For discussion only CCS WG Paper No. 8/98 TELECOMMUNICATIONS STANDARDS ADVISORY COMMITTEE (TSAC) WORKING GROUP ON COMMON CONNECTION STANDARDS (CCS) Standardisation Guide HKTA 3209 for Calling Line Identity of Mobile Network In-bound Roamers Introduction This paper proposes the adoption of the Standardisation Guide HKTA 3209 for calling line identity of mobile network in-bound roamers. Background 2. Calling line identity (CLI) means the signalling information which enables the calling party's number to be identified and which is transmitted through one or more networks. In Hong Kong, the operators of Fixed Telecommunications Network Services, Public Mobile Radiotelephone Services and Personal Communications Services shall comply with the Code of Practice in relation to Calling Line Identification and Other Calling Line Identification Related Services ("CoP for CLI"). In the CoP for CLI, it is required that the transmission of CLI in some exceptional cases, where the calling party number cannot be readily identified or available, shall meet certain requirements in order to facilitate call tracing for emergency purposes and call management purposes. 3. In the case that the calling party is an in-bound roamer of a local mobile network, the originating mobile network is required to set a CLI with prefix level which is equivalent to one of the numbering levels allocated to the mobile network / operator. (please refer to paragraph 3 of the CoP for CLI). This CLI information is primarily intended to help identify the location of the calling party in the case of calls to 999 emergency centre. To meet this requirement, a standardised format of the CLI for mobile network in-bound roamers is required. Proposed Format of CLI for Mobile Network In-bound Roamer 4. It is proposed to adopt the following format for the CLI of mobile network in-bound roamers : - Page 1 -
For discussion only CCS WG Paper No. 8/98 CLI = XXXX + YYYY; where (a) (b) XXXX is a 4-digit prefix of numbering blocks allocated to the mobile network (such as 148x, 149x, 48xx, 49xx, 90xx - 98xx) and defined in "The Numbering Plan for Telecommunications Services in Hong Kong" issued by the TA ; and YYYY is a 4-digit dummy suffix chosen by the concerned mobile network operator. 5. In setting the CLI for in-bound roamers according to the above format, operators of Public Mobile Radiotelephone Services and Personal Communications Services should observe the following guidelines: a) One or more CLI values may be set by the concerned mobile network operator for in-bound roamers on per switch or per network basis; b) The suffix value should preferably have a pattern to facilitate easy recognition of an in-bound roamer; c) The CLI values chosen should not be any directory numbers (DNs) assigned to customers; and d) The mobile network operators should notify the TA of CLI values chosen and any subsequent changes. The TA will maintain a list of the values and keep the concerned parties informed. General Requirements for Handling of CLI 6. The CLI of mobile in-bound roamers should be passed from one network to another with the calls classified as "out-of-area" and the calling party number will not be displayed in the terminating customer premises equipment (CPE). In relation to the transfer and management of CLI information and provision of related customer services, the fixed and mobile network operators shall comply with the CoP for CLI. In relation to the technical standard for transmitting the CLI from one network to another, the HKTA 2202 network-to-network specification issued by the TA shall be complied. - Page 2 -

A standardisation guide for CLI of mobile network in-bound roamers is proposed for observance by the mobile network operators. Based on the format and requirements in paragraphs 4-6 above, the draft Standardisation Guide HKTA 3209 is prepared as given at Annex 1. Proposed Recommendations 8. The following recommendations are proposed: a) The HKTA 3209 Standardisation Guide should be adopted by the TA; b) mobile network operators should inform the TA of CLI values to be used for in-bound roamers on their networks; and c) mobile network operators should be required to comply with the HKTA 3209 Standardisation Guide by a date to be agreed with the TA. FOREWORD 1. This Standardisation Guide sets out the format and requirements for calling line identity (CLI) of mobile network in-bound roamers. This Standardisation Guide shall be observed by an operator of public mobile radiotelephone Services or personal communications services for transmission of CLI information for calls originated by in-bound roamers of its network to other public telecommunications networks (PTN) in Hong Kong. 2. In relation to the transfer and management of CLI information and provision of related customer services, the fixed and mobile network operators shall comply with the "Code of Practice in relation to Calling Line Identification and Other Calling Line Identification Related Services" (hereafter referred to as the "CoP for CLI") issued by the Telecommunications Authority (TA). 3. Pursuant to the CoP for CLI, the transmission of CLI in some exceptional cases, where the calling party number cannot be readily identified or available, shall meet certain requirements in order to facilitate call tracing for emergency purposes and call management purposes. For the technical standard relating to the sending of CLI information across networks, the mobile network operators shall comply with the HKTA 2202 specification entitled "Network Connection Specification for Network-to-Network Connection of the Public Telecommunications Network (PTN) In Hong Kong based on ITU-T Common Channel Signalling System No. 7" issued by the TA.
