Description Brief description of the proposed project: CDVA is currently operating in a "Fat Client" environment for all office automation product applications. CDVA is committed to it's strategic goal of utilizing IT resource more efficiently and is proposing CDVA convert to a "Thin Client" environment. Need Statement High Level Functional Requirements: Increase accessiblity to work files and enterprise applications. Reduce administration and end-user support. Increase reliability (longer Mean Time Between Failure). Increase security, less risk of viruses and data theft. Improve Disaster Recovery, data is more secure and easier to backup. Lower power consumption, save on electricity and heat generation. Smaller footprint, saves space. Easier licensing management and conformance to legal requirements. Reduce capital expense on computer hardware. What is Driving This Need? Current state budget and staffing reductions are requiring Agencies to look at alternative way to save funds and perform the same workloads with less staff. Thin Client computing can help in both of these areas. Risk to the Organization if This Work is Not Done: Creates an inefficient use of IT resources, both in dollars and productivity. Thin Client requires less hardware and software, resulting in less support. Page 1 of 7

Benefit Statement Intangible Benefits Process Improvements (describe the nature of the process improvement): Reduced administration and end user support - Thin Clients are far simpler to manage since the thin client OS is deployed centrally and only includes a remote terminal client. Having a single point of administration reduces overall administration costs and saves on maintenance time. Administrators can perform upgrades, deploy patches, applications and virus updates solely on the terminal servers for thousands of users, without having to visit the individual workstations. Thin client hardware uses less energy, thereby being more green. Lessens the risk of data theft, thereby reducing the cost of a potential data loss reportable incidence.
