She holds a Masters degree in Advanced Management from University of Bath (UK). Prior to obtaining the degree she worked in banking institutions in the field of marketing and business development. Upon returning to Kazakhstan she worked in higher and vocational educational institutions being a manager and team member of several in-house and outreach programmes and projects. She has experience in establishing and developing cooperation with higher education institution in Malaysia, UK, Croatia, Russia, Central Asia. These collaborations involved development of double degree programmes, students exchange, faculty exchange, joint projects on local, regional and international levels, professional development opportunities. 4
5 Project Idea Title Internationalization of higher education institutions in Central Asian countries Problem analysis Internationalization of higher education is global trend, which involves the process of transforming national systems into ones that are recognized internationally. Central Asian countries are a part of this process. However there are challenges faced by the higher education institutions in these countries and those challenges also differ from state to state. The countries still require modernization and work on development of national strategies on internationalization as well as curriculum, provision of procedures for incoming academic mobility. On an institutional level new challenges, such as building educational alliances, improvement of work of international departments, provision of quality of educational programmes offered as well as necessary infrastructure are in the agenda of almost all universities in Central Asia. Almaty Management University (ALMA University) is in the process of internationalization of its educational programmes, research, management, and infrastructure. It has recently developed a Strategy of internationalization till There are several challenges currently faced by ALMA University, such as human resource management related to internationalization, development of partnership alliances with leading higher education institutions worldwide on a new scale, increase the attractiveness of the institution for incoming mobility of students and faculty, improve the curriculum of education programmes, and implement a new culture in education based on international standards. It is indeed a long process, which requires support from leading institutions holding that experience as well as an opportunity to disseminate and sustain the improvements through regional coalitions among higher education institutions of Central Asia. The proposed project is presented as a way to tackle current challenges faced by almost all higher educations institutions in the region by experience sharing and development of formal network. This project of internationalization of higher education institutions in Central Asian countries will have strong support in the correct understanding and to increase the efficiency of the process of integration of CA countries educational systems in the global educational environment. Internationalization of faculty, students, research, resources will have a positive impact on the construction of a knowledge management system. Understanding of the processes of internationalization of higher education institutions in Central Asian countries strongly support through the use of combined experience to establish the commercialization of acquired knowledge, training, methodologies and research. Combining the efforts of universities in Central Asia in the methodical framework will contribute to the development 5
6 of the integration of science and education through the creation of applied research and educational projects, as well, training programs based on the latest scientific achievements. Internationalization also support the development of intellectual potential, which in the future will be able to give the states an opportunity to educate a new generation of qualified faculties and young scientists who will know and can apply western methods of teaching and research that serve as the foundation for the expansion an integration of higher education standards of Central Asian countries into the global communication system of higher education. Project objective The challenges mentioned above can be addressed by developing a joint project with German higher education institution/-s as a project lead. The project will aim at achieving the following objectives: 1) Facilitate experience sharing and provision of methods, tools between German and Central Asian universities for development the institutional capacity for internationalization within higher education institutions in Central Asian countries; 2) Improve international activities of HEI`s in Central Asia involved in the project; 3) Form an internationalization culture within HEI`s in Central Asia involved in the project; 4) Develop a network of HEI`s in Central Asia for internationalization of higher education so that the project achievement will be sustained and national and regional peculiarities maintained. Outcomes 1) Strengthened institutional capacity of Central Asian HEI`s for internationalization; 2) Improved international activities on management and international relations departments level of HEI`s in Central Asia; 3) Strengthened culture for internationalization among the participating HEI`s in Central Asian countries; 4) Increased collaboration and improved dialogue among HEI`s in Central Asia on as well as participation of German institutions in the development of internationalization processes, international activities in higher education systems of Central Asian countries; 5) Improved internationalization of higher education on institutional level in Central Asian countries with regards to national and regional peculiarities; 6) Improved practice and dissemination of the practice of internationalization in higher education on institutional level in Central Asia. 6
7 Key activities 1) Conduct needs analysis among Central Asian HEI`s involved; 2) Conduct trainings for management and International Relations Departments staff of HEI`s in Central Asia by German institutions; 3) Experience exchange visits to German institutions by HEI`s representatives from Central Asian universities involved in the project; 4) Analyze and improve human resources development at HEI`s of Central Asia by German partners through consultancy; 5) Transfer of methods, tools, knowledge to improve international activities by German partners; 6) Develop plans/strategies of internationalization for Central Asian HEI`s involved in the project; 7) Develop concept and structure of regional network for internationalization of higher education; 8) Conduct meetings of the network; 9) Develop recommendations for improvement of internationalization in higher education practice in the region; 10) Hold a forum with participation of the Ministries of Education of the countries involved (Central Asia) to create a dialogue for improvement of internationalization of higher education; 11) Create a knowledge pool/resource for internationalization of higher education based on the experience of the project, findings, and transferred knowledge. Sustainability Sustainability will be achieved through development of network among HEI`s of Central Asia, which will form the basis for further dialogue on institutional and policy levels, advancement, experience sharing, knowledge and best practice accumulation. Prior to AUA he has been a Senior Vice President of Research at Michael Porter s Initiative for a Competitive Inner City. He has consulted with the World Bank, UNDP, and the Brookings Institution on energy efficiency as well as economic and urban-growth issues. Alen holds a Masters degree from the Massachusetts Institute of Technology s Department of Urban Studies and Planning. 8
9 Project Idea I am representing the university as a whole, including its various colleges and programs. AUA has several Centers, a School, and three Colleges. I would like to connect German institutions to these various programs and centers at AUA to: Develop research and innovative capacity, improve management of operations, Develop joint degree programs, Enhance student mobility, Continue conducting joint research. Cooperation in innovation and technology incubation center: AUA has a well-developed plan for establishing an Innovation and Technology Incubation Center to provide a centralized nexus for innovation, green technology development and entrepreneurship activities for students and scholars. AUA would benefit from partnering with German Universities which have an experience in running similar centers. Joint degrees: there are two I would like to find opportunities to set up, one for the wellestablished and high quality existing Maters in Public Health and possibly others. Student mobility: AUA courses are taught in English. This enables international students AUA students have expressed interest in exchange programs, such as summer abroad or a semester abroad program. These would be particularly valuable for undergraduates in their 3 rd or 4 th year of studies. Joint research, I would like to explore research opportunities especially in environmental management and restoration (including re-wilding); mining and industrial pollution prevention, control, and mitigation; environmental impact assessment capacity building; and environmental policy for urban areas. For fields beyond my specialty, I will connect AUA programs and experts with their German counterparts. 13 Project Idea I would like to establish joint MA and PhD programs with Martin Luther University of Halle- Wittenberg of Germany. We have had a cooperation agreement with this university since 2002, and from 2012 on we have financing for the exchange programs with this University, and every year our University students go for one semester to study at this University. There is a Chair on the Armenian Studies at this University which will help us to prepare documentation as well as provide communication with the people who are responsible for the development of joint programs. We intend to cooperate with the Department of Philosophy 1 of Halle-Wittenberg University to establish MA programs in German and/or Applied Linguistics, Translation studies, as well as Intercultural Communication. We plan that our students to study one year at our university, and one year at Martin Luther University of Halle-Wittenberg. Benefits: Joint programs will provide us with a unique opportunity to undertake graduate studies at two universities in Armenia and Germany. The students will gain intercultural experience while studying in Germany. The students will gain hands-on experience in the respective teaching and research environments through applied learning modules that are built into the program of study. They will graduate as one of the best trained German MAs anywhere, and will have an exceptional foundation for PhD studies in German and/or Applied Linguistics, Translation studies. The joint degree program will use a broad-based interdisciplinary approach to German language and cultural studies, including the study of media and literature. The students will develop the linguistic, research and intercultural skills necessary for succeeding in today's knowledge-based society. In fact, the joint degree will be designed specifically to enable skills transferability and career mobility. 13

15 Project Idea The Institute of International Relation has already applied for one of DAAD projects, which is "Co-creating a Sustainable Future for Future Generations - A Joint Effort between Ukrainians and Europeans (in collaboration with Professor Dr. Kazuma Matoba from Universität der Bundeswehr München). I believe that if this project will be approved, it will be useful and efficient, as it will not only guarantee the development of educational process and dialogue between students of Kyiv and Munich, but also will contribute to the development of the concept of democracy in Ukraine and to better understanding and cooperation between Ukrainians and Europeans. Our other current interest is enhancing cooperation with one of the prominent institutions of business education in Germany, SRH Hochschule Berlin, namely - within the framework of our Department of International Economic Relations and International Business. llr and SRH Hochschule have signed a Memorandum on cooperation on 8 August 2012, and currently we are looking for possibilities to fill it with the specific content, implying the following: 1) Short-term exchange programs for students, post-graduates, researchers and professors. 2) Joint publications in the sphere of International Business, Entrepreneurship, Management and Marketing (covering EU-Ukraine of Germany-Ukraine cooperation), organization of common conferences within the area of mutual interest 3) Potentially, establishment of Joint Diploma programs for llr students interested in Germany and SRH Hochschule students interested in cooperation or conducting business with the Ukraine, on the basis of Master programs in English International Entrepreneurship and International Management and Marketing in the llr, and respective programs in the SRH Hochschule. In the context of EU-Ukraine Association Agreement having been signed, such cooperation will be beneficial for both parties. The Ukraine definitely is in a need of specialists in European business and entrepreneurship with high level of knowledge of foreign languages, especially English and German (which is provided by llr and its Chair of Foreign Languages), who have experience and contacts abroad, and stick to the European standards of conducting business. Moreover, some German entrepreneurs, who plan to conduct business with Ukraine may also potentially have interest in getting knowledge of local circumstances. Such cooperation may be provided by three economic Chairs of Our lnstitute: of International Economic Relations, of International Finance, and of International Business, which teaching staff includes, among others professors, practicing entrepreneurs and financier. 15

Since 2011 she has become a Higher Education Reform Expert from Russia and has actively participated in HERE s society. In 2008 Dr Nadezda Kamynina obtained Master degree in Land management in the Royal Institute of Technologies (Sweden). She is a member of Commission 2 (Professional Education) of the International Federation of Surveyors. At the same time she is PhD in Technical Science, Head of Department of Real Estate Law and State Registration, Dean of the Faculty for Humanities in MIIGAiK. 16
17 Project Idea MllHAiK jointly with Berlin Technical University (TUB) intend to develop a joint PhD-program in Land Administration Systems and Administration. The need to develop this program is dictated by the following factors. Information technologies (IT) in Russia have become one of the most progressive fields of activity during recent years. None of the spheres of the economy can be efficiently managed without IT. The land sector is not an exception. The land policy of Russia includes, among others collection, processing and distribution of land information. The labour market has serious demand for the professionals skilled in development, supporting and assessing land IT. The modern land information system includes, along with geographical information, information on the rights and encumbrances, planning, property valuation and taxation, etc. It also facilitates cooperation between all administrative units and improves purchasing and mortgaging abilities. The professionals shall possess a wide range of integral knowledge in the fields of IT, surveying, land law economy, land planning and land development. MllGaiK and TUB have strategic goal to make new PhD programme competitive in the world arena and attractive for students both inside Russia and abroad. For TUB the Department of Geodesy and Geoinformation Science will be responsible for the implementation of the program. For MllGAiK responsible for the implementation of the program will be the Faculty of the Humanities. The following activities will be included in the program: Ph.D students exchange between universities; co-tutorship of Ph.D students: each Ph.D student will be assigned an academic supervisor at each university; periodic progress reports by Ph.D students in both universities; collaboration for the preparation of the Ph.D thesis: the defense of the Ph.D thesis will be held in compliance with the rules of national legislation in Germany and in Russia and local regulation of both universities. A joint Program Committee will be established. It will: evaluate the Ph.D students; guarantee that all the formal procedures of national legislations are respected; organize and evaluate periodic research progress reports by the Ph.D students; arrange tests, exams, and paperworks needed for the defense. The participants in this Program must have an appropriate knowledge of English language; spend no less than 6 months in the host university for the entire duration of the Ph.D Program (3 years). 17

19 Project Idea The Development of International Network of Universities and International Summer Schools The main purpose of this project is the establishment of International Network of universities (INU) and development of international summer schools (ISS) as a means to promote the Governance reform of Higher Education (of Kazakhstan and Kyrgyzstan) in the framework of Bologna Process. In connection with accession of Kazakhstan to the Bologna process and the urgent need to ensure Kazakhstan higher education with international standards, our universities are looking for effective ways of integrating into the international educational space. One of the ways is the establishment of International Network of Universities for the development of International Summer Schools. Members of INU will establish universities consortium. This consortium will organize joint ISS and will serve as a mini-model of internationalization of higher education and establish links with enterprises i.e. higher education services consumers. Joint educational programs, new teaching and learning methods exchange will be developed in the framework of this consortium. Each university will present their specific educational programs, providing with laboratory works and practicum for summer schools. Teachers from different universities of this Network will teach at summer schools. INU summer schools are open for participants from none these Network universities as well. This project will promote the academic mobility of students and faculty abroad, establishment of international scientific contacts. The main advantage of ISS is that it involves not only learning, but also cultural and sports program. ISS will help to unite the participants of summer school through familiarizing with the culture of the host universities countries and establishing friendly relations and strengthening links between the communities of partner universities countries. There will be designed common certificate, the terms of credit transferring between universities and the academic calendar plan. This project will contribute to the establishment of long-term relationships among partner universities and the improvement of educational programs to make them in line with international standards and it will also enhance CIS universities to enter into international arena and to be recognized as well. As a result, after the completion of the grant, ISS will continue its work on the basis of its participant s payment. INU will attract new members. We had a conversation with professors of WEIHENSTEPHAN-TRIESDORF University of Applied Sciences in terms of this project and they are interested in it. 19

21 Project Idea Don State Technical University is highly interested in the collaboration with German higher education institutions, especially in the following areas of academic relations: - experience exchange in modern methodologies and programmes for professional education; - best practices in the Tempus projects co-participation; - R&D cooperation between Russian and German HEIs and research institutions; - Erasmus+ projects participation; - social and civil society initiative projects (PHYWE System Gmbh & Co., THW-Jugend e.v., World Skills, volunteers programme, etc.). DSTU is looking forward to develope the new fields of engineering, social and humanitarian studies in RF based on traditions and novelties of German educational system, best practices of the German HEIs, usefull approach of business oriented studies and R&D products and technologies implementation. Being one of the leaders of education internationalization in Russia, DSTU and the RF Bologna club 1 (hosted at DSTU) have a variety of preferences and possibilities for mutual and fruitfull activities in the frame of DAAD projects. Bologna club has recently become the platform for dissemination of different and up-to-date education and research projects as well as new approaches and tools for mutual understanding and visibility, including LOLA and Tuning methodologies, AHELO, CDIO and IMPI key notes and recomendations. DSTU provides foreign language support services and carries out an international collaboration in the research fields of robotecnics, welding, material study and media communications as well as 10 projects under EU comission authority. 24 Project Idea The project contemplates the development of cooperation with Otto-von-Guericke University Magdeburg in the field of Clinical Environmental Medicine. Clinical Environmental Medicine is an integral medical-biological discipline, which deals with preventive issues and is taught to medical students in Germany. While in Ukraine, it is not included in the curricula of medical universities. The course of Clinical Environmental Medicine combines knowledge of hygiene, ecology, clinical medicine (lnternal Diseases, Dermatology, ENT Diseases, Diseases of the Nervous System). This distinguishes it essentially from the preventive disciplines (General Hygiene, Ecology, Labour Hygiene, Nutrition Hygiene), which are included in the curricula for training of the doctors in Ukraine. Accordingly, it is actually essential: 1. To examine the curricula for training of the doctors in Germany in that regard, the position of the Clinical Environmental Medicine there (course of training, credits, forms of control). 2. To study the course syllabus including the course schedule, practical skills. 3. In cooperation with the experts from the Department of Occupational Medicine of Ottovon-Guericke University Magdeburg to adapt the curricula and courses content for Ukrainian universities. 4. To organize travelling seminars and lectures of German experts on this course in Ukrainian universities, to undertake faculty research visits and students group study visits. 5. To organize the academic mobility of the Ukrainian students aimed at the course study in Otto-von-Guericke University Magdeburg. 6. To develop scientific publications for teachers and students (textbooks, training manuals, methodological recommendations). 7. To form a consortium for participation in the Erasmus+ programme with the related project (modernizing curricula for medical students in Ukraine in the context of Clinical Environmental Medicine). The German-Ukrainian project, when implemented, will make it possible to introduce the Clinical Environmental Medicine into the curricula in Ukrainian medical universities. Consequently, and that is very important, Ukrainian universities will train medical specialists competent in the issues of the environmental safety. 24
