3 General Description of Services Provided by NCJS Clearinghouse NCJS will become a clearinghouse for information that will advance the training and education of judges and other court personnel. This information will be made available through an enhanced NCJS web site. In particular, it will include the following: persons database, faculty/instructor database, courses database and calendar, organization database, and an online learning center and professional development resources. Detailed Breakdown of the Services and Their Intended Audiences The preliminary plan for the databases and the online learning opportunities is in the attached database plan. Detailed Time Frame for Implementation of the Databases and Enhanced Website End Date for Databases Completion and Website Enhancements Final date as identified in the AOJS II work plan: Person Responsible: IT: Ed Papps JE: Mary Fran Edwards JERITT: Maureen Conner NCJS: Counselor Ali Shakeeb Final deadlines for the databases and web site enhancements follow. Responsible individuals for the information analysis tasks and interim deadlines will be determined by NCJS and supplied to Maureen Conner and Mary Fran Edwards. NCJS will begin their analysis with the persons and organizations databases followed by the faculty/instructor databases; courses database and calendar; and electronic communication, which is tied to the persons database. They will simultaneously analyze their needs for the online learning center and professional development resources. They will begin with the case bank. To set the interim deadlines and assign responsible individuals as mentioned above, they will begin their analysis by using the preliminary draft database plan and the lists of tasks identified under each of the databases in this implementation plan. They will submit their final deadline for the analysis of the information and functionality needs related to the persons and organizations database by March 2. Their submission will list each task, the person responsible, and the completion deadline for that task. Once their plan is completed, submitted, and reviewed; they will begin their work. They will then submit similar plans for the remaining areas in consultation with AOJS II.
4 Persons Database Final Date: as identified in the AOJS II work plan Note: The information held in the persons and organizations databases will be reflected in the student history, judgefaculty/consultant/expert history, and some of the information will also be reflected in the programs database and calendar. Thus, decisions on the persons and organizations should be made first as they relate to the databases. List of all student audience types by official job classification List of all court types List of all prosecutor office types (note: judges were previously prosecutors) List of governorates and abbreviations List of schools of advanced education List of formal advanced degrees (i.e. associates, bachelors, masters, doctorate, Juris Doctorate, LLM, etc.) List of student personal contact information (see database plan for fields) List of committee assignments and other pertinent assignments Obtain information related to job assignments, rotations, etc. for employment history (see database plan for fields) Assess whether the inspection office records and new automation system plans and NCJS information needs and new automation system plans can be developed to share official information related to organizational contact information; personal contact information; work history, including rotation history; and date of hire, date and type of promotions, date and type of transfer, date of retirement, and/or date of discharge. Set priorities about the most important information needs related to past student records and determine how much of the information to locate and place in student record fields Payments students received when they attended courses Student publications and recognitions Identify secured areas and who will have access permissions
5 Analysis of specific information needs, flow of information, and uses of information, including intervals of frequency of use Based on the outcome of the information analysis, provide new/altered information needs via lists or forms that demonstrate the information fields, appearance, functionality, and desired levels of security. Meet on the new/altered information needs with Maureen, Ed Papps, Mary Fran Edwards, Nadia Magdy, and Anna Ghonim. Discuss secured web-based data entry that would allow (1) individuals in the database to update their own information and/or (2) designated employees who could update the records from specified offices across the country. When updates are entered, NCJS staff would approve the updates before the information would be placed in the database. Organizations Database Final Date: as identified in the AOJS II work plan (Note: Most of the information in the organizations database will be populated from the organization information collected for the persons database. Important organizations that are not connected to individuals in the persons database should be identified and added to the organizations database.) List of courts and prosecutor offices with contact information (see database plan for fields) List of other pertinent organizations and departments with which judiciary would have contact, including contact information (see database plan for fields) Judge Faculty/Consultant/Expert Database Final Date: as identified in the AOJS II work plan Note: The judge faculty/consultant/expert database will reflect judge faculty, consultants, and experts who either teach or work on education and training programs, research, publications, etc. Analysis of specific information needs, flow of information, and uses of information, including intervals and frequency of use for information on judge faculty, consultants, and experts Based on the outcome of the information analysis, provide new/altered information needs via lists or forms that demonstrate the information fields, appearance, functionality, and desired levels of security. Meet on the new/altered information needs with Maureen, Ed Papps, Mary Fran Edwards, Nadia Magdy, and Anna Ghonim.
6 Identify and list previous and current judge faculty, consultants, and experts; including what courses they taught and when, which topics in the courses, and for how many hours (see database plan for fields) Identify subject matter codes for programs Identify fees or honorariums paid to each judge faculty, consultant, and expert by course and/or topic not including per diem and travel costs Identify judge faculty, consultant, and expert publications and recognitions Obtain current biography and vita for judge faculty/consultant/expert Evaluation results Completion of TOT Course (yes) (no) date Identify secured areas and who will have access permissions Database and Calendar Final Date: as identified in the AOJS II work plan Analysis of specific information needs, flow of information, and uses of information, including intervals and frequency of use for information on judge faculty, consultants, and experts Based on the outcome of the information analysis, provide new/altered information needs via lists or forms that demonstrate the information fields, appearance, functionality, and desired levels of security. Identify past course information and associated materials and evaluations for inclusion (see database plan for fields) Develop new curriculum architecture and identify courses for judges List judge courses and others in the courses database and in the calendar Identify specific information fields for the courses database and calendar Determine course announcement information for calendar Review current paper and online registration system for migration to new system and make field adjustments as needed
7 Identify secured areas and who will have access permissions Online Learning Center and Professional Development Resources Final Date: as identified in the AOJS II work plan Electronic Library: Categorize, code, and abstract library holdings; establishing lending library system; place electronic holdings on web site Electronic Case Bank: Review current information in the access database for migration to new system, scan case bank for online placement, and code case bank materials based on subject matter codes Court of Cassation Opinions: When opinions are made electronic place on web site (Note: placement will likely be under the Legal Research and Resources Section) Electronic Training Publications, Electronic Documents, and Electronic Journals of Interest that are Considered Timely or of Lasting Value: Identify items for inclusion in this area, identify subject matter codes, and place on the web site Online learning: Research classroom management software for online learning. Place other self-paced courses and programs on web site Legal Research: Identify most needed resources and link to the web site Links to Government Agencies, NGOs, etc. of Interest: Compile the list, describe their services, place them in categories, and hyperlink them to the web site Arab Country Judicial Study Centers: Compile the list of centers including contact information hyperlink them to web site and/or place them in the organizations database JERITT Project: Determine who will be the contact person for NCJS and put that information in the person and organizations database. Determine if NCJS programs will be reported to JERITT s program database (Note: must identify which areas for the online learning center will be secured) Electronic Communications Final Date: as identified in the AOJS II work plan
8 Develop electronic communications groups for program announcements, etc by position classification, court type, faculty group etc. Electronic communications plan should be developed based on what information/documents are to be communicated and to whom. To operate the electronic communications, must have persons name and address. Electronic communications will be secure by virtue of who is in the group. Develop document sharing group lists to include group name, group member names and their addresses. The shared groups would include read only, read and comment, and read and change. Investigate the feature where a document could be posted in a secured place on the web and individuals can work on it simultaneously and in real time. Plan for Continued JERITT Advisory Involvement KEY: MEC (Maureen Conner, MSU); JF (John Forsberg, MSU); JE staff (Mary Fran, Anna Ghonim, and/or Nadia Magdy); IT staff (Ed Papps, Usama Emam, Mohsen Moftah, JIC staff, and/or the Egyptian IT company); NCJS (Counselor Ali Shakeeb and his designates) MEC/JF: Preliminary database plan is reviewed by John Forsberg. All necessary adjustments are made and returned to Ed Papps and Mary Fran. MEC/JE staff/ncjs: Assignment of deadlines for each of the subtasks listed under the Detailed Time Frame for Implementation of the Databases and Enhanced Website section above. MEC: Research classroom management software and electronic communications options and send information to Ed Papps. MEC/JE staff/ncjs: Meet or consult with a user group (which includes AOJS II judicial education staff) to identify and outline specific information needs and how the information will be used for each database, electronic communications, and online resources. Results from this process will provide the final data information fields and flow of information, which will be used by IT to complete the database/web site scope document. MEC/JE staff/ncjs: Assess needs for data reports including identifying what information is needed, by whom, for what purposes, and when. Determine format for displaying information and whether some or all of it needs to be of publication quality. MEC/JF/IT staff: Review data report needs and discuss with IT for inclusion in database/web site scope document. MEC/NCJS/JE staff: Determine database and web site administration needs identify the persons who will be inputting, managing, analyzing, and monitoring the databases and website.
9 MEC/NCJS/JE staff: Assist with developing a staffing plan for the database and website. MEC/JF/IT staff: Develop technical specifications for administration of database and web site. MEC/JE staff: Assist with developing data entry protocols and subsequent training on the protocols. MEC/JE staff/ncjs: Identify data entry priorities. JF/IT staff: Review, comment, and/or guide the development of the database/website scope document. JF/IT staff: Ongoing consultation regarding database and website design and programming. MEC/IT staff/ncjs: Determine roll-out dates for new databases and web site features. MEC/JF/IT staff: Develop a reporting instrument for users to complete during the pilot testing of the databases and web site. MEC/JE staff: Assist with the development of coding and classification structures. MEC/JF/NCJS/IT staff/je staff: Monitor, assess, and make recommendations about database and website enhancements.
