1.0 Scope: Vendor is required to supply install and commission Telepresence grade Video Conference (VC) Equipment complying with "Minimum Technical Specifications" given in this document along with software with licenses, accessories including cabling and necessary hard-copy documentation and manuals at Nuclear Fuel Complex. Vendor is also required to provide training to the staff for operation and preliminary diagnostic/maintenance of equipment and also provide on-site warranty for equipment for three years and additional 3 years comprehensive AMC. The VC Equipment are to be installed at two Sites with-in NFC, Hyderabad.. The vendor has to ensure all accessories including signal/network cabling required for commissioning are quoted and supplied at each site. 2.0 Site Status and Site Visit: Out of two locations, one location already has VC Equipment which needs to be replaced. At both the locations vendor has to integrate VC Equipment in existing meeting rooms. Vendor shall survey the sites before submitting quote to estimate cable lengths, position of Visual Display Unit (VDU) / Camera etc. and must provide site survey report indicating scope of NFC. Request for site visit shall be made at least five working days before tender opening date. Site visit before tender opening is mandatory. 3.0 Eligibility Criterion: Vendor shall be authorized by OEM for supply and providing Warranty / AMC Service Support. Vendor shall have Authorized Service Support Center at Hyderabad capable to provide all support required to maintain the equipment during warranty and post warranty. The vendor shall have supplied, installed & commissioned one or more setups at a single site of same make & model (at least same family model) equipment being offered within last three years to Central or State Government Unit, Public Sector Undertaking or Nationalized Banks. Following Document shall be submitted along with their offer else vendor will be considered ineligible and their offer will be ignored. OEM authorization indicating that they are authorized to supply and authorized for providing AMC / Warranty Service Support. The authorization shall be valid as on date of tender opening. Address of Vendor site located within Hyderabad for warranty / AMC service support for Video Conferencing Equipment and willingness of Vendor to allow it to be inspected by NFC staff. Copy of previous order placed on vendor for supply, installation and commissioning (in a single order) of Video Conferencing Equipment of same family / model, dated with-in three years of tender opening date, placed by any
4.0 Training: Central or State Government Unit, Public Sector Undertaking or Nationalized Banks. Satisfactory certificate from same customer also shall be enclosed with current contact person details (Name, Designation and email, phone number etc.) at customer site. Vendor shall provide 3 days training at site for operation of equipment and also preliminary diagnostic / maintenance to staff of NFC already involved in operation and maintenance of Existing VC Equipment. The number of such staff to be trained is eight persons. 5.0 Annual Maintenance Contract (AMC): a) Comprehensive Annual Maintenance Contract will start after completion of three years OEM Warranty. b) Vendor has to quote AMC Charges for three years. c) Payment ( one third of the quoted value)will be made annually after successful completion of that year. 6.0 Other Terms and Condition: The equipment shall not be declared "END OF SALE" by OEM and shall be supported for at least six year from date of commissioning. All equipment shall be IPv6 Ready. Mixing of Equipment from different OEM is not acceptable except for PC, UPS, VDU and Equipment Rack. Vendor shall deploy certified engineer, by OEM at site for installation activity once order is placed. Vendor shall quote for all items and quantity indicated. Order will be placed on lowest aggregate offer meeting eligibility criterion and minimum technical specification. Vendor has to provide compliance statement with respect to minimum technical specification and their offer. Vendor shall be willing to supply, install and commission all systems with in 90 days from date of PO placement.

Both Picture in Picture (PIP) and side by side layouts on single screen. 5 Video Inputs The unit should have minimum three (3) video inputs as follows: 1 video Input for main HD camera 1 video input for PC / Laptop 1 aux video input to connect document camera Deviations, if any 6 Video Outputs The unit should have minimum three (3) video outputs as follows: 1 video output for main monitor HD 1 video output for second monitor HD 1 aux video out to connect to DVR / encoder 7 Live Video Resolutions following video resolutions: CIF, 4CIF, SIF, 4SIF, 720p (@30fps and @ 60fps) and 1080p (@30fps) etc.
8 Audio Standards The unit should support following ITU standard: G.711, G.722, G.722.1, G.728, MPEG4 AAC-LD or Siren 14 or equivalent / higher standard to be supported. 9 Audio Features The unit should support: Audio Error concealment Should have Automatic gain Control (AGC) feature Must have automatic noise reduction feature and Echo canceller. Active Lip Synchronization 10 Audio Inputs The unit should have support minimum 2 audio inputs as follows : 1 microphones 1x SPDIF/ RCA 11 Microphone The unit should support: 1 number of Omni directional microphone with 360 degree pick up. Initial requirement is one microphone but system should have capability to connect minimum two (2) microphones 12 Audio Outputs The unit should have minimum audio outputs as follows 1 x HDMI / RCA for main audio 1 x SPDIF / RCA for any other auxiliary purpose 13 Video Frame Rates The system must support the following frame rates: 720p @30fps and 60fps 1080p @30fps 14 Dual Stream The system must support: Dual Stream i.e. must be capable of carrying video and presentations simultaneously. Tele-presence grade Video Conference Equipment for Site 2: Specifications are same for both Sites but Site 2 shall be supplied with dual camera (instead of one) and two microphones (instead of one) and without any VDU. Also it shall be integrated with existing audio system and existing VDUs of the meeting room. Vendor may supply quality grade HDMI signal splitter for connecting VDUs to codec. Two VDUs shall be configured to display remote end and two will be for local site.
