In order to receive your VA benefits in a timely manner, please follow the steps outlined in this information packet. ONE: Apply for education benefits through the VA. Go to www.gibill.va.gov. TWO: Carefully read this Information Packet. THREE: Turn in all required documents to NEO. A list of required documents for each Chapter is included in this packet. FOUR: Each semester, complete a VA Enrollment Certification Form and turn it in to the VA office as soon as you enroll in classes. You can pick up the form in the VA Office or download a copy from the Veterans Benefits page on the NEO website. FIVE: Immediately report any changes to your schedule to the VA Coordinator. SIX: Chapter 30 and 1606 students Report your attendance to the VA online or by phone on the last day of each month. See the VA Info packet or the VA Benefits webpage for instructions. GENERAL INFORMATION You must first apply and be approved for benefits through the VA before any payments for enrolled classes can be made to you. You apply for benefits online through VONAPP, the VA s electronic application system. Each semester you want to use your VA benefits at NEO you must submit an NEO VA Enrollment Certification Form. The form can be obtained in the Financial Aid Office in the Library/Administration building, room 211 or online at http://www.neo.edu/financialaid/veteransassistance/tabid/1352/default.aspx Failure to turn in the Enrollment Certification form in a timely manner will delay the payment of your benefits. VA will only pay for courses that are required for your degree plan. If you are enrolled in any courses that are not required for your degree, the hours for those courses will not count toward your enrollment status. Chapter 30, 35, and 1606 payments are made directly to the student. No money is sent to the school. You are still responsible for paying all of your charges to the school. Payments sent directly to you are paid in arrears; in other words, you will be paid for September on or around the 1 st of October; October will be paid in November, etc. Partials months of enrollment will be prorated by the VA. Normally, this would be the months of August and December in the fall, and January and May in the spring. The VA no longer pays break pay for periods between semesters when you are still in school but classes are not meeting. If you drop classes or completely withdraw from school after your enrollment hours have already been certified to the VA, an overpayment may occur. You are responsible for paying any overpayments directly to the VA. A decrease in hours may also affect the amount of your housing allowance. The VA will notify you when you have an overpayment. Chapter 33 tuition and fee amounts are not submitted to the VA until after the add/drop period is over each semester. This ensures that the correct amounts are submitted to the VA. You may receive a bill from the NEO Business Office, but you do not need to pay it if the VA has not sent payment to the school yet. NEO Financial Aid/Veterans Office 918-540- 6235 Page 3

MILITARY TRANSCRIPTS The VA requires schools to evaluate your military transcripts to see if any of your military training will count toward your degree requirements. Gather the documents you will need to apply " DD214 Certificate of Release or Discharge from Active Duty " Transcripts for all periods of education after high school " Kicker Contract (if applicable)! Click on Apply for Benefits " This will take you to VONAPP (Veterans Online Application) " You will need to sign- up for a VONAPP account if you don t already have one " You will create a Username, Password, password hint and provide an email address in order to use VONAPP! Choose Form 22-1990 to apply for VA Education Benefits " Dependents of veterans (Chapter 35) should fill out Form 22-5490!
