Consultants must submit an original and six copies of each proposal Any request for clarification must be sent in writing, or by standard electronic communication to the NEPAD will respond in writing or by standard electronic mail and will send written copies of the response, including an explanation of the query without identifying the source of inquiry, to all consultants. 1. BACKGROUND The New Partnership for Africa s Development (NEPAD) is a socio-economic flagship programme of the African Union (AU). NEPAD s four primary objectives are to eradicate poverty, promote sustainable growth and development, integrate Africa in the world economy and accelerate the empowerment of women. TerrAfrica is an African-led partnership that was established in 2005 and aims at addressing land degradation in Africa by promoting scaled up, harmonized support for effective country-driven sustainable land and water management (SLWM) practices and interventions. Partners include 24 Sub-Saharan countries, the African Union, Regional Economic Communities, as well as development partners such as the UN bodies, the World Bank, EU, bilateral development partners and civil society. Partners collaborate on three main directions, at both national and international levels, which are: (1) coalition building and advocacy, (2) knowledge dissemination, and (3) and support to the preparation of scaled up SLM investments at country level. 2. OBJECTIVES The main objective of this assignment is to provide managed hosting solution service for TerrAfrica website and knowledge learning platform. 3. RESPONSIBILITIES The Consultant shall responsible for the following: - Hosting of the TerrAfrica website and TerrAfrica Learning/Knowledge Platform; - Migrate the site from Zaloni s servers to the new service provider s server (carried out once on instruction from the TerrAfrica Secretariat); - Provide System Administration Support; - Provide site maintenance (Bug fix & errors); - Upgrade software(s) to the latest version of the current release (core and all the related modules). This will be done periodically with proper downtime planned for the site; - Insure site availability worth guaranteed 99 % uptime.

DELIVERABLES - Migrate the site from Zaloni s servers to the new service provider s server (carried out once on instruction from the TerrAfrica Secretariat); (6 Weeks upon signing the contract) - Hosting of the TerrAfrica website and TerrAfrica Learning/Knowledge Platform;(Monthly basis) - Provide System Administration Support; (Monthly basis) - Provide site maintenance (Bug fix & errors); (Monthly basis) - Upgrade software(s) to the latest version of the current release (core and all the related modules). Creating instance for hosting new site or migrated site. 2. Installation and Configuration of Apache, MySQL, PHP, Tomcat etc. 3. Monitoring hosted sites and server health (Server load, Memory and swap usage, Disk space usage, and services). 4. Performance tuning of server to improve performance of hosted sites. 5. Log analysis. 6. Recovering server from crash and root cause analysis. 7. Coordinate with Cloud hosting provider to resolve server related issues. 8. Managing server security 9. Provide access to cpanel for easy configuration and administration of database, files. 10. Secure FTP access to site file folders B) Hosting: TerrAfrica Web Hosting will cover the following: 32GB buffered DDR3 RAM minimum High-performance, RAID 10-protected SSD storage Fully redundant 10-Gigabit networking From 4 32 vcpus Disk I/O scales with the number of data disks up to ~80,000 4K random read IOPS and ~70,000 4K random write IOPS. Single-tenant, dedicated server - 120GB flavor with no host contention. 15GB Performance 15GB RAM 4 vcpus 40GB SSD system disk 150GB SSD data disk 1,250Mb/s network bandwidth 24X7 automated monitoring Guarantee of % uptime

EVALUATION The Tender Board of the NEPAD Agency will evaluate the bids, using the cumulative analysis method. When using this weighted scoring method, the award of the contract should be made to the consultant whose offer receives the highest score out of a predetermined set of weighted technical and financial scores.
