The following position is established in the GENERAL SERVICES PROGRAMME OFFICE, Ammunition Support Branch, Technical Projects Section, at NAMSA, (duty station: Turkey): LG-62 - Technical Officer (Surveillance) - Grade A This position is limited to the duration of the Turkey Border Mine Clearance and Physical Security System Projects. These projects are expected to follow a five year time-line. Consequently, the incumbent of the post will be offered a definite duration contract to reflect this status; his/her contract will be formally terminated at the completion of the projects. 3. Hewitt NAMSA : GENERAL SERVICES PROGRAMME OFFICE, Ammunition Support Branch, Technical Projects Section : Technical Officer (Surveillance) GRADE : A-2 RESPONSIBILITIES : The incumbent is responsible to the Project Manager through the Project Coordinator (Surveillance) for providing technical support of the assigned surveillance projects. More precisely, he/she is responsible for performing the following functions: General Responsibilities: - Assisting in the development, management and implementation of large surveillance projects. - Undertaking technical investigations and research required for the preparation of reports and analyses in support of existing (or proposed) projects. - Preparing Statements of Work (SOWs) which fully define the services requested including definition of technical contractual requirements and evaluating contractor proposals. - Coordinating and monitoring activities involving national organic elements and contractor(s), with special care to: transportation, delivery and pick-up of items; strict observance of inputoutput schedules; contractor claims for excusable delays; and customer Discrepancy Reports (DRs). - Assisting in ensuring adherence to Standard Operating Procedures (SOPs) for surveillance. - Assisting in the coordination and maintenance of project income and expenditure accounts. - Assisting in evaluating contractors performance including quality assurance for surveillance activities in country and proposing corrective action as required. - Assisting in the preparation of periodic and end of project reports for the assigned projects. - Participating in meetings and conferences as required. - Performing Travel on Duty (TDY) as required. - Performing other related functions as required in peacetime and any other appropriate functions assigned in times of crisis or war. - In the event of crisis or war the incumbent will, subject to the agreement of his/her national authorities, remain in the service of NAMSA. QUALIFICATIONS REQUIRED: General Qualifications: - University degree (preferable in electronics) or equivalent education. - Not less than five years practical experience in technical positions related to surveillance projects. - Formal training in electronics. - Knowledge of applicable standards and policies. - Experience in project management. - Practical experience in technical and contractual requirements. - Knowledge of information systems at end-user level with experience in using personal computers and software packages. - Good knowledge of one of the two official NATO languages and working knowledge of the other. - A "NATO SECRET" security clearance. Specific Qualifications: - Very good knowledge of various surveillance systems, sensors and communications equipment. - Practical experience in transforming operational requirements into tender documentation for a variety of electronic systems. - Practical experience in developing follow-on logistic support requirements for a variety of electronic systems. - Ability to express himself/herself orally and in writing.
