1 Department of Economics York University Spring, 2008 Paul Rilstone 1032 Vari Hall Economics 4259: Economics of Health Services Grading and Assignments Grading: The final grade for 4259 will be based on a midterm test scheduled for March 11 (25%), a final exam (40%), a presentation and written term project (35%). Missed/deferred exam policy: There are no makeups for missed midterm exams. Anyone missing the midterm exam will automatically have their final exam reweighted to be worth 65%. If a student receives a higher grade on the final exam than the midterm, the final exam will be worth 65%. There will be no automatic deferments offered for missed final exams. Anyone wishing to write a deferred final exam will be required to formally petition for such. Assignments: Each student is required to write a term paper. Students may opt to do one of several things in this regard. One is to write a paper on a topic of his/her choosing. Another is to do a comparative study of two or more governmental studies of the health care system which have been conducted over the past few years. A third (which all students in 4259 did last year) is to keep abreast of recent developments in health care by keeping a journal based on one or more news outlets. The journal will be used to write a term project in the form of policy analysis. In each case the student will be expected to comment from an economist s perspective. The projects should be pages in length. The projects are due in the final class. All projects must be cleared with me by the third week of classes.

It begins with a discussion of what makes the provision of health services different from that of most other goods and services we examine in economics. We will consider how to model the demand and supply of health care as an economic good. Specific topics include the market structure of health services, the demand for medical care, physicians and hospitals as suppliers of health services, health insurance, government provision of health services and international comparisons of health care systems. Prerequisites: Students should have a basic intermediate undergraduate background in microeconomics, calculus and econometrics.
