Summary of Solicitation Performance Period: Five (5) years from the effective golive date of the contract Two (2) Two Year Options at the Authority s discretion Anticipated award/start date: January 2016 This will be a combination firm-fixed-unit-price requirements contract Terms and Conditions of the Solicitation are not negotiable in any material way
Proposal Requirements Proposals are due September 29, 2015 by 2:00 PM local time at the address indicated on the solicitation The Airports Authority is using a competitively negotiated procurement process and selection will be made on a best value basis
Proposal Requirements Award will be made to the firm whose offer is most advantageous to the Authority. Refer to Section X, Attachment 02, Evaluation Criteria, for documentation required in response to this solicitation Proposals shall be submitted in three (3) parts, each in a separate sealed envelope labeled with the Offeror s name and address, the solicitation number and the envelope name as follows
Proposal Submissions Envelope 1: Representation Package Submit an original and one (1) copy of the following documents: Solicitation Offer and Award Page, Section I Representations and Certifications, Section IV Special Provisions, Use of Contract by Other Jurisdictions, Section VI * Failure to extend a contract to any participating Jurisdiction will have no effect on consideration of proposals LDBE Certification Exhibits as applicable: Exhibit A, Voluntary Efforts to Obtain MBE/WBE Participation
Proposal Submissions Envelope 2: Price Proposal Submit an original and one (1) copy of the following documents: Price Schedule, Section III Contract Participation Form, Exhibit D1
Proposal Submissions Envelope 3: Technical Proposal Submit an original and Nine (9) copies Do not include any reference to price Submit on typewritten 8 ½ x 11 plain white paper Number all pages Assemble in a three ring binder or staple. No other binding methods are acceptable Do not exceed fifty (50), double-spaced, single sided pages. Exhibits and samples of previous work are not included in the 50- page limit Address the evaluation criteria in the order they are presented
Evaluation Criteria Criterion 1: Understanding the Requirements - Offeror s understanding of the minimum requirements of the contract Criterion 2: Solution Capabilities and Technical Approach - Offeror s proposed overall technical solution will deliver the full range of capabilities and meet SOW requirements Criterion 3: Past Performance - Offeror s experience, qualifications, and successful implementation of the proposed SaaS HR solution with the same or similar scope Criterion 4: Project Management, Experience and Qualifications of Personnel - Offeror s proposed management plan to fulfill the requirements of the statement of work in a timely manner
Scope of Services The Contractor shall provide all necessary labor, materials, tools, equipment and supervision to provide and host a fully configured Human Resources Management System (HRMS) COTS SaaS cloud-based solution in accordance with the statement of work (SOW) Estimated user base (2016 to 2024): 2,180 to 2,820 Airport Authority users (employees and retirees) 41,180 to 41,820 total users (Airport Authority and general public)
