3 COLORADO PROVIDER RECERTIFICATION Refresher and/or Continuing Education Hours and Category Requirements Colorado certification is valid for 3 years. If you have a current and valid NREMT certificate, you have exceeded Colorado s requirements and do not need to complete additional hours or skills when renewing your Colorado provider certification. Hours for one CPR course and one ACLS course may be counted as CE towards the Elective category. Providers typically renew their CPR and ACLS card once during their 3-year certification cycle, which means BLS providers will most likely receive 8 hours of CE for CPR and ALS providers will most likely receive 8 hours of CE for ACLS. 2. The EMTS office DOES NOT accept on-line only ACLS or CPR cards. In order for an ACLS or CPR card to be accepted at the time of renewal in Colorado, the course attended must have provided an on-site, hand on skills competency component. Other Important tips about continuing education in Colorado: 3. Most CE sessions can be adapted to meet the needs of the provider. For example, CE for a two hour Pediatric Trauma session may be applied EITHER for two hours in the pediatric category OR for two hours in the trauma category. It MAY NOT be used to apply two hours to the Pediatrics category AND two hours to the trauma category. Sessions may also be split between categories. For example: one hour of CE in the pediatric category and one hour of CE in the trauma category. If a provider attends the same CE session more than one time, they may only receive credit for CE hours for one session. 4. College courses may be used for CE credit, as long as a state recognized education program determines them to be applicable to prehospital practice. Examples of appropriate college courses include (but are not limited to) Anatomy & Physiology, Microbiology, Psychology, etc. 1 college credit = 8 CE hours. 5. Hour-for-hour CE credit may be awarded for courses such as ATLS, AMLS, ENPC, PEPP, PALS, ITLS or PHTLS, TEMS, etc. 6. Hour-for-hour CE credit may be awarded for teaching EMS-related content or coursework. 7. EMS-related CE coursework above and beyond the minimum requirements for each of the main categories may be applied to the Elective category

Up to 10 hours of the refresher training can be by Distributive Education (online, video or magazine-based). 4. You must ensure that you cover every topic within the four divisions of the mandatory core content. 5. You must also cover each of the five divisions of the flexible core content; however, you are not required to cover each topic. A maximum number of 12 hours can be applied from Distributive Education (online, video, or magazine-based) towards this section and must be state or CECBEMS approved. 4. College Courses (1 college credit = 8 CEU): Hour-for-hour credit can be applied for college courses that relate to your role as an EMS professional (for example, but not limited to: anatomy, physiology, biology, chemistry, microbiology, pharmacology, psychology, sociology, statistics, etc.) 5. Hours from the following courses can be applied hour for hour with no maximum: Advanced Trauma Life Support, EMS Course Instruction, and Wilderness EMS Training. 6. Courses That Cannot Be Applied towards Additional NREMT Continuing Education Hours: Clinical Rotations, CPR, Emergency medical responder course, Home study programs, Instructor courses, Management/leadership courses, Performance of duty, Preceptor hours, Serving as a skill examiner, and/or Volunteer time with agencies.

8 R : NCCP Recertification The National Continued Competency Program: The New Recertification Since the 1980s, national EMS recertification has consisted of 72 clock hours of continuing education for each nationally certified EMS provider level. Recently, the EMS community across the nation has been changing entrylevel requirements with the adoption of the new National EMS Scope of Practice and implementation of the EMS Education Guidelines. Because entry-level requirements have changed, it was necessary to evaluate the recertification continued competency requirements. In 2012, the NREMT introduced a new recertification model, the National Continued Competency Program (NCCP). Constructed using methodology similar to that of the American Board of Medical Specialty requirements, the new NCCP model streamlines the recertification process into three strategic categories of continuing education: National, Local, and Individual. The NCCP offers numerous improvements that will impact EMS for the better for years to come. These changes allow a platform for evidenced-based medicine to reach EMS professionals all over the country, give state and local agencies the freedom to dictate a portion of the national recertification requirements and provide a foundation for the EMS professional to embrace life-long learning through self-assessment. The national component of the NCCP (the new refresher) will constitute 50% of the new recertification requirements at each level and will replace the traditional DOT refresher. Topics will be updated every four years and will reflect current trends in evidence-based medicine, scope of practice changes and position papers from numerous associations involved with EMS research. It will also serve to focus on those patient presentations that have a low frequency but high criticality. The local component of the NCCP will constitute 25% of the new recertification requirements at each level. The requirement for these hours will be decided by local entities, including the state, region or agency. These topics can include, but are not limited to, state or local protocol changes, tasks that require remediation based on QA/QI and topics chosen from run reviews. The local component allows national recertification requirements to be adapted to the needs of the state and local agencies. Methods to provide current continuing education such as monthly training, conferences, and in-service training will stay the same. Finally, the individual component of the NCCP will constitute the last 25% of the new recertification requirements at each level. Within this component, an individual is free to take any EMS-related education. As a result of the new NCCP recertification model, the total continuing education hours needed to recertify a national EMS certification have been reduced for EMTs, AEMTs and Paramedics (Table 1). As this model is implemented throughout the country, more information regarding the transition to the new recertification model will be provided. Table 1. 15 The EMS office has created the following graphic to help explain how to create an account and renew your EMS provider certification in our new Online Application Tracking Hub (OATH) process. OATH is an -based system, so make sure we have a current address on file for you. No more paper applications will be accepted by our office. To log in to your OATH account anytime on your computer, phone or tablet, go to: o o o If you are or ever have been certified in Colorado, your user name will be your Colorado certification number (use all 6 numbers). You can look your number up by clicking on Lookup. Your password will be your year of birth (all 4 numbers, i.e., 1980) and the last 4 of your social security number (no spaces). Click on the Log in button. From there, you can access and update your account any time you like. To actually renew your certification, chose one of the following options: Using National Registry to Renew When you re within 6 months of your Colorado certification expiration date, your will see a renewal application when you sign in to your OATH account. When prompted, enter your current NREMT number in the application. To complete your application, you must also; The State Continuing Education (CE) Method When you re within 6 months of your Colorado certification expiration date, you ll need to start by finding a state-recognized EMS education program in your area or by working with your agency s approved program representative to review and verify that you have completed all of the state s CE requirements. You will then; Upload a copy of a driver s license or other approved form of identification. This does not need to be notarized, just legible. Plus you will need to; Upload a copy of the front (and back if information is included) of a current CPR card for EMTs and AEMTs plus copies of a current ACLS card for EMT-Is and paramedics issued by one of the programs on the state s list of approved courses. (If you have completed a CPR or ACLS class but have not received a card, we will accept a letter from the instructor stating that you have completed the course). Paramedics wishing to receive a critical care endorsement must also upload proof of a current and valid Board of Critical Care Transport (BCCTPC) FP-C or CC-P certification (for more info on this certification, visit CE hours required to maintain BCCTPC certification may also be used to meet the State s CE requirements for paramedic renewal. Create your OATH account and complete a renewal application. For official verification of your CE, you ll be asked to choose your education program affiliation from a dropdown list (make sure the program you select ends in - Education Program ); an approved representative from the program you choose will receive an asking them to digitally sign your renewal application. You must also; You will also need to complete a skills competency check-off; the skills competency attestation section of your OATH application can be routed to: 1.) your education program representative, 2.) the education program s medical director OR 3.) your service agency s medical director (You ll need to make sure your agency s medical director has set up his or her account in OATH). After you submit your requests, you will receive an notification when your CE and skills requests have been approved. 16 The Colorado EMTS Professional Standards section has reviewed and evaluated BLS/CPR and ACLS organizations and courses to ensure that they satisfy the requirements as stated in Colorado Board of Health Rules 6-CCR , Chapter 1- EMS Rules. The approved BLS/CPR and ACLS organizations and courses are listed below. NOTE: The department does not accept on-line only courses or courses that offer any type of remote skills evaluation. You must have an on-site instructor providing a hands-on skill evaluation. They re everywhere on the Internet: seemingly legitimate organizations offering instant CPR or first aid certification for busy people who are required to hold current certification. And it often says right on those websites that online-only CPR or first aid certification is nationally accepted. It is not. No major nationally recognized training program in the United States endorses certification without practice and evaluation of hands-on skills. The only way these physical skills can be learned is by actually practicing them. 22 DR 2300B (08/06/14) COLORADO DEPARTMENT OF REVENUE Identification Requirements For individuals who cannot demonstrate lawful presence in the U.S. or for individuals who can demonstrate temporary lawful presence in the U.S. Non-lawfully present individuals must prove their full legal name, identity, date of birth and document their ITIN issued by the Internal Revenue Service. Temporary lawfully present individuals must prove their full legal name, identity, date of birth and temporary lawful presence. An application for an identity document (i.e. driver s license, instruction permit, identification card) shall include the applicant s social security number or a sworn statement made under penalty of law that the applicant does not have a social security number. All applicants must also document their current residential address which includes a street address. A parent s correct address indicated on their driver s license or ID card is acceptable for a minor child under 21 years old. See reverse for a list of acceptable address documents. The chart below shows the documents that you may use to prove each of the elements. In some cases, a single document may prove all elements. However, it may be necessary for some applicants to provide multiple documents. All documents presented must be certified originals or certified amended originals or true copies certified by the issuing agency. If you cannot prove each of the required elements with the documents set forth in the chart below, then you may request to go through Exceptions Processing in an effort to prove the required elements with additional/alternative documents. A marriage certificate, divorce decree, separation decree, or name change order issued by a government may be used to document a name change if it is in English or translated into English. 2 The document must contain the applicant s full legal name, date of birth, date of issuance, country of issuance, and photograph. Documents with an expiration date will be accepted for 10 years after the expiration date. Documents without an expiration date will be accepted for 10 years from their issuance date. 3 Applicants who present out of state driver s licenses / ID cards, Military IDs or Common Access Cards that do not bear the applicant s full legal name will be required to present an additional document (other than the US school record or CO Dept. of Corrections/Federal Bureau of Prisons ID) that document the applicant s full legal name. 4 A parent or legal guardian who signs an affidavit of identity for a minor under 21 years old must also present an identity document from the list on the front of this form and prove they are the parent or legal guardian of the minor. Proof of lawful presence is not required for the signing parent or legal guardian. 5 An identity document issued by the Colorado Department of Corrections or the Federal Bureau of Prisons is acceptable provided the first and last name and date of birth match the first and last name and date of birth on the document presented as proof of lawful presence. visa and I-94 or valid Processed For I-551 stamp may be required to present documentation establishing a Colorado connection. Status F, J, H, and M, require verification of a Colorado connection through the sponsoring entity and original letter, by the Colorado employer, of Colorado employment or verification of education through the valid DS-2019 or I-20AB. Applicants with a B1, B2, WT, WB, CP or NC status are not eligible for a Colorado Driver s License or ID Card (As defined by U.S. Citizenship and Immigration Services). 7 Applicants that cannot demonstrate lawful presence must demonstrate residency in one of the following two (2) ways: 1. Sign affidavit stating applicant is currently a resident of Colorado, provide proof of tax return filing for the immediately preceding year, and present evidence of residence in Colorado; OR 2. Sign affidavit stating applicant has continuously resided in Colorado for the immediately preceding 24 months and present evidence of current residence in Colorado for the immediately preceding 24 months. To establish residency for the preceding 24 months, applicants will need to show separate documents to establish residency for each of the following three periods: 0-12 months, months and months. 8 If there is a date of birth on this document then it may be used. 6 Applicants presenting a valid foreign passport with U.S. Examples of documents that can be used to demonstrate residency include (but are not limited to): Colorado driver s license, instruction permit or ID card that demonstrates current residential address.
