General Overview: The Palm Beach County Drug Court Programs are operational under the management of the Palm Beach County Department of Public Safety, Division of Justice Services and the 15 th Judicial Circuit. The programs are a cooperative effort between the Board of County Commissioners, the 15 th Judicial Circuit (Court Administration), Office of the State Attorney, Office of the Public Defender, Florida Department of Corrections, the Department of Juvenile Justice, the School District of Palm Beach County and contracted community-based service providers (the Consultants). The Palm Beach County Drug Court programs are rehabilitation programs designed to identify, case manage, drug test and provide outpatient substance abuse treatment services, mental health services and inpatient treatment services when necessary, to substance-abusing defendants. The anticipated number of clients to be served is between 200 and 225 participants annually. The two Drug Court programs addressed in this solicitation consist of the following: How to Apply/Deadline: Adult Drug Court Delinquency Drug Court Applications are due to Jenise Link, Court Services Manager, Department of Public Safety, Justice Services Division by 5:00 p.m. on July 27, 2015. Electronic submissions are preferred at Jlink@pbcgov.org. You may hand deliver or mail applications to 205 North Dixie Highway, Room 2.2400, (2 nd Floor, Main Courthouse), West Palm Beach, FL 33401. Applications must be typed, double-spaced, in 12-point standard font with 1-inch standards margins. Late applications (applications received after 5:00 p.m. on July 27, 2015) will not be accepted. Indicate if the applicant agency is responding for services for adults and/or juveniles. Eligibility: Applicants must be not-for-profit agencies with a minimum of two (2) years of experience providing drug testing, mental health services and/or substance abuse treatment to criminal/juvenile justice-involved substance-abusing clients. Term of Contracts: The term of the contract is for thirty six (36) months, with services beginning on October 1, 2015 and ending on September 30, 2018. Applicants must be able to contract with the Palm Beach County Board of County Commissioners (see attached Contract for Professional Services). Funding is available at the following unit cost rate: o $58.00 for adult individual one hour (sixty minutes) sessions o $50.00 for juvenile individual one hour (sixty minutes) sessions Page 3 of 12
o $22.00 for adult one and half hour (ninety minutes) group sessions o $20.00 for juvenile one and half hour (ninety minutes) group sessions o $14.00 for juvenile one day in residential treatment o $210.00 for psychiatric evaluations o $60.00 for medication management o Medication (cost varies) Program Requirements Substance Abuse Treatment A. Adult Drug Court General Services The Applicant shall provide drug treatment and testing services to program participants referred by the Drug Courts in accordance with the American Society of Addictions Medicine (ASAM) placement criteria. The Applicant shall be licensed under Chapter 397, Florida Statutes, Section 65D 30, Florida Administrative Code and by the Department of Children and Families (DCF). The Consultant shall provide the following: 1. Sufficient space to accommodate treatment groups of up to fifteen (15) participants. 2. Separate, secure, private office for individual counseling sessions (i.e., multiple offices within the same office complex). 3. A restroom facility suitable for collecting urine samples from participants and space suitable for a small, locked refrigerator that shall be used only to store urine samples. 4. Program site(s) accessible to bus routes/public transportation and availability of day and evening sessions suitable for employed participants. 5. Willingness to comply with Drug Court Phases. 6. Willingness to participate in Drug Court related trainings. Clinicians Minimum Criteria 1. The education, training and experience that is required of a primary counselor in accordance with Chapter 397, Florida Statutes, Section 65D-30, Florida Administrative Code and licensing by the DCF. 2. Certified Criminal Justice Addictions Professional (CCJAP) credential preferred or Certified Addictions Professional (CAP) credential or in active pursuit of CCJAP or CAP credential. 3. Dedicated and committed primarily to this program and its goals. 4. Qualified clinicians and clinical supervisors shall be familiar with a minimum set of treatment related topics. The topics are Cognitive Behavioral Therapy, Relapse Page 4 of 12
Prevention, Relapse Intervention, HIV Prevention, Cultural Sensitivity and Competence, Community Reinforcement Approach, Dual Diagnosis, Gender Specific Counseling Techniques, Family Therapy, Motivational Therapy and Moral Reconation Therapy (MRT). 5. A minimum of one (1) bi-lingual case manager, who also possesses the above referenced credentials, shall be employed in order to provide services. Clinical Supervisor Minimum Criteria 1. The education, training and experience that is required of a qualified professional in accordance with Chapter 397, Florida Statutes, Section 65D-30, Florida Administrative Code, and licensed by DCF. 2. Licensed Clinical Social Worker (LCSW) or Licensed Mental Health Counselor (LMHC) with CCJAP or CAP credential preferred. 3. Experience supervising evaluation and case management programs for criminal justice involved substance-abusing clients. Treatment Records The Consultant shall maintain complete participant treatment records and on site, as outlined in the Alcohol, Drug Abuse and Mental Health (ADM) licensure requirements, including electronic data, as required by law. Progress reports on each participant shall be submitted weekly in a report and/or electronic format acceptable to the Drug Court. Substance Abuse Screening and Assessment Within fourteen (14) days of referral to a Consultant, the Consultant shall complete a written substance abuse assessment. The assessment tool shall address the severity of addiction as well as the participant s strengths, weaknesses, and motivation. Individualized Written Treatment Plan Within fourteen (14) days of assessment, the Consultant shall develop, together with the program participant, an initial individualized written treatment plan. The treatment provider shall review and update the plan with the participant on a monthly basis. Group Counseling Sessions The Consultant shall facilitate substance abuse outpatient group counseling sessions to program participants on days and times that are most conducive to successful completion of the program to include evenings and weekends. The Consultant shall adhere to the Drug Court recommended starting phase and phase requirements (see attached Drug Court Phases). The duration of each outpatient group counseling session shall be sixty (60) minutes. Group size shall not exceed fifteen (15) participants. Examples of some modalities include: Cognitive Behavioral Therapy, Relapse Prevention, Relapse Support, Motivational Enhancement Therapy, the Matrix Model and Community Reinforcement Approach. Individual Counseling Sessions The Consultant shall provide individual counseling sessions to participants. The duration of an individual counseling session shall not be less than sixty (60) minutes. Examples of some of the issues that sessions might address are needs assessment, treatment plans, continuing care plans, stopping illegal substance abuse, impaired functioning, stopping illegal activity, family relationships and social relationships. Mental Health Services Mental health services will consist of a psychiatric evaluation, medication and medication management. Services will be provided annually to approximately thirty participants who have been diagnosed with co-occurring disorders. Clients will be identified for potential services through the Drug Court Screening at their Initial Drug Court Hearing or by the participant s treatment provider. Information on all Drug Court clients will be discussed at staffing and hearings. Drug Testing Due to Suspicious Use The Consultant shall drug test treatment participants who exhibit signs of drug or alcohol use. Results of all drug tests due to suspicious use shall be reported at the end of the day in a format acceptable to the Drug Court. The drugs of abuse for which testing is conducted shall include elements such as: cocaine, marijuana, opiates, benzodiazepine, amphetamines, OxyContin (oxycodone), E.T.G. (alcohol) or any substance of abuse that a participant may be most likely to use. Weekly Staffing and Hearing Meetings Each Consultant shall send a treatment liaison to the weekly staffings and hearings of the Drug Court. The Adult Drug Court holds staffings every Monday and Thursday at 11:00 a.m., followed by Drug Court Hearings at 1:00 p.m. The liaison shall report information about their participants treatment progress. The information may include treatment recommendations, missed appointments, and drug test results. The information will also be requested in an electronic format. Suspension of Treatment The Consultant will provide drug treatment to clients referred by the Drug Court. The Consultant, where possible, shall not suspend or withhold ongoing treatment to any client without notifying the Drug Court Program office. The Consultant will first convey a request to suspend ongoing treatment to the Drug Court Judge. ADULT DRUG COURT PHASES (Minimum Requirements of each phase) PHASE I (approximately 3 months) Three group counseling sessions per week. One individual counseling session per month. Monthly Supervisory (DOC) contacts. Random urinalysis each week. Two NA/AA meetings per week. Regularly-scheduled status hearings with the Judge. Page 6 of 12
Forty-five consecutive days of negative drug tests. PHASE II (approximately 3 months) Two group counseling sessions per week. One individual counseling session per month. Monthly Supervisory (DOC) contacts. Random urinalysis each week. Two NA/AA meetings per week. Regularly-scheduled status hearings with the Judge. Sixty consecutive days of negative drug tests. PHASE III (approximately 3 months) One group counseling session per week. One individual counseling session per month. Monthly Supervisory (DOC) contacts. Random urinalysis each week. Two NA/AA meetings per week. Regularly-scheduled status hearings with the Judge. Ninety consecutive days of negative drug tests. PHASE IV (approximately 2-3 months) One group therapy session per month. One Individual counseling session per month. Monthly Supervisory (DOC) contacts. Random urinalysis as needed. Regularly-scheduled status hearings with the Judge. Ninety consecutive days of negative drug tests. Regularly-scheduled status hearings with the Judge. Program Requirements Substance Abuse Treatment B. Delinquency Drug Court General Services The Consultant shall provide drug treatment services to program participants referred by the Delinquency Drug Court in accordance with the American Society of Addictions Medicine (ASAM) placement criteria. Family Assessment The Provider shall administer an assessment of the family to gather information including but not limited to: identification of strengths and weaknesses, involvement with any treatment-related services, participation in social activities determination of resources being utilized by the family (support persons, etc.). Pre Test/Post Test The Provider shall administer a pre-test within (14) days of assessment to evaluate participant s substance abuse knowledge. Within (14) days prior to treatment completion, the Consultant shall administer a post-test to evaluate participant s learning throughout treatment. Results shall be provided to the Drug Court Program Office within seven (7) days of the Pre Test and Post Test. Individualized Written Treatment Plan Within seven (7) days of assessment, the Provider shall develop, together with the program participant, an initial individualized written treatment plan. The treatment provider shall review and update the plan with the participant on a monthly basis. This plan shall be provided to the Drug Court Program Office upon request. Bi-Weekly Staffing and Hearing Meetings Each Provider shall send a treatment liaison to the bi-weekly staffing meetings and hearing of the Delinquency Drug Court. The liaisons shall report information about the participants treatment progress. The information may include treatment recommendations, missed appointments, and drug test results. The information may also be requested in an electronic format. Suspension of Treatment - The Provider will provide drug treatment to clients referred by the Delinquency Drug Court. The Provider shall not suspend or withhold on-going treatment to any client without written approval from the Delinquency Drug Court Team. The Provider will first convey a request to suspend on-going treatment to the Delinquency Drug Court Coordinator. After consultation with the Delinquency Drug Court Team, the Delinquency Drug Court Page 9 of 12
Coordinator will provide the Provider with written approval or disapproval for the request. Only after a written approval is received by the Provider can drug treatment can be suspended. Delinquency Drug Court Phases (minimum requirements of each phase) Page 10 of 12

Describe geographical area to be served. Define how the drug testing results will be collected and delivered to the Drug Courts. 2. Budget Narrative: (no more than 2 pages, double-spaced, 12 point font with one-inch margins on 8½ x 11 paper) Budget Narrative should: Describe number of clients that the organization is requesting and/or able to serve. 3. Agency Experience: (no more than 2 pages, double-spaced, 12 point font with one-inch margins on 8½ x 11 paper) Agency experience should: Describe the organization s capacity, capabilities and experience. Describe the organization s financial capacity to contract with the county including information on insurance, staffing and organizational structure. Describe the organization s experience providing drug testing services. Define experiences and successes in serving the criminal justice-involved substance-abusing clients, number of years and scope of services provided. Review Process: Applications will be reviewed and scored by the Drug Court Services Selection Committee. Applicants will be invited to attend a Selection Committee meeting that will be held to answer any questions that Committee or Applicant might have.
