Challenge: Requirements from Multiple Sources EO 12906: Federal guidance directing FGDC standards compliance FGDC EO & 13470: Designates NGA as the functional manager for GEOINT DoDD : NGA Charter (Jul09) DISDI Group GEOINT I&E Investment Review Board & DISDI Group DISDI Geospatial Metadata Profile (DGMP) Spatial Data Standard for Facilities, Infrastructure and Environment (SDSFIE) ISO-based, OGC compatible, conformal with GSIP and A-16, derived from I&E business requirements ESRI I&E User Group
Challenge: Defining IGI&S (example) G-2 OP GI&S G-3 Ranges G-4 GCSS-A G-6 IT Infrastructure NGA Imagery Installation Functional Operations Emergency Services Facilities / Engineering Real Property Master Planning Environment Construction Safety Security Information Systems Critical Infrastructure Training & Ranges USACE Parcels & Boundaries CHPPM Noise Roles Army Geospatial Information Officer (GIO) Mr. Burkhardt Appointed January 2008 G2 leads Intelligence GI&S (GeoINT) for Army (AR115-11) ACSIM leads Installation GI&S (IGI&S) for Army (AR ) Responsibilities Assistant Chief of Staff for Installation Management GIS policy and guidance Consolidation of geospatial data (portfolio management) & information systems Spatially enabling business databases / processes Cross-functional coordination & sharing for cost-effective GIS Installations (IMCOM / USAR / ARNG / AMC & other FOUs) Build Common Installation Picture & other priority data Leverage geospatial assets to perform installation management ESRI I&E User Group
Challenge: Knowing Ourselves, Knowing Our Neighbors Is IGI&S primarily an engineering tool? Is IGI&S primarily a planning tool? Joint Land Use Studies (JLUS) What sources used? Where does data go? Are all key players consulted? Are relationships sustained? Compatible Use Buffer Program Master Planning & BRAC projects ESRI I&E User Group
The Defense Installation Spatial Data Infrastructure Program: A Brief Retrospective 2005 Theme: Discovery (Col. Cullis) IGI&S Inventory, DISDI Portal 2006 Theme: Alignment (Col. Cullis/Col. 9 Thinking Strategically Why start with a Vision? The community needs to know what success looks like How do you use your Vision? Translate the Vision into goals & outcomes Establish Milestones Leading to Goal Achievement Establish Roles, Responsibilities, Tasks for Team Members Measure Performance Use Performance and Outcomes to Realign Vision Is there a master plan? Enterprise maturity models are useful o o o SOURCE: IBM Data Governance Council Maturity Model, October 2007 GAO s IT Investment Management Maturity Model Capability Maturity Models (e.g. IBM Data Governance Council Maturity Model) Geospatial Enterprise Integration Maturity Model ESRI I&E User Group
Steps to Leading Change Self Assessment 1) Establish a Sense of Urgency 2) Form a Powerful Guiding Coalition 3) Create a Vision 4) Communicate the Vision 5) Empower Others to Act 6) Plan for and Create Short-Term Wins 7) Consolidate Improvements, Produce Even More Change Urgency for standards is high I&E IRB and DISDI Group are functional, evolving DISDI Vision remains valid Under-communicating x5? DISDI Group is working RP Mapping, BEA, DISDI Portal2, SDSFIE 3.0 Pilot Implementations, MIRTA & DSL, Geo-enabling EL, DGMP 8) Institutionalize New Approaches SOURCE: Leading Change, J.Kotter, January 2007 IGI&S Guidance Memo, SIP established, increased staff ESRI I&E User Group
A 2009 Vision Statement for the Defense Installation Spatial Data Infrastructure (DISDI) To provide authoritative, cost-effective defense installation geospatial information and services for fact-based decision making across the DoD spectrum of operations. The DISDI comprises a federated mission capability of the people, policies, and practices necessary to acquire, steward, and share installation, environmental, and range geospatial data assets for defense, federal, and national goals. ESRI I&E User Group
DISDI Program FY10 Goals 1) Establish a Sense of Urgency 2) Form a Powerful Guiding Coalition 3) Create a Vision 4) Communicate the Vision 5) Empower Others to Act 6) Plan for and Create Short-Term Wins 7) Consolidate Improvements, Produce Even More Change 8) Institutionalize New Approaches Urgent need to implement standards I&E IRB and DISDI Group build on these, engage HQ staffs more Retain DISDI Vision Make messages, increase outreach Refine DISDI Group governance FY10 = SDSFIE Pilots, GV-ES, DISDI Portal2 & Metadata Portal RP Mapping, MIRTA & DSL, Geoenabling EL, DGMP strategy More IGI&S Guidance (OPSEC, SIP & metadata), SDSFIE Governance Process ESRI I&E User Group
DISDI Program Staff Alignment Karen Barnhouse (CTR) (400 Army Navy Drive Suite 206) New Product Development Research & Develop Authoritative Sources Data Cataloguing, Qualification, Publishing (vector) Cross-Service / Federal Data Sharing Rhett Rebold (CTR) (400 Army Navy Drive Suite 206) Outreach & Engagement (DoD / Federal) Aligning Requirements with IGI&S Capabilities Facilitate Geo-enabling enabling of Business Lines DISDI Calendar of Events Pat Easton (CTR) (AGC-IO) Imagery Acquisition Coordination Data Cataloguing, Qualification, Publishing (raster) Cross-Service/Federal Data Sharing Partnership Coordinator and Outreach Expose new RS products & Services Enterprise Integration Enterprise Requirements Management DISDI Enterprise Transformation Enterprise Alignment Costi Tudan (CTR) (400 Army Navy Drive Suite 206) Net-centric Implementation Strategy BEA Integration FEA Geospatial Profile Integration with the NSG Geospatial Visualization Enterprise Service DISDI Portal Geo-enabling enabling the I&E Business Lines IA/OPSEC Technical Support Geospatial Functional IRB Review Sam Hopper (CTR) (400 Army Navy Drive Suite 206) SDSFIE Governance Support DISDI Standards Integration and Outreach (NSG-Federal Federal-DoD) Metadata Standards Integration and Outreach (NSG-Federal Federal-DoD) Spatial Data Quality Guidance
Installation Geospatial Information and Services (IGI&S) Guidance What the Guidance Does Defines certain key terms Clarifies how strategies and standards will be coordinated Sets goals, requires Component-level plans Establishes SDSFIE and DISDI Geospatial Metadata Profile (DGMP) as enterprise standards Defines the IGI&S Capability Geospatial Information & Services (GI&S) tailored specifically to defense business requirements, systems, and processes Complimentary to, but different from GEOINT Defines geospatial feature according to the Business Enterprise Architecture (BEA) Signed by DUSD(I&E) 14 Apr 09 ESRI I&E User Group
Using Governance for Standards & Sharing I&E Investment Review Board (IRB) DBSMC Connecting People, Policies, and Programs ESRI I&E User Group
Burning Questions Authoritative Data, Authoritative Sources Is the data content managed by a subject matter expert in that business area? (i.e. GIS analysts are not the sole or best steward for all spatial data) Is the (geospatial) geometry accurate and in harmony with foundation geodata? (How to validate/qc) Are you using SDSFIE or other federal consensus standards? Are you ALWAYS making metadata? Are you turning project data into enterprise data? What emerging or future missions could benefit from GIS? Joint Basing UAV airspace management White Space awareness, management New generation of energy infrastructure ESRI I&E User Group
My Perspective NGA does not want to get into our business, but we must coordinate (standards, systems, etc.) The IGI&S Programs are the authoritative source for DoD installation GIS data SDSFIE and DGMP are my top priorities without standards, we have nothing Data handling & security is more critical than ever I am drafting guidance for DISDI Group review Real Property and critical infrastructure classification guidance will be a big influence Common Sense: If I didn t create it, I don t share it without permission Two of my mantras: Best Practices and business-driven requirements The DISDI Group is Working I love consensus! ESRI I&E User Group
