Additionally, Piqua High School is the district hub to our ISP and our district s other connected buildings. One of the goals of this project is to provide the necessary network infrastructure to support additional Internet bandwidth into the district. Additionally, this upgrade is necessary to deliver that bandwidth through the building network to the existing wireless access points. 2.2 Background: Piqua High School and Piqua Junior High School are currently connected by district owned multimode fiber between the two buildings. The network connection between our wiring closets and our buildings is currently running at 1 GB. The core network switch was placed into service in 2003. Also connected to Piqua High School are three elementary buildings, our Administrative office and Alexander Stadium. The current network equipment and infrastructure is not providing the necessary support required to support the district s 3,700 students and staff members. 2.3 Current environment: Piqua City Schools is currently using Cisco Network equipment and Ruckus Wireless access points in our district. Through a building project, the district is in the process of constructing three new elementary buildings. This building project has provided upgraded network and wireless equipment for the three new buildings and the district is not planning any further upgrades to those buildings at this time. The district has made a major investment in mobile devices over the last two years and this is one of the reasons we are needing to upgrade our existing High School and Junior High Schools. 1 P a g e
Section 3 Equipment and services to provide to district: 3.1 Preferred equipment: The preferred equipment brand is Cisco. However, equivalent or superior equipment may be quoted and will be considered. Any brands and models specified in the Required Equipment List below is included in order to establish the level of quality and/or feature set being sought. If you are proposing equipment other than Cisco or models other than the models listed, please include documentation demonstrating that the proposed equipment is equivalent or superior to the listed equipment. Please include a statement with your quote indicating the level of partnership your organization has with the original equipment manufacturer being proposed. Additionally, please include the certifications that the technicians have who will be performing the installation/configuration of the equipment that will be installed. 3.2 Router: Cisco ASR 1000X Router including the necessary software to support conditional routing and BGP for load balancing up to two ISP connections for additional bandwidth. All necessary cables for connection to two ISPs (GB Ethernet) and network core needs to be included. Also, all necessary power cables and rack mounting equipment for two post rack. This equipment will need to be installed in PHS room 204 (MDF-204). Buildings / wiring closets and equipment required: 3.3 Piqua High School: Piqua High School has four wiring closets, MDF-204, IDF-120, IDF-304A and IDF- 510A. The demarcation point for our connections to our other buildings and to our ISP is in MDF-204. The district will be responsible for providing the installing vendor with IP ranges, VLANs, copies of current network switch configurations and building maps. Each building has multiple VLANs, including wireless (student, staff, and district), data, VOIP, security and management. The vendor will be responsible for duplicating/enhancing this structure on the equipment that they are providing. The district currently has two Internet service providers for additional bandwidth. Those connections are currently setup for load balancing through conditional routing based on source address. All existing functionality must be duplicated/enhanced. Existing switch configurations will be made available to the installing vendor. Existing network switches used to maintain the necessary port count for district equipment will need to be connected to the core switch or aggregation switches in each wiring closet. A database of those switches will be included with this document. Any necessary configuration changes to those switches to allow connection to the new equipment must be included in your quote. 3.7 Documentation: Full documentation of the completed project is required. This includes detailed drawings with equipment locations, models and assigned management IP numbers. 3.8 Fiber patch cables, SFP and SFP+ modules: All necessary fiber patch cables, SFP and SFP+ modules must be included in the quote. Connections between closets will be 50u multimode fiber terminated with SC connectors. The connection between Piqua High School and Piqua Junior High School will be over single mode fiber, also terminated with SC connectors. 4 P a g e
Section 4: Requirements of Piqua City Schools RFP 4.1 E-Rate program: Piqua City Schools wishes to take advantage of E-Rate funding discounts. The successful bidder(s) will be responsible for qualifying in the Federal E-Rate program. Items not eligible for E-Rate shall be itemized in the bid. PCS will pay the vendor using district funds for these non-eligible E-Rate purchases. Prices must be held firm for the duration of the E-Rate 2015-2016 fiscal year ending or until all work associated with the project is complete (including any SLD approved extensions), whichever is later. These projects and services depend on partial funding from the E-rate program. Applicant expects each Service Provider to make themselves thoroughly familiar with any rules or regulations regarding the E-rate program. All contracts entered into as a result of this RFP will be contingent upon the specific funding of the FRN at the percentage rate submitted for. NO billing or work can take place before the allowable date established by the E-Rate program for the E-Rate 2015-2016 fiscal year. In the event of questions during the E-Rate audit process, the successful vendor is expected to reply within 3 days to questions associated with their proposal. The contractor is responsible for providing a valid SPIN (Service Provider Identification Number) at the time the bid is submitted The contractor is responsible for providing an FCC Registration Number (FRN) with their proposal. Any potential bidder found to be in Red-Light Status will be disqualified from participation in the bidding process and will be considered non-responsive. All work is subject to the 100% approval of the project or purchase by the FCC under the E-rate discount program of the Telecommunications Act of 1996. No change orders will be allowed for the work resulting from this posting, without prior district approval. The Service Provider will be required to send copies of all forms and invoices submitted to SLD prior to invoicing the SLD to the District for our records. Failure to follow the above criteria and requirements may be considered grounds for disqualification. 4.2 Equipment: All equipment must be new, unused, unopened in its original packaging, with all original packaging materials included. Original protective wrapping, if any, must be intact. Original manufacturer's warranty must be included and valid. 4.3 Current technology: All equipment supplied must be currently available technology from the manufacturer. No discontinued equipment may be quoted or installed. No used, remanufactured or refurbished equipment will be considered. All equipment must have the manufacturer s most up to date firmware and software installed. All necessary software licenses must be included. 5 P a g e
Section 5: References 5.1 References: Respondents are required to submit a minimum of five (5) performance references from clients of similar size and scope of service. The district prefers school references, but any client reference will be accepted. The reference should include the name of the primary contact, the name of the company, telephone number, email address and a general description of the services provided. Section 6: Evaluation Criteria: The following evaluation criteria will be used. The final weight attributed to each criterion will be determined prior to the evaluation of responses. Price will be the single heaviest weighted factor. With the exception of Price, criteria listed below are not necessarily listed based on their weighted value.
