[MRD] is a small business incorporated in July 2002 dedicated to specialized coastal science, environmental and engineering to the public sector. The MRD staff consists of scientists, ecologists and engineers available to assist the Federal Government with a full range of services covered under SIN 899-1 Environmental Planning Services & Documentation and SIN 899-1RC Disaster Recovery Purchasing Program for projects located within the coastal zone and later modified to include services under FX75 American Recovery and Reinvestment Act (ARRA). GSA Contract Number GS-10F-007V Labor Category Descriptions Labor Category Principal Engineer Expert Witness Description This individual plans, develops, directs and maintains business operations, finances, marketing, and technical expertise. Serves as project manager; sets budgets and schedules; provides leadership to less experienced staff including training in proper field and office procedures and review of written materials and manages the preparation of reports including all the necessary data and figures for developing accurate and defensible conclusions. Responsible for maintaining client rapport and communication. A minimum of a Masters Degree in coastal, oceanographic or closely related engineering field with over 20-years of relevant experience, and is registered as a Professional Engineer in multiple states. This individual provides expert knowledge in relation to a specific project or specialized topic needed for court depositions or hearings. A minimum of a Masters Degree in coastal, oceanographic or closely related engineering field with over 20-years of relevant experience, and is registered as a Professional Engineer in multiple states. Senior Engineer This individual performs routine engineering work under the general direction of the Principal Engineer. The Senior Engineer performs and oversees professional field and office coastal, structural, marina and water resources engineering work related to the planning, design, maintenance of engineering projects and programs. Is responsible for structural plan checking, including managing complex engineering projects and programs; providing professional assistance and technical advice to the firm s clients; coordinating projects with contractors, other consultants and other agencies; administering professional services and contracts; evaluating requests for changes or additional work; directing the work of subordinate professional staff; and performs related work as required. A minimum of a Bachelor s Degree in ocean, civil, structural or closely related engineering field with over 5-years of relevant experience, and is registered as a Professional Engineer in one (1) or more states. Engineer II Engineer I This individual performs advanced professional assignments requiring the application of standard techniques, procedures and criteria in completing tasks. Will assist in performing complex assignments with independent decisions on problems, procedures and methods. Project management and Increasing responsibilities with experience. A minimum of a Bachelor s Degree in ocean, civil, structural or closely related engineering field with 3+ years of relevant experience, and has taken and passed the Engineer-In-Training (EIT) exam. This individual performs entry-level engineering tasks and routine professional assignments requiring the application of standard techniques, procedures and criteria in completing tasks. May also assist in performing complex assignments with independent decisions on problems, procedures and methods. A minimum of a Bachelor s Degree in ocean, civil, structural or closely related engineering field with 0 to 3 years of relevant experience, and will sit for the Engineer-In- Training (EIT) exam within one (1) year of employment. GSA Contract Number GS-10F-007V Labor Category Descriptions (continued) Senior Ecologist Ecologist I Engineering Technician II Engineering Technician I In addition to the duties and responsibilities described for the Ecologist I, this individual shall lead, train, supervise and direct the work of subordinate ecologists, technicians and aides. This individual shall have the ability to work independently and within established guidelines to ensure uniform data collection between field personnel and succeeding years of data collection and sampling. Experience in data entry, statistical data base management systems, and microcomputers are also required. The Senior Ecologist provides professional assistance and technical advice to the firm s clients; coordinating projects with contractors, other consultants and other agencies; administering professional services and shall conduct contracted research, develop and conduct research that meets objectives identified by the Client; and collecting data from syntheses of existing literature, field research projects, or a combination of both techniques. A minimum of a Masters Degree in biology, ecology, zoology or closely related field with more than 5 years of This individual performs entry-level investigations and duties in the support of aquatic and benthic resource investigations, wetland delineation/ assessment, permitting, and mitigation; plant community classification and inventory, and habitat/association mapping; environmental impact analysis, land use/resource management planning, and regulatory compliance/permitting; wetland mitigation/habitat restoration design and monitoring; and client-agency liaison for regulatory compliance/permitting.
