3 What is CAP? Who has adopted it? The Common Alert Protocol (CAP) was developed by the Partnership for Public Warning (PPW) for common usage worldwide. PPW consisted of its founder Dr. Peter Ward, 16 Trustees, and 350 members from industry, government and the general public all interested in improving warnings. OASIS (Organization for the Advancement of Structured Information Standards) adopted CAP XML standard for over 600 organizations and 100 countries after the Washington state CAP EAS system was demonstrated live in Geneva. FEMA and the FCC have both adopted and are now in the implementation stages for both CMAS and CAP EAS.

9 WA CAP and IPAWS WA CAP network monitoring will continue by all CAP capable broadcast stations per the SECC State EAS Plan. All broadcasters must also monitor the IPAWS ATOM feed for national alerts starting June 30, All WA CAP alerts originated with MyStateUSA will also be relayed to IPAWS to relay providing a third redundant path for EAS alerts to reach Washington broadcasters.

13 IPAWS/CMAS Access Approval WA has a Collaborative Operating Group (COG) agreement with the FEMA IPAWS office that covers the entire state and it s use of IPAWS approved MyStateUSA software. Training required is provided by MyStateUSA either on site, via webinar, or on line. Completion of the FEMA IS 247 Integrated Public Alert and Warning System course on line is also necessary for all activators.
14 Commercial Mobile Alert System (CMAS) CMAS will require third party software for activation by EOC s/911 Centers. MyStateUSA has successfully sent CMAS alerts to the IPAWS aggregator servers. IPAWS will sent MSU CMAS alerts to all participating cellular carriers for relay to the public.
15 FCC Fifth Report and Order Denies the use of Text to Speech (TTS) based upon the varying TTS software used by broadcaster receiving decoders. FEMA formally Petitioned the FCC for the use of TTS. WA SECC is applying for a TTS waiver based upon the success of the WA CAP system and it s use of lexicons in broadcaster decoders. WA SECC Waiver Petition will be submitted to FCC on April 13, Issue for WA centers: Denial will require both the typing of text for TV crawlers and the recording of a WAV file, which may also cause delays in issuing an alert.
16 CAP EAS Lessons Learned Cap Status field must be actual Polling instead of Static IP Group counties for RMT s by EAS LECC area. Broadcaster decoders are programmed to relay real alerts to all counties they broadcast to. Encoder programming templates were used statewide for the Sage units currently installed. (~120) Hot audio levels on decoders were adjusted in a statewide effort to balance audio levels. Original Lexicon files installed in SAGE units will be updatedperiodically by the SECC.
17 IPAWS Modernization Act HR3563 PURPOSE: To amend the Homeland Security Act of 2002 to direct the Secretary of Homeland Security to modernize and implement the national integrated public alert and warning system to disseminate homeland security information and other information, and for other purposes.
18 CAUSE CAP Experiment Washington State and British Columbia CAUSE Experiment in 2011 utilized the International Common Alerting Protocol (CAP) standard, approved by ITU T, to exchange alerts and geo metadata information between neighbors that have and will continue to send first responders to help each other when needed. Conducted between: WA Emergency Management Division utilizing MyStateUSA. British Columbia Emergency Management utilizing Multi Agency Situational Awareness System (MASAS).
19 Grant Funding for CAP Information on the 2012 Homeland Security Grant Program (HSGP) and the associated IPAWS 2012 HSGP Supplemental Guidance is provided to assist State, territorial, tribal, and local governments with preparing documentation for the acquisition of common alert protocol (CAP) compliant public alert and warning equipment, as well as training, exercise, and alert and warning outreach activities. Funding from the Homeland Security Grant Program, Tribal Homeland Security Grant Program (THSGP), the Interoperable Emergency Communications Grant Program (IECGP), and the Emergency Operations Center (EOC) Grant Program can be used to enhance existing or establish new alert and warning programs.
