making friends, socializing, and playing team sports rapidly learn these new skills. They gain confidence, self-esteem, and lifelong friendships. Homework time and character education sessions are also implemented at the weekly sessions.
