These services offer a broad range of services, solutions to fulfill the majority of Component and departmental IT services needs. The scope and provisions of the EAGLE contracts were designed to be capable of fulfilling 80-90% of the Department s IT-service related requirements. Performance Base Contracting is the preferred method of contracting for these services (As required by FAR 37.102). EAGLE is mandatory for consideration. Services Overview EAGLE contracts cover a full range of services, technical and management expertise, and solution-related enabling products to meet DHS IT requirements. The services cover five comprehensive functional categories (FCs): FC1 Infrastructure Engineering Design, Development, Implementation and Integration FC2 Operations and Maintenance FC3 Independent Test, Validation, Verification, and Evaluation FC4 Software Development FC5 Management Support Services There are two prime contractor groupings: small businesses, eligible to compete for all task orders; large businesses, eligible to compete only on solicitations issued on an unrestricted basis, such as a small business set-aside. Periods of Performance Two types of contract period of performances have been identified. The contracts have a fiveyear base period of with two, one-year option periods. For large businesses, contract will end June 27, 2013; small businesses end September 25, 2013. FIRSTSOURCE Eleven IT commodity vendors were selected to represent FirstSource. The FirstSource initiative is a multiple-award, indefinite delivery/indefinite quantity (IDIQ) contract vehicle, specifically designed as the preferred source to acquire information technology (IT) products that are required to meet the vast majority of the DHS enterprise infrastructure needs. The FirstSource contracts are available to DHS and all Components, and any other federal agency whose work is deemed mission-related to DHS programs or projects. FirstSource is a February 19, 2010 Page 4

complementary program to the Enterprise Acquisition Gateway for Leading Edge Solutions (EAGLE) IT services contracts. The contracts that have been awarded are mandatory-for-consideration throughout DHS, and have all been awarded as a small business set-aside. The contract will end February 6, 2012. Products Covered FirstSource provides DHS with access to contractors commercial catalogs, which offer a full array of IT commodity products available in the commercial marketplace from multiple original equipment manufacturers, producers, and suppliers. The FirstSource contracts also offer associated IT services. These services include, but are not limited to: Configuration consulting and design Systems integration Installation of multi-vendor equipment Customization of hardware and software Training Product technical support Product maintenance End-user support DHS EAGLE II The Department of Homeland Security plans to issue a draft solicitation for its $45 billion Eagle II procurement by the end of March 2010. The multiple-award contract will replace the first Enterprise Acquisition Gateway for Leading Edge Solutions contract, known as Eagle. Eagle II will consist of two contracts a small business contract and one that is unrestricted. Industry has assisted in the development of the Eagle II solicitation by responding to two requests for information. DHS officials are now meeting to determine what strategies will be used.
