1 Christchurch Boat Moorings & Storage Christchurch Harbour Boat Moorings Location Christchurch Harbour is set midway between the Solent and Poole Harbour and provides access to one of the most popular areas for boating on the south coast. The harbour captures the River Avon and River Stour. Christchurch Borough Council leases the whole of the lower harbour and provides moorings on an annual basis from 1 December through to 15 November each year. Harbour Approach and Entrance Approach Boats with a draught in excess of about 3ft 6 inches (1.09m) may experience difficulty both entering and leaving, subsequently local knowledge is useful. The channel is marked by red and green buoys which are repositioned by local fisherman when necessary but their accuracy cannot be guaranteed. Entrance At the downstream end of the Mudeford Quay there are two vertical green lights which mark the shoreward end of the channel where it joins the entrance known as 'The Run'. 'The Run' itself is deeper water but can become congested at peak times during the summer. In addition, on an ebb tide the flow of water can run at up to eight knots, slightly less on the flood. Once inside the harbour the main channel is adequately marked by buoys, positioned by the Harbour Association, but is in places, shallower than the entrance channel. This channel is quite narrow and any deviations from it will result in running aground. Hengistbury Head : Trot Moorings, South-East of the Harbour Christchurch Borough Council maintain 61 trot line moorings on the south-east side of the harbour, 12 of which are suitable for boats up to 30ft (9.14m) and the remainder for boats up to 25ft (7.62m) Arranged in lines, chained from harbour bed to buoy. All are swinging moorings, except for the multihull moorings, where the boats are tethered fore and aft. This area has some shelter from Hengistbury Head, and the waters rarely dry out, therefore a dinghy/tender is required for access. There is no vehicle access to this side of the harbour. A dinghy park is available at additional cost for tenders on Mudeford Quay along with the Pay and Display car parking facilities. The licence does not include any right to car parking.
2 Mudeford : Self-Laid Moorings, North-East of the Harbour Christchurch Borough Council operates up to 100 licences for annual self-laid moorings. These are in the north-eastern portion of the harbour, bounded to the west by Royalty Fishing marks and to the east by Mudeford Quay. The issue of a mooring licence entitles the holder to lay and maintain a mooring in this area, in a location defined by the Council. As the name indicates the mooring holder is responsible for laying their own holding tackle and buoy at their own cost. The boat is tied to a buoy, which is itself attached via a chain and riser to a weight on the sea bed. This arrangement allows the craft to swing so that it will head into the wind or the tide, whichever is the stronger. As the tidal range is only 3ft (0.91m) to 4ft (1.22m) on medium tides, boats drawing more than 2ft 6 inches (0.79m) are restricted and therefore not suitable for these moorings. In this mooring area, the harbour generally dries when the tide is out, and your boat will sit in the mud until the following tide. It is essential therefore, that all craft which moor in this part of the harbour must be able to rest on the mud flats at low tide e.g. bilge keels. Naturally you will not be able to use your boat until the next tide is in. Also the north-eastern area of the harbour is exposed to west and south westerly winds and moorings should be laid with due regard to those already in place to avoid fouling and collisions. Past experience has highlighted that adverse weather conditions, such as wind and tide, can cause a number of self-lay moorings to drag so you must make sure that the mooring tackle is sufficient for the job. If you are unsure about how to lay moorings and tackle, there are local businesses that can provide labour and equipment. If the licence is not renewed at the end of the season it is the responsibility of the licensee to remove all ground tackle from the harbour bed. Mooring Fees Mooring fees from 1 December 2015 to 15 November 2016 are detailed below. 3 Points to note about Christchurch Harbour Moorings Use of all moorings is subject to certain licence conditions and local bye-laws. All craft must have marine insurance certificate showing cover for not less than 1million Public Liability Indemnity. No licence will be granted without proof of adequate insurance. Self-laid moorings must be laid within the designated area, and must not obstruct any navigation channel or be within 100m of the dinghy park hard at high water. If the craft drifts into an unauthorised area or mooring, it may be removed and charges are passed to the boat owner. Only the boat specified (or a tender) may be left on the mooring, which may not be sub-let to another user. The responsibility for installation and maintenance of Self-laid mooring tackle is entirely that of the licensee. If the Self-laid licence is not renewed at the end of the season it is the responsibility of the licensee to remove all ground tackles from the harbour bed. Buoyage within the harbour and at the harbour entrance is provided by the Christchurch Harbour Association. A small levy of is included within each mooring fee and passed on to the association to cover this cost. The Council does not operate any bank side or pontoon moorings in any of the mooring areas or on the river. Moorings are not restricted to Christchurch Borough residents, and moorings holders are drawn from a much larger area. Please make sure that your boat is suitable for the mooring location specified. It is advisable to visit the intended mooring at both low and high tides. The Council does not guarantee the suitability of the mooring to your boat. Winter Boat Park A parking facility is available for boats, up to 28ft (8.54m), within a fenced area of hard standing at Mayor s Mead Car Park, Christchurch, BH23 1NY. The Winter Boat Park is open to the public from 1 October 2015 to 1 April This facility is available to owners of boats that can be brought into the park by road trailer. Vehicles, tenders and launching trolleys are not permitted to be stored in the park. All boats are stored at their owners risk and must be covered by a valid marine insurance policy providing at least 1M public liability indemnity. Once the boat is in place it can be hazardous to try and remove it, therefore boats cannot be removed until the end of March. Boats remaining after the end of March will be removed by the council at the owner s expense. Winter Boat Park Fees Charges (per boat space) are detailed below. These prices include VAT at 20%. 4 Mudeford Quay Dinghy Park Christchurch Borough Council provide a hard standing dinghy park facility for approximately 200 sailing dinghies and tenders at Mudeford Quay, Christchurch, BH23 4AB. The facility is available for dinghies, both Monohulls up to 15ft (4.6m) and 14 Multihulls. Licences run from 1 November 2015 to 16 October Launching trailers are permitted but not road trailers. All boat owners must provide valid marine insurance, including a minimum 1M public liability indemnity. The dinghy park is open to all; it is not necessary to have a mooring. There is no fee reduction for dinghy spaces taken up part way through the licence period, except after the 1 August. Dinghy Park Fees Charges (per boat space) are detailed below. These prices include VAT at 20%. Location within Dinghy Park Price Row B to H (Monohulls) Row I (Multihulls) A discount of 6% is offered to qualifying Christchurch residents* at licence renewal only (not on initial application) and who pay in full within a specified timescale. Completed and signed licence application form. Appropriate fee (cheques made payable to Christchurch Borough Council). Current marine insurance certificate showing cover to include 1M public liability indemnity, the name of the insured person, the name and/or description of the boat and the geographical limits covered. Colour photograph or print out of boat. *Qualifying Residents In order to qualify for Christchurch Residents discount, the licensee must be registered as a person who is liable for the payment of full Council Tax on the property in which they live within the Borough of Christchurch AND be the person whose name appears on the Electoral Register for the Borough of Christchurch at that address. 5 Additional Information Car Parking Pay and Display car parking facilities and access to a public slipway are available on Mudeford Quay. The licence does not include any right to car parking on Mudeford Quay. Public Slipways Mudeford Quay Lower Harbour (seasonal charges may apply) Mayor s Mead at Quomps River Stour Bridge Street (outside Civic Offices) River Avon Argyle Road Stanpit Creek (no parking nearby) Mudeford Quay and Mayor s Mead have both vehicle and trailer park facilities. Bridge Street only has vehicle park facilities, but trailers can be parked in the Leisure Centre car park. All users are requested not to rig and de-rig on slipways as this impedes flow of traffic during busy periods. Slipway Fees (Mudeford Quay) Daily charges are detailed below.
