1 Official Publication for East Lake Woodlands Community Association Volume 14 Issue An Open Letter to All Eastlake Woodlands Residents Now that our East Lake Woodlands Community Association (ELWCA) controlled access gates are fully operational again, your East Lake Woodlands Community Association Board of Directors would like to address some residents concerns that have surfaced in the past few months. Sometimes individual residents or individual community associations may feel like the ELWCA is not acting as they may see fit on particular issues. And that is understandable. Differences of opinion and misunderstandings are to be expected in a community as large, and varied as ours. This letter seeks to educate, inform and clarify some issues for all East Lake Woodlands (ELW) residents. Most issues in our ELWCA revolve around our yearly budget. Individuals pick out a particular item and (most of the time) complain that the ELWCA Board is spending too much money on that item. As our new Treasurer Janet Peterson states in her article this month, we all have a vested interest in making sure our ELWCA is financially sound and able to maintain and continually improve our common areas. Please note that the Board utilizes input from a reserve analysis performed by an accounting firm to help guide our future financial allocations. Also please recognize that ELWCA has no power to levy special assessments, thereby increasing the importance of long-term budgeting accuracy. Your ELWCA Board feels strongly that we must keep a healthy balance sheet with adequate reserves. Besides costs, the Board must also factor in variables such as legal issues, economic conditions, safety of residents/visitors, signing and lighting and the East Lake Woodlands Country Club to name a few. Since our ELWCA controlled access gates were just recently re-installed, let s start with some resident concerns about Controlled Access in ELW. First some history. Originally opened in 1974, ELW became a gated community in ELWCA was legally obligated to leave the Suntrust Bank and Tampa Road gates open due to a Pinellas County judge s decision involving litigation between ELWCA and several member associations in Several years ago (2008) your ELWCA Board felt it was worth the effort to reach out to the associations that were part of the original litigation and come to an agreement to secure the two open gates. The Board felt at the time that this was the correct course to take due to several factors. Those factors being the security of the whole community, the potential effect on property values, the overall appeal of a controlled access community and ELW residents desire to re-gate our community. Since it became common knowledge several months ago that our community would become fully gated again, the ELWCA Board has received several communications from various members in the community expressing a desire to terminate the controlled access agreement that ELWCA has with Allied Barton, reasoning that the money we pay them each year would be better used in other areas of the annual budget. While on the surface this is an appealing strategy because of the cost involved, your ELWCA Board feels that we should not terminate our agreement with Allied Barton. The Board does agree that now would be a good time (since the gates just closed) to speak with all member associations representatives in ELW and get their feelings on this issue. The Board also agrees that the next few months will be a good time to evaluate our controlled access program and look at the effects the closing of the gates has on the entire ELW community. Another frequently mentioned topic from some residents of ELW is the comparison of the East Lake Woodlands and Lansbrook communities. While ELW has almost 3 times the number of homeowners, some residents feel this is an even comparison. The ELWCA Board does not. The major reason being ELW is a Community Association while Lansbrook is a Master Association. The important distinction being that Lansbrook was designed as a Planned Unit Development, setting aside space for playgrounds,parks, sidewalks, street signs,etc. In our case here at ELW, we are an association that has grown through additions over the years with each developer of each community making some variable level of commitment to the standards you can see in Lansbrook. Thus, we have a collection of communities here in ELW, some bound and some unbound that all operate with standards independent from each other and the ELWCA. What your ELWCA has done is make a co-ordinated effort over the last several years to add some items to the whole community that would help us be more cohesive. The Board feels that not only has the closing of the gates added value to the ELW Community, but capital improvements like uniform street signage and sidewalks are also valuable additions in recent years. Replacing a good amount of the aging trees and plants in our medians and other key areas over the next several years will also be a good investment for everyone. A third topic of resident communication to the ELWCA Board concerns issues related to the Eastlake Woodlands Country Club. ELWCA has a legally binding Usage Agreement with the ELW Country Club that provides outside users and employees of the Club access via our roads. This agreement is mutually beneficial and provides the ELWCA with income to offset use of our roads and for controlled access. The Board feels that the entire ELW Community benefits greatly from a prosperous and well-managed ELW Country Club. A fourth topic of communication to the Board concerns our monthly newsletter the Heron. Again, some history is important. From the Heron s first issue until just the last two years, the publication was the responsibility of a single ELW resident. She put her time in every month selling advertising space, requesting articles,editing and directing the printing of each issue. This was a time consuming process that after many years became too much for one person considering the time and lack of financial reward involved. At that point the ELWCA Board decided to contract with a local publishing company to produce each monthly issue of the Heron. This company now prints and distributes our newsletter at no cost to our ELWCA. The contract publisher is responsible for advertising, content, printing and distribution under the editorial supervision of the Board. For their efforts they receive any profits made in the process. Please also understand that the Heron does not exist to give individual residents a forum to express their opinions. A formal letter addressed to the Board remains the best way to have your voice heard. In conclusion, the ELWCA Board of Directors is composed of ELW residents who share the common interest of maintaining and improving our community. Working with our Property Management Company, each Board Member has dedicated a portion of their own time to the goals of keeping ELW an attractive place to live with a solid financial structure. We hope that each resident of ELW shares those interests and goals for our community, and through positive communication and effort we can all make that a reality. ----ELWCA Board of Directors

3 East Lake Woodlands Community Association - September President s Message By Judy Fosbrook, President The gates at the Tampa Road entrance and SunTrust have now been in operation for a month, and everyone now has a bar code. Our thanks to the staff at Management & Associates for their patience with the flood of residents applying for their bar codes. At the Controlled Access meeting in August, it was reported that over 4500 vehicles were processed through the visitors entrance on Tampa Road during the 31 days of July. I m sure that the equivalent number probably entered at the North gate. It is certainly a good barometer of the wear and tear on our roads. The Country Club is moving forward rapidly on their extensive renovations. They have indicated that there will be a formal unveiling which will be open to all residents. As had been mentioned in an earlier article, improvements to the landscaping will be started on the parkway islands. The first improvement planned will be the island on Woodlands Parkway directly across from the Club entrance. The Landscaping Committee has planned Florida friendly plants and trees to replace the dying laurel oaks that will be removed. The second phase of the sidewalk for Woodlands Drive will put out for bid soon. Construction would then be started later in the Fall. An important reminder: school buses are on our roads morning and afternoon. Please watch for our children. should be worth it. GATES! GATES! GATES! By Bernadette Massaro, PCAM Change is always stressful and I appreciate all of the residents who came into the office to get barcodes for their patience and courtesy shown to the staff. The majority of residents who I have spoken to are happy that the community is completely gated again. It may take a bit to become accustomed to things but the end result Just a few reminders since some things bear repeating. 1. Remember to direct visitors and service providers to either of the manned entrances (ELW Parkway at Tampa Road or Woodlands Blvd. at East Lake Road). 2. Residents and visitors can exit any gate including the shopping center gates without a barcode. 3. If you have not obtained your barcode please check the website, eastlakewoodlands.com for information. You can download a form and provide the documentation and a barcode will be mailed to you. If you have questions call and your call will be answered within 24 hours. 4. Management and Associates is located at 720 Brooker Creek Blvd. #206, Oldsmar which is off Forest Lakes Blvd. Drive north on Forest Lakes Blvd. to the third stop light and turn left. 4 4 East Lake Woodlands Community Association - September 2014 Gates Working and Back To School Keith Crank Controlled Access Chairman By now the gates throughout the community have been in place for about a month. Visitors wanting to enter our community must now enter through our manned gates at Tampa Road and Eastlake Road. When they enter they will be asked where they are going and the license plate number and type of vehicle will be recorded. I recently observed a person wait at the Sunflower gate to tailgate a resident to enter our community. I happen to be right behind him and decided to follow him. To my surprise he turned into my neighborhood. I continued to follow him and when he turned around, I flagged him down and asked if I could help him find someone in the neighborhood. He told me that he was a realtor and was working for a bank and was looking for squatters in the neighborhood. When I told him that I was the president of our neighborhood HOA and we did not have any squatters in our neighborhood. He immediately became very irate and defensive and sped off. He was driving a red Chevrolet Malibu with a computer hook up in the car. Unfortunately I did not get the license plate number before he left. I called the community patrol and reported the incident to them but by the time they arrived the car had disappeared. If you should happen to see a car tailgating at an unmanned gate and are behind them please try to get the license plate number and report to the community patrol ASAP. Once we have the license plate number, we can find out the owner of the car and then find out why they felt it necessary to tailgate to enter our community. School is back in session and this means that our children will walking to and from their school bus stops or parents will be dropping them off at the stops. This may be the first year and a new experience for many of the children to go to a bus stop. Let s make sure that we as drivers are alert as we approach the bus stops. As we all know, kids will be kids and could suddenly dart out into the street without warning. Please be very careful as we approach the bus stops and come to a full stop while the children are getting on or off the bus. Remember it is unlawful to pass a school bus that is stopped with the flashing red stop signs deployed. If we must wait a couple of extra minutes to ensure that our children are safe then let s do it. None of us want any of our children to become a traffic statistic. To my fellow bicyclists please remember that we must stop at stop signs the same as any vehicle that uses our roadways. I understand that it is pain but it could someday save someone from serious bodily injury or even death as we seen in the media in the recent months. We DO NOT have much of a chance against a car or truck. Let s be attentive and careful out there. Part of going back to school is preparing your kids to travel safely to and from school grounds. What can your kids do to be safe? Remind your kids that adults don t need help and there is never a good reason to get in a vehicle without a parent s permission. We recommend keeping a thumb drive on your key ring with the following: current ID-like pictures, fingerprints, a list of allergies, and their doctors contact information. This thumb drive can quickly and easily be handed to a deputy should you, or your daycare provider, somehow become separated from your child. 6 6 East Lake Woodlands Community Association - September 2014 Budget Time By Janet Peterson, Treasurer I ran for the Board of Directors earlier this year, because I wanted to get more involved in our community. After many years as a financial controller, I felt I could offer some good suggestions and assist in the processes of running a large community such as ours. We all have a vested interest in making sure our association is financially sound and able to maintain and continually improve our common areas. The recent improvements to controlled access are a good example of the association s work, we truly live in a gated community now! The common property consists of gates, controlled access facilities, parkways and other roadways, street lights, community signs, entrance facilities, guardhouses and lakes. Judging by our financials, we have a healthy balance sheet and adequate reserves. Although we don t make everyone happy all the time, most homeowners appreciate the environment we have and are happy to live here. We have to balance revenues and expenses, just like any business (or person). We can t buy everything we want, but can take prudent measures to keep our property in safe, lasting condition at a reasonable cost. In my duties as Treasurer, every week I review and sign checks on behalf of ELWCA. We have a management company that takes care of the day to day, but the Board of Directors is ultimately responsible for the Association. Another duty is to oversee the annual budgeting process. In this task, I will work with all the other committee chairs to get input for their areas of expertise and responsibility to project our 2015 numbers. This year I also asked for volunteers from the Advisory Council, which is composed of the presidents of the local associations within ELW. This is another step in the Boards desire to increase interest and input in the association s processes from our members. I am happy to answer any questions you may have on the financial process or numbers. All of our statements are posted on the website for your information. Leaser FOLK ART Folk art is those paintings and sculptures by artists who have no formal training. It is still practiced today and can be picked up for reasonable prices by collectors perceptive enough to recognize art when they see it. Until the 1920 s, it was ignored because of its lack of academic training and its distorted perceptive. Fractures are illuminated handwritten documents that record family births, deaths and marriages. In my birthstate Pennsylvania, I have found many of these simply by paging through Bibles at yard sales or home auctions; they had been placed between the pages for safekeeping. Calligraphic drawings using penmanship skills, like this long 19 inch image of the huntress Diana riding a deer, where often made as gifts by young men preparing for clerkships. The flourishes at lower left nearly conceal the words Your Dear Friend Kyse. Calligraphic drawings are examples of an elegant handwriting style of thick and thin strokes. They are artistic penmanship first and then works of art. Useful and decorative are the handcarved figures of birds, animals and humans. Neglected on fence posts, the roof of a barn, part of a tavern sign, etc., they are cherished today and sought after by collectors. The birth and baptism of Johan Martin Eijer in 1795, probably in Pennsylvania, is announced in an elaborately embellished certificate called a fractur. This type of folk art, which was brought to the United States by German immigrants, was frequently done by a minister or schoolmaster. A carved-wood penguin, 20 inches high, betrays the weathering it received standing for many decades on a gatepost at a Nantucket Island yacht club. I built my home in the Worthington sub division in After moving in new construction was going on at the home next to me. My golf clubs were stolen which I took personally. There are few things more personal than having your prize possessions taken away from you. Lol. I contacted the police, Craig s list and at the advice of another the Oldsmar flea market to try and find them but with no success. Nothing else has ever been stolen except for last week when coincidentally my neighbors 2 story house was having a new roof put on. The workers could look down at my pool area with complete visibility. My Pool Vac which was not in the pool at the time is gone. My back screen door was unlocked and it would only take 30 seconds to get in and out. I can not prove who the perpetrator is but can pretty much conclude who is was and that I gave the opportunity for the theft. My advice from 2 thefts is to batten the hatches down and be aware when you see construction going on around your home or better yet put surveillance cameras around your place. 12 12 East Lake Woodlands Community Association - September 2014 Pest Control natural versus chemical pesticides By Pam Brown, Gardening Coach (ELW resident) Here in Florida our moderate winter weather and the hot, wet, humid summers conspire to support many insect, bacterial and fungal pests that can damage our landscapes. There are many pesticides that promise to help rid us of these pests, if we will just use them. However, it is unreasonable to expect a pest-free environment in Florida. I am increasingly concerned about all of the chemicals used to control pests. Pesticide residues can build up and sometimes persist for many years in the environment poisoning our soil and water. There are cultural practices along with products that are natural or organic for controlling insect and other pests in and around our homes that might be safer options. When choosing how to control pests, the first line of defense is exclusion from our homes or proper cultural practices in the landscape. Inside the home make sure that any cracks at the foundation or where pipes or wiring enter the house from outside are caulked and windows and doors do not have visible gaps where insects might enter. Keeping mulch and other debris away from the foundation will reduce moisture that can harbor indoor insect pests and termites. The University of Florida Extension publication The Facts about Termites and Mulch ( edu/in651) states that mulch can contribute to the survival of established termites by keeping the soil moist and temperatures moderate. If mulch must be used next to the foundation, keep the layer less than 2 inches for twelve inches from the foundation. This reduces the possibility that Assasin Bug termites can move across the treated soil to get to the foundation. For more information from the University of Florida about structural pests and their control, visit topic_household_and_structural_pests Proper cultural practice in the landscape starts with placing the right plant in the right place for the growing conditions then caring for it appropriately with proper irrigation and fertilizer. A healthy plant is much more likely to survive an attack by harmful pests. Eileen Buss, PhD at the University of Florida has shown that St. Augustine grass that is watered heavily and fertilized with large amounts of water soluble Nitrogen will have a greater number of chinch bugs eggs laid and adults feeding than Ladybug and Aphids St. Augustine that has been watered moderately and fertilized with slow release Nitrogen. Many insects that attack plants prefer the new succulent growth that too much water and fertilizer tends to encourage. Diverse plantings can also act as a foil for insect infestations. But what do we do if the cultural practices have not kept the damaging insects away from our landscape? If you do see that you have an infestation of a pest insect or disease, you could start by removing the diseased or infested portions of the plants. Learn what beneficial insects look like and look for their activity. You are probably familiar with lady bugs, but some other ravenous natural enemies are green lacewings, big-eyed bugs, minute pirate bugs, some ants, soldier or stink bugs, parasitic flies and wasps, spiders and parasitic mites. If you learn to identify them, you will start to notice them when you are scouting your landscape, especially if you are not using chemical pesticides. The University of Florida publication Natural Enemies and Biological Control ( edis.ifas.ufl.edu/in120) is a good source for information on these controls. Some natural enemies can be purchased, but this will be most successful if the natural enemy is matched carefully to the pest needing control. For the homeowner, it is probably best to provide a healthy environment (no chemical pesticides) for the natural enemies and they will come when there are pests to be controlled. Green-Lavewing If you still need to treat the problem, then consider a natural or organic product. The natural pesticides that I keep in my arsenal are Neem oil, insecticidal soap, Sulfur, Copper, horticultural oil (Organocide), and a product containing the bacterium Bacillus thuringiensis (Bt) (Thuricide). I scout my landscape for pests weekly so I seldom have need of stronger pesticides if I catch infestations soon enough. The University of Florida publication Natural Products for Managing Landscape and Garden Pests contains more information on this subject: edu/pdffiles/in/in19700.pdf I have only been able to skim the surface of this topic in the space allotted. There is a lot of information out there, so do some additional research. You might find that once you begin to use more natural ways to combat pests, you have more beneficial insects in your landscape along with more butterflies and birds. Lichter, M.A. REALTOR, Century 21 East Lake Realty and Leasing The rainy season is here and it s always good to make sure we have gone through the Emergency Preparedness Plan process! A few simple steps will make sure we have a plan in place no matter what the emergency. It s important to identify both what emergencies we need to plan for and then create the plan. The types of emergencies we have here in Florida s West Coast would be storm related, fire, home intrusion, and medical. In general, for the stormy season, we want to have on hand supplies of flashlights and/or battery driven lamps, plenty of batteries, a radio or access to one in a vehicle, water, and nonperishable foods. Some homeowners have generators, and like flashlights, it s good to keep them tuned, fueled, and batteries checked. In addition, you may also want to have a can opener, clothing and shelter items like blankets, sleeping bags, tent, non-electric cooking gear, bathroom tissue, paper towels, and baby wipes for cleanup. For planning purposes, a 3 day supply is good, and that means 1 gallon of water per person per day. Some folks like to add to this with Infant and pet supplies, medications, glasses or contact lenses, waterproof matches or lighter, copies of your bank and credit cards, driver s license, and other ID cards, and some cash. Do you have a designated safe area in your home to go to during an emergency? Obviously, we will evacuate in the rare instance this may be necessary, but storms change direction, and it s good to have a safe area in the interior and away from windows. Does each member of your family know what to do in case of an emergency? There should be lists of certain numbers posted somewhere that everyone is aware of, like in the kitchen. This should contain 911, any medical doctors, other family members to call in an emergency, etc. First aid kits or a good supply of first aid items are important. Supplies should be checked occasionally to make sure that there is always a good supply. Emergency preparedness isn t only about supplies. It s important to have also have your navigation system set up with a route away from the coast, and/or have this planned out with family members. And it s important to make sure every family member knows her/his role in the plan! For home security, we ve devoted an entire issue to this, but it s good to have a home security plan in place. This, too, can be simple and easy, and deterrence is easier than you might think. Pets, lights/lamps on timers, outdoor lights on solar switches, regular checks on door locks and windows, neighborhood awareness, and safeguarding of valuables will help to reduce your chances considerably. And, for medical emergencies, everyone s phone should have 911 pre-programmed and have phones nearby you when you sleep. Smoke detectors should be checked annually and if battery driven, batteries replaced. Smoke detectors should be replaced every 5 years or less, and always have plenty of charged fire extinguishers. Most of us have lived here in Florida and never had more than an inconvenience of power and cable outages, but one can never be too prepared with good planning and a good plan! The boats, equipped with F-16 jet canopies and 6,000-horsepower engines, race at speeds of up to 180 mph in the Gulf of Mexico off Clearwater Beach. Races start from Pier 60, so the shoreline and beachfront hotels make great vantage points. This three day event is packed with activity beyond racing. 19 East Lake Woodlands Community Association - September Bird of the Month Limpkin By Jake Jacoby, ELW Resident The Limpkin (also called the crying bird ) is found mostly in wetlands in the warmer parts of the Americas, from Florida to northern Argentina. If you ve ever heard one scream, you will know why it is called the crying bird as the sound is similar to a human in distress the first time I heard one late at night, the hair on the back of my neck stood up. The Limpkin feeds on mollusks, with a diet consisting primarily of Apple Snails, but will also feed on frogs, tadpoles, and aquatic insects when available. The Limpkin name is derived from its seeming limp when it walks. The Limpkin is a long-legged, long-necked, goosesized marsh bird. It is grayish brown with white spots and streaks, sporting a slender, down-curved bill. which mimics an adult feeding a juvenile. Limpkins then build a platform of sticks, vines, leaves, moss, grass, and other types of vegetation, built in any of a variety of sites, from the surface of floating vegetation to tree limbs 40-feet above the ground. Three to eight buff colored eggs with dark brown spots and blotches are laid and chicks are covered with down when hatched. They are born precocial which means they are immediately able to swim, walk and run upon hatching. The northern range of the Limpkin is Florida where it resides in swamps and marshes in fresh water and is non-migratory. As previously mentioned, its screaming cry is unmistakable and will usually evoke an emotional response. Interestingly enough, the screaming of the Limpkin was also frequently heard in the background of old Tarzan movies. The Limpkin s bill is uniquely adapted to foraging on the apple snail. The closed bill has a gap just before the tip that makes the bill act like tweezers. The tip itself is often curved slightly to the right so it can be slipped into the right-handed chamber of the snail. The Limpkin is the only member of its taxonomic (study of the general principles of the classification of plants and animals) family. Although it resembles herons and ibises in general form, the Limpkin is generally considered to be more closely related to rails and cranes. The Limpkin courtship ritual includes the male feeding the female Territorial males engage in aggressive, ritualistic confrontations that include charging, retreating, and loud calling. They search visually for snails in clear water, or by jabbing or sweeping with their bill. Once a snail is found, they turn the shell opening upward, cut through the muscle attachment with their bill, and pull out the snail. Extraction of the snail usually takes 10 to 20 seconds and the shell is rarely broken. A group of Limpkins are collectively known as a Hobbling of Limpkins.
