What is the EMPower initiative? EMPower Breastfeeding: Enhancing Maternity Practices (EMPower) is a multi-year initiative funded by CDC/DNPAO to support hospitalbased quality improvement focusing on maternity practices leading to Baby-Friendly USA Designation. The initiative is based on the Ten Steps to Successful Breastfeeding, as defined by the World Health Organization (WHO) and UNICEF. Funded by contract # HHSD2002013M53890B/200-2014-F-60917

Carolina Global Breastfeeding Institute The Carolina Global Breastfeeding Institute s vision is a world in which all mothers will be enabled to give every child the best start in life through optimal breastfeeding and related reproductive health including adequate birth spacing and healthy birth practices. Center for Public Health Quality The Center for Public Health Quality (CPHQ) is a national leader in quality improvement (QI) for public health organizations. Collaborate with local, state, and national partners to transform the public health system to foster and support continuous quality improvement Provide a continuum of basic to advanced QI training programs and technical assistance with a primary focus on developing QI capacity to improve the efficacy and efficiency of programs and services ROLE: Serve as hospital QI experts for the EMPower initiative. www.centerforpublichealthquality.org 8
Baby-Friendly USA, Inc. Baby-Friendly USA (BFUSA) is the accrediting body and the national authority for the Baby-Friendly Hospital Initiative (BFHI) in the United States. In this capacity, BFUSA is responsible for coordinating and conducting all of the activities necessary to confer the Baby- Friendly designation. ROLE: Provide BFUSA training to project technical staff and guidance throughout the designation process. www.babyfriendlyusa.org 9
Overall Approach Offer breastfeeding (BF) and quality improvement (QI) technical assistance tailored to each hospital. BF/QI coaches assigned to each hospital throughout the designation process. Share costs with hospitals for trainings and select BFUSA designation fees. Implement rigorous evaluation design and ongoing monitoring for continuous quality improvement.
EMPower Initiative Key Tasks RECRUIT: Recruit and enroll 100 hospitals seeking BFUSA designation. SUPPORT: Provide technical assistance in quality improvement techniques and training in the Ten Steps to hospitals to facilitate BFUSA designation process. EVALUATE: Monitor implementation and evaluate effectiveness of training and technical assistance strategies.
Key Task: Recruit Hospitals GOAL: Enroll 100 hospitals to participate in initiative Work collaboratively with partners and stakeholders to identify hospitals, remaining cognizant of complementary efforts Conduct outreach to hospitals through recruitment webinars Review applications and establish MOUs with selected hospitals

Key Task: Support Hospitals GOAL: Facilitate Baby-Friendly USA Designation through comprehensive training and technical assistance Conduct first site visit to review mpinc survey(s) and self appraisal to develop hospital specific change package Hold regular webinars and annual site visits to support hospitals through the designation process Develop change packages and data collection plans in collaboration with hospitals to assist in monitoring progress Share in training and BFUSA designation fee costs.
Key Task: Evaluate Progress GOAL: Evaluate technical assistance provided by BF/QI coaches and monitor hospital progress Collect data during site visits and as part of implementing change package Share feedback with hospitals on a regular basis Summarize best practices in achieving Baby-Friendly USA designation
How Can Partners Help? Disseminate EMPower website and hospital webinar information to networks, including breastfeeding champions and directly to hospital contacts Actively encourage hospital participation Encourage interested hospitals to: Attend informational webinars or listen to recordings Start the application process early to ensure completion before the deadline Begin getting buy-in from hospital administration Begin locating mpinc full report
State-Level Recognition for Ten Steps The EMPower Breastfeeding Initiative is designed to complement any state programs that recognize progress toward achievement of the Ten Steps Hospitals that are enrolled in a state-level initiative are still eligible to apply for participation in EMPower.
