7 BIOGRAPHY OF JOE WATERS Joe Waters is 59 years old and was elected to the Municipal Court in 2009 after a twentyone year career with the Philadelphia Police Department, retiring with rank of Captain. Joe is married to his lovely wife Marijo, who is a Registered Nurse at Jefferson Hospital. He is the father of three children, 29 year old twin sons Joe and Brian who are both police officers and a daughter, Erin who is 24. Joe was born and raised in South Philadelphia and graduated Bishop Neumann High School in After graduation Joe worked for the Newspaper and Magazine Employees Union at the Philadelphia Inquirer. In 1972 during the Viet Nam War Joe enlisted in the United States Marine Corps serving until 1974 and receiving a Meritorious Mast for outstanding performance. After completion of his military service for which Joe received an Honorable Discharge, Joe returned home and applied to the Philadelphia Police Department. Joe was appointed to the Philadelphia Police Department on February 14, 1977; he was second generation police officer as his father was an active duty police officer at that time assigned to the 4 th Police District. Upon graduation from the Police Academy Joe was assigned to the 6 th Police District. Joe made Sergeant in September 1984 where he was assigned to the 15 th Police District and later Northeast Detective Division. In June 1986 Joe was promoted to Lieutenant serving in the 9 th Police District until February 1989 when he was assigned as Commanding Officer Police Liaison Unit Philadelphia Traffic Court. In June 1991 Joe was promoted to Captain. In 1993 Joe was transferred to the Command Inspections Bureau where served the remainder of his career, retiring in While in the Philadelphia Police Department Joe completed his Bachelor Degree Magna Cum Laude from Temple University in 1989 and earned his Law Degree from Temple University School of Law in At graduation Joe was awarded The Kranzel Award and The Lena Hale Award two of the Law School s most prestigious awards. In addition, Joe was honored by his law school classmates by their selection of him as the commencement speaker. While attending law school and serving as a captain in the police department Joe achieved an additional honor. In 1993 Joe was awarded a Fulbright Senior Scholarship in Police Studies. Joe completed research at the University of Exeter and received an assignment with the London Metropolitan Police Department to assist in reviewing their use of force policies. Joe retired from the Philadelphia Police Department in Upon retiring practiced law and taught criminal justice at various local colleges. In July 2009 Joe was appointed by the Governor as a judge in Philadelphia Municipal Court. Supreme Court Justice Seamus McCaffrey swore Joe in as a judge on July 7, 2009, the 11 th anniversary of his retirement from the Philadelphia Police Department. An active member in the community he grew up in, Joe volunteers his time to local civic and charitable organizations such as the Marine Corps Law Enforcement Foundation, The Law Enforcement Lions, The Philadelphia Special Olympics, and Self Help Movement, a drug an alcohol rehabilitation center where Joe proudly serves as President of the Board of Directors.
