2 Attachment G Indoor Environmental Quality Credit 3.6 Indoor Integrated Pest Management (IPM) Program City of Fort Worth Convention Center 1201 Houston Street Fort Worth, Texas Goals & Scope Integrated Pest Management (IPM) is a common sense approach to pest control that has been proven to effectively control pests and minimize health and safety risks to facility occupants. Integrated Pest Management (IPM) is an approach to pest control that uses regular monitoring to determine if and when treatments are needed, and employs various tactics to keep pest number low enough to prevent intolerable damage or annoyance. It is therefore the plan of the successful bidder to adopt IPM programs and incorporate IPM procedures into the maintenance program conducted by The Fort Worth Convention Center for control of pests. Least toxic chemical controls are used as a last resort. The IPM Program as stated herein shall be adopted in its entirety (100%) for the building, parking garage and the overall site of The Fort Worth Convention Center. Treatment Areas: Building lobbies & common hallways Management offices Exhibit space All restrooms Conference/meeting rooms Common storage closet areas Mechanical & electrical rooms Employee lunch room areas Exterior perimeter of building up to ten feet from building Trash compactor area Guidance for Resources Integrated Pest Management (IPM) components: 1. Education. Pest Management Professionals (PMP) should receive training in IPM methods. In addition, management and maintenance staff should be educated on their roles in successful pest management. 3 2. Monitoring. PMPs should inspect office buildings and grounds regularly and use monitoring devices to assess levels of pest activity and recommend appropriate measures to prevent infestations. 3. Prevention. The bulk of the effort in an IPM program is made in preventative measures: improving sanitation, pest proofing, storage and waste disposal, making structural adjustments, repairs and maintaining good plant and soil health. 4. Least Hazardous Pest Control. When pest problems do occur, control methods are chosen to minimize toxicity and risk of exposure. Mechanical controls are favored over chemical ones; low toxicity chemical formulations are preferred over high toxicity formulations; and low broadcast, highly targeted application methods are preferred over high broadcast, less targeted methods. The successful bidder will always give first consideration to the reduced risk pesticides as listed on the San Francisco Pesticide Hazard Screening List: des.pdf 5. Notification. Occupants and employees should be notified prior to chemical applications at their facility/grounds and advised of appropriate measures to avoid exposure. 6. Record Keeping. Management staff and PMPs should keep records of pest activity and control measures taken to establish trends that will help PMPs to anticipate and prevent future problems. Guidance for Implementation Action Threshold Overview: An action threshold is the level at which action is initiated. It is determined by deciding, based on the sensitivities of the building occupants, how many pests can be tolerated. The action threshold is set by the successful bidder and the facility management team and should reflect the pest management objective for the site. The presence of some pests does not, in itself, necessarily require action. Once the pest has been identified and the source of its activity pinpointed, habitat modifications, primarily exclusion, repair, and sanitation efforts may greatly reduce the prevalence of the pest. Monitoring includes inspecting areas for pest evidence, entry points, food, water, and harborage sites, and estimating pest population levels. The information gained through monitoring will be evaluated to determine whether the action threshold has been exceeded and what can be done in the way of prevention to include: ITB , Pest and Termite Control Services Addendum No. 1, Page 3 of 19

4 Physical exclusion of the pest Removal of harborage sites Habitat modification Monitoring Client communication and education The choice of using a least toxic pesticide will be based on a review of all other available options and a determination that these options are not acceptable or are not feasible. When pest populations exceed pre set action thresholds and it is determined that all non toxic options have been exhausted, the successful bidder will initiate treatment using the applicable least toxic (Tier III) pest management product from San Francisco s Green IPM program. Green IPM Program Pest Service Action Plan First Level Action: Step One Step Two Step Three Step Four Site needs analysis inspection for conducive conditions that encourage pest food, water, access and harborage. The successful bidder shall monitor pests using insect sticky monitors for possible infestations. The successful bidder will use sticky monitors as a preventative maintenance tool instead of insecticide applications. They are also the first step in determining the extent of the insect population when a sighting is reported. Perform small exclusion repair and/or work with facility management on larger repairs. EMERGENCY ACTION THRESHOLDS GREEN/ORGANIC PEST CONTROL An emergency extermination is considered only after all four action thresholds as listed below have been implemented without success. 8 Rats & Mice o Per page 459 of the LEED Reference Guide for Green Building Operations and Maintenance, 2009, rodent baits may only be used if they are solid blocks placed in locked outdoor dispensers. The successful bidder will utilize exterior tamper resistant bait stations and/or rock decor tamperresistant bait stations on the exterior areas of the property where promoted by law. Snap traps will be used in the bait stations as the next step unless infestation is present. As a last alternative, rodent baits will be used in the bait stations and will have the facility IPM Coordinator s approval with short, medium and long term time lines agreed upon and reviewed weekly. Detex rodent blocks will be used in all exterior bait stations unless rodents are present. In the case of rodent bait application, occupants will be properly notified per the universal notification guidelines within this plan. The successful bidder will limit the use of rodent bait to the exterior only, and will only initiate this application if all other action levels have been implemented without success. Follow up inspection for results within 24 Hrs from application period. Flying and Non flying Stinging Insects o Monitor flying and non flying stinging insects using insect sticky traps. Use practices apply onetime approved Yellow list residual material products targeted for specific insect. Follow up inspection for results within 24 Hrs from application period. Cleanup Requirements All cleaning must adhere to the Green Cleaning Policy and Program of The Fort Worth Convention Center. The facility manager must be notified prior to the start of any cleaning requirements. Universal Notification Posting and Notification When good IPM practices are followed, concerns raised by notification and posting activities may be minimized. This program shall be explained to The Fort Worth Convention Center occupants so that it will not be misinterpreted to imply that more pesticides are being applied than previously. A universal notification to all building occupants will be administered no less than 72 hour prior to a normal application. A universal notification to all building occupants will be administered within 24 hrs of an emergency application. In the event chemical pesticides other than least toxic options will be applied at The Fort Worth Convention Center due to one of the above threshold actions, it is the responsibility of the successful bidder to notify building management in a timely manner (allowing time for notification as outlined above). Once notified by the successful bidder, building management will notify building occupants and visitors using the following communication methods; ITB , Pest and Termite Control Services Addendum No. 1, Page 8 of 19

9 Employees The City of Fort Worth will contact each The Fort Worth Convention Center employee via and phone notifying them of: o product name, o active ingredient, o product label signal word (i.e. caution, danger, etc.) o time and location of the application o contact information for persons seeking more information. Visitors The City of Fort Worth will post the following information on every elevator and within each bathroom within The Fort Worth Convention Center: o product name, o active ingredient, o product label signal word (i.e. caution, danger, etc.) o time and location of the application o contact information for persons seeking more information. Quality Assurance/Quality Control Processes Service Plan Monitor/inspect customer areas for potential sanitation problems. Recommend habitat modifications (primarily exclusion), repair, and sanitation efforts which can greatly reduce the prevalence of the pest. Report recommendations to The Fort Worth Convention Center when corrective action is needed. Inspect interior common areas and perimeter for pest activity. Replace monitors every six (6) months or as pest activity warrants. Refer to action threshold when necessary. Service frequency: Weekly Performance Measurement Evaluating Results and Record Keeping Successful practice of IPM relies on accurate record keeping. Record keeping allows the facility to evaluate the results of practicing IPM to determine if pest management objectives have been met. Accurate records of inspecting, identifying, and monitoring activities show changes in the site environment (reduced availability of food, water, or shelter), pest population changes (increased or reduced numbers, older or younger pests), or changes in the amount of damage or loss. A complete and accurate pest management log is maintained and kept in the office of the successful bidder or property manager (see Responsible Parties). Pesticide use records should also be maintained to meet any requirements of the state regulatory agency and applicable local regulations. The logbook should contain the following items: A copy of the Pest Management Plan and service schedule for the property. A copy of the current EPA registered label and the current MSDS for each pesticide product used on property. A pest application log. 17 Rats & Mice o Per page 459 of the LEED Reference Guide for Green Building Operations and Maintenance, 2009, rodent baits may only be used if they are solid blocks placed in locked outdoor dispensers. The successful bidder will utilize exterior tamper resistant bait stations and/or rock decor tamperresistant bait stations on the exterior areas of the property where promoted by law. Snap traps will be used in the bait stations as the next step unless infestation is present. As a last alternative, rodent baits will be used in the bait stations and will have the facility IPM Coordinator s approval with short, medium and long term time lines agreed upon and reviewed weekly. Detex rodent blocks will be used in all exterior bait stations unless rodents are present. In the case of rodent bait application, occupants will be properly notified per the universal notification guidelines within this plan. The successful bidder will limit the use of rodent bait to the exterior only, and will only initiate this application if all other action levels have been implemented without success. The facility manager must be notified prior to the start of any cleaning requirements. Universal Notification Posting and Notification When good IPM practices are followed, concerns raised by notification and posting activities may be minimized. This program should be explained to The Fort Worth Central Library occupants so that it will not be misinterpreted to imply that more pesticides are being applied than previously. A universal notification to all building occupants will be administered no less than 72 hour prior to a normal application. A universal notification to all building occupants will be administered within 24 hrs of an emergency application. Visitors The City of Fort Worth will post the following information on every elevator and within each bathroom within The Fort Worth Central Library: o product name, o active ingredient, o product label signal word (i.e. caution, danger, etc.) o time and location of the application o contact information for persons seeking more information. Quality Assurance/Quality Control Processes Service Plan Monitor/inspect customer areas for potential sanitation problems. Recommend habitat modifications (primarily exclusion), repair, and sanitation efforts which can greatly reduce the prevalence of the pest. Report recommendations to The Fort Worth Central Library when corrective action is needed. Inspect interior common areas and perimeter for pest activity. Replace monitors every six (6) months or as pest activity warrants. Refer to action threshold when necessary. Service frequency: Monthly Performance Measurement Evaluating Results and Record Keeping Successful practice of IPM relies on accurate record keeping. Record keeping allows the facility to evaluate the results of practicing IPM to determine if pest management objectives have been met. Accurate records of inspecting, identifying, and monitoring activities show changes in the site environment (reduced availability of food, water, or shelter), pest population changes (increased or reduced numbers, older or younger pests), or changes in the amount of damage or loss. A complete and accurate pest management log is maintained and kept in the office of the successful bidder or property manager (see Responsible Parties). Pesticide use records should also be maintained to meet any requirements of the state regulatory agency and applicable local regulations.
